This study owes its inception to the wisdom and experience of the staff of the Northeast Fisheries Science Center who, after several decades of surveys in the New York Bight, recognized a unique opportunity to capitalize on the decision to stop ocean dumping of sewage sludge and designed an innovative field study to evaluate effects on living marine resources and their habitats. For decades ocean dumping was viewed as a cheap and effective means for disposal of wastes generated by urbanized coastal areas. Even after the 12-mile site was closed, sewage sludge continued to be dumped at Deepwater Dumpsite 106. The 6-mile site off the NewJersey coast is still used as a dumpsite for dredged material from New York Harbor areas. Discussions continue on the propriety of using the deep ocean spaces for disposal of a variety of material including low level radioactive wastes. Consequently, managers are still faced with critical decisions in this area. It is to be hoped that the results from the 12-mile study will provide the necessary information on which these managers can evaluate future risks associated with ocean waste disposal. Techniques are described for preparing acetate peels of sectioned valves of ocean quahogs, Arctica islandica, for age determinations. The respective sequence of preparation begins by sectioning left valves oriented to include a single hinge tooth, bleaching to remove the heavy periostracum, embedding the valves in an epoxy resin, grinding and polishing the embedments to a high luster, etching the exposed cut valve surfaces, and applying sheet acetate with acetone. Annuli are clearly defined relative to growth increments in the peel preparations for all sizes and ages of ocean quahogs. (PDF file contains12 pages.)

The commercial development of ocean thermal energy conversion (OTEC) operations will involve some environmental perturbations for which there is no precedent experience. The pumping of very large volumes of warm surface water and cold deep water and its subsequent discharge will result in the impingement, entrainment, and redistribution of biota. Additional stresses to biota will be caused by biocide usage and temperature depressions. However, the artificial upwelling of nutrients associated with the pumping of cold deep water, and the artificial reef created by an OTEC plant may have positive effects on the local environment. Although more detailed information is needed to assess the net effect of an OTEC operation on fisheries, certain assumptions and calculations are made supporting the conclusion that the potential risk to fisheries is not significant enough to deter the early development of IDEe. It will be necessary to monitor a commercial-scale plant in order to remove many of the remaining uncertainties. (PDF file contains 39 pages.)

The Symposium in which the communications, as they were called during the meeting, comprising this volume were presented was held at the Zoological Institute of the Academy of Sciences of the U.S.S.R. in Leningrad during 13 to 16 October 1981. Conducted as part of the cooperative program of the U.S.A.-U.S.S.R. Working Group on Biological Productivity and Biochemistry of the World Ocean, the Leningrad meeting was sponsored by the Academy of Sciences of the U.S.S.R. (the Zoological Institute) and the Ministry of Fisheries of the U.S.S.R. (The Scientific Council on Fish Diseases of the Ichthyological Commission). It was an extremely interesting and successful Symposium, offering all participants the opportunity to describe the results of their studies and reviews during the course of the formal presentations and direct interchange between scientists during breaks in the program and the organized and casual social activities. The facilities provided by the Zoological Institute were quite adequate and the assistance offered by its Director, O. A. Scarlato and his staff in organization,logistics, and translation was excellent. Several of our Soviet colleagues presided over the proceedings, as did I. All were businesslike and efficient, yet graceful and accommodating. To O. N. Bauer Jell the brunt of programmatic detail and follow-up. He bore his burdens well and, with Director Scarlato and his staff, including A. V. Gussev and others of the professional and technical staffs of the Zoological Institute, helped make our stay pleasant and the Symposium productive. A method of identifying the beaks and estimating body weight and mantle length of 18 species of cephalopods from the Pacific Ocean is presented. Twenty specimens were selected from each of the following cephalopod species: Symplectoteuthis oualaniensis, Dosidicus gigas, Ommastrephes bartramii, S. luminosa, Todarodes pacificus, Nototodarus hawaiiensis, Ornithoteuthis volalilis, Hyaloteuthis pelagica, Onychoteuthis banksii, Pterygioteuthis giardi, Abraliopsis affinis, A. felis, Liocranchia reinhardti, Leachia danae, Histioteuthis heteropsis, H. dofleini, Gonalus onyx, and Loligo opalescens. Dimensions measured on the upper and lower beak are converted to ratios and compared individually among the species using an analysis of variance procedure with Tukey's omega and Duncan's multiple range tests. Significant differences (P =0.05) observed among the species' beak ratio means and structural characteristics are used to construct artificial keys for the upper and lower beaks of the 18 species. Upper and lower beak dimensions are used as independent variables in a linear regression model with mantle length and body weight (log transformed). (PDF file contains 56 pages.)

Larvae of Oxylebius pictus, Zaniolepis sp., Ophiodon elongatus, Hexagrommos stelleri, H. decagrammus, H. lagocephalus, H. octogrammus, and Pleurogrammus monopterygius are described and illustrated from field collections which were supplemented by laboratory reared specimens of some species. Larvae hatch at a rather large size (3-9 mm), are heavily pigmented, and undergo direct development to an epipelagic prejuvenile stage. Larvae or the five genera are separable on the basis of body shape, pigmentation, and meristic characters. Larvae or the four species of Hexagrammos, which are quite similar in appearance, are separable on the basis of a combination of several pigmentation characters. Developmental evidence indicates that Oxylebius and Zaniolepis are similar to each other and are more similar to presumed primitive coUids than the other included genera. Ophiodon is dissimilar to the other four genera. Pleurogrammus and Hexagrommos have similar appearing larvae. Among the species of Hexagrammos a progression or increasing larval pigmentation can be seen from H. stelleri to H. decagrammus, H. lagocephalus, and H. octogrammus. (PDF file contains 50 pages.)

ENGLISH: Mean monthly maps of surface salinity of the eastern Pacific Ocean were prepared using all available data. Charts were also made of the distribution by one-degree quadrangles of the number of surface salinity observations for each month. Features of interest in the surface salinity distribution are discussed briefly, especially with reference to temporal changes. SPANISH: Se prepararon mapas mensuales sobre la salinidad media de superficie del Océano Pacifico oriental tropical, usando todos los datos disponibles. También se ejecutaron cartas por cuadrángulos de un grado, según el número de las observaciones mensuales de la distribución de la salinidad superficial. Las caracteristicas de interés de las distribuciones de la salinidad superficial se discuten brevemente, especialmente con referencia a los cambios estacionales. (PDF contains 44 pages.)

Size composition data of bigeye tuna taken from the eastern tropical Pacific Ocean by Japanese Prefectural experimental training vessels from 1958 to 1964 are examined. A gradient of increasing fish size from east to west is noted. Males increase in ratio over females for the entire range of lengths examined, and beyond 170 cm comprise more than 75 per cent of the total. The first semester of the year is important as a bigeye spawning season. A general relationship between sexual maturity and thermal structure of the water is discussed. At the end of their 12th quarter of life bigeye are about 114 cm long, by the 16th quarter, 137 cm and at the end of 20 quarters, about 153 cm. The long-line fishery in the eastern Pacific has had a marked effect on the size composition of the stocks of bigeye, but whether the fishing has driven the stocks below a point which could afford a maximum sustainable yield could not be determined. ENGLISH: The Inter-American Tropical Tuna Commission is engaged in scientific studies of the tuna resources of the Eastern Tropical Pacific Ocean. One of the most important aspects of these investigations is the evaluation of the effects of fishing upon the populations of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) of this region, based upon the analysis of quantitative records of fishing effort and catch. The systematic collection and compilation of statistical information on the operations and production of the tuna fishing Beet have, therefore, been essential parts of the research program since its inception in 1951. SPANISH: La Comisión Interamericana del Atún Tropical está dedicada al estudio cientifico de los recursos de atún del Océano Pacifico Oriental Tropical. Uno de los aspectos más importantes de las investigaciones es la evaluación de los efectos de la pesca sobre las poblaciones de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) de esta región, sobre la base del análisis de los registros cuantitativos del esfuerzo de pesca y captura respectiva. La recolección sistemática y la compilación de informaciones estadisticas sobre las operaciones y producción de la flota pesquera de atún han sido, consecuentemente, de esencial importancia dentro de nuestro programa de trabajo desde su comienzo en 1951. Folgende Kernbehauptungen bzw. Hypothesen werden in dem Worm-et-al.-Artikel aufgestellt: -Der Verlust an Biodiversität (Artenzahl) in einem Meeresgebiet reduziert tief greifend seine Produktivität und seine Stabilität in Stressperioden, hervorgerufen u.a. durch Überfischung und Klimaänderung. -Die Zahl der kollabierten Arten nimmt zu. Dieser Trend projeziert den Kollaps aller wildlebenden Arten und Bestände, die gegenwärtig befischt werden, auf das Jahr 2048. -Diese Entwicklung ist zum gegenwärtigen Zeitpunkt reversibel, denn das Meer besitzt noch ein großes Potential sich zu regenerieren. Dazu ist aber mehr Umweltschutz notwendig.

ENGLISH: Knowledge of the size and age at maturity, spawning seasons, and spawning areas of the tropical tunas supporting the fishery in the Eastern Pacific is an important part of the basic information required for understanding their life history, population structure, and fishery dynamics. Until a few years ago nothing was known of these matters. In 1947 the senior author and one of his colleagues (Schaefer and Marr 1948, Schaefer 1948) were able to demonstrate that both yellowfin tuna and skipjack spawn offshore from Central America at least during the late winter and spring months. During January to April many yellowfin tuna over about 70 cm. total length in commercial catches from that region were found to have gonads in advanced stages of maturity, and specimens caught during late June were found to be spent. Maturing skipjack were collected in late February, and spawned-out fish were observed in late March. Numerous very young juveniles of the yellowfin, down to 10 mm. in length, and two very young juvenile skipjack, were captured in this area between January and May. SPANISH: El conocimiento del tamaño y la edad que corresponden a la primera madurez sexual, así como de las estaciones y áreas de desove de los atunes tropicales que mantienen las pesquerías del Pacífico Oriental, constituyen parte importante de la información que es menester para comprender la historia natural, la estructura de la población y la dinámica de la pesquería. Hasta hace pocos años nada se sabía sobre el particular. En 1947 el autor principal y uno de sus colegas (Schaefer y Marr, 1948; Schaefer, 1948) pudieron demostrar que tanto el atún aleta amarilla como el barrilete desovan en el mar abierto, frente a América Central, por lo menos durante la última parte del invierno y en la primavera. De enero a abril encontraron que muchos de los atunes aleta amarilla de más de 70 cm. de longitud total, procedentes de las pescas comerciales de dicha región; tenían gónadas en avanzados estados de madurez, mientras que ejemplares pescados hacia fines de junio ya habían desovado. Se recolectaron barriletes en vías de maduración a fines de febrero, al paso que en los últimos días de marzo se encontraron especímenes que ya habían desovado. Numerosos ejemplares muy juveniles del atún aleta amarilla, tan pequeños como 10 mm., y dos barriletes también muy juveniles, fueron pescados en esta región entre enero y mayo. ENGLISH: The rapid growth of the Eastern Pacific fishery for yellowfin and skipjack tuna since the end of World War II has given rise to questions concerning the rational utilization of these resources. As part of the Inter-American Tropical Tuna Commission's program of research designed to investigate these problems, a study was undertaken to determine from the historical records of the fishery the effects of fishing upon the stocks of yellowfin and skipjack tuna of the Eastern Pacific region and to evaluate the present condition of these stocks with respect to the maximum equilibrium yield. SPANISH: EI rápido crecimiento, desde la terminación de la Segunda Guerra Mundial, de la pesquería de atún aleta amarilla y barrilete en el Pacifico Oriental, ha dado lugar a que se hagan algunos comentarios sabre la racional utilización de estos recursos. Como parte del programa de la Comisión Interamericana del Atún Tropical designado para la investigación de estos problemas, un estudio fué llevado a cabo para determinar, de los informes historicós de la pesquería, los efectos de la pesca sobre los stocks de atún aleta amarilla y barrilete de la región del Pacifico Oriental y para evaluar la presente condición de estos stocks con respecto al máximo rendimiento de equilibria. ENGLISH: In a previous Commission Bulletin, Shimada (1957) has described the geographical distribution of the yearly catches of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) from the Eastern Pacific Ocean for the period 1952 to 1955 inclusive, based on information obtained from logbook records of baitboats and purse-seiners. In view of the seasonal nature of the fishery in different areas, a summary of the catches by smaller time units may be of additional value. Accordingly, statistical data employed earlier by Shimada have been retabulated by quarters of the year and form the basis of the present report. SPANISH: En un Boletín anterior de la Comisión, Shimada (1957) hizo un estudio sobre la distribución geográfica de las pescas anuales de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) del Océano Pacifico Oriental, en el perlado comprendido por los años 1952 a 1955 inclusive. Dicho estudio fué hecho sobre la base de la información obtenida en los registros de las bitácoras de los barcos carnaderos y rederos. Pero en vista de la naturaleza que imprimen las estaciones a la pesquería en las diferentes áreas se ha considerado que podría tener valor complementario un resumen de las pescas en unidades de tiempo menores. De acuerdo con este criterio, los datos estadísticos empleados antes por Shimada, se han tabulado de nuevo ahora, por trimestres, y constituyen siempre la base del presente informe. ENGLISH: One of the important problems in the current investigations of the Inter-American Tropical Tuna Commission is the determination of the racial affinities of the stocks of yellowfin and skipjack inhabiting the Eastern Tropical Pacific fishing region. The nature of the problem is twofold. Primary concern is elucidation of the inter-regional relationship of stocks between the Eastern Tropical Pacific fishing region and those further to the westward. Hardly less important, however, is the intraregional relationship of stocks within the regions, particularly the Eastern Pacific region. This latter relationship must be at least partially understood in order properly to approach investigation of the former. SPANISH: Dentro de las las investigaciones que al presente efectúa la Comisión Interamericana del Atún Tropical, uno de los importantes problemas consiste en la determinación de las afinidades raciales de los stocks de atún aleta amarilla y barrilete que se encuentran en las regiones de pesca del Pacífico Oriental Tropical. La naturaleza del problema es doble. El interés primario es la elucidación de la relación inter-regional entre los stocks de la región pesquera del Pacífico Oriental Tropical y los de aquéllas más hacia el oeste de dicho océano. Apenas menos importante, sin embargo, es la relación intra-regional de los stocks dentro de las regiones, particularmente la del Pacífico del Este.
