The concept of web publishing has been widely discussed in IS research literature since the WWW emerged. The discussion in various publications often revolves around the issues of business success and profitability, web design, and effective content presentation. This paper is a study of one of the “unknown” segments of the Internet - a family of websites publishing literary works in the Russian language. We demonstrate that the innovative model adopted by site owners in building the relationships with the site customers, and the information technology selected for the sites can play a crucial role in the success of a web-based venture. Our analysis is based on the concepts of virtual community and socio-technical interaction. We discuss the  contribution of this case not only to the innovative use of the Web-based business models, but also to the new forms of literary life and national  culture. Some of the concepts, principles and practices, adopted on those sites may be of interest to the Internet developers and communities worldwide.

Decision support systems (DSS) have evolved rapidly during the last decade from stand alone or limited networked solutions to online participatory solutions. One of the major enablers of this change is the fastest growing areas of geographical information system (GIS) technology development that relates to the use of the Internet as a means to access, display, and analyze geospatial data remotely. World-wide many federal, state, and particularly local governments are designing to facilitate data sharing using interactive Internet map servers. This new generation DSS or planning support systems (PSS), interactive Internet map server, is the solution for delivering dynamic maps and GIS data and services via the world-wide Web, and providing public participatory GIS (PPGIS) opportunities to a wider community (Carver, 2001; Jankowski & Nyerges, 2001). It provides a highly scalable framework for GIS Web publishing, Web-based public participatory GIS (WPPGIS), which meets the needs of corporate intranets and demands of worldwide Internet access (Craig, 2002). The establishment of WPPGIS provides spatial data access through a support centre or a GIS portal to facilitate efficient access to and sharing of related geospatial data (Yigitcanlar, Baum, & Stimson, 2003). As more and more public and private entities adopt WPPGIS technology, the importance and complexity of facilitating geospatial data sharing is growing rapidly (Carver, 2003). Therefore, this article focuses on the online public participation dimension of the GIS technology. The article provides an overview of recent literature on GIS and WPPGIS, and includes a discussion on the potential use of these technologies in providing a democratic platform for the public in decision-making.

The aim of this paper is it to identify whether Australian media companies moved online with a clear business model in mind or in an ad-hoc manner. In-depth interviews were conducted with four Internet media managers from two large Australian media organisations. All four had been involved in Web publishing from its early stages and had extensive knowledge of the development of Web publishing in the industry. The interviews focused on the period around the mid 1990’s when the early development of the organisations’ websites took place. We also review an analytical approach of examining narratives from research interviews developed by Davidson (Davidson 1997) and Mishler (Mishler1986a, 1986b).

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors. Weblogs, or blogs, constitute a form and genre of online publishing that emerged in the mid-1990s as a logical consequence of the confluence of personal and professional home pages and new web publishing technologies. To overcome technological limitations, where news updates had to be manually inserted by editing the underlying HTML code, the early content-management systems in the second half of the 1990s built on server-side database technology to dynamically generate web pages; this enabled more convenient and more frequent content updates. Weblogs utilised such technologies to provide an up-to-date news feed, presenting individual news items in reverse chronological order. Through this workshop, database experts from the various ministries and the Central Statistical Office (CSO) were introduced to the CREATE and PROCESS modules of the REDATAM software, which could be used for database creation and analysis of data. This workshop was the second in a series of workshops aimed at promoting human-resource and capacity-building at the national and regional levels in the use of the REDATAM software. It also served as a qualifier for a follow-up workshop on the use of the web-publishing application of the software to be held in 2010.

Web is a powerful hypermedia-based information retrieval mechanism that provides a user-friendly access across all major computer platforms connected over Internet. This paper demonstrates the application of Web technology when used as an educational delivery tool. It also reports on the development of a prototype electronic publishing project where Web technology was used to deliver power engineering educational resources. The resulting hyperbook will contain diverse teaching resources such as hypermedia-based modular educational units and computer simulation programs that are linked in a meaningful and structured way. The use of Web for disseminating information of this nature has many advantages that cannot possibly be achieved otherwise. This work is concerned with the increasing relationships between two distinct multidisciplinary research fields, Semantic Web technologies and scholarly publishing, that in this context converge into one precise research topic: Semantic Publishing. In the spirit of the original aim of Semantic Publishing, i.e. the improvement of scientific communication by means of semantic technologies, this thesis proposes theories, formalisms and applications for opening up semantic publishing to an effective interaction between scholarly documents (e.g., journal articles) and their related semantic and formal descriptions. In fact, the main aim of this work is to increase the users' comprehension of documents and to allow document enrichment, discovery and linkage to document-related resources and contexts, such as other articles and raw scientific data. In order to achieve these goals, this thesis investigates and proposes solutions for three of the main issues that semantic publishing promises to address, namely: the need of tools for linking document text to a formal representation of its meaning, the lack of complete metadata schemas for describing documents according to the publishing vocabulary, and absence of effective user interfaces for easily acting on semantic publishing models and theories.

The uptake of Linked Data (LD) has promoted the proliferation of datasets and their associated ontologies bringing their semantic to the data being published. These ontologies should be evaluated at different stages, both during their development and their publication. As important as correctly modelling the intended part of the world to be captured in an ontology, is publishing, sharing and facilitating the (re)use of the obtained model. In this paper, 11 evaluation characteristics, with respect to publish, share and facilitate the reuse, are proposed. In particular, 6 good practices and 5 pitfalls are presented, together with their associated detection methods. In addition, a grid-based rating system is generated. Both contributions, the set of evaluation characteristics and the grid system, could be useful for ontologists in order to reuse existing LD vocabularies or to check the one being built.
