L’obiettivo di questo elaborato è fornire una panoramica sul tema vasto e complesso dell’istruzione bilingue, con particolari riferimenti alla combinazione linguistica inglese/spagnolo nello stato del Massachusetts. La mia analisi è ristretta alle politiche adottate a riguardo dal Massachusetts, perché nonostante il bilinguismo sia una realtà molto diffusa negli Stati Uniti d’America, ogni stato fa storia a sé e la gestisce in maniera differente. In questo elaborato, dopo un breve excursus storico sugli eventi principali che hanno spianato la strada all’istruzione bilingue, ho passato in rassegna varie tipologie di programmi che sono stati messe a punto nelle scuole del Bay State, concentrandomi infine sul ruolo che i genitori hanno nell’istruzione dei propri figli. Un ultimo paragrafo finale è dedicato alla possibile applicazione di queste direttive in territorio italiano.

Transportation corridors in megaregions present a unique challenge for planners because of the high concentration of development, complex interjurisdictional issues, and history of independent development of core urban centers. The concept of resilience, as applied to megaregions, can be used to understand better the performance of these corridors. Resiliency is the ability to recover from or adjust easily to change. Resiliency performance measures can be expanded on for application to megaregions throughout the United States. When applied to transportation corridors in megaregions and represented by performance measures such as redundancy, continuity, connectivity, and travel time reliability, the concept of resiliency captures the spatial and temporal relationships between the attributes of a corridor, a network, and neighboring facilities over time at the regional and local levels. This paper focuses on the development of performance measurements for evaluating corridor resiliency as well as a plan for implementing analysis methods at the jurisdictional level. The transportation corridor between Boston, Massachusetts, and Washington, D.C., is used as a case study to represent the applicability of these measures to megaregions throughout the country.

Three Clark faculty members are studying the development of the Worcester Biotechnology Cluster for any lessons it might hold for current efforts to catalyze the growth of a sustainable energy/green jobs cluster in Worcester or elsewhere. Mary Ellen Boyle (GSOM), Jennie Stephens (IDCE/ESP), and Jing Zhang (GSOM) have conducted extensive in-depth interviews and combed the literature of cluster development to produce several articles and working papers.

In 2009, Clark University was accepted as the university to represent Massachusetts in the National Policy Institute for Family Impact Seminars at the University of Wisconsin – Madison (http://familyimpactseminars.org). Family Impact Seminars are a series of annual seminars, briefing reports, and discussion sessions that provide up-to-date, solution-oriented research on current issues for state legislators, their aides, and legislative support bureau personnel. The seminars provide objective, nonpartisan research on current issues and do not lobby for particular policies. Seminar participants discuss policy options and identify common ground where it exists.

The youth of Massachusetts are of primary concern to legislators and citizens. This briefing report features three essays by experts – Lisa Jones, Ramon Borges-Mendez, and Janis Wolak – who focus on three aspects of youth wellbeing: youth victimization and other indicators of psychological health, youth unemployment, and online sexual predators of youth. Although youth well-being is of primary concern, the worrisome stories about crimes against children that regularly fill the media have unfortunately obscured some more positive news from statistical reports on these same issues. Child victimizations of various types – i.e., child sexual abuse, witnessing domestic violence, child physical abuse, sexual assaults of teenagers, physical assaults and robberies of teenagers, and homicides of teenagers – have been declining nationwide and in Massachusetts since the early 1990s, in some cases declining dramatically.

Supporting Worcester’s ongoing effort to understand and address youth and young adult homelessness, the Community Roundtable on Youth Homelessness in conjunction with the Compass Project and Clark University conducted the fourth annual Point-in-Time Survey during October of 2012. Young people were surveyed at city shelters, youth programs, outside of schools, in parks, and on the streets of Worcester. Out of the 753 young people (ages 13to 25) surveyed, 120 (16%) dentified as homeless. We define homeless to include young people in shelters, staying with others temporarily (i.e. couch surfing) or on the streets. In addition to these 120 young people, another 220 youth who were housed reported that they had a friend who was homeless. As in prior years, when compared to their housed counterparts in the study, homeless youth: Have experienced more residential instability and family conflict; Have more precarious income situations; Are more likely to have children; Are more likely to have had involvement with the foster care and/or juvenile justice systems; and Have faced more barriers accessing services.

A reconstruction methodology utilizing such varied documents as diaries, agricultural journals, U.S. Weather Bureau killing frost records and instrumental records is discussed. A resultant 248-year frost record for eastern Massachusetts exhibits marked variations in the length of the growing season, that occur on a time scale of approximately 70 years. There is an apparent systematic long-term relationship between the timing of spring and fall killing frosts and the last 100 years of record reveals a decline in year-to-year variability.

A number of analyses of large data sets have suggested that the reading achievement gap between African American and White U.S. is negligible or small at school entry, but widens substantially during the school years because African American students show slower rates of growth in elementary and secondary school. Identifying when and why gaps occur, therefore, is a an important research endeavor. In addition, being able to predict which African American children are most likely to fall behind can contribute to efforts to close the achievement gap. This paper analyzes first grade and third grade data on African American and White children in Massachusetts who all were identified in first grade as struggling readers and enrolled in Reading Recovery—an individualized intervention. All the children were low-income and attending urban schools. Using Observation Survey data from first grade, and MCAS Reading data from 3rd grade, we found that the African American and White students made equal average progress while in first grade, but by the end of third grade showed a large gap in MCAS proficiency rates. We discuss the results in terms of school quality, reading development, dialect issues, testing formats, and the need to provide long-term support to vulnerable learners.

Providing health insurance coverage for vulnerable populations such as low-income high-risk children with limited access to health care is a challenge for many states. Over the past decade, higher private insurance premiums and unpredictable labor markets have increased the number of uninsured and underinsured children nationwide. Due to recent economic downfalls, many states such as Texas, have expressed interest in using premium assistance programs to increase enrollment of low income children and families in private coverage through employer sponsored health insurance. Massachusetts has been especially successful in reducing the number of uninsured children through the implementation of MassHealth Family Assistance Program (MHFAP), an employer based premium assistance program. The purpose of this study is to identify key implementation factors of a fully established premium assistance program which may provide lessons and facilitate implementation of emerging premium assistance programs. ^ The case study of the fully established MassHealth Family Assistance Program (MHFAP) has illustrated the ability of states to expand their Medicaid and SCHIP programs in order to provide affordable health coverage to uninsured and underinsured low income children and their families. As demonstrated by MHFAP, the success of a premium assistance program depends on four key factors: (1) determination of participant and employer eligibility; (2) determination of employer benefits meeting benchmark equivalency (Medicaid or State Children's Health Insurance Program); (3) the use of appropriate marketing and outreach strategies; and (4) establishment of adequate monitoring and reporting techniques. Successful implementation strategies, revealed by the case study of the Massachusetts MassHealth Family Assistance Program, may be used by emerging premium assistance programs, such as Texas Children's Health Insurance Premium Assistance Program (CHIP-PA) toward establishment of an effective, efficient, and equitable employer sponsored health program.^
