LCC Market Development - In 1996 low cost airlines (LCCs) accounted for only 1.4% of intra-European Union capacity. By the end of 2002, low cost airlines had captured 12% of all intra-EU capacity - Currently LCCs have a 30% market share of scheduled European point-to-point passengers. According to AEA forecasts, the LC market is expected to increase to 43% of European traffic by 2011. - In 2006 140 million passengers were carried by LCCs. - Low-fare airlines have increased their presence from 13% of city pairs in 2003 to 26% in 2007. 96% of new city-pairs between 2005 and 2007 were added by LCCs. - The United Kingdom still sees the highest number of low-cost flights, followed by Spain, which has been making up a lot of ground over the last year. This is followed by Italy and Germany with slightly fewer flights. These four countries contribute to roughly three quarters of low-cost departures. France is fifth in this list with only 5% of LC flights. - easyJet and Ryanair continue to be the biggest players in the European LCC market accounting for about 40% of all LCC capacity. The top two are followed by Airberlin, which contributes another 10% leaving three carriers in control of half the European low-cost market.

Perante o agravamento das problemáticas atmosféricas a maior parte dos países mundo tem adotado ações concertadas e conjuntas tendentes a responder a estas realidade. No quadro da União Europeia, bloco económico e político ao qual Portugal pertence como estado-membro, tem vindo a ser desenvolvido um forte programa de combate à poluição atmosférica. Seguindo as principais linhas de orientação dos seus predecessores mas, ao mesmo tempo, trilhando novos caminhos para atingir desafiantes metas, o Sexto Programa de Ação em matéria de Ambiente (6.º PAA) pretende atingir níveis de qualidade do ar que não impliquem efeitos negativos nem riscos significativos para a saúde humana e o ambiente. A União Europeia tem pautado a sua atuação numa ótica de concertação de políticas e legislação como forma de reduzir as emissões atmosféricas dentro do seu espaço territorial. A articulação entre as políticas comunitárias que visam reduzir a exposição à poluição atmosférica e a produção legislativa em matéria da qualidade do ar, nomeadamente, a fixação de valores limites de emissão para os diferentes poluentes nas zonas e aglomeração das nossas cidades, encontra na gestão ambiental do recurso ar os conceitos e estratégias de atuação práticas fundamentais para, atuando como uma placa giratória de Ação, efeitos e resultados, se possa uniformizar e harmonizar as necessidades reais com a resposta política e legal nestas questões. Expor e compreender as metodologias, ferramentas e instrumentos legais ao serviço destes dois eixos (politicas e legislação) será o objetivo deste texto.

The North Atlantic Oscillation (NAO) is an important large-scale atmospheric circulation that influences the European countries climate. This study evaluated NAO impact in air quality in Porto Metropolitan Area (PMA), Portugal, for the period 2002-2006. NAO, air pollutants and meteorological data were statistically analyzed. All data were obtained from PMA Weather Station, PMA Air Quality Stations and NOAA analysis. Two statistical methods were applied in different time scale : principal component and correlation coefficient. Annual time scale, using multivariate analysis (PCA, principal component analysis), were applied in order to identified positive and significant association between air pollutants such as PM10, PM2.5, CO, NO and NO2, with NAO. On the other hand, the correlation coefficient using seasonal time scale were also applied to the same data. The results of PCA analysis present a general negative significant association between the total precipitation and NAO, in Factor 1 and 2 (explaining around 70% of the variance), presented in the years of 2002, 2004 and 2005. During the same years, some air pollutants (such as PM10, PM2.5, SO2, NOx and CO) present also a positive association with NAO. The O3 shows as well a positive association with NAP during 2002 and 2004, at 2nd Factor, explaining 30% of the variance. From the seasonal analysis using correlation coefficient, it was found significant correlation between PM10 (0.72., p<0.05, in 2002), PM2.5 (0 74, p<0.05, in 2004), and SO2 (0.78, p<0.01, in 2002) with NAO during March-December (no winter period) period. Significant associations between air pollutants and NAO were also verified in the winter period (December to April) mainly with ozone (2005, r=-0.55, p.<0.01). Once that human health and hospital morbidities may be affected by air pollution, the results suggest that NAO forecast can be an important tool to prevent them, in the Iberian Peninsula and specially Portugal.
