A Survery of Western United States Instream Flow Programs and The Policies that Protect a River's Ecosystem

The Western United States can best be described as a vast, varying land, with the high plains to the east and the jagged horizons of Rockies to the west. However there is one common trait shared by these states: the lack of water resources. With the continued development of this land, the fact that water is scarce is becoming more real. This issue became more difficult to handle as the public became more aware that many competing uses existed for the finite resource, and those different uses were degrading the natural environments of the surface waters. With this realization instream flow policies provides a comprehensive account of the policy framework a selected number of western states have established in order to protect instream flows and the overall health of a river's ecosystem. Also included is the identification of key policies that should be promoted or removed from a state's instream flow program. Ultimately, this thesis continues to add the the ever-evolving process of modernizing water law frameworks.

An Analytical Model for Virtual Topology Reconfiguration in Optical Networks and A Case Study

An analytical model for Virtual Topology Reconfiguration (VTR) in optical networks is developed. It aims at the optical networks with a circuit-based data plane and an IPlike control plane. By identifying and analyzing the important factors impacting the network performance due to VTR operations on both planes, we can compare the benefits and penalties of different VTR algorithms and policies. The best VTR scenario can be adaptively chosen from a set of such algorithms and policies according to the real-time network situations. For this purpose, a cost model integrating all these factors is created to provide a comparison criterion independent of any specific VTR algorithm and policy. A case study based on simulation experiments is conducted to illustrate the application of our models.

2003 IANR Team Award and Exemplary Service Award Presentations

What a treat it is to be here today to celebrate the outstanding work of members of our IANR community. It seems so much of our administrative time these days is spent dealing with difficult and joyless issues surrounding slashed budgets, lost programs, and the very real pain those engender. Perhaps it is that pain that doubles our joy when we have opportunities such as today to celebrate excellence. This afternoon we celebrate accomplishment in two ways with the IANR Team Award, and with the Exemplary Service Award. We'll begin today with the IANR Team Award, which recognizes the importance of interdisciplinary team efforts in achieving the Institute's goals. Criteria include: 1) problem identification, team strategy, grant success; 2) productivity and impact and the output of the team in relation to inputs; 3) the team effort, and 4) the quality of the nomination.

Positively Impacting the Retention Rates and Performance for Students-of-Color

This session reports on a first-year program designed to assist students-of-color in adjusting to higher education. Session participants will have the opportunity to view the overall structure of the program, including training components, academic tracking methodology, assessment and technology, enhancement programs, and additional services that S.T.A.R.S. provides.
