Urakan bat bailitzan agertu zen gure artean eta guztiongan aparteko eragina izan du: gure kontzientzia ekonomikoa astintzeaz gain orain arte normaltzat ematen genituen hainbat portaera kolokan jarri ditu. Kaltetuen zerrenda luze horretan herritarrengandik gertuen dauden erakunde publikoak agertzen dira: udalak. Artikulu honetan krisiak Gipuzkoako udalen finantza-egoeretan izan duen eragina aztertuko da, eragin negatiboa pairatu zuten lehendabiziko urtetik abiatu (2008) eta aurrekontu likidatuak dauzkagun azkeneko urtera (2012) iritsi arte. Udalen egoera ekonomiko-finantzarioa zein den jakiteko baliagarriak diren, transferentzia arruntekiko menpekotasuna, funtzionamendu gastuak, aurrezki gordina, aurrezki garbia, legezko zorpetze maila, zor bizia eta gastu orokorretarako diruzaintza-gerakina adierazleen egoera eta bilakaerak aurkeztuko dira.

In this paper, reanalysis fields from the ECMWF have been statistically downscaled to predict from large-scale atmospheric fields, surface moisture flux and daily precipitation at two observatories (Zaragoza and Tortosa, Ebro Valley, Spain) during the 1961-2001 period. Three types of downscaling models have been built: (i) analogues, (ii) analogues followed by random forests and (iii) analogues followed by multiple linear regression. The inputs consist of data (predictor fields) taken from the ERA-40 reanalysis. The predicted fields are precipitation and surface moisture flux as measured at the two observatories. With the aim to reduce the dimensionality of the problem, the ERA-40 fields have been decomposed using empirical orthogonal functions. Available daily data has been divided into two parts: a training period used to find a group of about 300 analogues to build the downscaling model (1961-1996) and a test period (19972001), where models' performance has been assessed using independent data. In the case of surface moisture flux, the models based on analogues followed by random forests do not clearly outperform those built on analogues plus multiple linear regression, while simple averages calculated from the nearest analogues found in the training period, yielded only slightly worse results. In the case of precipitation, the three types of model performed equally. These results suggest that most of the models' downscaling capabilities can be attributed to the analogues-calculation stage.

Background: A new intervention aimed at managing patients with medically unexplained symptoms (MUS) based on a specific set of communication techniques was developed, and tested in a cluster randomised clinical trial. Due to the modest results obtained and in order to improve our intervention we need to know the GPs' attitudes towards patients with MUS, their experience, expectations and the utility of the communication techniques we proposed and the feasibility of implementing them. Physicians who took part in 2 different training programs and in a randomised controlled trial (RCT) for patients with MUS were questioned to ascertain the reasons for the doctors' participation in the trial and the attitudes, experiences and expectations of GPs about the intervention. Methods: A qualitative study based on four focus groups with GPs who took part in a RCT. A content analysis was carried out. Results: Following the RCT patients are perceived as true suffering persons, and the relationship with them has improved in GPs of both groups. GPs mostly valued the fact that it is highly structured, that it made possible a more comfortable relationship and that it could be applied to a broad spectrum of patients with psychosocial problems. Nevertheless, all participants consider that change in patients is necessary; GPs in the intervention group remarked that that is extremely difficult to achieve. Conclusion: GPs positively evaluate the communication techniques and the interventions that help in understanding patient suffering, and express the enormous difficulties in handling change in patients. These findings provide information on the direction in which efforts for improving intervention should be directed.
