Profit maximization in fishery protects cod of western Baltic Sea against overfishing – Only a theoretical approach? The frame for the management of fish stocks politically given contains – apart from ecological and social goals – also an economic goal, which is considered here in particular. From the point of view of fishery enterprises the main management goal for the exploitation of fish stocks is the maximization of profit. There are models for the yield optimization since long time. They are mainly used so far to optimize fishing mortality. Here the Beverton and Holt yield model was used. Apart from the optimization of fishing effort the model was used to optimize age of first capture and thus mesh opening. Starting point of the considerations is a given age group of a fish stock. If this age group is completely fished the yield obtained from this age group is maximized. The investigations show that the term overfishing is not exclusively linked as frequently assumed with a too large fishing mortality, but likewise with a mismatch of the mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far from reaching its mass optimum. Therefore, the profit of fishery enterprises can in the long term be considerably increased by the optimization of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. The title of the paper sounds provocative. However, the stock of the Baltic Sea cod is better protected by a long-term maximum-profit oriented exploitation than by the precautionary approach applied now.

Two years after their last meeting, scientists from North Sea neighbouring countries working on aspects of brown shrimp biology and fisheries gathered in Oostende, Belgium, to exchange information and results of their research. The group was established ten years ago by the International Council of the Exploration of the Sea (ICES)during the Warnemünde Annual Science Conference. Data on brown shrimp landings, fishing effort and resulting landings per unit effort were compiled. For the first time a computer model was demonstrated simulating the life cycle of C. crangon on basis of experimental and field data available. It will provide a means for testing different possible scenarios and their effect on the brown shrimp stocks. Catch predictions are not possible by this, as no stock assessments can yet be achieved for brown shrimp, and a number of topics have to be addressed by further research programmes. However, an approach of estimating the level of landings on basis of preceding climatological and hydrographical data seemed promising. Furthermore selectivity experiments and electric gear types were reported giving reason to assume, that progress is possible in the further reduction of bycatches. The assembling of already existing data in various countries and their evaluation was recommended besides the pursuing of the mentioned fields of research and proper reporting of EU log book data by all countries.

The European Commission has claimed a fundamental revision of the European Common Fisheries Policy in its Green Paper (EC 2001) by highlighting the reasons of continued overfishing of a number of valuable demersal fish stocks. Quotas in excess of scientific recommendations, fleet over capacities and poor enforcement of management decisions were identified causal for major stock and yield reductions while gaps in scientific advices were also criticized. The depleted cod stock in the North Sea, Skagerrak and Eastern Channel is the most prominent example. Existing and proposed management regulations were analysed by an expert group which met with fishing industry consultations in Brussels during 28 April – 7 May 2003. Depending on compliance with new technical regulations since 2000, the cod stock and its exploitation was found only marginally effected, while whiting displayed immediately significant losses in yield over long term and short term losses in haddock yields were reversed in substantial gains, also in SSB. However, reduction in fishing effort was found more effective in recovery potential than technical changes including closed areas, for which detailed information about variation in distribution of the stocks and the fisheries are required. Such effort reductions would reduce not only landings but also unregulated discarding, which is believed to be a major reason of the failure of the management measures in mixed fisheries. Recent trends in fishing effort of European fleets could not be quantified due to persistent data deficiencies.

The management of a fish aimed at maximising the fishing yield of the managed fish stock. There are models for the yield optimisation since long time. They are used so far mainly to optimise the fishing mortality. Starting point of this paper is a number of fish of an age group of a fish stock. This age group is accompanied over its lifetime. A result of the investigations is that the term growth over-fishing is linked not as frequently assumed exclusive with a too large fishing mortality, but likewise with a mismatch of the mesh opening. The investigations show that the fishing yield increases with the fishing effort on condition that fishing is carried out with an optimised mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far before reaching the yield optimum. Now the fish is substantially too small when it is caught and did not reach its optimal mass at this time. Therefore the sustainable fishing yield could be increased considerably by the optimasation of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. A further advantage of the mesh enlargement is an increase of the spawning stock size accompanying with it, since the fish is caught at a later age. By the use of substantially larger mesh openings the cod has the opportunity to spawn several times and generate descendants and this will also lead to an increased yield in future. In addition better prices could be obtained at the market by catching larger cod.

Fishery on brown shrimp has developed towards one of the most important fisheries in the North Sea area in economic terms. Statistical data on European wide landings have been gathered by a working group of the International Council for the Exploration of the Sea. They show relatively stable shares of approximately 50% for Germany, 38% for the Netherlands and 8% for Denmark. Further production originates from Great Britain, France and Belgium. The new log-book regulation of the EU will give similar data improved by better information on fishing areas and fishing effort.

In order to restore the balance between available fish res-sources and catch capacities in the marine waters of the EU, the European Commission has introduced so-called Multiannual Guidance Programmes (MAGPs) within the frame work of the Common Fisheries Policy (CFP). However, the non-quantified relation between fishing effort and fishing power of a vessel has proved to be one of the most difficult problems. The present contribution suggests to substitute traditional but non-quantifying methods by including the real catch results into the models.

Aiming for price stabilisation Danish, German and Dutch brown shrimp fisheries agreed on weekly catch limitations for the years 1998 and 1999. This resulted in fishing effort reduction of 18 % of the total number of fishing trips in 1998 and up to 24 % in summer. In that period highest abundance of young plaice occurs in the Wadden Sea which is the fishing area of the brown shrimp fleets of Germany and the Netherlands. Consequently as a side effect a reduction of the total annual by-catch especially of young plaice must have occurred. According to formerly conducted EU-studies and investigations the by-catch reduction due to the agreed catch limitations should have led to survival of millions of young plaice. They give a potential of some extra catch in coming years which is 2,5 % of the total TAC of plaice in the North Sea. Compared to the German TAC in year 2000 the gain equals 44 %. The catch limitations effect on by-catch reduction in 1998 was in the same order of magnitude of the one achievable by technical measures in net selection applied in that fishery and research. On the basis of the ”Gdansk Convention on Preservation of Living Resources of the Baltic Sea” the International Baltic Sea Fishery Commission (IBSFC) has been regulating catches of most important fish species in the area since 1974. This article reviews, in a first step for Baltic Sea cod, the development of stocks and fishery since 1970 in the light of respective catch regulations of IBSFC. TACs have been fixed by IBSFC by species for the whole Baltic Sea and resulting quotas have been split according to national and/or international fishery zones from 1975 up to now. The Baltic Sea cod is on biological background treated in scientific stock assessment as two separate stocks. Both stocks, in the western and eastern Baltic Sea, show clearly different developments over the period since 1970. After a short living peak in stock size of the eastern compartment about 20 years ago this stock has been on a very low level since the late 1980’s. During that period with increasing effort big cod catches have been landed.. The level of fishing effort is more or less the same still with much lower catches nowadays. A detailed description of development of stock sizes and recruitment is given. The conclusion is that with the present regime of regulation on the basis of one TAC for the total Baltic Sea and with high fishing capacity available for cod it will be impossible to meet the aim of good and stable yields.

The German brown shrimp fishery experienced considerable changes during the recent four decades. Contrarily to the decline in number of vessels the technical standard and size of the shrimping vessels improved and the fishing power as well as the effort of the single boats have strongly increased. As fishing effort by the whole fleet may be calculated different ways, trends in total effort may differ according to the relevant author´s approach. The present study tries to estimate the total trawled area by the fleet in the mid fifties as well as in 1996. The result is that there seems to be no change in the order of magnitude of the total trawled area for the German shrimping fleet itself, though shifts in geographical areas as within seasons were reported. However, the development of the Danish and Dutch shrimping fleets have contributed to an increase in terms of annually trawled area. Therefore pooled fishing effort must have increased considerably.

ENGLISH: This report reviews the Japanese longline fishery for tunas and billfishes in the eastern Pacific Ocean during 1971-1980, extending the studies made by other investigators, which covered the 1956-1970 period. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for each species. The deep longlining method is described and the hook rates for this gear and for conventional longline gear are compared. Some observations on the interaction of surface and longline gear are reported. SPANISH: Se examina en este informe la pesca palangrera japonesa de atunes y peces espada en el Océano Pacífico oriental durante 1971-1980, ampliando los estudios hechos por otros investigadores que incluían el período de 1956-1970. Para cada especie se examinan las distribuciones temporales y espaciales del esfuerzo de pesca, captura, abundancia aparente, madurez sexual y composición de talla. Se describe el método de los palangres profundos y se comparan los índices de captura por anzuelo de este arte y del arte convencional palangrero. ENGLISH: Estimates of relative annual abundance of yellowfin tuna in the eastern Pacific Ocean during 1970-1985 are made using catch rates, measured as tons caught by purse seiners per hour of searching. Catch rates are standardized a weighted generalized linear model. The important standardizing factors are vessel speed, season-area, and whether the yellowfin were caught in association with dolphins, skipjack tuna, or floating objects. Observations are weighted to give equal areas equal weight and to give each unit of fishing effort equal weight within an area. The results indicate that catch per days fishing underestimates abundance during the late 1970's when the fishery shifted some of its effort from dolphin sets to floating object sets, and overestimates abundance when the fishery shifted back to dolphin sets in 1984 and 1985. SPANISH: Se estima la abundancia anual relativa del atún aleta amarilla en el Océano Pacífico oriental (OPO) durante 1970-1985 por medio de tasas de captura, calculadas como toneladas cortas capturadas por barcos cerqueros por hora de búsqueda. Se usa un modelo lineal ponderado generalizado para estandardizar las tasas de captura. Los factores importantes de estandardización son la velocidad del barco, temporada-área, y si se capturaron los aletas amarillas en asociación con delfines, barriletes, o objetos flotantes. Se ponderaron las observaciones para otorgar igual importancia a áreas iguales y a cada unidad de esfuerzo pesquero dentro de un área. Los resultados señalan que la captura por día de pesca estima por bajo la abundancia durante los últimos años de la década de los 70, en cual época la pesquería trasladó parte de su esfuerzo de lances sobre delfines a lances sobre objetos flotantes, y la sobreestima al volver la pesquería a lances sobre delfines en 1984 y 1985. ENGLISH: This report reviews the activity of the Japanese longline fishery in the eastern Pacific Ocean during the 1981-1987 period, extending the studies for the 1956-1980 period made by other investigators. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for the principal species of tunas and billfishes taken by that fishery. The interaction between the surface and longline fisheries is discussed. SPANISH: En este informe se presenta un repaso de la actividad pesquera de barcos palangreros japoneses en el Océano Pacifico oriental durante el periodo de 1981-1987, extendiendo los estudios del periodo de 1956-1980 realizados por otros investigadores. Se examinan las distribuciones especial y temporal de les fuerzo de pesca, la captura, la abundancia aparente, la madurez sexual, y la composición por talla de las principales especies de atunes y picudos capturadas por dicha pesquería. The findings are presented of an assessment made of the gillnet fishery in Kainji Lake, Nigeria from 1969 to the present, on the basis of data sets from commercial and experimental gillnet fishing, with the purpose to detect trends in some key fishery monitoring indicators. During this period, there has been an increase in the number of small meshed nets in the fishery resulting in a shift in the mode to lower mesh sizes; consequently, the average mesh size declined gradually in the fishery. This trend is found to be directly correlated with the decline in the CPUE and mean weight of the fish species. It is argued that the observed trend in CPUE and mean weight is forcing the fishermen to switch effort to gears such as traps which have very small meshes and can indescriminately take all sizes of the fish. It is shown that the catch composition by weight of Citharinus citharus, Lates niloticus and tilapias declined in the gillnet fishery in the late 70's and early 80's. Recent data, from 1994 to 1996, however indicates that C. citharus is recovering, but with declining mean weight. This suggests that the exploitation pattern is shifting to the smaller fish through the use of small meshed nets. In general, however, there has not been drastic changes in species bio-diversity in the Lake as a result of predatory effect and ecosystem overfishing as has happened in other great African Lakes. The species composition since lake formation continued to be dominated by fewer that 20 species. The potential yield for the lake has been estimated to be 32,166 tonnes (excluding clupeids) and the required optimum fishing effort to be 1,814 fishing canoes. In view of the relative stability of the species diversity in the lake and the current fish production level, it is proposed here that this MSY be adopted for all species. This would be achieved with the current effort level in the lake assuming that the efficiency of the fishermen and their gears do not improve. It should be reviewed after 10 or more years of catch and effort data collection. (PDF contains 65 pages)
