This guidebook attempts to provide a quick overview of the Work in Fishing Convention, 2007, which was adopted in Geneva, Switzerland, in June 2007 at the 96th International Labour Conference (ILC) of the International Labour Organization (ILO). It does not purport to provide interpretation of any provisions of the Convention and should not in any way be treated as a substitute for the actual provisions it contains. This guidebook is intended mainly to help those unfamiliar with the Convention and the working of the ILO and the ILC, gain some understanding of the relevant issues. In particular, it is hoped that the guidebook will aid fish workers and their organizations understand the possible benefits and implications of the Convention for artisanal and small-scale fisheries in developing countries.

Horseshoe crabs (Limulus polyphemus) are valued by many stakeholders, including the commercial fishing industry, biomedical companies, and environmental interest groups. We designed a study to test the accuracy of the conversion factors that were used by NOAA Fisheries and state agencies to estimate horseshoe crab landings before mandatory reporting that began in 1998. Our results indicate that the NOAA Fisheries conversion factor consistently overestimates the weight of male horseshoe crabs, particularly those from New England populations. Because of the inaccuracy of this and other conversion factors, states are now mandated to report the number (not biomass) and sex of landed horseshoe crabs. However, accurate estimates of biomass are still necessary for use in prediction models that are being developed to better manage the horseshoe crab fishery. We recommend that managers use the conversion factors presented in this study to convert current landing data from numbers to biomass of harvested horseshoe crabs for future assessments.

ENGLISH: A primary objective of the Inter-American Tropical Tuna Commission is a knowledge of the ecology of tunas which inhabit the Eastern Tropical Pacific. This paper presents some results of the work in physical oceanography, which, it is hoped, will be useful to the biological work and at the same time of interest to physical oceanographers. The work presented here was begun in connection with simple observable facts; the thermocline is very close to the sea surface in a region off Costa Rica (Wooster and Cromwell, 1958), and this region is biologically productive (Holmes, et al. 1957; Brandhorst, 1958). It is the main object of this study to describe and explain these facts, insofar as possible. SPANISH: Uno de los principales objetivos de la Comisión Interamericana del Atún Tropical es el conocimiento de la ecología de los atunes que viven en el Pacífico Oriental Tropical. Este informe presenta algunos de los resultados del estudio en oceanografía física, los cuales se espera que serán útiles en la investigación biológica y, al mismo tiempo, de interés para los oceanógrafos físicos. El trabajo presentado aquí se inició en conexión con sencillos hechos observables; mar afuera de Costa Rica, la termoclina queda muy cerca de la superficie del mar (Wooster y Cromwell, 1958) y esta región es biológicamente productiva (Holmes, el al., 1957; Brandhorst, 1958). Nearshore fisheries in the tropical Pacific play an important role, both culturally and as a reliable source of food security, but often remain under-reported in statistics, leading to undervaluation of their importance to communities. We re-estimated nonpelagic catches for Guam and the Commonwealth of the Northern Mariana Islands (CNMI), and summarize previous work for American Samoa for 1950−2002. For all islands combined, catches declined by 77%, contrasting with increasing trends indicated by reported data. For individual island entities, re-estima-tion suggested declines of 86%, 54%, and 79% for Guam, CNMI, and American Samoa, respectively. Except for Guam, reported data primarily represented commercial catches, and hence under-represented contributions by subsistence and recreational fisheries. Guam’s consistent use of creel surveys for data collection resulted in the most reliable reported catches for any of the islands considered. Our re-estimation makes the scale of under-reporting of total catches evident, and provides valuable baselines of likely historic patterns in fisheries catches.
