Balanced Scorecard (BSC) TE-keskusten strategisessa ohjauksessa

Kauppa- ja teollisuusministeriö yhdessä työministeriön ja maa- ja metsätalousministeriön kanssa ohjaavat työvoima- ja elinkeinokeskuksia (TE –keskuksia). Tutkimuksen tavoitteena on kuvata ohjausprosessi, jonka avulla ministeriöt ohjaavat TE –keskuksia sekä analysoida TE –keskusten ohjauksen työkalua, Balanced Scorecardia, ja antaa sitä koskevia kehitysehdotuksia. Tutkimusmetodologia on toiminta-analyyttinen. Teoreettinen viitekehys koostuu tulosohjauksen teoriasta ja Balanced Scorecardin teoriasta. Empiirinen aineisto kerätään tekemällä haastatteluja. Tärkeimmät TE –keskusten Balanced Scorecardia koskevat kehitysehdotukset koskevat mittaristoa ja raportointia. Mittaristossa suurin kehittämistarve on TE -keskusten yhteisillä mittareilla sekä mittariston näkökulmien syy-seuraussuhteiden selventämisellä. Jotta Balanced Scorecard toimisi parhaalla mahdollisella tavalla, on henkilöstön koulutus erityisen tärkeää.

Employment and Economic Development Centers (TE –centre) are controlled by three ministries: Ministry of Trade and Industry, Ministry of Labor and Ministry of Agriculture and Forestry. The objective of this thesis is to describe and analyze the strategic control process conducted by the ministries and improve the balanced scorecard method used in management. Thesis is divided into theoretical and empirical parts. Theoretical framework consists of studies on performance management in public sector and literature dealing with balanced scorecard. Empirical material is collected by interviewing. The greatest challenge to develop TE –centers balanced scorecard is posed by common measurement indicators, reporting and causal relations of perspectives of balanced scorecard. In order to use balanced scorecard successfully, it is important to develop personnel’s knowledge of the balanced scorecard as well.
