Die Situation der bewirtschafteten Fischbestände im NAFO-Gebiet hat sich im Jahr 1998 im Vergleich zu 1997 nicht verändert. Alle Bestände auf der Grand bank (Gebiet 3LNO) bis auf die Gelbschwarzflunder, deren Bestand sich weiter vergrößerte, bleiben auf niedrigstem Niveau mit wenig Aussicht auf eine kurzfristige Erholung. Auch die Bestände auf der Flämischen Kappe (Gebiet 3M) sind mit Ausnahme der Garnelen (Pandalus boreals) in der gleichen Situation.

Ichthyoplankton material provides information on the species composition in an area of investigation and leads to a better understanding of the entire fish community. Since 1993 every year in May and/or June an ichthyoplankton survey in ICES-Subdivision 22 and 24 has been performed to sample the plankton community of fishery resources in the western Baltic Sea. One objective was to get signs of possible changes in the natural structures of this fish community. The time series derived from the Bongo-Net samples does not show a clear trend in larval densities. Values varied, but up to now samplings in the western Baltic Sea yielded only low mean densities. According to the kind of reproductive biology the fish species were divided in three major groups: • Fish species with a long developmental phase in the plankton community • Small short living species with benthic eggs and a reduced plankton phase • Guests without local spawning populations. Species could be identified, which were absent in the fish larvae catches of the western Baltic Sea in the 60s and 70s.

In 1998 the longtime series of the standardized bottom trawl surveys conducted in the western Baltic (ICES Sub-division (SD) 22 and 24 since 1978) during spring and autumn and also in the eastern Baltic (ICES Sub-division since 1993) during spring were continued. The results of the surveys as well as those of a sampling programme carried out on board of commercial cutters (mainly financed by an EU study project) and on the market, the investigation of the survival rate of the discards, and the landing statistics are the basis of the analysis of the German and international cod fishery in 1998. The German cod fishery was concentrated on the ICES SD 22 and 24 (total landings 9722 t). The total landings from the fishing grounds east off Bornholm, the traditional German fishing ground, amounted only to about 1270 t. The German cod quota was utilized at 64 %. The fishery in the ICES SD 22 and 24 was characterized by a discard rate of undersized cod of 13 %. That corresponds to about 7.3 million specimens of 0-group, one- and two-years-old youngfish, respectively. The total international cod landings of the Baltic amounted to 101 500 t. In comparison with 1997 (total landings 129 600 t) the landing decreased by 23 %. The percentage utilization of the cod TAC (1998: 140 000 t) amounted to 74 % in 1998.

The North European fish stocks are assessed annually by ICES working groups. The results are evaluated biannually in two meetings of the Advisory Committee for Fisheries Management (ACFM) at ICES. Based on the working group assessments, ACFM formulates an advice for fisheries management and suggests a total allowable catch (TAC) which is based strictly on biological grounds. The summaries of the state of some selected stocks which are given here, are derived from the ACFM advice, formulated during the most recent Oktober 1998 meeting. For many of the fish stocks the precautionary approach is still in the process of implementation, however for most of them the management and target reference points have been fully defined by now.

Germany is planning to construct a new herring factory on the Island of Rügen. This factory will need about 50 000 t of herring per year. For the German fishery this would mean to increase the past 10w 1andings of less than 15 000 t per year to a level which had a1ready been reached by the GDR before the reunification. News of less herring in the Baltic and a decline of German landings in 1998 compared to the years before have led to discussions whether the planned increase in landings could be reached and kept in the future. Information is given in view of German fishery interests about: • the actual assessed herring stock units and the corresponding recent stock development in the Baltic Sea • the Total Allowable Catch (TAC) values for the western and central Baltic Sea in 1998 and in 1999 • the German landings during spring of the years 1993 to 1998 in the Greifswalder Bodden, main German fishery ground in the Baltic Sea

The Institute for Baltic Fisheries, Rostock, performed three research cruises with different aims in autumn (September - November) 1996. The area of investigation ranged from the southern Kattegat, the Belts, the Arkona Sea to the Bornholm Basin. With a CTD memory probe hydrographical data were sampled after many trawl stations from the surface to the bottom. These data document a saltwater inflow in the deeper water of the Bornholm Basin at the beginning of November.

Biological investigations were carried out onboard the German factory trawlers “Wiesbaden” and “Kiel” off the Norwegian coast and at Bear Island from December 1996 to June 1997. Data will be contributed to the assessments of the ICES “Arctic Fisheries Working Group”. Information on distribution and fishery of cod, haddock, saithe, redfish and Greenland halibut are given. Biological aspects of length- and age distributions, and stomach- and gonad investigations are represented. Some aspects of the function of sorting grids used in the Bear Island fishery are discussed.

Since 1988 the ‘Precautionary Principle’ for human activities in the global environment has rapidly gained recognition in UN conferences (especially UNCED, Rio de Janeiro, 1992). For fisheries the UN Agreement on the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks was a milestone for the implementation of the Precautionary Approach to fisheries management. The International Council for the Exploration of the Seas (ICES) and the Scientific Council of NAFO (Northwest Atlantic Fisheries Organisation) were requested to implement the Precautionary Approach in the advice for fisheries management. The ICES concept for implementation consists of stock specific biological and management reference points, harvest control rules and recovery plans in case of overfished stocks. The NAFO concept is similar.

Investigations concerning the intensity and duration of spawning seasons of cod stocks are parts of the work of the reproductions ecology of commercial fish stocks in the Baltic Sea. The Institute of Baltic Fisheries Rostock has sampled and analysed data for this goal since 1992. The first data analyses for the spawning season 1997, sampled in the areas Kiel Bay, Mecklenburg Bay and Arkona Sea showed that the process of the spawning season is different compared to the years before. The spawning process starts earlier than the other years in Kiel Bay and Mecklenburg Bay. The results show that a high proportion of the spawning stock was part of the spawning process in this area. The Arkona Sea cod are regarded by ICES definition as belonging to the western cod stock. In this ICES sub-division only a low number of spawned cod was observed in March, the main spawning time of the western cod stock. Opposite to the theory of the stock units intensive spawning activities were observed in June as in the years before in the Arkona Sea.

The October meeting of the ACFM of ICES gave advice for a number of North-Atlantic fish stocks. The results of the most important stocks are given here from the perspective of German fishery management. The are chiefly North Sea plaice and sole, for which a reduction of 25 % of the fishing mortality (F) is recommended for 1998, North Sea saithe (minus 20 % in F), while North Sea cod is in the process of recovery and North Sea haddock is inside safe biological limits. The mackerel stock of the North Sea has not yet recovered, while the western mackerel stock as an entity has stabilised at a level of about 2.3 million t.

A decrease of 137Cs concentration in cod flesh from Barents Sea is shown by six years random sampling. This reduction runs parallel to reduced emissions from the nuclear fuel reprocessing plant Sellafield (Great Britain). It must be emphasized that even the highest values from 1992 are lower than comparable ones from the North Sea and from the Baltic. Although there is no increase of the radiation dose on people by consuming these fishes further monitoring should not be stopped. Potential risk arises from radioactive wastes of the russian nuclear navy in their coastal area. Obviously a safe storage seams almost too expensive.

Die Unterwasser-Beobachtungstechnik mit Hilfe von Videokameras wurde nach 1945 entwickelt und erzielte in den 50er Jahren ihre ersten aufsehenerregenden Erfolge auf dem Gebiet der Wracksuche. Versuche mit der neuen Technik in der Fischereiforschung ließen gleichzeitig die Grenzen bei der Beobachtung von fischereilichen Fanggeräten und -objekten erkennen: die geringe Lichtstärke der verfügbaren Kameras erforderte den Einsatz von Kunstlicht, d.h. eine Beobachtung des Fangprozesses unter "natürlichen" Bedingungen ohne Zusatzbeleuchtung war nicht möglich. Diese Einschränkung sowie die am Beginn jeder technischen Entwicklung unvermeidlichen Kinderkrankheiten verhinderten zu dieser Zeit die allgemeine Einführung der Unterwasser-Beobachtungstechnik mit Video-Kameras in der Fischereiforschung.

Biological investigations were carried out onboard the commercial freezing trawler "KIEL" off the Norwegian coast in February/March and in the Bear Island area in May 1996. Data will be used as German contribution to the assessments of the ICES "Arctie Fisheries Working Group". Informations about the fishery and the concentrations of cod, haddock, saithe and redfish in the areas between Röst-, Nordvest-, Fuglöy-Bank and Bear Island are given. Length - and age distributions as well as preliminary results of stomach- and gonad investigations are represented.

Seit der Einführung der Plattfisch-Schutzzonen existiert das Problem der Kontrolle der maximalen Antriebsleistung von Fischkuttern. Nachdem in den letzten Jahren die Motoren der in den Schutzzonen zugelassenen Fahrzeuge zunehmend zu einer höhren Leistungsabgabe umgebaut wurden, entstanden zum Teil erhebliche Wettbewerbsverzerrungen in der EU- Flotte und eine nicht kontrollierte Steigerung des Fischereiaufwandes in den Schutzzonen durch Nichtbeachtung der Vorschriften.

Die 150. Reise des FFS "Walther Herwig III" wurde im Juli/August 1994 als Gemeinschaftsprojekt der Institute für Biochemie und Technologie und dem Institut für Fischereiökologie durchgeführt, um einen Überblick über die Schadstoffbelastung (anorganische und organische Schadstoffe, Radioaktivität) von Wasser, Sediment und Biota in der Barentssee zu erhalten. Das Institut für Biochemie und Technologie hat in diesem Forschungsprogramm den Teil "Bestimmung der Schwermetallgehalte im verzehrbaren Anteil (Filet) von Fischen und anderen Meerestieren" übernommen.
