The concept of equal opportunity for all students is deeply embedded in the Serbian constitution and in education laws. On that level, there is no doubt that everyone is ensured an opportunity to receive quality education. Many measures in education policy have been created specifically to achieve this objective and make the system fair and inclusive. The Coleman Report was linked to a wave of optimism that certain educational measures would help in achieving these noble goals. This aim is a high priority in education in a democratic country, and due to its importance needs to be re-examined. Thus, the present research examines the equity of students in the Serbian education system, detecting areas on all educational levels that could be (or already are) systemic sources of inequity (e.g., criteria for preschool institution enrolment, the system of student awards, rationalisation of the school network, the concept of entrance exams to secondary school or university, etc.). A number of measures have already been taken in the system specifically to deal with inequity (e.g., the Preschool Preparatory Programme, dropout measures, inclusion, scholarships, etc.). The effects of these measures in particular are analysed in the present work. In addition to an analysis of the systemic sources of inequity in the Serbian education system, the article also makes recommendations for their overcoming. (DIPF/Orig.)

Der diagnostische Blick ist einserseits notwendige Voraussetzung zur Festellung von sonderpädagogischem Förderbedarf bzw. entwicklungsspezifischen Förderangeboten, andererseits verengt sich eben dadurch professionelle Wahrnehmung. Sonderpädagogen entgehen dieser Aporie nicht. (Autor)

The influence of social capital on an individual’s educational achievements is the subject of numerous scientific papers. Research on social capital is most frequently based on Coleman’s (1988) or Bourdieu’s (1986) theories of capital, which are related to different paradigms of social theory: whereas Coleman’s approach has its roots in structural functionalism, Bourdieu’s approach contains elements of conflict theory. A number of authors, starting with Bourdieu, attempt to explain and prove that, when connected with the education of individuals, the activity of social capital facilitates social reproduction. Other authors support the notion that social capital is, in fact, a powerful weapon that encourages social mobility. A third group of researchers emphasise that neither of these approaches in isolation can entirety explain the influences of social capital on an individual’s education (Ho, 2003). The present paper offers a review of research focusing on the influences of social capital on educational achievements, while outlining the fundamental differences between the two theoretical approaches that are most frequently used for research of this topic. The aim of the paper is to explain the influence of social capital on an individual’s educational achievements under Bourdieu’s and Coleman’s theoretical concepts, and to establish whether combining the approaches is possible. The conclusion and arguments show that it is legitimate to use all three theoretical approaches. (DIPF/Orig.)

Die Erfahrung des Verlusts einer absoluten Gemeinschaft, die für die Pädagogik als modernes theoretisches Projekt grundlegend ist, ergibt sich als Erfahrung von Kontingenz und Widerstreben (Schleiermacher). Ich will nachweisen, daß sich eine Konzeptualisierung der Erziehung entwickelt hat, die zwar von dieser Kontingenz weiß und sich des Widerstands bewußt ist, jedoch zugleich diesen Phänomenen keine systematische Bedeutung beimißt. Ich argumentiere, daß die Neutralisierung dieser Erfahrungen stattfindet, weil die ,vollkommene Gemeinschaft', wie Schleiermacher darstellt, Richtpunkt der Erziehung bleibt, und diese .vollkommene Gemeinschaft' eigentlich in gewissem Sinne als immanent betrachtet wird. Das (verlorene) Absolute (im Sinne von ,ohne Beziehung') kehrt wieder in einer doppelten und symmetrischen Figur dieser Immanenz: das ,bildsame' Individuum und die ,sich selbst aufklärende Öffentlichkeit'. Ich schlage eine alternative Interpretation vor, in der der Verlust der Gemeinschaft begriffen wird als ein Verlust der Immanenz. Dieser Verlust ist genau in einem anderen Sinne konstitutiv für die Gemeinschaft. Die Gemeinschaft ist nicht .vollkommen', das Prinzip der Gemeinschaft ist Unvollendung und Unterbrechung. Kontingenz und Widerstand, als Ausdruck dieser Gemeinschaft, sind nicht nur als Probleme' für die Erziehung zu betrachten, sondern als konstitutiv für sie. Die Erziehung hat nicht die Aufgabe, die Kontingenz und den Widerstand zu neutralisieren, sondern die Gemeinschaft ,offen' zu halten. (DIPF/Orig.)

This paper explores the extent to which latest developments in the Technical and Vocational Education and Training System in South Africa respond to key principles espoused for a developmental, democratic and inclusionary ideal. The White Paper for post school education and training approved by Cabinet in November, 2013 is referred to by the Minister as the “definitive statement of the governments vision for the post school system” and as such represents a crucial strategy document intended to chart the TVET direction to 2030. Using key theoretical constructs from development theory, this paper provides an assessment of the TVET strategy contained is the paper and explores the extent to which it does respond to the agenda defined by the promise. It is argued that the challenges outlined are not yet able to provide the blueprint for a TVET transformative vision. It is concluded that while the development rhetoric contained in the paper is plausible, the creative tinkering of the system is unlikely to lead to the radical revisioning necessary for a truly transformative TVET system. The underlying assumptions regarding purpose, impact and outcome will need to be carefully reconsidered if the system is to be responsive to the promises of the democratic developmental ideal to which the government is committed. In der angelsächsischen analytischen Erziehungsphilosophie wurde ein Konzept allgemeiner Bildung (Liberal education) herausgearbeitet, das den Bildungsanspruch in wissenstheoretischem Rekurs argumentativ zu legitimieren und zu begründen versucht. Dabei geht sie von einem differenzierten Erfahrungs- und Wissensfeld aus, das an öffentliche Standards der Verständigung gebunden ist. Diese Theorie wird an zwei ausgewählten Beispielen geprüft: Einerseits an den US-amerikanischen Debatten um die „cultural literacy" und andererseits an den Auseinandersetzungen um die Einführung des „National Curriculum" in England und Wales. Abschließend wird der Zusammenhang einer wissenstheoretisch fundierten Theorie der Liberal education mit bestimmten politischen Optionen diskutiert. Dabei wird sich zeigen, daß hinsichtlich politischer Zuordnungen dieser Theorie keine systematische Notwendigkeit besteht, und daß das Konzept einer integrierenden Allgemeinbildung in demokratischen, sozialen Staaten unverzichtbar und gleichzeitig nicht beliebig multikulturell ausrichtbar ist. Teacher education plays a central role in education and relates to various stakeholders of education. Currently, teacher education is not perceived as the sole responsibility of higher education institutions, and they are expected to work closely together with other partners. In this paper, the concept of ‘partnership’ is defined and mutual benefits and challenges in partnerships with disciplines and institutions beyond teacher education programs are briefly discussed. Issues related to partnerships with students are addressed, and the last part of the paper discusses the partnership between teacher education and the practice field with examples from Norway. Three models illustrating such partnerships are described. The central argument of the paper is that partnerships in teacher education need to go beyond rhetoric. (DIPF/Orig.)

Marketization has changed the education system. If we say that education is a market, this transforms the understanding of education and influences how people act. In this paper, adult-education school-leaders’ talk is analysed and seven metaphors for education are found: education as administration, market, matching, democracy, policy work, integration and learning. Exploring empirical metaphors provides a rich illustration of coinciding meanings. In line with studies on policy texts, economic metaphors are found to dominate. This should be understood not only as representing liberal ideology, as is often discussed in analyses of policy papers, but also as representing economic theory. In other words, contemporary adult education can be understood as driven by economic theories. The difference and relation between ideology and theory should be further examined since they have an impact on our society and on our everyday lives. (DIPF/Orig.)
