Los centros universitarios en general, y aquellos en los que se imparten enseñanzas de informática en particular, se enfrentan en este momento a la imperiosa obligación de renovar sus planes de estudios. Lamentablemente, la Universidad suele afrontar esta tarea en solitario, al margen -cuando no a espaldas- del entorno profesional, económico y social. Por su parte, las empresas tienden a quejarse de que los titulados universitarios reciben una preparación poco adaptada a sus necesidades, pero rara vez asumen su papel y su responsabilidad en estos temas. Frente a esta situación de hecho, estas Jornadas pretenden involucrar a todos los sectores interesados. Partimos del supuesto (obvio, aunque poco practicado) de que la enseñanza concierne no sólo a la administración educativa, sino a todo el sistema social.

El presente Plan Parcial tiene como objeto el desarrollo del nuevo sector urbanizable UZD-R-32-S “La Mina”, no contemplado actualmente en el Plan General de Ordenación Urbana de Segovia, por lo que sería necesaria una modificación del Plan (uno de los objetos de este proyecto es la modificación puntual del PGOU de Segovia para reclasificar el suelo). El terreno que lo compone en la actualidad es Urbano Consolidado, Urbano no Consolidado, Rústico Común y Rústico de Protección Natural. Este sector tiene una superficie de 34,1949 ha y está situado en el municipio de Segovia (Comunidad Autónoma de Castilla y León), más concretamente en el barrio de San Lorenzo. Está limitado por la N-110, Límite Municipal de La Lastrilla, Límite Municipal de San Cristóbal de Segovia, Río Ciguiñuela y Avenida Vía Roma.

Starting on June 2011, NGCPV is the first project funded jointly between the European Commission (EC) and the New Energy and Industrial Technology Development Organization (NEDO) of Japan to research on new generation concentration photovoltaics (CPV). The Project, through a collaborative research between seven European and nine Japanese leading research centers in the field of CPV, aims at lowering the cost of the CPVproduced photovoltaic kWh down to 5 ?cents. The main objective of the project is to improve the present concentrator cell, module and system efficiency, as well as developing advanced characterization tools for CPV components and systems. As particular targets, the project aims at achieving a cell efficiency of at least 45% and a CPV module with an efficiency greater than 35%. This paper describes the R&D activities that are being carried out within the NGCPV project and summarizes some of the most relevant results that have already been attained, for instance: the manufacturing of a 44.4% world record efficiency triple junction solar cell (by Sharp Corp.) and the installation of a 50 kWp experimental CPV plant in Spain, which will be used to obtain accurate forecasts of the energy produced at system level.

The concept of "intermediate band solar cell" (IBSC) is, apparently, simple to grasp. However, since the idea was proposed, our understanding has improved and we feel now that we can explain better some concepts than we initially introduced. Clarifying these concepts is important, even if they are well-known for the advanced researcher, so that efforts can be driven in the right direction from start. The six pieces of this work are: Does a miniband need to be formed when the IBSC is implemented with quantum dots?; What are the problems of each of the main practical approaches that exist today? What are the simplest experimental techniques to demonstrate whether an IBSC is working as such or not? What is the issue with the absorption coefficient overlap? and Mott's transition? What the best system would be, if any?

Por ello consideramos que debería seguir teníendose en cuenta para los indicadores de calidad ******************************************************************************************* Investment projects in the field of transportation infrastructures have a high degree of uncertainty and require an important amount of resources. In highway concessions in particular, the calculation of the Net Present Value (NPV) of the project by means of the discount of cash flows, may lead to erroneous results when the project incorporates certain flexibility. In these cases, the theory of real options is an alternative tool for the valuation of concessions. When the variable that generates uncertainty (in our case, the traffic) follows a random walk (or Geometric Brownian Motion), we can calculate the value of the options embedded in the contract starting directly from the process followed by that variable. This procedure notably simplifies the calculation method. In order to test the hypothesis of the evolution of traffic as a Geometric Brownian Motion, we have used the available series of traffic in Spanish highways, and we have applied the Augmented Dickey-Fuller approach, which is the most widely used test for this kind of study. The main result of the analysis is that we cannot reject the hypothesis that traffic follows a Geometric Brownian Motion in the majority of both toll highways and free highways in Spain.

El trabajo que se presenta se encuadra en el área de los trabajos científico-técnicos relacionados con la evaluación de impactos. En concreto, se incluye en el campo de la valoración de la alteración hidrológica en ríos. La zona de estudio en la que se centra el trabajo se localiza en la provincia de Segovia (Castilla y León). Se estudia el tramo del río Eresma aguas abajo de la Presa del Pontón Alto hasta la confluencia con el río Ciguiñuela. En su recorrido el río deja atrás la Granja de San Ildefonso y pasa por los municipios de Palazuelos del Eresma y San Cristóbal de Segovia hasta llegar a la propia ciudad de Segovia. El motivo de la redacción de este estudio se basa en que La Sociedad Estatal de Aguas de las Cuencas de España, S.A. ha planteado la construcción de una nueva presa en el río Ciguiñuela, afluente del río Eresma, que sería llenada con aguas procedentes del río Eresma derivadas a través de una conducción que uniría el futuro embalse del Ciguiñuela con el actualmente existente embalse del Pontón Alto. Este trabajo pretende profundizar en los impactos hidrológicos que se producirían en el río Eresma tras la creación de esta nueva obra.

En este artículo se presenta un sistema automático de almacenamiento, análisis y visualización de información semántica extraída de mensajes de Twitter, diseñado para proporcionar a las administraciones públicas una herramienta para detectar y analizar de una manera sencilla y rápida los patrones de comportamiento de los ciudadanos, su opinión acerca de los servicios públicos, la percepción de la ciudad, los eventos de interés, etc. Además, puede ser usado como un sistema de alerta temprana, mejorando la eficiencia y rapidez de actuación de los sistemas de emergencia.

This paper describes our participation at SemEval- 2014 sentiment analysis task, in both contextual and message polarity classification. Our idea was to com- pare two different techniques for sentiment analysis. First, a machine learning classifier specifically built for the task using the provided training corpus. On the other hand, a lexicon-based approach using natural language processing techniques, developed for a ge- neric sentiment analysis task with no adaptation to the provided training corpus. Results, though far from the best runs, prove that the generic model is more robust as it achieves a more balanced evaluation for message polarity along the different test sets.

This paper describes our participation at the RepLab 2014 reputation dimensions scenario. Our idea was to evaluate the best combination strategy of a machine learning classifier with a rule-based algorithm based on logical expressions of terms. Results show that our baseline experiment using just Naive Bayes Multinomial with a term vector model representation of the tweet text is ranked second among runs from all participants in terms of accuracy.

This paper describes our participation at PAN 2014 author profiling task. Our idea was to define, develop and evaluate a simple machine learning classifier able to guess the gender and the age of a given user based on his/her texts, which could become part of the solution portfolio of the company. We were interested in finding not the best possible classifier that achieves the highest accuracy, but to find the optimum balance between performance and throughput using the most simple strategy and less dependent of external systems. Results show that our software using Naive Bayes Multinomial with a term vector model representation of the text is ranked quite well among the rest of participants in terms of accuracy.

Este artículo presenta un sistema automático para recoger, almacenar, analizar y visualizar de manera agregada información publicada en medios de comunicación sobre ciertas organizaciones junto con las opiniones expresadas sobre ellas por usuarios en redes sociales. Este sistema permite automatizar la elaboración de un análisis de reputación completo y detallado, según diferentes dimensiones y en tiempo real, permitiendo que una organización pueda conocer su posición en el mercado, medir su evolución, compararse con sus competidores, y detectar lo más rápidamente posible situaciones problemáticas para ser capaces de tomar medidas correctoras.

Natural regeneration faces increasing difficulties in dry forests from the Mediterranean basin, including for normally well-regenerating species such as maritime pine (Pinus pinaster Aiton). In this paper, we studied female fertility, seed dispersal and spread rates in P. pinaster from the Spanish Northern Plateau, where natural regeneration failure is a main concern for forest managers. For this purpose we periodically collected data from seed traps and trees located at two core locations across several years. We found significant variation in interannual cone production, with the best seed trees being the same across years. In addition, we found highly skewed distributions of female reproductive effort and large fertility differences across stands located few kilometres away. Annual seed dispersal kernels fitted lognormal or 2Dt models depending on the stand analysed, with median dispersal distances between 14 and 25 m. Kernels fitted for maximum dispersal periods showed an outstanding intraseasonal variation of median dispersal distances, from 10 to 54 m, in association to variable patterns of rainfall and maximum wind speed. The amount of seed produced appeared to be enough to guarantee the natural regeneration of the stands during the typical 20-year regeneration period. Colonisation simulations concluded that Mediterranean maritime pine has a notable dispersion capacity, which is strongly influenced by levels of fecundity and, especially, by the number and frequency of long-distance dispersal events. The latter play a key role in tree dispersion processes through enlarging the occupied area and fostering the invasion of abandoned crop land.
