Pursuant to 20 ILCS 1405/1405-30, the Illinois Division of Insurance was to conduct a study of mandates contained in 215 ILCS 5/370c covering the years 2002 through 2004. This study analyzed the cost and benefits dervived from the implementation of the coverage requirements for treatment of mental disorders and 'serious mental illness," as defined within Section 370c of the Illinois Insurance Code.

In addition, this manual reflects the many changes brought about by the Help America Vote Act of 2002 and Senate Bill 428, PA 0574.

Election judges serve a vital role in protecting the rights of voters. They are responsible for ensuring that the electoral process is administered fairly and in accordance with federal and state election laws. This manual of instructions has been prepared by the State Board of Elections to assist the election judges with the administration of their duties in accordance with Illinois statutes. The instructions in this manual describe the statutory responsibilities of election judges and their duties on Election Day. ... Included in this manual are step-by-step instructions which describe in detail the procedures to be followed before the polls open, during voting hours, and after the polls close....In addition, this manual reflects the many changes brought about by the Help America Vote Act of 2002 and Senate Bill 428, PA 0574. Six mandates were identified by the Committee as high-impact and worthy of the General Assembly's immediate attention. These recommendations include the elimination or modification of three mandates that would result in an estimated $55.1 million in annual savings for public universities. The other three recommendations, if implemented, will provide long-term indirect savings by reducing administrative work and promoting efficiencies at public universities. Two additional mandates are included in this report as areas of concern. The Committee asks the General Assembly to also review these two concerns during the upcoming fiscal year.

After a year of study, deliberation, and collaboration with literally hundreds of stakeholders in higher education and the state economy, the Public Agenda Task Force presented the Illinois Public Agenda for College and Career Success to the Illinois Board of Higher Education, which has statutory responsibility for master planning for higher education. On December 9, 2008, the Board unanimously endorsed the Public Agenda as the blueprint to guide education policy -- from preschool to graduate school -- in Illinois for the next decade.

In accordance with 15-ILCS 15/11, from Chapter 127, paragraph 1811, the following report is offered to summarize the reorganization of the Department of the Lottery, the Liquor Control Commission, and the Illinois Racing Board merger with the Department of Revenue, pursuant to Executive Order 9, which took effect on June 1, 2003. As part of the governor's ongoing effort to streamline state government and improve efficiency, the consolidation eliminated duplication by integrating administrative functions of the agencies with the Department of Revenue. The change resulted in savings of $3 million on an annual basis from 29 fewer positions and a reduction of leased office space at 7 Lottery locations throughout the state. Streamlined operations were achieved by merging human resource management, procurement, accounting, information technology, and other administrative support services. In addition, Lottery headquarters in Springfield and Chicago, as well as sales district office locations throughout the state were merged with existing Department of Revenue offices, significantly reducing state lease costs. Core functions of the Lottery, Liquor Control Commission, and Racing Board remain intact, and the boards and commission that oversee these entities retain their regulatory responsibilities. The department is considering recommending "clean-up" legislation to replace statutory references to the "Department of the Lottery" with the "Division of the Lottery" or "Department of Revenue Division of the Lottery".
