The present study envisages to analyse and perceive change within the Portuguese local governments’ accounting information system. This change has occurred in recent years due to the development of the Cost Accounting System (CAS). Are there divergences between those that adopted and those that did not the CAS? As of today, to what extent is the CAS implemented? What factors do determine the level of development of the CAS amongst Portuguese local governments? This study has analysed several factors like the current legal framework, the local governments’ size, the financial independence and the level of political competitiveness. The empirical analysis focus upon the results as obtained by means of questionnaire which was applied to all the Portuguese Local Government (308). Although one may consider that its development is rather shallow, evidence unfolds that about 48% of the respondents have already adopted the CAS. It highlights that the pressure exerted by the current legal framework, namely the POCAL (Plano Oficial de Contabilidade das Autarquias Locais – Local Government Accounting Official Plan), the NLFL (Nova Lei das Finanças Locais – Local Finances New Law) and the RGTAL (Regime Geral de Taxas das Autarquias Locais – Local Government General Regime of Taxes), justifies that most of the local governments has adopted the new system of control and accounting information in recent years.The importance of information stemming from the CAS, thus bettering and refining the decision making process, is consistent with the positive evolution of this system, in the short-run. The institutions’ size as well as the level of financial independence and political competitiveness may also be pondered as most significant variables within this empirical analysis.

Protein-based polymers are present in a wide variety of organisms fulfilling structural and mechanical roles. Advances in protein engineering and recombinant DNA technology allow the design and production of recombinant protein-based polymers (rPBPs) with an absolute control of its composition. Although the application of recombinant proteins as biomaterials is still an emerging technology, the possibilities are limitless and far superior to natural or synthetic materials, as the complexity of the structural design can be fully customized. In this work, we report the electrospinning of two new genetically engineered silk-elastin-like proteins (SELPs) consisting of alternate silk- and elastin-like blocks. Electrospinning was performed with formic acid and aqueous solutions at different concentrations without addition of further agents. The size and morphology of the electrospun structures was characterized by scanning electron microscopy showing to be dependent of concentration and solvent used. Treatment with air saturated with methanol was employed to stabilize the structure and promote water insolubility through a time-dependent conversion of random coils into β-sheets (FTIR). The resultant methanol-treated electrospun mats were characterized for swelling degree (570-720%), water vapour transmission rate (1083 g/m2/day) and mechanical properties (modulus of elasticity of ~126 MPa). Furthermore, the methanol-treated SELP fiber mats showed no cytotoxicity and were able to support adhesion and proliferation of normal human skin fibroblasts. Adhesion was characterized by a filopodia-mediated mechanism. These results demonstrate that SELP fiber mats can provide promising solutions for the development of novel biomaterials suitable for tissue engineering applications.

Exploratory factor analysis is a widely used statistical technique in the social sciences. It attempts to identify underlying factors that explain the pattern of correlations within a set of observed variables. A statistical software package is needed to perform the calcula- tions. However, there are some limitations with popular statistical software packages, like SPSS. The R programming language is a free software package for statistical and graphical computing. It o ers many packages written by contributors from all over the world and programming resources that allow it to overcome the dialog limitations of SPSS. This paper o ers an SPSS dialog written in the R programming language with the help of some packages, so that researchers with little or no knowledge in programming, or those who are accustomed to making their calculations based on statistical dialogs, have more options when applying factor analysis to their data and hence can adopt a better approach when dealing with ordinal, Likert-type data.

Este artículo tiene como objetivo identificar y analizar un conjunto de variables contingentes e institucionales que pueden potencialmente influir en el conocimiento e implementación del Cuadro de Mando Integral (CMI) en las organizaciones portuguesas pertenecientes al sector público y privado.

Esta comunicación tiene como objetivo identificar y analizar un conjunto de variables contingentes e institucionales que pueden potencialmente influir en el conocimiento e implementación del Cuadro de Mando Integral (CMI) en las organizaciones portuguesas pertenecientes al sector público y privado. Para comprobar empíricamente las hipótesis de investigación formuladas hemos recurrido a los datos obtenidos mediante la aplicación de un cuestionario postal a 591 organizaciones públicas y 549 organizaciones privadas portuguesas, con una tasa de respuesta total del 31,3%. Los resultados obtenidos indican la asociación entre el conocimiento CMI y el grado de formación de los empleados, así como entre la implementación del CMI y la realización de cursos de formación. Por otro lado, no hemos obtenido evidencia empírica respecto a la posible relación entre la implementación del CMI y el grado de comunicación interna, el recurso a consultores externos, cuestiones de “modas de gestión” y la búsqueda de legitimidad.

This paper explores the main determinants of the use of the cost accounting system (CAS) in Portuguese local government (PLG). Regression analysis is used to study the fit of a model of accounting changes in PLG, focused on cost accounting systems oriented to activities and outputs. Based on survey data gathered from PLG, we have found that the use of information in decision-making and external reporting is still a mirage. We obtain evidence about the influence of the internal organizational context (especially the lack of support and difficulties in the CAS implementation) in the use for internal purposes, while the institutional environment (like external pressures to implement the CAS) appears to be more deterministic of the external use. Results strengthen the function of external reporting to legitimate the organization’s activities to external stakeholders. On the other hand, some control variables (like political competition, usefulness and experience) also evidence some explanatory power in the model. Some mixed results were found that appeal to further research in the future. Our empirical results contribute to understand the importance of interconnecting the contingency and institutional approaches to gain a clear picture of cost accounting changes in the public sector.

A informação e a comunicação provocaram a abertura a um mercado global, produziram e semearam conhecimento e os mercados evoluíram e incentivaram a competitividade e a inovação. As empresas mais competitivas são as que usam novas tecnologias de informação, as que apostam nos recursos humanos qualificados, as que evoluem na investigação e as que se centram na estratégia e nas ligações estratégicas. Estas empresas debatem-se com um novo activo que adquire cada vez mais importância e relevo no seu dia-a-dia, tornando-se, em algumas delas, o principal factor de produção. Segundo Stewart (1998, p.92) “o capitalismo intelectual necessita desesperadamente de uma linguagem prática, caso contrário cairá num charco de lodo verbal sem sentido“. O objectivo deste trabalho centra-se na análise de alguns dos métodos desenvolvidos para valorizar o activo já consagrado como o que mais contribui para o desenvolvimento empresarial e social: o capital intelectual.

O conhecimento está intrisecamente associado à acção, ou seja, a práticas executadas tendo por base informação relevante e contextual. O conhecimento organizacional é obtido pelo desempenho na aplicação de experiências adquiridas, capacidades e habilidades individuais ou colectivas e knowhow técnico que conduz à inovação e à obtenção de rendimentos de forma sustentada. A inovação é um imperativo nas empresas de hoje e, sendo inovação sinónimo de utilidade, então a chave da competitividade das empresas é o conhecimento útil (Odriozola, 2000). O conhecimento é um activo organizacional, pois os processos, rotinas e cultura empresariais têm fixado em si conhecimento. As organizações são o local ou contexto onde se processa a interacção de diversos saberes, devendo as mesmas, incentivar a sua concretização e partilha para que a inovação e competitividade sejam conseguidas. Só assim conseguirão sobreviver numa nova economia onde o principal factor de produção é o conhecimento.

Este artículo tiene como objetivo analizar la relación entre un conjunto de variables contextuales e internas y la adopción del Cuadro de Mando Integral (CMI) en las empresas privadas portuguesas. Como medio básico para la recolección de los datos se ha realizado una encuesta postal a través del envío de un cuestionario a 549 empresas privadas portuguesas, con una tasa de respuesta del 28,2%. Los resultados obtenidos indican que existe una asociación positiva entre la implementación del CMI y el grado de diversidad de los bienes y servicios de la organización; la propiedad de grupos extranjeros; y el tamaño organizacional.

Quando foi publicado o “novo” Regime Jurídico da Concorrência (RJC) no D.R. de 8/5/12, logo se falou de “grande reforma no sector da concorrência” por “iluminados”. Acontece que de acordo com o art. 101º do RJC, a lei só entraria em vigor passados 60 dias. Até aqui tudo normal. É preciso uma “vacatio legis” para a adaptação dos destinatários, incluindo a Autoridade da Concorrência (AdC). Abstract: When published the "new" Legal Framework for Competition (RJC) in DR 05.08.12, soon spoke of "major reform in the competitive sector" by "enlightened". It turns out that according to art. 101 of the RJC, the law would only enter into force after 60 days. So far so normal. It takes a "vacatio legis" to adapt the recipients, including the Competition Authority (CA).
