Biotechnology is one of a series of new `generic technologies' that have been identified by western governments as possessing stategic economic opportunities. In this thesis I examine the characteristics of the technology and the government policies that have been developed to both promote and exploit the underpinning scientific research for biotechnology. The approach I have taken involves an in-depth analysis of the role of university-industry research relations in the development of biotechnology. To this end I carried out a detailed survey of biotechnology companies in the UK on the nature of their interactions and objectives. Through individual case studies of the SERC and DTI club mechanisms in biotechnology, I provide a contemporary appraisal of the development of new mechanisms involving co-ordination and cooperation between industry, government and academia, established to couple state funded science and national economic development. The public policy implications of the club funding systems for science in the UK are examined.

[ES] El presente trabajo tiene por objeto llegar a un diagnóstico de la capacidad, por parte de las empresas del Territorio Histórico de Bizkaia, de absorber los resultados de I+D generados por universidades y otros centros de investigación. Para ello, en primer lugar, mediante una revisión de la literatura teórica y empírica existente sobre el tema, se identifican las características empresariales vinculadas a dicha capacidad de absorción; a continuación, se analiza el grado de presencia de tales características en dos muestras de empresas: una muestra de 26 empresas vizcaínas avanzadas en gestión, y una muestra más general de empresas vizcaínas de más de 10 trabajadores; por último, se identifican las características en las que las empresas de Bizkaia manifiestan suficiente capacidad para absorber resultados de I+D externa, frente a aquellas otras que resulta necesario desarrollar, pues en ellas todavía no se han alcanzado niveles satisfactorios.

[EN] The objective of this paper is to analyze the incubation strategies developed in the universities of Andalusia, a relatively low-income region of Spain, to promote the creation of university spin-offs. These strategies are also compared to the incubation models noted in the literature. The performance of the university spin-offs created and its relation to the incubation strategies developed by the university are also analysed. The analysis is based on data from a survey of nine public universities that carry out strategies for the promotion of university spin-offs. The result of the analysis shows that university spin-off incubation strategies in Andalusia present specific characteristics not covered by certain models that are well-known in the literature on innovation. Then, a new stage in the process of the university spin-off incubation is proposed. We consider it to be a pre-strategic stage to the academic spin-off incubation strategies. The analysis also finds certain environmental factors associated to those spin-offs promoted by Andalusian universities that achieve the highest level of performance. This result suggests that previous to making any decision involving investment into developing incubation strategies, universities should gauge whether they have sufficient resources and the possibilities of connecting with a Technology Park.

While the internship unit in a public relations degree is often viewed as the foremost area of experiential learning it can fail to deliver significant learning outcomes for student and teacher. This paper explores the use of other activity-based learning (ABL) methods as implemented in the Deakin University public relations undergraduate degree. The paper applies Donald Schon's concept of the reflective practitioner to learning undertaken in an internship unit and compares this application to two other units where ABL is used and the focus is on creating a client-professional relationship. For the purpose of this paper information was analysed using the 2006 on-campus cohort only. The cohort was further refined to include those students who successfully completed the degree of BA in public relations. Student internship evaluation forms and unit records were viewed to gain statistical information.

The nature and organisation of creative industries and the creative economy has received increased attention in recent academic and policy literatures (Florida 2002; Grabher 2002; Scott 2006a). Constituted as one variant on new economy narratives, creativity, alongside knowledge, has been presented as a key competitive asset, Such industries – ranging from advertising, to film and new media – are seen as not merely expanding their scale and scope, but as leading edge proponents of a more general trend towards new forms of organization and economic coordination (Davis and Scase 2000). The idea of network forms (and the consequent displacement of markets and hierarchies) has been at the heart of attempts to differentiate the field economically and spatially. Across both the discussion of production models and work/employment relations is the assertion of the enhanced importance of trust and non-market relations in coordinating structures and practices. This reflects an influential view in sociological, management, geography and other literatures that social life is ‘intrinsically networked’ (Sunley 2008: 12) and that we can confidently use the term ‘network society’ to describe contemporary structures and practices (Castells 1996). Our paper is sceptical of the conceptual and empirical foundations of such arguments. We draw on a number of theoretical resources, including institutional theory, global value chain analysis and labour process theory (see Smith and McKinlay 2009) to explore how a more realistic and grounded analysis of the nature of and limits to networks can be articulated. Given space constraints, we cannot address all the dimensions of network arguments or evidence. Our focus is on inter and intra-firm relations and draws on research into a particular creative industry – visual effects – that is a relatively new though increasingly important global production network. Through this examination a different model of the creative industries and creative work emerges – one in which market rules and patterns of hierarchical interaction structure the behaviour of economic actors and remain a central focus of analysis. The next section outlines and unpacks in more detail arguments concerning the role and significance of networks, markets and hierarchies in production models and work organisation in creative industries and the ‘creative economy’.

There has been and will continue to be substantial debate over how the international system can best be characterized. The objective of this paper is to demonstrate that the international system can best be characterized by the essential features of realism, but the use of realist policy prescriptions are inadequate when applied independently to deal with the threat of terrorism as it exists today. In order to demonstrate this an examination of realism in the international system, U.S. foreign policy, and case analysis of Afghanistan and Iraq will be undertaken to demonstrate that although realist policy prescriptions do have a role in dealing with modem transnational security threats, these prescriptions on their own are inadequate when dealing with terrorism.

The relationship between child temperament and parenting factors in the development of prosocial behavior during the toddler years was investigated by examining children's helping behaviors and responses to the distress of others as observed and as reported by mothers and teachers. These behaviors were linked to the sociability, emotionality, and attention shifting of toddlers. Children who are relatively high in characteristics such as language skills and sociability appear more likely to exhibit competent prosocial behaviors than children who are relatively low in these skills. Prosocial competence was also linked to maternal comfort, maternal control over children's emotions, and family expressiveness, although the latter two variables related to children's behaviors differently, depending on whether children were low or high in emotional intensity.

Cette thèse porte sur le rapport université/entreprise au Mexique après 1990. Il s’agit d’une étude de cas sur l’Université Nationale Autonome du Mexique (UNAM), la plus grande université mexicaine et la plus importante institution productrice de connaissances scientifiques au pays. À partir de 1988, l’introduction au Mexique d’une économie du marché a été le point de départ des nombreux changements politiques et économiques qui ont modifié les conditions d’exploitation des organisations et des institutions au pays. Ainsi, depuis 1990, le nouveau contexte politique et économique du Mexique a modifié les politiques gouvernementales vers les institutions publiques y compris celles de la santé et de l’éducation. Pour ce qui est des universités publiques mexicaines, ces politiques ont réduit leur financement et leur ont demandé une participation plus active à l’économie nationale, par la production de connaissances pouvant se traduire en innovation dans le secteur de la production. Ces nouvelles conditions économiques et politiques constituent des contingences auxquelles les universitaires font face de diverses façons, y compris l’établissement des relations avec les entreprises, comme le prescrivent les politiques du gouvernement fédéral élaborées sur la base des recommandations de l’OCDE. En vue de contribuer à la connaissance des relations université/entreprise développées au Mexique, nous avons réalisé notre étude de cas fondée sur une approche méthodologique qualitative à caractère exploratoire qui a recueilli des données provenant de sources documentaires et perceptuelles. Nous avons encadré notre recherche du point de vue de l’organisation par la théorie de la contingence, et pour l’analyse de la production de la connaissance sur la base des modèles de la Triple hélice et du Mode 2. Différents documents de sources diverses, y compris l’Internet, ont été consultés pour l’encadrement des rapports université/entreprise au Mexique et à l’UNAM. Les sources perceptuelles ont été 51 entrevues semi-structurées auprès de professeurs et de chercheurs à temps plein ayant établi des rapports avec des entreprises (dans les domaines de la biomédecine, la biotechnologie, la chimie et l’ingénierie) et de personnes ayant un rôle de gestion dans les rapports des entreprises avec l’institution. Les données recueillies ont montré que la politique de l’UNAM sur les rapports université/entreprise a été aussi flottante que la structure organisationnelle soutenant sa création et formalisation. Toutes sortes d’entreprises, publiques ou privées collaborent avec les chercheurs de l’UNAM, mais ce sont les entreprises parastatales et gouvernementales qui prédominent. À cause du manque d’infrastructure scientifique et technologique de la plupart des entreprises au Mexique, les principales demandes adressées à l’UNAM sont pour des services techniques ou professionnels qui aident les entreprises à résoudre des problèmes ponctuels. Le type de production de connaissance à l’UNAM continue d’être celui du Mode 1 ou traditionnel. Néanmoins, particulièrement dans le domaine de la biotechnologie, nous avons identifié certains cas de collaboration plus étroite qui pointaient vers l’innovation non linéaire proposée par le Mode 2 et la Triple hélice. Parmi les principaux avantages découlant des rapports avec les entreprises les interviewés ont cité l’obtention de ressources additionnelles pour la recherche, y compris de l’équipement et des fonds pour les bourses d’étudiants, mais souvent ils ont observé que l’un des plus gros avantages était la connaissance qu’ils obtenaient des contacts avec les firmes et le sens du réel qu’ils pouvaient intégrer dans la formation des étudiants. Les programmes gouvernementaux du CONACYT pour la science, la technologie et l’innovation ne semblent pas réussir à renforcer les rapports entre les institutions génératrices de la connaissance et le secteur de la production du Mexique.
