A stock assessment of the gulf menhaden. Brevoortia patronus, fishery was conducted with data on purse-seine landings from 1946 to 1985 and port sampling data from 1964 to 1985. These data were analyzed to determine growth rates, yield-per-recruit, spawner-recruit relationships, and maximum sustainable yield (MSY). Virtual population analysis was used to estimate stock size, year-class size, and fishing mortality rates. During the period studied, an average of 27% of age-l fish and 55% of age-2 and age-3 fish were taken by the fishery, and 54% for age-I and 38% for age-2 and -3 fish were lost annually to natural causes. Annual yield-per-recruit estimates ranged from 6.9 to 19.3 g, with recent mean conditions averaging 12.2 g since 1978. Surplus production models produced estimates of MSY from 620 to 700 kilometric tons. Recruits to age-I ranged from 8.3 to 41.8 billion fish for 1964-82. Although there was substantial scatter about the fitted curves, Ricker·type spawner-recruit relationships were found suitable for use in a population simulation model. Estimates of MSY from population simulation model runs ranged from 705 to 825 kilometric tons with F -multiples of the mean rate of fishing ranging from 1.0 to 1.5. Recent harvests in excess of the historical MSY may not be detrimental to the gulf menhaden stock. However, one should not expect long-term harvesting above the historical MSY because of the short life span of gulf menhaden and possible changes from currently favorable environmental conditions supporting high recruitment.(PDF file contains 24 pages.)

Despite its wide acceptance in other fisheries, limited access remains a controversial topic among Pacific coast groundfish fishermen and fishery managers. It is controversial because it immediately opens a wide array of public policy issues. How should the public conserve fish stocks, and who should benefit from harvesting those fish? What are the costs and benefits to the public, the taxpayer, the fishing industry, and the coastal communities supporting the groundfish industry? Should the government push the industry to be economically efficient in harvesting; or should it discourage technical efficiency to conserve fish stocks? Should management preserve the economic status quo by protecting existing harvest shares? These are the broad issues occupying the discussions of policy makers and academic writers concerned with resource management. The goal of this introductory section is to define limited access, to dispel some basic misunderstandings about limited access, to clarify the optional forms oflimited access, and to review the various resource management objectives addressed. This should set the stage for the following more lengthy discussions. By reducing the scope of needless misunderstandings, it should also help to make future discussions of limited access more productive. (PDF file contains 52 pages.)

Atlantic menhaden, Brrvoortia tyrannus, the object of a major purse-seine fishery along the U.S. east coast, are landed at plants from northern Florida to central Maine. The National Marine Fisheries Service has sampled these landings since 1955 for length, weight, and age. Together with records of landings at each plant, the samples are used to estimate numbers of fish landed at each age. This report analyzes the sampling design in terms of probablity sampling theory. The design is c1assified as two-stage cluster sampling, the first stage consisting of purse-seine sets randomly selected from the population of all sets landed, and the second stage consisting of fish randomly selected from each sampled set. Implicit assumptions of this design are discussed with special attention to current sampling procedures. Methods are developed for estimating mean fish weight, numbers of fish landed, and age composition of the catch, with approximate 95% confidence intervals. Based on specific results from three ports (port Monmouth, N.J., Reedville, Va., and Beaufort, N.C.) for the 1979 fishing season, recommendations are made for improving sampling procedures to comply more exactly with assumptions of the sampling design. These recommendatlons include adopting more formal methods for randomizing set and fish selection, increasing the number of sets sampled, considering the bias introduced by unequal set sizes, and developing methods to optimize the use of funds and personnel. Inland capture fisheries in India have declined in recent years, leaving thousands of fishers to sink deeper into poverty. Freshwater aquaculture in small water bodies like ponds now contributes 80% of the country¡¯s inland fish production. This manual outlines the use of small reservoir for freshwater aquacultureas a means of providing rural areas with food and livelihoods and protecting aquatic ecosystems, in particular by facilitating the conservation of indigenous fish species. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

Recruitment and commercial catches of European eel have been in decline since the late 1970s. So far, the reasons are not well understood. A range of potential natural and anthropogenic reasons have been discussed, but the relative importance of the factors is unknown. As a consequence of the decline in recruitment an urgent need for protective management measures was concluded. The main approach is to restrict the fishery on eel, in particular with reference to the precautionary approach. However, in view of the lack of knowledge on the factors responsible for the recruitment decline and by considering that many yellow and silver eel stocks in freshwaters depend on restocking by the fishery, such simplified conclusions are critically discussed. A concept for the sustainable management of eel has to include 1) research on the factors determining the population dynamics, in particular during the oceanic stages, 2) a stronger consideration of socio-economic aspects, and 3) intensified research on artificial reproduction and rearing of eel.

Since 1999, the ICES Working Group on the Assessment of Demersal Stocks in the North Sea and Skagerrak assesses the saithe stock in the North Sea, Skagerrak and west of Scotland as a single stock unit. The sampling, evaluation and role of biological data from the German saithe fishery in the assessment are described. The German data showed similar trends as observed in French and Norwegian series. Based on these estimates, the spawning stock recovered to more than 200 000 t due to reductions in quotas and exploitation rates. Thus, the production of the stock increased also in combination with good recruitment and positive trends in spawning stock size and landings were projected for 2002. The biological data derived from the German saithe fishery dominated the assessment of stock size, structure and exploitation. This fact encourages a continuation of the described analyses based on sampling onboard fishing vessels and fish markets by the Institute for Sea Fisheries. The successful collaboration with the saithe fishing industry is judged as an important contribution to the sustainable management of fish stocks.

The paper examines the fisheries resources and activities in Ondo State, Nigeria. As a result of the geographical advantage via location along the Atlantic coast the potentials and constraints of coastal artisanal fisheries in Ondo State are assessed. Practical suggestions and approaches for a successful commercialisation of fishery production are given. These include: (a) Identification of useful and reliable fisheries institutions, (b) Inauguration establishment and coordination of a fishery development agency, (c) establishment of aquaculture technology centres (ATC), (d) provision of fishery development fund, (e) Standardisation of fishery consultancy units, etc

Development and management indices identified in the capture fishery resources focus on stock management, freshwater and marine pollution by organic and inorganic compounds including silting, plankton sustainability, fishing methods, biological productivity, energy cycles, ornamental fish and sanctuaries. The issue of post-harvest handling and processing is also discussed. The paper also identifies fisheries sectorial problems at the artisanal and industrial level both at sea and at shore, in the processing plant, infrastructure, manpower and marketing issues. The paper suggests that advocacy should be incorporated into extension and communication programme ensuring some changes in attitudes of all stakeholders in the fisheries game. The paper concludes stating that policy makers should stop paying lip-service to the fisheries sub-sector and should create a separate Ministry for Fisheries

Community Based Resource Management (CBRM) understood as an approach emphasizes a community's capability, responsibility and accountability with regards to managing resources. Based on the recommendations for the Nigerian-German Kainji Lake Fisheries Promotion Project (KLFPP), the Niger and Kebbi States Fisheries Edicts were promulgated in 1997. These edicts, among other things, banned the use of beach seines. Given the conviction of KLFPP, that if communities whose livelihood is linked to the fishery, understand and identify the problems and by consensus agree to the solutions of fisheries problems, they are more likely to adhere to any control measures, specifically the ban on beach seine. In 1999 a first agreement was reached between beach seiners, non-beach seiners and government authorities leading to an almost complete elimination of beach seine on the Lake Kainji. However, despite on going efforts of the Kainji Lake Fisheries Management and Conservation Unit in 2000 and possibly because of certain oversights during and after the first agreement, in May 2001 a significant number of beach seiners was observed. This led to a re-assessment of our approach, which lately culminated into another round of negotiation. The paper presents the latest results on this on-going process

Kainji Lake, the first man-made lake in Nigeria is one of the most researched water bodies in Africa. Earlier studies indicated that there was no systematic management of the lake fisheries involving the participation of the fishers in the decision-making processes before 1993. In 1993, the Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) started the introduction of a bottom-up approach in the management of the fishery resources through a random selection of some fishers representatives for the decision making body of the project. The paper traces the democratization process of the management approach to the lake fisheries culminating in the systematic selection, appointment, training and assignment of responsibilities to twenty-four Wakilis covering the 316 fishing communities around Lake Kainji

Die Tagung setzte den während der vorigen Jahrestagung zu beobachtenden Kurs einer Schwerpunktverlagerung generell fort. Diese ist durch die stärkere Berücksichtigung des Vorsorgeansatzes im Fischereimanagement auf der Grundlage wissenschaftlicher Empfehlungen des ACFM (Management-Komitee für Fischerei) des ICES gekennzeichnet. Damit traten die in der Vergangenheit fischereipolitisch dominierten nationalen Managementinteressen weitestgehend in den Hintergrund und trugen somit zu einer sachlichen Tagungsatmosphäre bei. Wichtigste Tagungsthemen waren die Ausnutzung der nationalen Quoten für 1997 und 1998 (1. Halbjahr), die Festlegung der zulässigen Gesamtfangmengen (TAC) für die internationalen Fischereien 1999, aber auch Strategien zur Nutzung der lebenden Ressourcen der Ostsee unter den Bedingungen des Vorsorgeansatzes im Fischereimanagement. An den Beratungen nahmen Ländervertreter und Experten Estlands, der EU, Lettlands, Polens und der Russischen Föderation sowie Beobachter des ICES (Internationaler Rat für Meeresforschung) und der HELCOM (Helsinki-Kommission) teil.

This paper sets out to explore how Uganda's lake Victoria fishery has been managed. It explores the management of the fishery during the protectorate period, and argues that the apparent success of regulation during this time may be attributed to the very heightened controls arising from Sleeping Sickness Controls. Once these were removed, entry into the fishery was rapid and uncontrolled, and the resultant impact on fish stocks was quickly felt. With its huge area, considerable shoreline, and innumerable islands, the lake Victoria fisheries service was quickly overwhelmed and disbanded as a result. In the early independence years, the Republic's government focused on developing the fishery, plans thwarted by turmoil of, and following, Idi Amin's reign. More recently, the fishery has prospered from Uganda's entry into the Nile perch fillet export market, which ahs adversely affected stocks. We present and comment on recently collected data that considers fishers' impressions of the status of the fishery, regulations and future managerial possibilities, and comment on these in the light of recent changes to Uganda's fisheries administration

Co-management is a system or a process in which responsibility and authority for the management of common resources is shared between the state, local users of the resources as well as other stakeholders, and where they have the legal authority to administer the resource jointly. Co-management has received increasing attention in recent years as a potential strategy for managing fisheries. This paper presents and discusses results of a survey undertaken in the Kenyan part of Lake Victoria to assess the conditions - behaviour, attitude and characteristics of resource users, as well as community institutions - that can support co-management. It analyses the results of this survey with respect to a series of parameters, identified by Pinkerton (1989), as necessary preconditions for the successful inclusion of communities involvement in resource management. The survey was implemented through a two-stage stratified random sampling technique based on district and beach size strata. A total of 405 fishers, drawn from 25 fish landing beaches, were interviewed using a structured questionnaire. The paper concludes that while Kenya's lake Victoria fishery would appear to qualify for a number of these preconditions, it would appear that it fails to qualify in others. Preconditions in this latter category include the definition of boundaries in fishing grounds, community members' rights to the resource, delegation and legislation of local responsibility and authority. Additional work is required to further elaborate and understand these shortcomings
