A community history project must be relevant to each person within it so that they see themselves as part of the socio-cultural fabric of the area and feel a sense of ownership of their environment. The Mill Albion community history project is a diverse, multi-layered public history/art program that captures the social heritage of The Mill Albion and allows the community to contribute to their ongoing history. The Albion Flour Mill was built in 1930 at a time when Australia was feeling the effects of its worst economic depression and continued operations for more than 72 years. After ceasing operation in 2005 the site was left to deteriorate. The FKP Property Group purchased the land to undertake a new urban redevelopment project, drawing on the design principles of a traditional ‘village’, while valuing the importance of remembering the community that once included the Flour Mill. This paper reflects on the this project and showcases some of the culturally creative ways this community’s history was told, using methods such as digital stories, contemporary and historical photography and oral history.

This paper explores issues surrounding the conservation and management of Polly Woodside, one of Victoria’s most significant maritime heritage objects. Sold to the National Trust of Australia (Victoria) for restoration in 1968, the ship has been berthed in the historic Duke’s Dock since 1978. Through various incarnations, the ship and associated museum have been a key feature of the Melbourne ‘riverscape’, and a major tourist attraction, ever since. The paper briefly explores the history of the Polly Woodside and museum, before focusing on the debates about the future use and location of the vessel brought about by the continuing redevelopment of Melbourne’s South Wharf from the mid-1990s until today. It examines how these contentious and often heated debates were shaped by different understandings of the ship's cultural significance, as well as ideas of community, ownership and sustainability, which have wider implications for the management of maritime cultural heritage within a context of urban redevelopment and place promotion.

This study examines the participation of a group of high school students in designing a Heritage Journey as part of an urban redevelopment project in their community. School-community engagement offers young people an opportunity to engage in community life and influence decisions that affect them. Forging links between community and school is becoming more important for teachers as they attempt to create new authentic learning opportunities for young people within a changing world. Increasingly, researchers and urban planners are including children and young people as active decision makers and participants in community engagement projects. However, models of participation tend to be adult-focussed, conceive participation in terms of low to high graduated levels and lack a clearly articulated theoretical basis. The research problem in this study focuses on investigating whether the inclusion of young people in school-community engagement results in value adding to urban planning and is an example of genuine participation. The aim of the study is to provide a theoretically informed, empirically rich understanding of the inclusion of young people in a community engagement strategy for an urban planning project. Theories of space developed by Henri Lefebvre and Edward Soja are drawn upon for understanding how space is understood, used, and redeveloped by the students and other stakeholders. The study also draws on David Harvey’s notion of utopia and space to consider the imaginative possibilities of the students’ designs and ideas. The study uses a participatory research approach and documents the opportunities and challenges of this methodology. The thesis argues that school-community engagement within a "Thirdspace" offers many new opportunities for the emergence of authentic learning situations. Key findings from the study show young people’s participation in an urban planning project can achieve successful results when young people are given opportunities for full participation in decision-making processes; multiple pathways for active engagement are incorporated into the research design; opportunities for mentoring are provided; realistic timelines are communicated to all stakeholders and the needs and social practices of the local community are acknowledged. A new spatial model of community engagement is proposed as an outcome of the study. Unlike previous models of participation, this model demonstrates how exclusion and inclusion can be conceived visually, and may prove effective for conceptualising future community engagement projects that involve young people.

Municipal governments around the globe increasingly turn to museums, performing arts centers, arts districts, and other cultural activities to promote and revitalize their cities. While a significant body of literature examines revitalization strategies that focus primarily around entertainment and commerce, the empirical body of research that specifically investigates the role of cultural strategies in urban redevelopment is still growing. This paper first discusses the development of municipal cultural strategies in the United States, and draws from the literature to outline the characteristics of three different models of such strategies. Second, the paper presents findings from a national survey distributed to municipal agencies involved in the promotion and development of cultural activities and facilities in large and medium‐sized US cities. The survey data indicate that although most agencies are guided by a varied set of goals, entrepreneurial objectives continue to guide the development and support of cultural activities in most cities.

A long-held urban redevelopment strategy has been the investment in flagship cultural projects—large-scale, iconic museums and arts centres that are intended to enhance the city image while catalyzing private sector investment and attracting tourists to the surrounding area. This paper concentrates on an aspect of the flagship cultural strategy that has received surprisingly little focused attention—the role that urban design and context play in realizing project outcomes. The analysis concentrates on two established flagship museums in Los Angeles and San Jose, California. The research demonstrates that certain urban design characteristics can negatively affect the ability of a project to attract visitors and generate commercial activity. However, at the same time, factors beyond the local context may be an overriding factor in project outcomes thus calling into question the concept of cultural catalyst.

Following decades of neglect and decline, many US cities have undergone a dramatic renaissance. From New York to Nashville and Pittsburgh to Portland governments have implemented innovative redevelopment strategies to adapt to a globally integrated, post-industrial economy and cope with declining industries, tax bases, and populations - but the urban comeback has been highly uneven. Urban Revitalization integrates academic and policy research with professional knowledge and techniques. Written in an accessible style and with a thoughtful structure, it will provide graduate and upper-level undergraduate students with a comprehensive resource while also serving as a reference for professionals.

Based on the RS and GIS methods, Siping city is selected as a study case with four remote sensing images in 25 years. Indices of urban morphology such as fractal dimension and compactness are employed to research the characteristics of urban expansion. Through digital processing and interpreting of the images, the process and characteristics of urban expansion are analysed using urban area change, fractal dimension and compactness. The results showed that there are three terms in this period. It expended fastest in the period of 1979~1991, and in the period of 1992~2001, the emphases on urban redevelopment made it expended slower. And this is in agreement with the Siping Statistical Yearbook. This indicates that the united of metrics of urban morphology and statistical data can be used to satisfactorily describe the process and characteristics of urban expansion. © 2008 IEEE.

This paper examines The Mill Albion community history project, a diverse, multi-layered public history/art program that captures the social heritage of The Albion Flour Mill, as told through images produced as part of a research consultancy undertaken by QUT for FKP Property Group. The Albion Flour Mill was built in 1930 and continued operations for more than 72 years. After ceasing operation in 2005 the site was left to deteriorate. The FKP Property Group purchased the land to undertake a new urban redevelopment project. This paper reflects on the project and showcases some of the culturally creative ways this community’s history was told, using images.

This paper argues that young people need to be given the opportunity to recognise the interaction between their own understandings of the world as it is now and the vision of what it might become. To support this argument, we discuss an urban planning project, known as the Lower Mill Site Project, which involved active participation of high school students from the local community. The outcomes of this project demonstrate the positive contributions young people can make to the process of urban redevelopment, the advantages of using a participatory design approach, and the utopian possibilities that can emerge when young people are invited to be part of an intergenerational community project.

A comienzos del siglo XX, Detroit era una ciudad dinámica en pleno desarrollo. Pronto se convirtió en la cuarta ciudad de Estados Unidos, la capital de la naciente industria automovilística. El crecimiento se prolongó hasta finales de los años 50, cuando, a pesar del auge económico de Estados Unidos y de su área metropolitana, Detroit comenzó a mostrar los primeros signos de estancamiento. La crisis se ha prolongado hasta hoy, cuando Detroit constituye el paradigma de la ciudad industrial en declive. Estas dos imágenes contrapuestas, el auge y la crisis, no parecen explicar por sí mismas las causas de la intensidad y persistencia del declive de Detroit. Analizar las interacciones entre crecimiento económico, políticas públicas locales y desarrollo urbano a lo largo del tiempo permitirá subrayar las continuidades y comprender en qué medida el declive de Detroit ancla sus raíces en el modelo planteado durante la etapa de auge.

Cette étude a eu l’objectif d’analyser et d’identifier les différentes visions de la revitalisation du Parc Municipal Américo Renné Giannetti, à Belo Horizonte (Brésil), dans le contexte de transformations spatiales de la ville pour la Coupe du monde arrivée en 2014. Pour le développement de cette recherche, on a utilisé des démarches distinctes. La première a consisté à faire un abordage sur les projets de restructurations urbaines pour les évènements internationaux qui en transformant certains espaces (comme les parcs urbains et certaines aires historiques) tentent à dynamiser l’entrepreneuriat urbain en transformant ces espaces, les villes et les pays hôtes en « produits » consommés par un public très spécifique. Les autres étapes ont consisté à démontrer le rôle social du Parc Municipal ainsi qu’à présenter les observations de terrain et les entrevues avec les différents acteurs engagés dans la revitalisation du parc central de Belo Horizonte. L’analyse des différentes visions du projet nous a conduits à conclure que la revitalisation du parc pour la Coupe du monde a eu des enjeux politiques, touristiques, en répondant aussi les intérêts du secteur privé. Dans ce contexte les répercutions sociales sont inévitables vu qu’en répondant le besoin de certains citoyens, la transformation de l’espace entraine des exclusions et réaffirme la ségrégation dans le milieu.

Anlass der Untersuchung sind Verstärkungen von strukturwandel- und globalisierungsbedingten Wandlungen unter Schrumpfungs- und Stagnationsbedingungen. Denn Stagnations- und Schrumpfungstendenzen in einer Region sind selektiv, sie begünstigen über verschiedene Mechanismen Polarisierungen und Marginalisierungen: Die allgemeine Entspannung am Wohnungsmarkt hat erhöhte Mobilität und damit sozialräumliche Segregierungen und Polarisierungen der Wohnungsversorgung zur Folge. Leerstände und ausbleibende Investitionen begünstigen Polarisierungen von baulich-räumlichen Qualitäten. Diese beiden Entwicklungen überlagern sich im Stadtraum und verstärken sich gegenseitig. Dabei verbessert sich die Wohnungsversorgung in den benachteiligten Quartieren kaum, so die Ausgangshypothesen. Die Untersuchung fragt nach den Wirkungen des Nebeneinanders von Wachstums-, Stagnations- und Schrumpfungserscheinungen auf unterschiedlichen Maßstabsebenen, dem Zusammenspiel von sozialstrukturellen und qualitativen Veränderungen der baulich-räumlichen Gegebenheiten in den Quartieren sowie in innerstädtischer Differenzierung. Dabei interessieren besonders die Einflüsse eines regional entspannten Wohnungsmarktes und dessen Folgen für die Verwertungsstrategien im Wohnungsbestand auf Segregationsprozesse und die Wohnungsversorgung. Als Fallbeispiel der Untersuchung dient die Stadt Kassel. Der sozialräumliche Fokus liegt auf drei Typen benachteiligter Quartiere: Neben den in der aktuellen Diskussion zumeist betrachteten gründerzeitlichen Arbeiterquartieren und den Großsiedlungen der 1960/70er Jahre wurden auch die peripheren Geschosswohnungsbausiedlungen der 1950er/60er Jahre in die Untersuchung einbezogen, um den unterschiedlichen Rahmenbedingungen und Wirkungen in den Quartierstypen auf die Spur zu kommen und damit letztlich Grundlagen für stadtentwicklungspolitische Strategien zu erarbeiten. Die kleinräumigen Analysen von sozialräumlicher und baulich-räumlicher Struktur sowie zur Wohnungsversorgung deckten Parallelen und gegenläufige Entwicklungen zwischen den unterschiedlichen Quartierstypen auf; es ergaben sich verschiedene Anhaltspunkte zur Erhärtung der Ausgangsthesen. So wurde z.B. deutlich, dass sich unter den Marktbedingungen stagnierender Städte die Wohnflächenversorgung in den benachteiligten Quartieren kaum verbessert. Hierin zeigt sich ein entscheidender Unterschied zu stark schrumpfenden Städten, in denen sich die Versorgungslage (fast) durchgängig verbessert. Wohnungsmarktbarrieren wirken offensichtlich unter Stagnationsbedingungen für bestimmte Bevölkerungsgruppen weiter. Da sich ihre Wirkung aber für weitere Kreise der Bevölkerung abschwächt, verschärfen sich sozialräumliche Konzentrationen. Vor allem aber wurden Überlagerung und gegenseitige Verstärkung dieser sozialräumlichen mit baulich-räumlichen Polarisierungen deutlich, die vor allem aus stadträumlich konzentrierten Investitionen in den Gebäude- und Wohnungsbestand resultieren. Letztlich zeigt sich damit, dass regulierende Eingriffe nicht nur im Rahmen des Umbaus und der Erneuerung der Quartiere erforderlich sind, sondern insbesondere auch in den Wohnungsmarkt und dies auch bei entspannter regionaler Marktlage. Andernfalls ist weder eine angemessene Wohnungsversorgung aller Bevölkerungsgruppen noch der Zusammenhalt der Stadt(Gesellschaft) zu gewährleisten. Dabei ist die Stadtpolitik permanent mit der Gleichzeitigkeit von (wirtschaftlicher) Standortpolitik und sozialer Stadtentwicklung konfrontiert, die sie im Sinne einer nachhaltigen Entwicklung gegeneinander und miteinander abwägen muss.
