This study addresses the research question: ‘What are the diffusion determinants for extreme weather-proofing technology in the Australian built environment?’ In order to effectively identify diffusion determinants, a synthesis of literature in both technical and management fields was conducted from a system-wide perspective. Review results where then interpreted through an innovation system framework, drawn from innovation systems literature, in order to map the current state of extreme weather-proofing technology diffusion in the Australian built environment industry. Drivers and obstacles to optimal diffusion are presented. Results show the important role to be played by Australian governments in facilitating improved weather proofing technology diffusion. This applies to governments in their various roles, but particularly as regulators, clients/owners and investors in research & development and education. In the role as regulators, findings suggest Australian governments should be encouraging the application of innovative finance options and positive end-user incentives to promote the uptake of weather proofing technology. Additionally, in their role as clients/owners, diffusion can be improved by adjusting building and infrastructure specifications to encourage designers and constructors to incorporate extreme weather proofing technology in new and redeveloped built assets. Finally, results suggest greater investment is required in research and development and improved knowledge sharing across the construction supply chain to further mitigate risks associated with greater incidences of extreme weather events.

This chapter analyses the copyright law framework needed to ensure open access to outputs of the Australian academic and research sector such as journal articles and theses. It overviews the new knowledge landscape, the principles of copyright law, the concept of open access to knowledge, the recently developed open content models of copyright licensing and the challenges faced in providing greater access to knowledge and research outputs.

This paper addresses the research question, ‘What are the diffusion determinants for green urbanism innovations in Australia?’ This is a significant topic given the global movement towards green urbanism. The study reported here is based on desktop research that provides new insights through (1) synthesis of the latest research findings on green urbanism innovations and (2) interpretation of diffusion issues through our innovation system model. Although innovation determinants have been studied extensively overseas and in Australia, there is presently a gap in the literature when it comes to these determinants for green urbanism in Australia. The current paper fills this gap. Using a conceptual framework drawn from the innovation systems literature, this paper synthesises and interprets the literature to map the current state of green urbanism innovations in Australia and to analyse the drivers for, and obstacles to, their optimal diffusion. The results point to the importance of collaboration between project-based actors in the implementation of green urbanism. Education, training and regulation across the product system is also required to improve the cultural and technical context for implementation. The results are limited by their exploratory nature and future research is planned to quantify barriers to green urbanism.

The study scrutinizes the dynamics of the Finnish higher education political system. Dynamics is understood as the regularity of interaction between actors. By actors is meant the central institutions in the system. The theoretical framework of the study draws on earlier research in political science and higher education political studies. The theoretical model for analysis is built on agenda-setting theories. The theoretical model separates two dimensions of dynamics, namely the political situation and political possibilities. A political situation can be either favourable or contradictory to change. If the institutional framework within the higher education system is not compatible with the external factors of the system, the political situation is contradictory to change. To change the situation into a favourable one, one needs either to change the institutional structure or wait for external factors to change. Then again, the political possibilities can be either settled or politicized. Politicization means that new possibilities for action are found. Settled possibilities refer to routine actions performed according to old practices. The research tasks based on the theoretical model are: 1. To empirically analyse the political situation and the possibilities from the actors point of view. 2. To theoretically construct and empirically test a model for analysis of dynamics in the Finnish higher education politics. The research material consists of 25 thematic interviews with key persons in the higher education political system in 2008. In addition, there are also documents from different actors since the 1980s and statistical data. The material is analysed in four phases. In the first phase the emphasis is on trying to understand the interviewees and actors points of view. In the second phase the different types of research material are related to each other. In the third phase the findings are related to the theoretical model, which is constructed over the course of the analysis. In the fourth phase the interpretation is tested. The research distinguishes three historical periods in the Finnish higher education system and focuses on the last one. This is the era of the complex system beginning in the 1980s 1990s. Based on the interviews, four policy threads are identified and analysed in their historical context. Each of the policy threads represents one of the four possible dynamics identified in the theoretical model. The research policy thread functions according to reform dynamics. A coalition of innovation politics is able to use the politicized possibilities due to the political situation created by the conception of the national innovation system. The regional policy thread is in a gridlock dynamics. The combination of a political system based on provincial representation, a regional higher education institutional framework and outside pressure to streamline the higher education structure created a contradictory political situation. Because of this situation, the politicized possibilities in the so-called "regional development plan" do not have much effect. In the international policy thread, a consensual change dynamics is found. Through changes in the institutional framework, the higher education political system is moulded into a favourable situation. However, the possibilities are settled: a pragmatic national gaze prevailed. A dynamics of friction is found in the governance policy thread. A political situation where political-strategic and budgetary decision-making are separated is not favourable for change. In addition, as governance policy functions according to settled possibilities, the situation seems unchangeable. There are five central findings. First, the dynamics are different depending on the policy thread under scrutiny. Second, the settled possibilities in a policy thread seemed to influence other threads the most. Third, dynamics are much related to changes external to the higher education political system, the changing positions of the actors in different policy threads and the unexpected nature of the dynamics. Fourth, it is fruitful to analyse the dynamics with the theoretical model. Fifth, but only hypothetically and thus left for further research, it seems that the Finnish higher education politics is reactive and weak at politicization.

Cooperatives have a long historical experience in the Spanish economy and have demonstrated their ability to compete against traditional firms in the market. To maintain this capability, while taking advantage of the competitive advantages associated with their idiosyncrasies as social economy enterprises, they should take into consideration that the economy is increasingly globalized and increasingly knowledge-based, especially with regards to technological content. As a consequence, the innovative capacity appears to be a key aspect in order to be able to challenge competitors. This article characterizes the innovative behavior of cooperatives in the region of Castile and Leon and analyses the internal and external factors affecting their innovative performance, based on data from a survey of 581 cooperatives. The results of the empirical analysis, which is performed by multivariate binary logistic regression on various types of innovation, lead us to identify the size of the organizations, the existence of planning, the R & D activities and the human capital as the main determining factors.

Problématique : L’arrivée des tests de pharmacogénétique a été annoncée dans les médias et la littérature scientifique telle une révolution, un tournant vers la médecine personnalisée. En réalité, cette révolution se fait toujours attendre. Plusieurs barrières législatives, scientifiques, professionnelles et éthiques sont décrites dans la littérature comme étant la cause du délai de la translation des tests de pharmacogénétique, du laboratoire vers la clinique. Cet optimisme quant à l’arrivée de la pharmacogénétique et ces barrières existent-elles au Québec? Quel est le contexte de translation des tests de pharmacogénétique au Québec? Actuellement, il n’existe aucune donnée sur ces questions. Il est pourtant essentiel de les évaluer. Alors que les attentes et les pressions pour l’intégration rapide de technologies génétiques sont de plus en plus élevées sur le système de santé québécois, l’absence de planification et de mécanisme de translation de ces technologies font craindre une translation et une utilisation inadéquates. Objectifs : Un premier objectif est d’éclairer et d’enrichir sur les conditions d’utilisation et de translation ainsi que sur les enjeux associés aux tests de pharmacogénétique dans le contexte québécois. Un deuxième objectif est de cerner ce qui est véhiculé sur la PGt dans différentes sources, dont les médias. Il ne s’agit pas d’évaluer si la pharmacogénétique devrait être intégrée dans la clinique, mais de mettre en perspective les espoirs véhiculés et la réalité du terrain. Ceci afin d’orienter la réflexion quant au développement de mécanismes de translation efficients et de politiques associées. Méthodologie : L’analyse des discours de plusieurs sources documentaires (n=167) du Québec et du Canada (1990-2005) et d’entretiens avec des experts québécois (n=19) a été effectuée. Quatre thèmes ont été analysés : 1) le positionnement et les perceptions envers la pharmacogénétique; 2) les avantages et les risques reliés à son utilisation; 3) les rôles et les tensions entre professionnels; 4) les barrières et les solutions de translation. Résultats : L’analyse des représentations véhiculées sur la pharmacogénétique dans les sources documentaires se cristallise autour de deux pôles. Les représentations optimistes qui révèlent une fascination envers la médecine personnalisée, créant des attentes (« Génohype ») en regard de l’arrivée de la pharmacogénétique dans la clinique. Les représentations pessimistes qui révèlent un scepticisme (« Génomythe ») envers l’arrivée de la pharmacogénétique et qui semblent imprégnés par l’historique des représentations médiatiques négatives de la génétique. Quant à l’analyse des entretiens, celle-ci a permis de mettre en lumière le contexte actuel du terrain d’accueil. En effet, selon les experts interviewés, ce contexte comporte des déficiences législatives et un dysfonctionnement organisationnel qui font en sorte que l’utilisation des tests de pharmacogénétique est limitée, fragmentée et non standardisée. S’ajoute à ceci, le manque de données probantes et de dialogue entre des acteurs mal ou peu informés, la résistance et la crainte de certains professionnels. Discussion : Plusieurs changements dans la réglementation des systèmes d’innovation ainsi que dans le contexte d’accueil seront nécessaires pour rendre accessibles les tests de pharmacogénétique dans la pratique clinique courante. Des mécanismes facilitateurs de la translation des technologies et des facteurs clés de réussite sont proposés. Enfin, quelques initiatives phares sont suggérées. Conclusion : Des efforts au niveau international, national, provincial et local sont indispensables afin de résoudre les nombreux obstacles de la translation des tests de pharmacogénétique au Québec et ainsi planifier l’avenir le plus efficacement et sûrement possible.

Certaines applications thérapeutiques de la médecine génomique sont susceptibles de mener à une amélioration considérable de la santé des populations des pays en développement dans les années à venir. La mise en place de politiques d’innovation efficaces demeure toutefois cruciale afin d’assurer la réalisation des promesses de la révolution génomique. Dans le domaine biomédical, la commercialisation des fruits de la recherche s’est établie comme le paradigme dominant au sein du système d’innovation. Plusieurs études récentes ont cependant démontré que l’emphase mise sur la commercialisation et la protection de la propriété intellectuelle a donné lieu à des résultats décevants. Certains acteurs du système d’innovation avancent donc désormais qu’il est nécessaire d’aller au-delà de la commercialisation de la recherche et de mettre en place des politiques basées sur le paradigme de la valorisation de la recherche, qui favorise l’atteinte d’objectifs sociaux ainsi qu’économiques. L’objectif de notre mémoire est de documenter l’impact des politiques d’innovation de projets internationaux de science ouverte en génomique médicale sur le développement des capacités en recherche et développement en génomique et l’accès à la médecine génomique dans les pays en développement. Nous avons ainsi réalisé une étude de cas impliquant quatre projets internationaux de science ouverte en génomique médicale. Les résultats de notre étude de cas ont démontré que ces projets jouent un rôle important dans le développement des capacités en recherche et en développement en génomique dans les pays en développement, mais qu’ils y jouent un rôle beaucoup plus limité sur le plan de l’accès aux applications de la médecine génomique.

The United Kingdom is committed to a raft of requirements to create a low-carbon economy. Buildings consume approximately 40% of UK energy demand. Any improvement on the energy performance of buildings therefore can significantly contribute to the delivery of a low-carbon economy. The challenge for the construction sector and its clients is how to meet the policy requirements to deliver low and zero carbon (LZC) buildings, which spans broader than the individual building level, to requirements at the local and regional levels, and wider sustainability pressures. Further, the construction sector is reporting skills shortages coupled with the need for ‘new skills’ for the delivery of LZC buildings. The aim of this paper is to identify, and better understand, the skills required by the construction sector and its clients for the delivery of LZC buildings within a region. The theoretical framing for this research is regional innovation system (RIS) using a socio-technical network analysis (STNA) methodology. A case study of a local authority region is presented. Data is drawn from a review of relevant local authority documentation, observations and semi-structured interviews from one (project 1) of five school retrofit projects within the region. The initial findings highlight the complexity surrounding the form and operation of the LZC network for project 1. The skills required by the construction sector and its clients are connected to different actor roles surrounding the delivery of the project. The key actors involved and their required skills are: project management and energy management skills required by local authority; project management skills (in particular project planning), communication and research skills required by school end-users; and a ‘technical skill’ relating to knowledge of a particular energy efficient measure (EEM) and use of equipment to implement the EEM is required by the EEM contractors.

From a construction innovation systems perspective, firms acquire knowledge from suppliers, clients, universities and institutional environment. Building information modelling (BIM) involves these firms using new process standards. To understand the implications on interactive learning using BIM process standards, a case study is conducted with the UK operations of a multinational construction firm. Data is drawn from: a) two workshops involving the firm and a wider industry group, b) observations of practice in the BIM core team and in three ongoing projects, c) 12 semi-structured interviews; and d) secondary publications. The firm uses a set of BIM process standards (IFC, PAS 1192, Uniclass, COBie) in its construction activities. It is also involved in a pilot to implement the COBie standard, supported by technical and management standards for BIM, such as Uniclass and PAS1192. Analyses suggest that such BIM process standards unconsciously shapes the firm's internal and external interactive learning processes. Internally standards allow engineers to learn from each through visualising 3D information and talking around designs with operatives to address problems during construction. Externally, the firm participates in trial and pilot projects involving other construction firms, government agencies, universities and suppliers to learn about the standard and access knowledge to solve its specific design problems. Through its BIM manager, the firm provides feedback to standards developers and information technology suppliers. The research contributes by articulating how BIM process standards unconsciously change interactive learning processes in construction practice. Further research could investigate these findings in the wider UK construction innovation system.

This paper reviews the recent trend in regional development policies in Australia with particular reference to Casey. A new model based on the Regional Innovation System framework for the analysis of development in the region is constructed. Questions are raised about whether this region can have economically sustainable and innovation driven development in the future

Knowledge economy policies are currently very powerful drivers of change in contemporary university approaches to research. They typically orientate universities to a national innovation system which both positions knowledge as the key factor of economic growth and sees the main purpose of knowledge as contributing to such growth. In this article, the authors explain the economic logic informing such policy interventions in university research and look at the conceptualisation of national innovation systems in various national and international policy sites around the world. Their interest is in what these particular sets of policies have in common, not in how they differ. They introduce three key themes of such systems and the academics they seek to produce. These themes are their techno-scientific orientation, network characteristics and commercial imperatives. The corresponding implied subjects are the techno-scientist, the knowledge networker and the entrepreneur. The authors make the case that evident in such constructions of the future of universities are some unacknowledged and under-acknowledged problems, one of which is a failure to recognise the power of the gift economies of academic culture.

This dissertation seeks to add new evidence to the international debate on globalization of innovation in the developing countries context. Globalization of innovation, in this dissertation, is defined and measured by the types, levels and rate of innovative technological capability accumulation and the underlying technological learning processes (sources of capabilities) at the firm level in late-industrializing countries ¿ or developing countries. This relationship is examined within a large transnational corporation (TNC) subsidiary of the information and communication technology (ICT) sector in Brasil: Motorola do Brasil during over the period from 1996 to 2006. In the international literature there is a strong debate on the extent to which innovative technological capabilities have been spreading internationally. But, the most of the studies are focused on early industrialized countries. In other words, there is still a scarcity of analysis, mainly at the firm level, from the perspective of developing countries. This dissertation supports itself in analytical basis developed in the international literature on accumulation of technological capabilities and learning in the context of developing countries. The learning processes examined in this dissertation are: (i) intra-firm learning processes; (ii) inter-firm learning processes (links between mother and sister companies); and (iii) links between the firm and other organizations of the innovation system (universities, research institutes, among others). Based on first-hand empirical evidence, qualitative and quantitative, collected on the basis of extensive fieldwork, this dissertation examines these issues with adequate level of detail and depth, in this large company in Brazil. The study results suggest that: Concerning the path of the technological capability accumulation, the firm exhibited heterogeneity in the path of accumulation of technological capabilities to distinct functions. For the functions Software Engineering and Process and Management Project the firm reached the Level 6 (Innovative Intermediate Superior), on a scale that ranges from 1 to 7; In relation to technological capability sources, the firm deliberately sought and built sources of knowledge in order to develop and sustain its innovative technological capabilities. The dissertation, thus, contributes to adding new empirical evidence to the debate on globalization of innovative capabilities from a late-industrializing perspective.
