The European construction industry is supposed to consume the 40% of the natural European resources and to generate the 40% of the European solid waste. Conscious of the great damage being suffered by the environment because of construction activity, this work tries to provide the building actors with a new tool to improve the current situation. The tool proposed is a model for the comprehensive evaluation of construction products by determining their environmental level. In this research, the environmental level of a construction product has been defined as its quality of accomplishing the construction requirements needed by causing the minimum ecological impact in its surrounding environment. This information allows building actors to choose suitable materials for building needs and also for the environment, mainly in the project stage or on the building site, contributing to improve the relationship between buildings and environment. For the assessment of the environmental level of construction products, five indicators have been identified regarding their global environmental impact through the product life cycle: CO2 emissions provoked during their production, volume and toxicity of waste generated on the building site, durability and recycling capacity after their useful life. Therefore, the less environmental impact one construction product produces, the higher environmental level performs. The model has been tested in 30 construction products that include environmental criteria in their description. The results obtained will be discussed in this article. Furthermore, this model can lay down guidelines for the selection of ecoefficient construction products and the design of new eco-competitive and eco-committed ones

PREDICT POTENTIAL DISTRIBUTION. Spatial and temporal evolution of the species under different climate scenarios. Generation of habitat suitability models (HSM)  high degree of uncertainty and limitations. The importance of their validation has been stressed. In this work we discuss the present potential distribution of P. sylvestris and P. nigra in the Iberian Peninsula by using MaxEnt, and evaluate the influence of the different environmental variables. Our intention is to select a set of environmental variables that explains better their current distribution, to achieve the most accurate and reliable models. Then we project them to the past climatic conditions (21 to 0 kyrs BP), to evaluate the outputs with existing palaeo-ecological data.

The concept of Project encompasses a semantic disparity that involves all areas of professional and nonprofessional activity. In the engineering projects domain, and starting by the etymological roots of the terms, a review of the definitions given by different authors and their relation with sociological trends of the last decades is carried out. The engineering projects began as a tool for the development of technological ideas and have been improved with legal, economic and management parameters and recently with environmental aspects. However, the engineering projects involve people, groups, agents, organizations, companies and institutions. Nowadays, the social implications of projects are taken into consideration but the technology for social integration is not consolidated. This communication provides a new framework based on the experience for the development of engineering projects in the context of "human development", placing people in the center of the project

This paper provides some results on the potential to minimize environmental impacts in residential buildings life cycle, through façade design strategies, analyzing also their impact on costs from a lifecycle perspective. On one hand, it assesses the environmental damage produced by the materials of the building envelope, and on the other, the benefits they offer in terms of habitability and liveability in the use phase. The analysis includes several design parameters used both for rehabilitation of existing facades, as for new facades, trying to cover various determinants and proposing project alternatives. With this study we intended to contribute to address the energy challenges for the coming years, trying also to propose pathways for innovative solutions for the building envelope.

Considering the measurement procedures recommended by the ICNIRP, this communication is a proposal for a measurement procedure based in the maximum peak values of equivalent plane wave power density. This procedure has been included in a project being developed in Leganés, Spain. The project plans to deploy a real time monitoring system for RF to provide the city with a useful tool to adapt the environmental EM conditions to the new regulations approved. A first stage consisting of 105 measurement points has been finished and all the values are under the threshold of the regulation.

All activities of an organization involve risks that should be managed. The risk management process aids decision making by taking account of uncertainty and the possibility of future events or circumstances (intended or unintended) and their effects on agreed objectives. With that idea, new ISO Standard has been drawn up. ISO 31010 has been recently issued which provides a structured process that identifies how objectives may be affected, and analyses the risk in term of consequences and their probabilities before deciding on whether further treatment is required. In this lecture, that ISO Standard has been adapted to Open Pit Blasting Operations, focusing in Environmental effects which can be managed properly. Technique used is Fault Tree Analysis (FTA), which is applied in all possible scenarios, providing to Blasting Professionals the tools to identify, analyze and manage environmental effects in blasting operations. Also this lecture can help to minimize each effect, studying each case. This paper also can be useful to Project Managers and Occupational Health and Safety Departments (OH&S) because blasting operations can be evaluated and compared one to each other to determine the risks that should be managed in different case studies. The environmental effects studied are: ground vibrations, flyrock and air overpressure (airblast). Sometimes, blasting operations are carried out near populated areas where environmental effects may impose several limitations on the use of explosives. In those cases, where these factors approach certain limits, National Standards and Regulations have to be applied.

Para hacerse cargo del legado de las Plantas de Gas Manufacturado (MGP) en el Estado de Nueva York, la División de Remediación Medioambiental del Departamento de Conservación Medioambiental, creo las Investigaciones de las áreas afectadas y el Programa de Remediación Medioambiental. Con el paso de los años, la conciencia y entendimiento de la importancia y complejidad de estos proyectos fue creciendo, ya que las investigaciones realizadas daban fe del tamaño y extensión de la contaminación asociada a las plantas de gas manufacturado, propiedad ahora de las diversas compañías de gas que operan a lo largo y ancho del Estado de Nueva York. Tras varios años dentro del Programa de Remediación Medioambiental, muchas de estas compañías han intentado manejar estos vastos y complejos proyectos como han podido, dejándose llevar un poco, subestimando y pasando por alto muchos detalles, ya que al fin y al cabo son proyecto regulados por el estado y que, por tanto, son financiados enteramente por este. Esto ha ido causando en los últimos años grandes problemas a algunas Compañías que a la hora de reportar estos proyectos se han encontrado con una falta total de control y grandes lagunas que resolver. Una técnica para resolver estos problemas es hacer uso de grandes técnicas de gestión empresarial como es el Project Management. En este proyecto se exponen y desarrollan las técnicas que han de utilizarse para integrar la Gestión de Proyectos con el fin de poder gestionar y coordinar las competentes demandas de alcance, tiempo, costes, calidad, recursos, y riesgos con el fin de alcanzar los requerimientos y objetivos del proyecto y de la Compañía. ABSTRACT To address the Manufactured Gas Plant (MGP) legacy in New York State, the Department of Environmental Conservation’s Division of Environmental Remediation has established the MGP Site Investigation and Remediation Programs. With the passage of time the Department’s understanding of the complexity of these sites grew, as investigations identified the extend of the contamination problem associated with many MGPs, property of the Operating Companies in the State. Through many years under the Remediation Programs, some Operating Companies have tried to manage these large and complex projects as they could, underestimating and overlooking them, as they were, in fact, regulated and financed by the Department. This has cause a lot of controlling issues and gaps to solve to the companies. Now the companies are trying to solve this kind of problems using the more innovative management techniques, as Project Management. This project expose and explains how to integrate the project management processes into the MGP Projects under the Remediation Program, to manage and balance the competing demands of scope, time ,cost, quality, resources, and risk to meet the project and company’s requirements and objectives.

The European Commission established Mid-term evaluation for the period 2007-2013 on Rural Development Programs as part of a continuous evaluation system. Mid-term evaluations are important for the Commission because they help measuring the success of a program, as well as giving advice and pointing out good practices for the current and consecutive programming periods. One of the main elements used to achieve these objectives is the impact indicators estimation of the program. This paper will focus on how impact indicators estimation is done for just the environmental indicators. To do this the 88 Mid-term evaluations of Rural Development Programs for 2007-2013 period, were analyzed. This study shows how far the actual methodologies to obtain impact indicators? values are from what the European Commission expects when demanding this task to be done.

The Shopping centre is a long term investment in which Greenfield development decisions are often taken based on risks analysis regarding construction costs, location, competition, market and an expected DCF. Furthermore, integration between the building design, project planning, operational costs and investment analysis is not entirely considered by the investor at the decision making stage. The absence of such information tends to produce certain negative impacts on the future running costs and annual maintenance of the building, especially on energy demand and other occupancy expenses paid by the tenants to the landlord. From the investor´s point of view, this blind spot in strategy development will possibly decrease their profit margin as changes in the occupancy expenses[ ] have a direct outcome on the profit margin. In order to try to reduce some higher operating cost components such as energy use and other utility savings as well as their CO2 emissions, quite a few income properties worldwide have some type of environmental label such as BREEAM and LEED. The drawback identified in this labelling is that usually the investments required to get an ecolabel are high and the investor finds no direct evidence that it increases market value. However there is research on certified commercial properties (especially offices) that shows better performance in terms of occupancy rate and rental cost (Warren-Myers, 2012). Additionally, Sayce (2013) says that the certification only provides a quick reference point i.e. the lack of a certificate does not indicate that a building is not sustainable or efficient. Based on the issues described above, this research compares important components of the development stages such as investments costs, concept/ strategy development as well as the current investor income and property value. The subjects for this analysis are a shopping centre designed with passive cooling/bioclimatic strategies evaluated at the decision making stage, a certified regional shopping centre and a non-certified standard regional shopping centre. Moreover, the proposal intends to provide decision makers with some tools for linking green design features to the investment analysis in order to optimize the decision making process when looking into cost savings and design quality.

The main goal of the cofounded by the European Commission LIFE Project, New4Old (LIFE10 ENV/ES/439), is to define the most appropriate method and the best available practice in social housing rehabilitation with energy and environmental sustainability criteria, as well as to apply innovative technologies in the fight against climate change through an efficient use of resources and energy. The institutions involved in the Project are the Technological Centre AITEMIN, Madrid Polytechnic University (UPM), Portugal Technological Centre for Ceramics and Glass (CTCV) and the Zaragoza City Housing Society (SMZV). The demonstrator project consists in the energy rehabilitation of a rental social housing building located in Zaragoza?s historic quarter, according to the conclusions and strategies developed for the LIFE project. In actions taken in households of this nature passive design strategies are essential due to the limited income of owners, who often cannot afford energy bills. Therefore, the proposed actions will help improve the building?s passive performance and reach a higher thermal comfort, without increasing the economic cost linked to energy consumption.
