The recommended foundation level for school funding shall be determined based on a methodlogy which incorporates the basic education expenditures of low-spending schools exhibiting high academic performance. "Pursuant to the requirements in Section 5/18-8.05 (M) of the Illinois School Code [105 ILCS 5/18-8.05], ... this report ... is intended to fulfill the Education Funding Advisory Board's statutory obligation for Jan. 1, 2003.
