Expe consideraes a respeito dos portadores de necessidades especiais, das pessoas com deficiência, um enfoque parcial sobre as doenas degenerativas da viso, e uma ateno especial para as pessoas com deficiência visual, objeto de estudo da pesquisa desenvolvida. Estabelece um resgate da evoluo dos mtodos que possibilitaram a essas pessoas registrar e decodificar informaes na forma escrita at o surgimento do Sistema Braille. Destaca ainda os suportes e as formas de registro da informao no mencionado sistema, e aponta nominalmente os novos recursos decorrentes do advento das novas tecnologias.

This paper aims at studying how circular dance can afford to sight-disabled peoples movement and how they can learn to cope with the deep movement of relation, consciousness, appropriation and communion with the world. Inside circular dance, a cosmic metaphor, is inscribed the movement of the world, which tells and changes amorously the human history. In the works of Paulo Freire and Maurice Merleau-Ponty one can find the necessary support to discuss, as long as possible, movement and existence. Research-action is used as a methodological approach whose empirical center is placed on the Institute of Education and Rehabilitation of Blind, in Natal, which shelters eight sightdisabled adults. The research s data reveal that the practice of circular dance concurs to enlarge the movement of the research s subjects, to develop a more accurate perception of their selves and of their own capacities, as well as improve the relations Me/Others, Me/World, which require a context of differences. The study has revealed that the practice of dance develops a better perception of the limits and surpasses as a human condition and, in consequence, the discovery of one s own body and the other s body as a resource of lessons and representations of the self and of the world. It lets out the development of a new way of thinking and coping with discrimination surrounding the disabled persons. In movement, in circular dance, the barrier between sight disablement and vision loses force.

Este estudio tiene como objetivo evaluar los avances y lmites de las polticas de accesibilidad en la ciudad de Natal. Se investigan las polticas publicas municipales de accesibilidad implantadas en los diez aos subsecuentes, a partir de la sancin de la Ley Municipal de Accesibilidad N 4.090 del 03 de junio de 1992, que torna obligatorio la eliminacin de las barreras arquitectnicas para personas con discapacidades en los lugares de circulacin de peatones y edificios de uso pblico de la ciudad. Accesibilidad, en los proyectos de arquitectura y urbanismo es la condicin esencial para asegurar a cualquier ciudadano su derecho a ir y venir con seguridad, dignidad y autonoma. Esta investigacin se concentra en los barrios de: ciudad alta, Petrpolis y Ribeira, ya que esta rea, en el perodo ya mencionado, fue la que tuvo una mayor concentracin del presupuesto de inversiones pblicas municipales de la ciudad de Natal, en la eliminacin de barreras arquitectnicas en vas urbanas. El mtodo adoptado fue el hipottico deductivo, a partir de la formulacin de dos hiptesis de trabajo: la primera, una divergencia entre los objetivos propuestos por la Ley N 4.090 y sus aplicaciones prcticas y, la segunda, de las diferencias que existen en el grado de entendimiento del concepto de accesibilidad, para eso, se realiz una colecta y anlisis de datos tanto empricos como tericos. Este estudio tambin retrata en el ao de 2004, con el uso de la tcnica de la fotografa, la realidad actual de la ciudad sirviendo como un parmetro comparativo con los proyectos asociados a la Coordinacin para integracin de las personas con discapacidades. Se utiliza la tcnica de entrevista con especialistas en accesibilidad envueltos a lo largo del proceso de implantacin de las polticas pblicas en la ciudad de Natal, durante los aos mencionados, obteniendo as un testimonio sobre las directrices adoptadas en ese perodo, con base en la legislacin vigente. En la investigacin documental y fotogrfica se realiza una evaluacin de la dimensin real de lo propuesto y ejecutado en un periodo de diez aos, y se concluye sobre todos los avances y retrocesos de las polticas de gestiones pblicas adoptadas con relacin a la accesibilidad en la ciudad de Natal

This work was originated through the results of the analysis of the services for the needs of people with disabilities that were permitted by the physical space of two schools of the municipality of Natal/RN. The general objective/goal was to subsidize the elaboration of alternatives for the planning of environments that could be used by any person. The study used the empirical research through the adoption of a multimethod approach including: (i) technical visits oriented by the NBR 9050, (ii) contact with users that have reduced mobility (visually impaired and wheelchair or crutch users) through escorted travels and interviews, and (iii) interview with school managers. The evidence from the research, even though with significant development of laws that guarantee people with disabilities their right to citizenship, the physical environment of our schools still present with many obstacles that prevent the mobility of people with disabilities which proves their lack of readiness to accommodate them. Therefore, the actions taken to address the accessibility has been the adoption of temporary solutions that makes the adaptation more difficult, adds obstacles and reinforces the undesirable segregation, however still very present in our society. Finally, there is the indication that in order to achieve the spatial configuration that promotes social contact and integration in between the persons with different physical status, it is necessary to completely comprehend the activities developed in each space, from the conception of the equipment to the individual learning needs, having in mind creating environments that stimulates the execution of the tasks in an independent manner without the assistance of others. The inclusion regarding attention to accessibility in the decision making process, directed to the arquitectural and urban project, would decrease the constant need to redevelop and adapt spaces, and should be definitely incorporated as an important component in the production of space

This work presents a reflection on possibilities and boundaries of consolidation and expansion of human settlements characterized as traditional communities that are located within protected areas, using as study reference the State Sustainable Development Reserve Ponta do Tubaro, at Rio Grande do Norte state. The main topics highlight the conflict between the right to housing and the prevalence of fundamental rights of traditional populations, opposed to the diffuse right to environment, according to the regulatory framework of the Brazilian Urban and Environmental Policies. At the same time that these settlements, historically built, are substantiated by the principles of recognition of rights to traditional populations, they are in a condition of complexity to the resolution of conflicts in its urban dimension and lead to an impairment of natural sites. This work questions how the instruments of land use and occupation are defined and relate to environmental planning, especially considering that the settlements are located in Permanent Preservation Areas (APP). It aims to further the discussion of the urban dimension in settlements, characterizing its formation and growth process, to identify the gaps and convergences between the Urban and Environmental Policy, under the foundations of a socio-environmental approach. The results spotlights the conflicts between occupation and natural areas, inferring that the definition of Urban Policies instruments and its integration with Environmental Policies instruments account for essential and priority actions to the achievement to the rights to a sustainable city, as determined in the Cities Statute and environmental protection goals, defined for the Conservation Units
