This paper reports the results of the assessment of a range of measures implemented in bus systems in five European cities to improve the use of public transport by increasing its attractiveness and enhancing its image in urban areas. This research was conducted as part of the EBSF project (European Bus System of the Future) from 2008 to 2012. New buses (prototypes), new vehicle and infrastructure technologies, and operational best practices were introduced, all of which were combined in a system approach. The measures were assessed using multicriteria analysis to simultaneously evaluate a certain number of criteria that need to be aggregated. Each criterion is measured by one or more key performance indicators (KPI) calculated in two scenarios (reference scenario, with no measure implemented; and project scenario, with the implementation of some measures), in order to evaluate the difference in the KPI performance between the reference and project scenario. The results indicate that the measures produce a greater benefit in issues related to bus system productivity and customer satisfaction, with the greatest impact on aspects of perceptions of comfort, cleanliness and quality of service, information to passengers and environmental issues. The study also reveals that the implementation of several measures has greater social utility than very specific and isolated measures.

Multiple indicators are of interest in smart cities at different scales and for different stakeholders. In open environments, such as The Web, or when indicator information has to be interchanged across systems, contextual information (e.g., unit of measurement, measurement method) should be transmitted together with the data and the lack of such information might cause undesirable effects. Describing the data by means of ontologies increases interoperability among datasets and applications. However, methodological guidance is crucial during ontology development in order to transform the art of modeling in an engineering activity. In the current paper, we present a methodological approach for modelling data about Key Performance Indicators and their context with an application example of such guidelines.

Developing a herd localization system capable to operate unattended in communication-challenged areas arises from the necessity of improving current systems in terms of cost, autonomy or any other facilities that a certain target group (or overall users) may demand. A network architecture of herd localization is proposed with its corresponding hardware and a methodology to assess performance in different operating conditions. The system is designed taking into account an eventual environmental impact hence most nodes are simple, cheap and kinetically powered from animal movements-neither batteries nor sophisticated processor chips are needed. Other network elements integrating GPS and batteries operate with selectable duty cycles, thus reducing maintenance duties. Equipment has been tested on Scandinavian reindeer in Lapland and its element modeling is integrated into a simulator to analyze such localization network applicability for different use cases. Performance indicators (detection frequency, localization accuracy and delay) are fitted to assess the overall performance; system relative costs are enclosed also for a range of deployments.

El WCTR es un congreso de reconocido prestigio internacional en el ámbito de la investigación del transporte, y aunque las actas publicadas están en formato digital y sin ISSN ni ISBN, lo consideramos lo suficientemente importante como para que se considere en los indicadores. This paper develops a model based on agency theory to analyze road management systems (under the different contract forms available today) that employ a mechanism of performance indicators to establish the payment of the agent. The base assumption is that of asymmetric information between the principal (Public Authorities) and the agent (contractor) and the risk aversion of this latter. It is assumed that the principal may only measure the agent?s performance indirectly and by means of certain performance indicators that may be verified by the authorities. In this model there is presumed to be a relation between the efforts made by the agent and the performance level measured by the corresponding indicators, though it is also considered that there may be dispersion between both variables that gives rise to a certain degree of randomness in the contract. An analysis of the optimal contract has been made on the basis of this model and in accordance with a series of parameters that characterize the economic environment and the particular conditions of road infrastructure. As a result of the analysis made, it is considered that an optimal contract should generally combine a fixed component and a payment in accordance with the performance level obtained. The higher the risk aversion of the agent and the greater the marginal cost of public funds, the lower the impact of this performance-based payment. By way of conclusion, the system of performance indicators should be as broad as possible but should not overweight those indicators that encompass greater randomness in their results.

Triple-Play (3P) and Quadruple-Play (4P) services are being widely offered by telecommunication services providers. Such services must be able to offer equal or higher quality levels than those obtained with traditional systems, especially for the most demanding services such as broadcast IPTV. This paper presents a matrix-based model, defined in terms of service components, user perceptions, agent capabilities, performance indicators and evaluation functions, which allows to estimate the overall quality of a set of convergent services, as perceived by the users, from a set of performance and/or Quality of Service (QoS) parameters of the convergent IP transport network

La implantación de las tecnologías Internet ha permitido la extensión del uso de estrategias e-manufacturing y el desarrollo de herramientas para la recopilación, transformación y sincronización de datos de fabricación vía web. En este ámbito, un área de potencial desarrollo es la extensión del virtual manufacturing a los procesos de Performance Management (PM), área crítica para la toma de decisiones y ejecución de acciones de mejora en fabricación. Este trabajo doctoral propone un Arquitectura de Información para el desarrollo de herramientas virtuales en el ámbito PM. Su aplicación permite asegurar la interoperabilidad necesaria en los procesos de tratamiento de información de toma de decisión. Está formado por tres sub-sistemas: un modelo conceptual, un modelo de objetos y un marco Web compuesto de una plataforma de información y una arquitectura de servicios Web (WS). El modelo conceptual y el modelo de objetos se basa en el desarrollo de toda la información que se necesita para definir y obtener los diferentes indicadores de medida que requieren los procesos PM. La plataforma de información hace uso de las tecnologías XML y B2MML para estructurar un nuevo conjunto de esquemas de mensajes de intercambio de medición de rendimiento (PMXML). Esta plataforma de información se complementa con una arquitectura de servicios web que hace uso de estos esquemas para integrar los procesos de codificación, decodificación, traducción y evaluación de los performance key indicators (KPI). Estos servicios realizan todas las transacciones que permiten transformar los datos origen en información inteligente usable en los procesos de toma de decisión. Un caso práctico de intercambio de datos en procesos de medición del área de mantenimiento de equipos es mostrado para verificar la utilidad de la arquitectura. ABSTRAC The implementation of Internet technologies has led to e-Manufacturing technologies becoming more widely used and to the development of tools for compiling, transforming and synchronizing manufacturing data through the Web. In this context, a potential area for development is the extension of virtual manufacturing to Performance Measurement (PM) processes, a critical area for decision-making and implementing improvement actions in manufacturing. This thesis proposes a Information Architecture to integrate decision support systems in e-manufacturing. Specifically, the proposed architecture offers a homogeneous PM information exchange model that can be applied trough decision support in emanufacturing environment. Its application improves the necessary interoperability in decision-making data processing tasks. It comprises three sub-systems: a data model, a object model and Web Framework which is composed by a PM information platform and PM-Web services architecture. . The data model and the object model are based on developing all the information required to define and acquire the different indicators required by PM processes. The PM information platform uses XML and B2MML technologies to structure a new set of performance measurement exchange message schemas (PM-XML). This PM information platform is complemented by a PM-Web Services architecture that uses these schemas to integrate the coding, decoding, translation and assessment processes of the key performance indicators (KPIs). These services perform all the transactions that enable the source data to be transformed into smart data that can be used in the decision-making processes. A practical example of data exchange for measurement processes in the area of equipment maintenance is shown to demonstrate the utility of the architecture.

Actualmente se está empezando a consolidar una nueva forma de gestionar la conservación y mantenimiento de la red viaria de las Administraciones Públicas, basándose en contratos de colaboración público-privadas (PPP). Las motivaciones que están provocando este movimiento son de diversa índole. Por un lado, en el seno de la Unión Europea, existen serias restricciones presupuestarias debido al alto endeudamiento del sector público, lo que está llevando a buscar la forma óptima de disminuir el endeudamiento público, sin dejar de prestar servicios a la sociedad como la conservación y mantenimiento de las redes viarias. Por esta vertiente, se trata de convertir contratos convencionales de conservación viaria a esquemas de colaboración público-privada, donde se transferiría al sector privado el riesgo de disponibilidad de la vía mediante el uso de indicadores de calidad y servicio. Con esta transferencia de riesgo, junto con la transferencia del riesgo de demanda/construcción, no consolidaría la deuda de la sociedad de propósito específico constituida para la gestión del contrato de colaboración público-privada dentro de las cuentas públicas, con lo que se conseguiría no aumentar el déficit público, permitiendo continuar ofreciendo el servicio demandado por la sociedad. Por otro lado, la segunda motivación del desarrollo de este tipo de contratos, no tan economicista como la anterior y más enfocada a la gestión, se trata de utilizar los contratos de gestión basados en el uso de indicadores de calidad de servicio para mejorar las prestaciones de la red viaria competencia de una Administración. Con el uso de estos indicadores, el gestor tiene una herramienta muy útil para controlar la actividad del sector privado y asegurar que se ofrece un buen servicio. En la presente tesis, la investigación se ha centrado más en la vertiente de los indicadores de calidad relacionados con la gestión eficiente de las vías objeto de conservación y mantenimiento mediante el empleo de contratos de gestión privada que utilicen este tipo de herramientas de control, monitorización y gestión. En una primera parte, la presente tesis estudia el estado de la red de carreteras, referido principalmente a España, comparando su estado con el resto de redes de carreteras de Europa, detectando las principales carencias de la misma, sobre todo en cuanto a la gestión y conservación de firmes. En un segundo bloque, la tesis analiza el estado del arte de los nuevos procedimientos de gestión de la conservación y mantenimiento basados en indicadores de calidad del servicio en el mundo, destacándose que se trata de un tema relativamente reciente, con gran interés para el sector de la gestión y financiación de infraestructuras viarias. Al ser tan novedoso, por la falta de experiencias previas, las distintas Administración, tanto propias como foráneas, han pecado de un exceso de celo a la hora de establecer los umbrales sobre los que giran los distintos indicadores de calidad de servicio que permiten controlar la gestión de la conservación y mantenimiento de la vía. Partiendo de la labor de análisis descrita, la tesis realiza una investigación más detallada de los indicadores de calidad de servicio correspondientes a firmes bituminosos, debido a que estos indicadores son los más delicados y decisivos a la hora de realizar una correcta gestión de la vía a largo plazo. Dentro de los indicadores de firmes bituminosos, se ha realizado un modelo específico de evolución de comportamiento a lo largo del tiempo de la regularidad superficial, parámetro básico para numerosas Administraciones y organismos investigadores para poder conocer la evolución de un firme a lo largo del tiempo. A esta metodología se le ha dado el nombre de Modelo JRB para evaluar la racionalidad económica de indicadores de calidad asociados a parámetros de firmes. El modelo propuesto básicamente evalúa el valor óptimo desde la perspectiva económica que ha de tener el parámetro técnico que defina alguna propiedad del firme, aplicado a la definición de los indicadores de calidad de servicio. Esta visión del valor umbral del indicador deja a un lado consideraciones de equidad o de cualquier otra índole, basándose más en una visión económica. La metodología del Modelo JRB se puede aplicar a cualquier indicador de calidad relacionado con firmes, ya que lo que se obtiene es el valor óptimo económico que debería tener el umbral del indicador de calidad. El Modelo JRB consta de varias fases. En las primeras etapas el Modelo realiza el cálculo de los costes totales de transporte utilizando como herramienta el software HDM-IV desarrollado por el Banco Mundial. En etapas posteriores, el Modelo realiza análisis de sensibilidad para distintas propuestas de sección de firme, intensidades de tráfico y restricciones al parámetro técnico que define el indicador de calidad de servicio. Como ejercicio práctico de cara a contrastar la metodología del Modelo JRB se ha realizado un Caso de Estudio. Se ha tomado un tramo teórico, con características similares a la red de carreteras española, y con una flota vehicular similar a la española, donde se ha elegido como indicador de calidad la regularidad superficial (IRI). Con las sensibilidades realizadas con el Modelo JRB, se ha determinado el rango de valores que debería tener un indicador de calidad basado en el IRI para que dichos valores fueran óptimos desde la perspectiva económica Nowadays is becoming a new way to manage O&M (operation and maintenance) in public road networks, based on PPP contracts (public-private partnership). There are several issues which are driving this trend. On the one hand, EU (European Union) has serious budgetary constraints due to the high public sector borrowing. EU politicians are looking for the best way to reduce public debt, keeping services to society such as O&M of road networks. For this aspect, conventional O&M contracts are switching to PPP scenarios, where availability risk would be transfer to private sector using PI (performance indicators), along with demand risk transfer With this risk transference, along with the transfer of demand/construction risk, SPV (specific purpose vehicle) debt doesn’t consolidate in public accounts, so deficit wouldn’t increase, allowing the continuation of services demanded by society. On the other hand, the second motivation for developing this kind of contracts, not so economist as above and more focused to management, it is about using O&M contracts based on the use of PI to improve road network maintenance. Using these indicators, manager has a very useful tool to monitor private sector activity and ensure that it is provided a good service. In this thesis, the research has been focused on PI quality aspect, related with efficient management of PPP contracts for roads, which use these tools for control, monitoring and management. In the first part, this thesis examines the state of road network, based mainly in Spain, comparing with other road networks in Europe, identifying the main gaps in it, especially with regard to the management and maintenance of pavements. In a second block, the thesis analyzes the state of art of new O&M contracts based on PI in the world, emphasizing that they are relatively recent. These kinds of contracts have a great interest in road management and financing sector. Administrations all around the world have launch tenders with very exigent PI thresholds due to several factors: this knowledge is a new area, the lack of previous experiences and the variety of Administrations which have bid these contracts. Building on the described analysis, thesis develops a more detailed research about PI for bituminous pavements, because these PI are the most delicate and decisive in making a proper long term road management. Among bituminous pavements PI, IRI (International Roughness Index) has been analyzed with more detail and has been developed a specific model of behaviour evolution over time for evenness (IRI), basic parameter for many administrations and research departments in order to know the evolution of a pavement over time. This methodology has been given the name of JRB Model to evaluate the economic rationality of performance indicators associated with pavements parameters. The proposed model basically evaluates the optimal value from an economic perspective it must have the technical parameter which defines some pavement characteristic applied to the definition of performance indicators. This point of view of indicator value threshold sets aside justice considerations or otherwise, based more on an economic perspective. JRB Model methodology can be applied to any performance indicator associated to pavements, because what you get is the economic optimum threshold should have the performance indicator. JRB Model consists of several phases. In the early stages, the Model calculates transport total cost using HDM-IV software, developed by the World Bank, as a tool. In later stages, the Model performs sensitivity analyzes for different pavement section, AADT and restrictions to the technical parameter which defines the performance indicator. As a practical exercise to test JRB Model methodology, it has done a Case Study. It has taken a theoretical section, with similar characteristics to Spanish road network, and a vehicles fleet similar to Spanish. Evenness (IRI) was chosen as a performance indicator. JRB Model calculated some sensitivities, which were useful to determined thresholds range for pavement performance indicators based on IRI to be optimal from an economic perspective.

Nowadays, processing Industry Sector is going through a series of changes, including right management and reduction of environmental affections. Any productive process which looks for sustainable management is incomplete if Cycle of Life of mineral resources sustainability is not taken into account. Raw materials for manufacturing are provided by mineral resources extraction processes, such as copper, aluminum, iron, gold, silver, silicon, titanium? Those elements are necessary for Mankind development and are obtained from the Earth through mineral extractive processes. Mineral extraction processes are operations which must take care about the environmental consequences. Extraction of huge volumes of rock for their transformation into raw materials for industry must be optimized to reduce ecological cost of the final product as l was possible. Reducing the ecological balance on a global scale has no sense to design an efficient manufacturing in secondary industry (transformation), if in first steps of the supply chain (extraction) impact exceeds the savings of resources in successive phases. Mining operations size suggests that it is an environmental aggressive activity, but precisely because of its great impact must be the first element to be considered. That idea implies that a new concept born: Reduce economical and environmental cost This work aims to make a reflection on the parameters that can be modified to reduce the energy cost of the process without an increasing in operational costs and always ensuring the same production capacity. That means minimize economic and environmental cost at same time. An efficient design of mining operation which has taken into account that idea does not implies an increasing of the operating cost. To get this objective is necessary to think in global operation view to make that all departments involved have common guidelines which make you think in the optimization of global energy costs. Sometimes a single operational cost must be increased to reduce global cost. This work makes a review through different design parameters of surface mining setting some key performance indicators (KPIs) which are estimated from an efficient point of view. Those KPIs can be included by HQE Policies as global indicators. The new concept developed is that a new criteria has to be applied in company policies: improve management, improving OPERATIONAL efficiency. That means, that is better to use current resources properly (machinery, equipment,?) than to replace them with new things but not used correctly. As a conclusion, through an efficient management of current technologies in each extractive operation an important reduction of the energy can be achieved looking at downstream in the process. That implies a lower energetic cost in the whole cycle of life in manufactured product.

El mundo de las telecomunicaciones evoluciona a gran velocidad, acorde con las necesidades de los usuarios. El crecimiento del número de servicios a través de las conexiones que actualmente utilizamos para conectarnos a Internet (Ej. IPTV) con elevados requerimientos de ancho de banda, que junto a los servicios de nuevo nacimiento (ej. OTT), contribuyen tanto al aumento de la necesidad de mayores velocidades de conexión de los usuarios como a la implantación de nuevos modelos de calidad de servicio. Las redes de datos de banda ancha (fija y móvil) actuales deben, por lo tanto, experimentar una profunda transformación para conseguir solventar de una forma eficiente los problemas y las necesidades de tráfico, pudiendo así absorber el progresivo incremento del ancho de banda, dejando las puertas abiertas a futuras mejoras. Y para ello las operadoras se nutrirán con la valiosa información de tráfico y usuario que les lleven a tomar las mejores decisiones de cara a que las transformaciones llevadas a cabo cubran exactamente lo que el usuario demanda de la forma más eficiente posible. Con estas premisas, surgieron las ideas que se plasmaron como objetivos del PFC : La idea de narrar el despliegue de la banda ancha en España desde sus orígenes hasta la actualidad, enfocando su crecimiento desde un punto de vista sociotecnológico. Dando continuidad al punto anterior, se persiguió la idea de conocer las herramientas sociales y tecnológicas a raíz de las cuales se pueda realizar una previsión del tráfico en las redes de las operadoras en un futuro cercano. La pretensión de mostrar las características de los usuarios de banda ancha y del tráfico de datos que generan, que son de carácter crítico para las operadoras en la elaboración de forma adecuada de la planificación de sus redes. La intención de revelar los procedimientos de las operadoras para que, una vez conocidas las características de sus usuarios, se puedan cumplir los requisitos demandados por los mismos: QoS y los indicadores clave de rendimiento (KPIs) Por otro lado, el nivel de detalle dado pretende adecuarse a un público que no tenga profundos conocimientos sobre la materia, y salvo partes bastante concretas, se puede catalogar este trabajo como de abierto al público en general. ABSTRACT. The world of telecommunications is evolving at high speed, according to the needs of users. The growing of services number through the connections that currently have been used to connect to the Internet (eg IPTV ) with high bandwidth requirements, which together with the new birth services (eg OTT ) contribute both to increased the need for higher connection speeds users and the implementation of new models of service quality. Data networks broadband (fixed and mobile ) today must , therefore, undergo a deep transformation to achieve an efficient solving problems and traffic needs, thus being able to absorb the gradual increase of bandwidth, leaving the door open to future improvements. And for that the operators will be nurtured with valuable information and user traffic that lead them to make better decisions in the face of the transformations carried out exactly meet the user demand for the most efficient possible way. With these assumptions, the ideas that emerged were expressed as PFC objectives : The idea of narrating the broadband deployment in Spain from its origins to the present, focusing its growth from a socio-technological approach. Continuing the previous point, it pursued the idea of knowing the social tools and technology as a result of which it can perform a traffic forecast operators networks in the near future. The attempt to show the characteristics of broadband users and data traffic they generate, which are mission critical for operators in developing adequately planning their networks. The intention to disclose procedures for operators, once known the characteristics of their users, it can meet the requirements demanded by them: QoS and key performance indicators (KPI). On the other hand, the level of detail given suit seeks an audience that does not have deep knowledge on the subject, unless quite specific parts, this work can be classified as open to the general public.

Purpose – The purpose of this paper is to present a simulation‐based evaluation method for the comparison of different organizational forms and software support levels in the field of supply chain management (SCM). Design/methodology/approach – Apart from widely known logistic performance indicators, the discrete event simulation model considers explicitly coordination cost as stemming from iterative administration procedures. Findings - The method is applied to an exemplary supply chain configuration considering various parameter settings. Curiously, additional coordination cost does not always result in improved logistic performance. Influence factor variations lead to different organizational recommendations. The results confirm the high importance of (up to now) disregarded dimensions when evaluating SCM concepts and IT tools. Research limitations/implications – The model is based on simplified product and network structures. Future research shall include more complex, real world configurations. Practical implications – The developed method is designed for the identification of improvement potential when SCM software is employed. Coordination schemes based only on ERP systems are valid alternatives in industrial practice because significant investment IT can be avoided. Therefore, the evaluation of these coordination procedures, in particular the cost due to iterations, is of high managerial interest and the method provides a comprehensive tool for strategic IT decision making. Originality/value – Reviewed literature is mostly focused on the benefits of SCM software implementations. However, ERP system based supply chain coordination is still widespread industrial practice but associated coordination cost has not been addressed by researchers.

La construcción es una de las actividades más valiosas para la sociedad debido a la naturaleza de los servicios que ofrece y por el volumen de empleos y movimiento económico que genera. Por ello es un elemento fundamental para el desarrollo sustentable. Es una industria compleja, cada vez más dependiente del conocimiento. Debido a su naturaleza fragmentaria y temporal y la alta rotación de personal presenta grandes retos y complicaciones particulares. Estas dificultades en oportunidades pueden transformarse en problemas por la complejidad, localización geográfica o los requisitos técnicos, financieros e innovaciones de los proyectos. Debido a sus características, las construcciones sufren cambios en las condiciones planificadas. Con frecuencia estos cambios conducen a retrasos en la ejecución de los proyectos, costes superiores a los presupuestados y conflictos entre los clientes y los ejecutores. Esto genera problemas de competitividad que afectan tanto a países desarrollados como países en vías de desarrollo. Los problemas de la construcción tienen perniciosos efectos para la sociedad, que pierde recursos que deberían permitir mejores resultados en términos de calidad de vida y beneficios sociales y económicos. Debido a la importancia del sector y los ingentes recursos que se invierten en cada proyecto se justifican los máximos esfuerzos para lograr los mejores desempeños de esta industria. Éste interés ha orientado el desarrollo de investigaciones, para apoyar el logro de los objetivos de mejoramiento continuo y construcción sustentable. Los estudios desarrollados han permitido demostrar el valor añadido del conocimiento en todos los sectores productivos. Para la construcción, los conocimientos ofrecen indicadores de desempeño, datos y lecciones aprendidas provenientes de aciertos y errores. Estos deben conducir a aprendizajes fundamentales para sustentar su competitividad. Sin embargo, a pesar de los conocimientos disponibles y los avances en las técnicas de control gerencial y de proyectos, es alarmante la recurrencia de los problemas de construcción. Esta problemática se manifiesta con severidad en los proyectos de construcción industrial que se desarrollan para el sector petrolero, petroquímico y energético venezolano. El sector presenta evidentes necesidades para un mejor desempeño competitivo por la alta incidencia de retrasos de los proyectos, que implican pérdidas de gran parte de los recursos humanos, financieros, técnicos y conocimientos invertidos. Esta investigación plantea como objetivos analizar la importancia de la construcción y su sustentabilidad, los principales problemas que afectan el sector, la gestión del conocimiento y algunos modelos disponibles para gestionarlos. Igualmente examina las lecciones aprendidas y la productividad y competitividad, con particular atención a los problemas de competitividad venezolanos. Adicionalmente se evalúan las implicaciones del conocimiento como activo estratégico y se caracterizan las empresas de construcción industrial venezolanas. Para ello se identifican las dimensiones que sustentan la gestión del conocimiento en estas empresas, para finalmente determinar las que resultan más idóneas para el nuevo modelo a ser propuesto. Con estos objetivos se desarrolló el estudio empírico. Para ello fueron invitados a participar representantes de 105 empresas y expertos de construcción distintos, todos con experiencias de construcción al sector industrial venezolano. Se obtuvieron 112 respuestas en representación de 41 organizaciones y expertos diferentes. El trabajo de campo inició en Junio de 2012 y culminó en Noviembre de 2012. Los datos obtenidos fueron analizados con apoyo de técnicas estadísticas descriptivas y multivariables. Los objetivos de la investigación se alcanzaron ya que se logró caracterizar el sector de las construcciones industriales y se propuso un nuevo modelo de gestión del conocimiento adecuado a sus características. El nuevo modelo fue formulado atendiendo a criterios de sencillez, bajos costes y facilidad de adaptación para motivar su utilización en organizaciones de construcción industrial variadas. Con ello se busca que resulte de utilidad aún para las organizaciones más pequeñas, con menores recursos o aquellas que enfrentan entornos constructivos complicados. Por último se presentan algunas sugerencias para motivar la comprensión de los fenómenos estudiados en los grupos de interés de la construcción. Se propone analizar estos problemas desde las etapas iniciales de los estudios de ingeniería, de arquitectura, de construcción, de economía y administración. Igualmente se propone desarrollar acciones conjuntas de parte de los sectores académicos, gubernamentales, industriales y asociaciones para el mejoramiento competitivo y desarrollo sustentable global. La propuesta aporta datos sobre el sector constructivo venezolano en un área que presenta grandes carencias y propone un modelo innovador por su sencillez y orientación hacia el uso diario e intuitivo de los conocimientos como recursos fundamentales para la competitividad. Esta orientación puede tener trascendencia más allá del sector descrito, para apoyar la solución de problemas de otras industrias en entornos globales. ABSTRACT Construction is one of the most valuable activities for society due to the nature of the services offered and the number of jobs and revenues generated. Therefore it is a key element for sustainable development. Construction is a complex industry increasingly dependent on knowledge. Its temporary and fragmentary nature and the high staff turnover present great challenges and particular complications to construction. In some cases these conditions may evolve to serious problems because of the complexity, geographic location or even technical, financial and innovative requirements of each project. Due to their characteristics, constructions frequently undergo changes in planned conditions. Often these changes lead to delays in project completion, costs higher than budgeted and conflicts between clients and performers. This creates problems of competitiveness affecting both developed and developing countries. The construction problems have harmful effects on society, since it loses resources that would otherwise allow better results in terms of quality of life and social and economic benefits. The importance and the enormous resources invested in each project justify the efforts to achieve the best performance of this industry. This interest has guided the development of multiple research efforts to support the achievement of construction performance improvements and sustainable construction. The studies carried out have demonstrated the added value of knowledge in all productive sectors. For construction, knowledge offers performance indicators, data and lessons learned from successes and failures. These should lead to fundamental learning to sustain sector competitiveness. However, despite the available knowledge and advances in techniques and project management control, the recurrence of construction problems is alarming. This problem shows itself severely in industrial construction projects that are developed for the Venezuelan oil, petrochemical and energy sectors. These sectors have evident needs for better competitive performance because of the high incidence of project delays, involving loss of much of the human, financial, technical and knowledge resources invested. This research analyzes the importance of construction and sustainability, the main problems affecting the sector, knowledge and some models available to manage them. It also examines the lessons learned and the productivity and competitiveness, with particular attention to the problems of Venezuelan competitiveness. Additionally, the Venezuelan industrial construction companies are characterized evaluating the implications of knowledge as an strategic asset for construction. Moreover, the research evaluates the dimensions that support knowledge management in these companies, to finally identify those that are the most suitable for the new model to be proposed. With these objectives in mind the empirical study was developed. 105 different companies and experts with Venezuelan industrial construction experiences were invited to participate on the survey. 112 responses were obtained representing 41 different organizations and experts. Fieldwork started in June 2012 and ended in November 2012. The data obtained was analyzed with descriptive and multivariate statistical techniques. The research objectives were achieved since the industrial construction sector was characterized and a new management model was proposed based on the particular characteristics of these companies. The new model was formulated according to the criteria of simplicity, low cost and ease of adaptation. This was performed to motivate the use of the new model in various industrial construction organizations, even in smaller companies, with limited resources or those facing complex construction environments. Finally some suggestions to encourage understanding of the phenomena studied among construction stakeholders were proposed. The importance of studying these problems at an early stage of the engineering, architectural, construction, economic and administration studies is highlighted. Additionally, academic, government, industrial organizations and associations are invited to join efforts to improve the competitive and sustainable global development. The proposal provides data on the Venezuelan construction sector in an area that has large gaps and proposes a model which is innovative for its simplicity and suggests the daily and intuitive use of knowledge resources as a key issue to competitiveness. This orientation may have implications beyond the described sector to support the solution of problems of other industries in a global environment.

El crecimiento económico ha producido mejoras en el nivel de vida de la población que muchas veces tienen efectos medioambientales negativos en el largo plazo. Ante esta problemática, surge la necesidad a nivel empresarial de enmarcarse en un modelo de desarrollo sostenible que combine los objetivos de crecimiento económico con los de protección medioambiental. Esta situación puede representar altos costes para las empresas del sector petroquímico venezolano, debido al elevado riesgo de sus operaciones y al conjunto de regulaciones legales vigentes en materia medioambiental. Por lo tanto, el objetivo de la presente investigación ha sido proponer un modelo para la gestión de costes medioambientales de dicho sector fundamentado en la ecoeficiencia. Se planteó una investigación proyectiva, desde un enfoque holístico. Se utilizó un diseño de investigación univariable, transeccional contemporáneo, de fuente mixta. Univariable, porque se enfoca en la gestión de costes medioambientales como único evento a modificar. Transeccional contemporáneo, porque el evento se estudia en la actualidad y la medición de los datos se realiza en un solo momento. De fuente mixta, porque se combinó un diseño documental con un diseño de campo. Se utilizó un diseño documental para el análisis comparativo de las normativas de registro y control de costes medioambientales propuestas por organismos internacionales, mediante la aplicación de una matriz de análisis de categorías emergentes. Para el diagnóstico de la gestión de costes medioambientales en el sector petroquímico venezolano, se utilizó un diseño de campo en las empresas del sector que operan en la región zuliana. Para ello se aplicó un cuestionario con 100 ítems en escala Likert y 6 preguntas de opción múltiple. Dicho cuestionario fue validado mediante la revisión de expertos y se determinó su confiablidad a través del coeficiente alfa de Cronbach. Los resultados muestran que los principales asuntos tratados por las normativas analizadas pueden agruparse en seis temas: alcance de la contabilidad de gestión medioambiental, clasificación, tratamiento contable, asignación, informes de costes medioambientales e indicadores de gestión. Se evidenció que las guías de aplicación de la contabilidad de gestión medioambiental abordan todos los temas identificados pero no hay uniformidad en los criterios asumidos. Por el contrario, las normativas en el ámbito de la contabilidad financiera consideran principalmente los aspectos relacionados con el tratamiento contable de los costes medioambientales y su inclusión en los estados financieros. En cuanto a la gestión de costes medioambientales que realizan las empresas del sector petroquímico venezolano, se evidenció su limitación por la escasa consideración de criterios de ecoeficiencia y la poca aplicación de herramientas de contabilidad de gestión, que dificultan la determinación y el control de costes medioambientales. Tomando como base los resultados obtenidos, se diseñó el modelo de Gestión de Costes Medioambientales Ecoeficiente (GCME). Dicho modelo plantea como deben incorporarse los criterios de ecoeficiencia y las herramientas de contabilidad de gestión medioambiental para la planificación, coordinación y control en la gestión de costes medioambientales. Se plantea que estas etapas deben desarrollarse permanentemente para asegurar la mejora continua del proceso y su adaptación a los cambios tecnológicos y a las regulaciones legales. Se hace énfasis en las directrices que deben seguir las empresas del sector petroquímico venezolano para la aplicación del modelo GCME. Sin embargo, por su generalidad y adaptación a las Normas Internacionales de Contabilidad vigentes en Venezuela, dicho modelo es aplicable a diversos sectores industriales que requieran mejorar su desempeño económico-medioambiental. ABSTRACT Economic growth has led to improvements in the standard of living of the population that often have negative environmental effects over the long term. Faced with this problem, at the enterprise-level, the need to be framed in a sustainable development model that combines the goals of economic growth with environmental protection arises. This situation may represent high costs for the Venezuelan petrochemical companies due to the high risk of their operations and to all the applicable legal regulations on environmental matters. Therefore, this research aims to propose a model for the environmental costs management of these companies based on eco-efficiency. A projective research was performed from a holistic approach. An univariate, contemporary cross-sectional and mixed source research design was used. It is univariate, because it focuses on environmental costs management as the single event to change. It is contemporary cross-sectional, because the event is currently studied and the data measurement is performed in a single moment. It relies on mixed source, because it combines a documentary design with a field design. A documentary design was used for the comparative analysis of the standards of registration and control of environmental costs proposed by international organizations, by applying an analysis matrix of emerging categories. For the diagnosis of the environmental costs management in the Venezuelan petrochemical industry, a field design was applied in the companies that operate in the Zulia region. A questionnaire with 100 items on a Likert scale and 6 multiple-choice questions was used. The questionnaire was validated by peer review and internal consistency reliability was determined using Cronbach's alpha coefficient. The results show that the main issues addressed in the analyzed regulations can be grouped into six themes: scope of environmental management accounting, classification, accounting, allocation, reporting of environmental costs and performance indicators. It was evident that implementation guides of environmental management accounting address all issues identified but there is no uniformity in the assumed criteria. Meanwhile, regulations in the financial accounting field mainly consider aspects related to the accounting treatment of environmental costs and their inclusion in the financial statements. Regarding the environmental costs management performed by Venezuelan petrochemical companies, its limitations were made evident by the low status of eco-efficiency criteria and insufficient application of management accounting tools, which hinder the identification and control of environmental costs. Based on the results, the model of eco-efficient environmental costs management (EECM) was designed. This model indicates how eco-efficiency criteria and tools of environmental management accounting for planning, coordination and control in the environmental costs management should be incorporated. It argues that these stages must be continually developed to ensure a continuous process improvement and its adaptation to technological and legal regulatory changes. The guidelines which the Venezuelan petrochemical companies should follow for the EECM model application have been emphasized. However, due to its generality and adaptation to the International Accounting Standards enforced in Venezuela, this model is applicable to various industries that require an improvement of their economic and environmental performance.

Following recent accounting and ethical scandals within the Telecom Industry like Gowex case, old cards are laid on the table: what kind of management and control are we doing on our businesses and what use do we give to the specific tools we have at our disposition? There are indicators, that on a very specific, concise and accurate manner, aside from brief, allow us to analyze and capture the complexity of a business and also they constitute an important support when making optimal decisions. These instruments or indicators show, a priori, all relevant data from a purely economic perspective, while there also exist, the possibility of including factors that are not of this nature strictly. For instance, there are indicators that take into account the customer?s satisfaction, the corporate reputation among others. Both kind of performance indicators form, together, an integral dashboard while the pure economic side of it could be considered as a basic dashboard. Based on DuPont?s methodology, we will be able to calculate the ROI (Return on Investment) of a company from the disaggregation of very useful and much needed indicators like the ROE (Return on Equity) or the ROA (Return on Assets); thereby, we will be able to get to know, to control and, hence, to optimize the company?s leverage level, its liquidity ratio or its solvency ratio, among others; as well as the yield we will be able to obtain if our decisions and management are optimal related to the bodies of assets. Bear in mind and make the most of the abovementioned management tools and indicators that we have at our disposition, allow us to act knowing our path and taking full responsibility, as well as, to obtain the maximum planned benefits, instead of leaving them to be casual. We will be able to avoid errors that can lead the company to an unfortunate and non-desirable situation and, of course, we will detect, way in advance, the actual needs of the business in terms of accounting and financial sanitation before irreversible situations are reached.

Esta tesis trata sobre métodos de corrección que compensan la variación de las condiciones de iluminación en aplicaciones de imagen y video a color. Estas variaciones hacen que a menudo fallen aquellos algoritmos de visión artificial que utilizan características de color para describir los objetos. Se formulan tres preguntas de investigación que definen el marco de trabajo de esta tesis. La primera cuestión aborda las similitudes que se dan entre las imágenes de superficies adyacentes en relación a su comportamiento fotométrico. En base al análisis del modelo de formación de imágenes en situaciones dinámicas, esta tesis propone un modelo capaz de predecir las variaciones de color de la región de una determinada imagen a partir de las variaciones de las regiones colindantes. Dicho modelo se denomina Quotient Relational Model of Regions. Este modelo es válido cuando: las fuentes de luz iluminan todas las superficies incluídas en él; estas superficies están próximas entre sí y tienen orientaciones similares; y cuando son en su mayoría lambertianas. Bajo ciertas circunstancias, la respuesta fotométrica de una región se puede relacionar con el resto mediante una combinación lineal. No se ha podido encontrar en la literatura científica ningún trabajo previo que proponga este tipo de modelo relacional. La segunda cuestión va un paso más allá y se pregunta si estas similitudes se pueden utilizar para corregir variaciones fotométricas desconocidas en una región también desconocida, a partir de regiones conocidas adyacentes. Para ello, se propone un método llamado Linear Correction Mapping capaz de dar una respuesta afirmativa a esta cuestión bajo las circunstancias caracterizadas previamente. Para calcular los parámetros del modelo se requiere una etapa de entrenamiento previo. El método, que inicialmente funciona para una sola cámara, se amplía para funcionar en arquitecturas con varias cámaras sin solape entre sus campos visuales. Para ello, tan solo se necesitan varias muestras de imágenes del mismo objeto capturadas por todas las cámaras. Además, este método tiene en cuenta tanto las variaciones de iluminación, como los cambios en los parámetros de exposición de las cámaras. Todos los métodos de corrección de imagen fallan cuando la imagen del objeto que tiene que ser corregido está sobreexpuesta o cuando su relación señal a ruido es muy baja. Así, la tercera cuestión se refiere a si se puede establecer un proceso de control de la adquisición que permita obtener una exposición óptima cuando las condiciones de iluminación no están controladas. De este modo, se propone un método denominado Camera Exposure Control capaz de mantener una exposición adecuada siempre y cuando las variaciones de iluminación puedan recogerse dentro del margen dinámico de la cámara. Los métodos propuestos se evaluaron individualmente. La metodología llevada a cabo en los experimentos consistió en, primero, seleccionar algunos escenarios que cubrieran situaciones representativas donde los métodos fueran válidos teóricamente. El Linear Correction Mapping fue validado en tres aplicaciones de re-identificación de objetos (vehículos, caras y personas) que utilizaban como caracterísiticas la distribución de color de éstos. Por otra parte, el Camera Exposure Control se probó en un parking al aire libre. Además de esto, se definieron varios indicadores que permitieron comparar objetivamente los resultados de los métodos propuestos con otros métodos relevantes de corrección y auto exposición referidos en el estado del arte. Los resultados de la evaluación demostraron que los métodos propuestos mejoran los métodos comparados en la mayoría de las situaciones. Basándose en los resultados obtenidos, se puede decir que las respuestas a las preguntas de investigación planteadas son afirmativas, aunque en circunstancias limitadas. Esto quiere decir que, las hipótesis planteadas respecto a la predicción, la corrección basada en ésta y la auto exposición, son factibles en aquellas situaciones identificadas a lo largo de la tesis pero que, sin embargo, no se puede garantizar que se cumplan de manera general. Por otra parte, se señalan como trabajo de investigación futuro algunas cuestiones nuevas y retos científicos que aparecen a partir del trabajo presentado en esta tesis. ABSTRACT This thesis discusses the correction methods used to compensate the variation of lighting conditions in colour image and video applications. These variations are such that Computer Vision algorithms that use colour features to describe objects mostly fail. Three research questions are formulated that define the framework of the thesis. The first question addresses the similarities of the photometric behaviour between images of dissimilar adjacent surfaces. Based on the analysis of the image formation model in dynamic situations, this thesis proposes a model that predicts the colour variations of the region of an image from the variations of the surrounded regions. This proposed model is called the Quotient Relational Model of Regions. This model is valid when the light sources illuminate all of the surfaces included in the model; these surfaces are placed close each other, have similar orientations, and are primarily Lambertian. Under certain circumstances, a linear combination is established between the photometric responses of the regions. Previous work that proposed such a relational model was not found in the scientific literature. The second question examines whether those similarities could be used to correct the unknown photometric variations in an unknown region from the known adjacent regions. A method is proposed, called Linear Correction Mapping, which is capable of providing an affirmative answer under the circumstances previously characterised. A training stage is required to determine the parameters of the model. The method for single camera scenarios is extended to cover non-overlapping multi-camera architectures. To this extent, only several image samples of the same object acquired by all of the cameras are required. Furthermore, both the light variations and the changes in the camera exposure settings are covered by correction mapping. Every image correction method is unsuccessful when the image of the object to be corrected is overexposed or the signal-to-noise ratio is very low. Thus, the third question refers to the control of the acquisition process to obtain an optimal exposure in uncontrolled light conditions. A Camera Exposure Control method is proposed that is capable of holding a suitable exposure provided that the light variations can be collected within the dynamic range of the camera. Each one of the proposed methods was evaluated individually. The methodology of the experiments consisted of first selecting some scenarios that cover the representative situations for which the methods are theoretically valid. Linear Correction Mapping was validated using three object re-identification applications (vehicles, faces and persons) based on the object colour distributions. Camera Exposure Control was proved in an outdoor parking scenario. In addition, several performance indicators were defined to objectively compare the results with other relevant state of the art correction and auto-exposure methods. The results of the evaluation demonstrated that the proposed methods outperform the compared ones in the most situations. Based on the obtained results, the answers to the above-described research questions are affirmative in limited circumstances, that is, the hypothesis of the forecasting, the correction based on it, and the auto exposure are feasible in the situations identified in the thesis, although they cannot be guaranteed in general. Furthermore, the presented work raises new questions and scientific challenges, which are highlighted as future research work.

This paper presents a framework for project management competence assessment based on participant’s performance and contribution in a simulated environment. The proposed framework considers competence assessment through evidences and the participation of different roles. The system enforces the assessment of individual competences by means of a set of performance indicators. A specific case study is presented and the relationship between exhibited transversal competences and project quality is analysed.
