In dem vorliegenden Beitrag werden neuere schulgesetzliche Initiativen erörtert, die u.a. eine Reform des Übertritts aus der Grundschule an weiterführende Schulen beabsichtigen. Diese Bemühungen ordnen sich in die schon lange zu beobachtende Tendenz zur Stärkung der individuellen Rechte von Schülern und Eltern ein, wie sie mit dem Prozeß der Verrechtlichung der Schule in der Bundesrepublik verbunden ist. Eine genauere Betrachtung der entsprechenden Regelungen und einiger dadurch ausgelöster gerichtlicher Konflikte weckt allerdings Zweifel an Voraussetzungen und insbesondere an Ergebnissen der eingeleiteten Politik: Handelt es sich nicht doch um eine versteckte Form der staatlichen Steuerung der Schulwahl? In der Wörterbuch-Rubrik der Zeitschrift wird der derzeit grassierende Begriff der "Evidenzbasierten Bildungsforschung" analytisch auf seinen Gehalt geprüft. Ausgehend von seinem Auftauchen in der Medizin im angloamerikanischen Sprachbereich (evidence-based medicine) wird gefragt, worin die Evidenz der Forschungsergebnisse liegt und wie eine Übertragung auf den Bildungsbereich aussieht. Dabei wird deutlich, dass sich die evidenzbasierten Ergebnisse in der Bildungsforschung einer Steuerungshoffnung oder gar -phantasie verdanken, die die Ergebnisse selbst jedoch nur wenig bereit stellen. Der Beitrag gewährt einen Überblick über die Zielstellungen und die Struktur des Bundesprogramms Lernen vor Ort. Dabei werden sowohl die Organisation des Gesamtprogramms sowie die vorgegebenen Handlungsfelder der Ausgestaltung eines kommunalen Bildungsmanagements für die 40 geförderten Kreise und kreisfreien Städte betrachtet. Lernen vor Ort wird als maßgeblicher Impuls einer bestärkten kommunalen Bildungsgestaltung eingeordnet und in Bezug zu den konzeptionellen Leitlinien vorhergehender Modellprogramme zur Entwicklung regionaler, kommunaler und lokaler Bildungslandschaften gesetzt, um so die intendierten Akzente in der Zielrichtung des Programms zu markieren. Als verbindlichen Bestandteil eines abgestimmten kommunalen Bildungsmanagements sieht das Programm ein langfristig konzipiertes kommunales Bildungsmonitoring als eines von vier verbindlichen Aktionsfeldern vor. Dieses greift der Beitrag im Schwerpunkt auf, vermittelt eine grundsätzliche Begriffsklärung und stellt darauf bezugnehmend den Nutzen für eine evidenzbasierte Gestaltung und Steuerung von Bildung auf kommunaler Ebene dar.

In Fragen der Schulentwicklung allgemein, aber auch im Zuge der aktuellen Regionalisierungstendenzen im Schul- und Bildungswesen, wird Unterstützungssystemen für die Einzelschule eine wachsende Bedeutung zugeschrieben. Dennoch finden sich bislang erst wenige Arbeiten im Diskurs, die Unterstützungssysteme im Zusammenhang mit Regionalisierungsprozessen beleuchten und robuste Analyseinstrumente vorstellen, mit deren Hilfe Unterstützung im Zusammenhang von Regionalisierung gefasst werden kann. Dieses Desiderat wird im vorliegenden Beitrag aufgegriffen, indem unter anderem auf Grundlage von governance- sowie motivationstheoretischen Überlegungen Kategorien für eine Heuristik erarbeitet werden, die es erlauben, Unterstützungssysteme allgemein und im Kontext von Schul- und Bildungslandschaften entlang verschiedener Dimensionen zu betrachten. Mittels Interviews, die im Rahmen des Projektes ,Schulen im Team – Übergänge gemeinsam gestalten‘ durchgeführt wurden, wird die Heuristik auf den Forschungskontext zu Regionalen Bildungsbüros inhaltsanalytisch angewendet. Erste Befunde weisen darauf hin, dass sich die Heuristik zur Untersuchung von Unterstützungssystemen für einen regionalen Kontext plausibilisieren lässt. (DIPF/Orig.)

The EU represents a transforming educational space, where national and supranational boundaries in educational governance are becoming blurred. The EU has become an important actor in educational governance and an important arena for policy learning and transfer. This paper explores how the process of reshaping the educational space manifests itself in the process of the Europeanization of VET policy in the case of Estonia. In Estonia, this process was followed by the growth of executive VET institutions and has developed from rather uncritical initial policy transfer to more active learning from the EU, although conformism can still be seen in cases of the introduction of standardizing policy tools. Vocational Education and Training (VET) is offered throughout the world to students of various educational backgrounds and career aspirations in an effort to create a skilled workforce. The structure of VET varies greatly across different fields and countries with high-growth, low-growth, and transitional economies. However, a common critique of many vocational institutions is that they focus on skills training without addressing related business systems. Thus, students may not understand the business strategies related to their field, which stifles job readiness and entrepreneurial potential. To counter this, a more context-driven and integrated entrepreneurial approach is proposed for VET. Benefits, disadvantages, and exemplars of various types of vocational and entrepreneurial programs are evaluated to determine how their strengths might be leveraged. Such integrated entrepreneurial and vocational training would more suitably address context-specific market needs via both practical and transferrable skills, thus helping to reduce unemployment, particularly among youth in sub-Saharan Africa. The shift from decentralized to centralized A-level examinations (Abitur) was implemented in the German school system as a measure of Educational Governance in the last decade. This reform was mainly introduced with the intention of providing higher comparability of school examinations and student achievement as well as increasing fairness in school examinations. It is not known yet if these ambitious aims and functions of the new centralized examination format have been achieved and if fairer assessment can be guaranteed in terms of providing all students with the same opportunities to pass the examinations by allocating fair tests to different student subpopulations e.g., students of different background or gender. The research presented in this article deals with these questions and focuses on gender differences. It investigates gender-specific fairness of the test items in centralized Abitur examinations as high school exit examinations in Germany. The data are drawn from Abitur examinations in English (as a foreign language). Differential item functioning (DIF) analysis reveals that at least some parts of the examinations indicate gender inequality. (DIPF/Orig.)

Statewide exit exams are often believed to have a positive impact on school effectiveness and the alignment between instructional practice and state standards because of their mandatory nature and the stakes attached for students and teachers. They may also, however, lead to teaching to the test and to a perceived de-professionalization of the teaching role. While some studies suggest a narrowing of contents and an increase in teacher-centered instruction, little is known about how the impact on instructional practices and teacher cognitions varies between different exam systems. This study compares the strategies teachers use to prepare their students for the exams at the end of upper secondary education in Finland, Ireland, and the Netherlands using a standardized questionnaire survey with responses from 385 teachers. The goal was to develop hypotheses about the relationship between differences in the exam procedures and the stakes attached, and the differences in teacher preparation strategies. The results suggest country-specific variations regarding teacher beliefs as to how much time should be spent on exam preparation; however, there were smaller differences in the strategies applied. Regression analyses indicated that the way in which preparation intensity was associated with the stakes for students and schools, and the attitudes towards the exams themselves varied across the three countries. The different exam systems appeared to affect preparation in markedly different ways, but nevertheless led to the exercise of comparable strategies. (DIPF/Orig.)

The author will explore the performance of boys and girls in external examinations in Slovenia at the beginning of upper secondary and tertiary education. These are critical points in students’ educational career at which he/she has to choose a school/university. Since both transitions are managed centrally by appropriate authorities, this is also a question of Educational Governance. Transitions between levels of education should, above all, assure fairness in selection procedures. At the point of transition to upper secondary schools we will explore differences between students’ achievements in various school subjects tested at the national assessment of knowledge (NA), and their school grades by gender. Since only school grades are used as admission criteria to upper secondary schools, this comparison of school grades with external and more objective measure of students’ achievement will show possible bias. In Slovenia admission to tertiary education usually consists of (externally assessed) Matura results and school grades in the last two years of upper secondary school. The author will compare the effects of both most commonly used measures of academic achievement on admission in view of gender differences. Study courses where selection procedure was actually applied will be of specific interest since they can show signs of (un)fairness. This article examines regulatory governance of the post-initial training market in The Netherlands. From an historical perspective on policy formation processes, it examines market formation in terms of social, economic, and cultural factors in the development of provision and demand for post-initial training; the roles of stakeholders in the longterm construction of regulatory governance of the market; regulation of and public providers; policy responses to market failure; and tripartite division of responsibilities between the state, social partners, commercial and publicly-funded providers. Historical description and analysis examine policy narratives of key stakeholders with reference to: a) influence of societal stakeholders on regulatory decision-making; b) state regulation of the post-initial training market; c) public intervention regulating the market to prevent market failure; d) market deregulation, competition, employability and individual responsibility; and, e) regulatory governance to prevent ‘allocative failure’ by the market in non-delivery of post-initial training to specific target groups, particularly the low-qualified. Dominant policy narratives have resulted in limited state regulation of the supply-side, a tripartite system of regulatory governance by the state, social partners and commercial providers as regulatory actors. Current policy discourses address interventions on the demand-side to redistribute structures of opportunity throughout the life courses of individuals. Further empirical research from a comparative historical perspective is required to deepen contemporary understandings of regulatory governance of markets and the commodification of adult learning in knowledge societies and information economies.
