Harmful algal blooms (HABs) are a significant and potentially expanding problem around the world. Resource management and public health protection require sufficient information to reduce the impacts of HABs by response strategies and through warnings and advisories. To be effective, these programs can best be served by an integration of improved detection methods with both evolving monitoring systems and new communications capabilities. Data sets are typically collected from a variety of sources, these can be considered as several types: point data, such as water samples; transects, such as from shipboard continuous sampling; and synoptic, such as from satellite imagery. Generation of a field of the HAB distribution requires all of these sampling approaches. This means that the data sets need to be interpreted and analyzed with each other to create the field or distribution of the HAB. The HAB field is also a necessary input into models that forecast blooms. Several systems have developed strategies that demonstrate these approaches. These range from data sets collected at key sites, such as swimming beaches, to automated collection systems, to integration of interpreted satellite data. Improved data collection, particularly in speed and cost, will be one of the advances of the next few years. Methods to improve creation of the HAB field from the variety of data types will be necessary for routine nowcasting and forecasting of HABs.

A study was conducted in October 2006 in the Charleston, South Carolina area to test the movements of three different buoy line types to determine which produced a preferred profile that could reduce the risk of dolphin entanglement. Tests on diamond-braided nylon commonly used in the crab pot fishery were compared with stiffened line of Esterpro and calf types in both shallow and deep water environments using DSTmilli data loggers. Loggers were placed at intervals along the lines to record depth, and thus movements, over a 24 hour period. Three observers viewed video animations and charts created for each of the six trial days from the collected logger data and provided their opinions on the most desirable line type that fit set criteria. A quantitative analysis (ANCOVA) of the data was conducted taking into consideration daily tidal fluctuations and logger movements. Loggers tracking the tides had an r2 value approaching 1.00 and produced little movement other than with the tides. Conversely, r2 values approaching 0.00 were less affected by tidal movement and influenced by currents that cause more erratic movement. Results from this study showed that stiffened line, in particular the medium lay Esterpro type, produced the more desirable profiles that could reduce risk of dolphin entanglement. Combining the observer’s results with the ANCOVA results, Esterpro was chosen nearly 60% of the time as opposed to the nylon line which was only chosen 10% of the time. ANCOVA results showed that the stiffened lines performed better in both the shallow and deep water environments, while the nylon line only performed better during one trial in a deep water set, most probably due to the increased current velocities experienced that day. We develop and test a method to estimate relative abundance from catch and effort data using neural networks. Most stock assessment models use time series of relative abundance as their major source of information on abundance levels. These time series of relative abundance are frequently derived from catch-per-unit-of-effort (CPUE) data, using general linearized models (GLMs). GLMs are used to attempt to remove variation in CPUE that is not related to the abundance of the population. However, GLMs are restricted in the types of relationships between the CPUE and the explanatory variables. An alternative approach is to use structural models based on scientific understanding to develop complex non-linear relationships between CPUE and the explanatory variables. Unfortunately, the scientific understanding required to develop these models may not be available. In contrast to structural models, neural networks uses the data to estimate the structure of the non-linear relationship between CPUE and the explanatory variables. Therefore neural networks may provide a better alternative when the structure of the relationship is uncertain. We use simulated data based on a habitat based-method to test the neural network approach and to compare it to the GLM approach. Cross validation and simulation tests show that the neural network performed better than nominal effort and the GLM approach. However, the improvement over GLMs is not substantial. We applied the neural network model to CPUE data for bigeye tuna (Thunnus obesus) in the Pacific Ocean.

Defining types of seafloor substrate and relating them to the distribution of fish and invertebrates is an important but difficult goal. An examination of the processing steps of a commercial acoustics analyzing software program, as well as the data values produced by the proprietary first echo measurements, revealed potential benef its and drawbacks for distinguishing acoustically distinct seafloor substrates. The positive aspects were convenient processing steps such as gain adjustment, accurate bottom picking, ease of bad data exclusion, and the ability to average across successive pings in order to increase the signal-to-noise ratio. A noteworthy drawback with the processing was the potential for accidental inclusion of a second echo as if it were part of the first echo. Detailed examination of the echogram measurements quantified the amount of collinearity, revealed the lack of standardization (subtraction of mean, division by standard deviation) before principal components analysis (PCA), and showed correlations of individual echogram measurements with depth and seafloor slope. Despite the facility of the software, these previously unknown processing pitfalls and echogram measurement characteristics may have created data artifacts that generated user-derived substrate classifications, rather than actual seafloor substrate types.

In July 2006, a mandatory observer program was implemented to characterize the commercial reef fish fishery operating in the U.S. Gulf of Mexico. The primary gear types assessed included bottom longline and vertical line (bandit and handline). A total of 73,205 fish (183 taxa) were observed in the longline fishery. Most (66%) were red grouper, Epinephelus morio, and yellowedge grouper, E. flavolimbatus. In the vertical line fishery, 89,015 fish (178 taxa) were observed of which most (60%) were red snapper, Lutjanus campechanus, and vermilion snapper, Rhomboplites aurorubens. Based on surface observations of discarded under-sized target and unwanted species, the majority of fish were released alive; minimum assumed mortality was 23% for the vertical line and 24% for the bottom longline fishery. Of the individuals released alive in the longline fishery, 42% had visual signs of barotrauma stress (air bladder expansion/and or eyes protruding). In the vertical line fishery, 35% of the fish were released in a stressed state. Red grouper and red snapper size composition by depth and gear type were determined. Catch-per-unit-effort for dominant species in both fisheries, illustrated spatial differences in distribution between the eastern and western Gulf. Hot Spot Analyses for red grouper and red snapper identified areas with significant clustering of high or low CPUE values.

From the 1940s until 2003, portions of the island of Vieques, a municipality within the Commonwealth of Puerto Rico, were used by the US Navy as a base and training facility, resulting in development and zoning history that differ in comparison to other Caribbean islands. The majority of former Navy lands are now under the jurisdiction of the Department of the Interior’s Fish and Wildlife Service as a National Wildlife Refuge, while a smaller percentage of land was transferred to the Vieques municipality and the Puerto Rico Conservation Trust. An analysis of the distribution and status of the marine resources is timely in light of the recent land transfer, increases in development and tourism, and potential changes in marine zoning around the island. To meet this need, NOAA’s Biogeography Branch, in cooperation with the Office of Response and Restoration and other local and regional partners, conducted Part I of an ecological characterization to integrate historical data and research into a synthesis report. The overall objective of this report is to provide resource managers and residents a comprehensive characterization of the marine resources of Vieques to support research, monitoring, and management. For example, knowledge of the spatial distribution of physical features, habitats, and biological communities is necessary to make an informed decision of the establishment and placement of a marine protected area (MPA). The report is divided into chapters based on the physical environment (e.g., climate, geology, bathymetry), habitat types (e.g., reefs and hardbottom, seagrasses, mangroves) and major faunal groups (e.g. fish, turtles, birds). Each section includes five subsections: an overview, description of the relevant literature, methods of analysis, information on the distribution, status and trends of the particular resource, and a discussion of ecological linkages with other components of the Vieques marine ecosystem and surrounding environment. The physical environment of Vieques is similar to other islands within the Greater Antilles chain, with some distinctions. The warm, tropical climate of Vieques, mediated by the northeasterly trade winds, is characterized by a dry season (December-April) and a rainy season (May-November), the latter of which is characterized by the occasional passage of tropical cyclones. Compared to mainland Puerto Rico, Vieques is characterized by lower elevation, less annual precipitation, and higher average temperatures. The amount of annual precipitation also varies spatially within Vieques, with the western portion of the island receiving higher amounts of rainfall than further east. While the North Equatorial Current dominates the circulation pattern in the Greater Antilles region, small scale current patterns specific to Vieques are not as well characterized. These physical processes are important factors mitigating the distribution and composition of marine benthic habitats around Vieques. In general, the topography of Vieques is characterized by rolling hills. Mt. Pirata, the tallest point at 301 m, is located near the southwest coast. In the absence of island wide sedimentation measurements, information on land cover, slope, precipitation, and soil type were used to estimate relative erosion potential and sediment delivery for each watershed. While slope and precipitation amount are the primary driving factors controlling runoff, land use practices such as urban development, military activity, road construction, and agriculture can increase the delivery of pollution and sediments to coastal waters. Due to the recent land transfer, increased development and tourism is expected, which may result in changes in the input of sediments to the coastal environment.

Tag release and recapture data of bigeye (Thunnus obesus) and yellowfin tuna (T. albacares) from the Hawaii Tuna Tagging Project (HTTP) were analyzed with a bulk transfer model incorporating size-specific attrition to infer population dynamics and transfer rates between various fishery components. For both species, the transfer rate estimates from the offshore handline fishery areas to the longline fishery area were higher than the estimates of transfer from those same areas into the inshore fishery areas. Natural and fishing mortality rates were estimated over three size classes: yellowfin 20–45, 46–55, and ≥56 cm and bigeye 29–55, 56–70, and ≥71 cm. For both species, the estimates of natural mortality were highest in the smallest size class. For bigeye tuna, the estimates decreased with increasing size and for yellowfin tuna there was a slight increase in the largest size class. In the Cross Seamount fishery, the fishing mortality rate of bigeye tuna was similar for all three size classes and represented roughly 12% of the gross attrition rate (includes fishing and natural mortality and emigration rates). For yellowfin tuna, fishing mortality ranged between 7% and 30%, the highest being in the medium size class. For both species, the overall attrition rate from the entire fishery area was nearly the same. However, in the specific case of the Cross Seamount fishery, the attrition rate for yellowfin tuna was roughly twice that for bigeye. This result indicates that bigeye tuna are more resident at the Seamount than yellowfin tuna, and larger bigeye tunas tend to reside longer than smaller individuals. This may result in larger fish being more vulnerable to capture in the Seamount fishery. The relatively low level of exchange between the Sea-mount and the inshore and longline fisheries suggests that the fishing activity at the Seamount need not be of great management concern for either species. However, given that the current exploitation rates are considered moderate (10–30%), and that Seamount aggregations of yellowfin and bigeye tuna are highly vulnerable to low-cost gear types, it is recommended that further increases in fishing effort for these species be monitored at Cross Seamount.

To bring out the relative efficiency of various types of fishing gears, in the analysis of catch data, a combination of Tukey's test, consequent transformation and graphical analysis for outlier elimination has been introduced, which can be advantageously used for applying ANOVA techniques, Application of these procedures to actual sets of data showed that nonadditivity in the data was caused by either the presence of outliers, or the absence of a suitable transformation or both. As a corollary, the concurrent model: X sub(ij) = µ + α sub(i) + β sub(j) + λ α sub(i) β sub(j) + E sub(ij) adequately fits the data.

An experiment was undertaken in order to investigate the use of sago palm starch, gum arabic and carrageenans as binders in prawn diets. Water stability data are presented; EPT-2 carrageenan was found to be the best binder for both steamed and unsteamed pellets.
