In Chile, during the last three decades there has been a strong decentralization process whose main objective has been to improve the management of schools through the transfer of responsibilities and resources of education and thus improve the outcome of learning, reducing equity gaps between schools and territories. This is how, there has been an evolution of school principals¿ professional profile from an administrative to a management approach, in which principals have become project managers of educational projects. From a competence model for school leaders, based on IPMA guidelines, the present article presents an analysis of best practices for school management, allowing to generate a link between competencies and school management, from the perspective of project management. Results showed that the different competence elements, have relative weights according to the different practice fields, and that this analysis can be considered as a strategic element in educational project planning and development.

Experiences relating to the InternationalMasters in Rural Development from the Technical University of Madrid (Universidad Politécnica de Madrid, UPM), the first Spanish programme to receive a mention as a Registered Education Programme by InternationalProject Management Association (IPMA) are considered. Backed by an educational strategy based on Project-Based Learning dating back twenty years, this programme has managed to adapt to the competence evaluation requirements proposed by the European Space for Higher Education (ESHE). In order to do this the training is linked to the professional qualification using competences as a reference leading to the qualification in project management as established by the IPMA.

La crisis afecta a todos los sectores, es un terremoto en cadena que se inicio en el sector inmobiliario y se ha ido introduciendo en el resto. Todo esto ha dado lugar a una caída brusca de la demanda de los servicios relacionados con la construcción, con un posicionamiento en “espera” de los Promotores e Inversores, que aún tienen liquidez para invertir, buscando oportunidades que lógicamente se tienen que producir en un entorno escasamente fiable como el actual. Aquellos Inversores que vean oportunidades, se aseguraran de que los productos que van a realizar, tengan una demanda suficiente, sus costes estén en consonancia con el mercado, pero sin que aquello perjudique al resultado final, es decir manteniendo la calidad propuesta al inicio del proceso con los costes previstos, dando lugar a un control exhaustivo del producto a realizar, lo cual obligará a una gran profesionalidad por parte de los agentes implicados. Para todo esto habrá que contar con Empresas especializadas, que aporten garantías en este proceso y aseguren tanto al promotor como al Inversor en todo momento donde y en que se invierten sus recursos. La Dirección Integrada de Proyecto (“Project Management “) aplicada al proceso constructivo es una Técnica Metodológica que ayuda a organizar, controlar y gestionar los recursos de los promotores dentro del proceso edificatorio. Cuando los recursos están limitados (que normalmente es la mayoría de las situaciones) gestionarlos de una manera eficiente se convierte en algo muy importante. Bien, pues nos encontramos con que en esta situación actual, los recursos no solo están limitados, si no que son limitados, por lo que un control y un exhaustivo seguimiento de los mismos se convierte no solo en importante si no en fundamental.

In the year 1999 approves the Law of Construction Building (LOE, in Spanish) to regulate a sector such as construction, which contained some shortcomings from the legal point of view. Currently, the LOE has been in force 12 years, changing the spanish world of the construction, due to influenced by internationalization. Within the LOE, there regulating the different actors involved in the construction building, as the Projects design, the Director of Construction, the developer, The builder, Director of execution of the construction (actor only in Spain, similar as construcion engineer and abroad in), control entities and the users, but lacks figure Project manager will assume the delegation of the promoter helping and you organize, direct and management the process. This figure assumes that the market and contracts are not legally regulated in Spain, then should define and establish its regulation in the LOE. (Spain Construction Law) The translation in spanish of the words "Project Manager is owed to Professor Rafael de Heredia in his book Integrated Project Management, as agent acting on behalf of the organization and promoter assuming control of the project, ie Integraded Project Management . Already exist in Spain, AEDIP (Spanish Association Integrated of Project Construction management) which comprises the major companies in “Project Management” in Spain, and MeDIP (Master in Integrated Construction Project) the largest and most advanced studies at the Polytechnic University of Madrid, in "Construction Project Management" they teach which is also in Argentina. The Integrated Project ("Project Management") applied to the construction process is a methodological technique that helps to organize, control and manage the resources of the promoters in the building process. When resources are limited (which is usually most situations) to manage them efficiently becomes very important. Well, we find that in this situation, the resources are not only limited, but it is limited, so a comprehensive control and monitoring of them becomes not only important if not crucial. The alternative of starting from scratch with a team that specializes in developing these follow directly intervening to ensure that scarce resources are used in the best possible way requires the use of a specific methodology (Manual DIP, Matrix Foreign EDR breakdown structure EDP Project, Risk Management and Control, Design Management, et ..), that is the methodology used by "Projects managers" to ensure that the initial objectives of the promoters or investors are met and all actors in process, from design to construction company have the mind aim of the project will do, trying to get their interests do not prevail over the interests of the project. Among the agents listed in the building process, "Project Management" or DIPE (Director Comprehensive building process, a proposed name for possible incorporation into the LOE, ) currently not listed as such in the LOE (Act on Construction Planning ), one of the agents that exist within the building process is not regulated from the legal point of view, no obligations, ie, as is required by law to have a project, a builder, a construction management, etc. DIPE only one who wants to hire you as have been advanced knowledge of their services by the clients they have been hiring these agents, there being no legal obligation as mentioned above, then the market is dictating its ruling on this new figure, as if it were necessary, he was not hired and eventually disappeared from the building process. Desde hace años, la construcción de capacidades en las personas implicadas en los proyectos de desarrollo rural es un factor frecuentemente incluido en la formulación, diseño y gestión de los mismos, bajo el enfoque del desarrollo local y endógeno y buscando la sostenibilidad de las acciones. En este contexto, el desarrollo de liderazgo se ha considerado clave para la construcción de capacidades en el medio rural. Si bien tradicionalmente, éste se ha abordado a nivel de desarrollo de capacidades intrapersonales del líder, actualmente se considera que el desarrollo de capacidades interpersonales y relacionales es fundamental para el ejercicio de un liderazgo efectivo, relacionando esos conceptos con el desarrollo de capital humano, social y sistémico. Además, muchas de las teorías del liderazgo ya no se centran sólo en el líder sino en los procesos entre el líder y los seguidores. Estos procesos se analizan en el caso de un proyecto de desarrollo de liderazgo con una organización de mujeres artesanas aymaras, formada por 21 grupos y 300 mujeres, en la que se estudian los distintos estilos de liderazgo y sus consecuencias en el proceso de construcción de capacidades y en la evolución de la organización.

In an environment where there is no communication between different social levels and which is suffering an increasing demand in agricultural production, agribusiness and quality, trade, as a regulator of the supply and demand, has a strong impact on the economic and environmental areas as well as on the farmers quality of life. This entails the need to find a sustainable and fair balance between the different parties (farmers and traders). This paper seeks to find this balance through the integration of trade with prosperity, understood not from a purely economic point of view, but as an improvement in life quality. This proposal is framed within Working With People (WWP) as the main conceptual base for achieving concrete actions that will promote a rapprochement between the parties that will lead to the sector?s sustainable resilience. This will be achieved through a exhaustive review of scientific literature in order to analyze and develop the state of the art of the concepts involved. The result is a conceptual proposal presented from the three dimensions of the WWP model: technical-entrepeneurial, ethical-social, political-contextual"
Evaluation of the competitiveness of agri-food sector in the región of the Alcarria Conquense(Spain)

The agrifood industry, like other sectors, faces the ongoing challenge of improving their competitiveness in order to strengthen its market presence and cater to the growing global population. This research measures the competitiveness of the agrifood industry in the region of La Alcarria Conquense (Spain), in the framework of the evaluation of programs in the territory that have aimed at improving and enhancing this sector. Through building the competitiveness profiles (Porter, 1990) and cluster analysis we have identified six competitive strategy patterns in food companies in the region. In addition, we have analyzed each of the areas of competitiveness and we can identify the strengths and weaknesses of the sector, and identify recommendations for increasing the responsiveness of the territory. Among the defining characteristics are the lack of association, the limitation on payment systems or virtual absence of training and innovation. However, programs to support the sector are highly valued and reverse in the long-term viability of these companies.

The Chair of Food Banks UPM arises from a cooperation agreement between the Spanish Federation of Food Banks (FESBAL) and the Technical University of Madrid (UPM), with the aim of raising awareness and promoting rational food consumption to avoid food waste, through activities of training, transfer of knowledge and promotion of I+D+i. The aim of this paper is to reflect on the activities carried out during the first year in order to obtain learning lessons and improve the management of activities and resources.

It is impossible to talk about planning as a scientific meta-discipline without mentioning one of the most influential worldwide figures in the second half of the twentieth century: John Friedmann. His contribution to the planning concept on his "Planning as Social Learning" theory is still very relevant. This paper shows the intellectual connection between Friedmann and Angel Ramos and Ignacio Trueba, two of the Spanish intellectual drivers in the engineering project knowledge area, who contributed to founding the Engineering Projects Spanish Association. The three of them share a broad vision of the project and abandon the "blue print" planning model. They also see the project as a transformational tool that requires a different planning style to the one which prevailed in the 70s - both in public and private domains. They were pioneers in structuring Knowledge / Action in a different way, both in academic institutions where disciples helped to bring about change- and with direct action via projects.

Technology transfer (TT) in the area of renewable energy (RE) throughout history has been an important tool for rural development (RD). Initially, the TT has been conceptualized as the purchase or donation of machinery from first world countries - without any consideration of staff training and contextual conditions for the adaptation of technology to the needs of the country. Various researches have revealed the existence of different approaches to planning the TT of RE, demonstrating the high complexity of projects from the social and contextual dimension. This paper addresses the conceptual evolution of the TT of RE for RD, examining its different periods considered for three criteria: historical events occurred, the role of stakeholders and changing objectives for the TT of RE for RD. For the conceptual analysis of changes the model Working With People (WWP) is used for planning and project management of high social complexity in RD. The analysis defines the existence of four historical periods in the TT of RE and synthesizes the lessons of experience from the three dimensions (ethical-social, technical-entrepreneurial, and political-contextual) of the WWP model.

Young people now represent the highest percentage of the world population. Soon, they will be seniors and they will take decisions for a more orderly and equitable world. For this reason, the participation of young people in development planning is very important and many countries are trying to promote it through various measures. This article analyzes the trajectory of youth participation in the Latin American region and specifically the profile of youth participation in Ecuador, country in which the Constitution recognizes the strategic role of youth in development. The case study of Sayausí rural parish in canton Cuenca is analyzed, through surveys, interviews and an Empowerment Evaluation workshop to young people and decentralized government. The results obtained allow to propose strategies to help improve the participation of youth in the community.

In this work, a comparison between the competences codes in the CDIÓs* curriculum, the ones defined for the Tunning Project and the International Project Management Association (IPMA) is made. The goal is to define the most appropriate competences codes for the engineering education in Latin America. The CDIO code is obtained from the engineering practice, and responds to the Accreditation Board for Engineering and Technology (ABET) standards of accreditation. The Tuning competences are the ones defined for Latin America and the IPMÁs are international competences for project management. It is the first time that the competences defined in ABET accreditation standards in the engineering field are compared with the international competences according to IPMÁs model. The results give evidence that, in first place, there is a need to apply holistic models in the definition of an engineering curriculum. Second, the pertinence of these models in the definition of engineering programs in Latin America.

Una de las maneras de garantizar ante terceros un producto o servicio de calidad es mediante los Certificados de Producto o de Servicio que se pueden obtener por la implantación de Sistemas de Gestión de la Calidad en base a las Normas ISO 9000. En la actualidad continúa abierto, desde antes de la entrada en vigor de la Ley de Ordenación de la Edificación, el debate entre el colectivo de Aparejadores, Arquitectos Técnicos e Ingenieros de Edificación españoles, sobre la manera de aplicar estos sistemas para regular, procedimentar y garantizar los servicios del Director de Ejecución de Obra. El consejo General de la Arquitectura Técnica en España ha editado varias guías que intentan animar al colectivo a agruparse en Sociedades Profesionales y a implantar en ellas Sistemas de Gestión de la Calidad de acuerdo a la Norma ISO 9001, la última en 2008. Se ha realizado un estudio mediante el análisis de una encuesta a una muestra de la población de Constructores, Promotores, Directores de Obra y Directores de Ejecución de Obra, que pone de manifiesto que los intentos de promover estas prácticas no han dado resultado en el colectivo.Por otra parte, el sector de la Construcción tiene unas características muy especiales que le hacen diferente al resto de Industrias y una de las que más dificultades entraña a la hora de que los Sistemas de Gestión de la Calidad puedan ser efectivos es la falta de coordinación entre los diferentes intervinientes en la fase de construcción: Promotor, Constructor, Director de Obra y Director de Ejecución de Obra. Esta labor de integración la desarrollan en muchas ocasiones las empresas de Project Management. Sin embargo no todas las obras pueden asumir el coste adicional que supone este servicio, pudiendo en estos casos ser el Director de Ejecución de Obra el que lidere el proceso edificatorio. Por estas razones, en esta ponencia se defiende el desarrollo de un Modelo Integrador de Sistema de Gestión de la Calidad que facilite estas relaciones, que integre los esfuerzos de todos y que además pueda servir de base para establecer los requisitos para la certificación de los Servicios de Dirección de Ejecución de Obra, bien sea a través de una Empresa de Servicios Profesionales o como Profesional Liberal.

En este trabajo se comparan las codificaciones de competencias del Plan de estudios de CDIO (Conceive, Desing, Implement and Operate systems in the enterprise and societal context) con las definidas por el Proyecto Tuning y las de IPMA (International Project Management Asociation). También se determina el tipo de aprendizaje más apropiado para lograr la adquisición de competencias en la formación de los ingenieros y se revisa la evolución de los programas de ingeniería industrial en Perú, España y EE.UU para definir las competencias específicas aplicables al caso peruano. La codificación de CDIO responde a los estándares de acreditación de ABET (Accreditation Board for Engineering and Technology) y las competencias del Proyecto Tuning son las definidas para Latinoamérica. Se comparan las competencias definidas en los estándares de acreditación ABET en el ámbito de las ingenierías, con las competencias internacionales según el modelo IPMA. Los resultados evidencian la necesidad de aplicar modelos holísticos que abarquen competencias técnicas, contextuales y de comportamiento en los planes de estudio de ingeniería, su pertinencia para la definición de programas de ingeniería en Latinoamérica y la posibilidad de definir un plan de estudios de ingeniería industrial con una estrategia de aprendizaje apropiada.

A high productivity rate in Engineering is related to an efficient management of the flow of the large quantities of information and associated decision making activities that are consubstantial to the Engineering processes both in design and production contexts. Dealing with such problems from an integrated point of view and mimicking real scenarios is not given much attention in Engineering degrees. In the context of Engineering Education, there are a number of courses designed for developing specific competencies, as required by the academic curricula, but not that many in which integration competencies are the main target. In this paper, a course devoted to that aim is discussed. The course is taught in a Marine Engineering degree but the philosophy could be used in any Engineering field. All the lessons are given in a computer room in which every student can use each all the treated software applications. The first part of the course is dedicated to Project Management: the students acquire skills in defining, using Ms-PROJECT, the work breakdown structure (WBS), and the organization breakdown structure (OBS) in Engineering projects, through a series of examples of increasing complexity, ending up with the case of vessel construction. The second part of the course is dedicated to the use of a database manager, Ms-ACCESS, for managing production related information. A series of increasing complexity examples is treated ending up with the management of the pipe database of a real vessel. This database consists of a few thousand of pipes, for which a production timing frame is defined, which connects this part of the course with the first one. Finally, the third part of the course is devoted to the work with FORAN, an Engineering Production package of widespread use in the shipbuilding industry. With this package, the frames and plates where all the outfitting will be carried out are defined through cooperative work by the studens, working simultaneously in the same 3D model. In the paper, specific details about the learning process are given. Surveys have been posed to the students in order to get feed-back from their experience as well as to assess their satisfaction with the learning process. Results from these surveys are discussed in the paper
