Asia has the most productive inland fisheries in the world. The fishery sector contributes significantly to the national economies of the region. Inland fisheries also improve food security by providing a source of protein and a livelihood for millions of people in this part of the world, especially the rural poor. The purpose of this report is to provide information on the biological, economic, social and cultural values of river fisheries in the Lower Mekong Basin, and to identify the main impacts of environmental changes on these values. A review of fisheries-related literature, including project reports and gray literature, was undertaken. More than 800 documents were reviewed, and original information was extracted from 270 of them. The analysis identified a large number of localized studies leading to generic conclusions. The report addresses the basin wide issues and studies. It is then organized by nation, namely, the Chinese province of Yunnan, then Laos, Thailand, Cambodia and Vietnam. It first gives an overview of each country’s economic, fisheries and social situation, then details the values documented for river fisheries in each country.

This monograph is the case study for China, with a particular focus on Henan Province, the project location. Written in three parts, it first describes the historical background, production levels and trends, economic and institutional environment, policy issues, and market situation in China in general. The main part of the study presents findings from two different surveys conducted in Henan Province. County-level information is used to analyze the current situation of aquaculture, providing a more disaggregated picture than what is generally available from national statistics. Data collected in a survey of fish farmers in two locations in Henan are then analyzed with regard to the prevailing aquaculture technology and production practices, economic performance of pond fish farming, and the key reasons for aquaculture adoption. In the final chapter, constraints and opportunities for the aquaculture sector in China in general are discussed. (pdf contains 68 pages.)

The mission of the National Oceanic and Atmospheric Administration (NOAA) is to understand and predict changes in the Earth’s environment and conserve and manage coastal and marine resources to meet our nation’s economic, social and environmental needs (NOAA, 2004). In meeting its marine stewardship responsibilities, NOAA seeks to ensure the sustainable use of resources and balance competing uses of coastal and marine ecosystems, recognizing both their human and natural components (NOAA, 2004). Authorities for executing these responsibilities come from over 90 separate pieces of Federal legislation, each with unique requirements and responsibilities. Few of these laws explicitly mandate an ecosystem approach to management (EAM) or supporting science. However, resource managers, the science community, and increasingly, the public, are recognizing that significantly greater connectedness among the scientific disciplines is needed to support management and stewardship responsibilities (Browman and Stergiou, 2004; 2005). Neither NOAA nor any other science agency can meet the increasing demand for ecosystem science products addressing each of its mandates individually. Even if it was possible, doing so would not provide the integration necessary to solve the increasingly complex array of management issues. This focus on the integration of science and management responsibilities into an ecosystem view is one of the centerpieces of the U.S. Commission on Ocean Policy’s report (USCOP, 2004), and the Administration’s response to that report in the U.S. Ocean Action Plan (CEQ, 2004). This is the report of the “Yunnan DOA/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Mengzi, Yunnan from 6-10 September 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Yunnan was the first STREAM event in China, with colleagues coming to participate from throughout the province. It was the fifth workshop in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, third in Vientiane, Lao PDR, in March 2004 and the fourth in Yangon, Myanmar, in May 2004. Since 1991, the certification, release and maintenance of new species for aquaculture have become part of the national policy in China. During the past 15 years, this policy has been conducted and improved and has begun to show its significant role in Chinese fisheries. This paper describes the updated system of certification, release and maintenance of new species for aquaculture in China.

The aim of this working paper was to evaluate the potential of different fisheries enhancement and aquacultural systems to benefit marginal farmers who manage small rainfed irrigation systems in the lowland Dry zone of Sri Lanka. A summary of the inventory survey of Nigeria inland waters is presented. The survey reveals that Kano State tops the list in reservoir development with an existing water surface area of about 42,773 ha, while Anambra State has the least with about 38 hectares. No reservoir was recorded for Lagos and Rivers States. However, in aspects of existing fish ponds, a total of about 471 ha was recorded for Plateau State and about 5 ha for Niger State. Preliminary estimates of Nigeria's fish yield potentials based on established production records of comparable water bodies in the tropics, at different levels of management, show that the available water mass in the country, estimated at about 12.5 million hectares, could yield a minimum of about 334,214 metric tonnes (m.t.) of fish per annum with little or no management and a maximum of about 511,703 metric tonnes per annum with adequate management. Comparison of the potential yields from inland sources with the projected fish production in Nigeria (1981-1985) based on supply and demand statistics shows that potential yield from inland sources even at a low level of management is relatively higher than the projected inland production and more than double the observed production. The variation between the potential and the observed fish yields in the country has been attributed to the absolute lack of management strategies for our various inland waters. The paper discusses simple methods of estimating fish yield from small reservoirs and establishes 2 indices of fish yield based on: 1) the relationship between the catch per boat in artisanal commercial fish landings and the catch per unit effort in experimental gill-net survey; and also, 2) the relationship between standing crop of fish in reservoirs and catch per unit effort in experimental gill-net survey. The paper then elaborates on the methods of utilizing these simple relationships in managing small reservoirs in Nigeria based on the principle of exclusive fishing right licence with the objective of attracting investors into this viable inland fishery investment project hitherto untapped

Fishing inputs in the form of the netting materials, boats and outboard engines were issued to 20 fishermen on revolving loan basis at 2 centres - Shagunu. and Monai along the western bank of Kainji Lake, Nigeria. The agreement was that the recipients should sell all their catches to the Institute and surrender 20% as part payment of the loan, until they offset the loan after which the inputs would become theirs'. The scheme was monitored for 5 years during which time most recipients had completed payment. It was observed that adequate revenue could be made from the scheme provided there was effective supervision. A proposal has been made for large scale supply of fishing inputs to one hundred fishermen. The scheme is laudable as a means of improving the lot of the fishermen and implementing management proposals in water bodies through the recipients
