The importance of thrombosis and anticoagulation in clinical practice is rooted firmly in several fundamental constructs that can be applied both broadly and globally. Awareness and the appropriate use of anticoagulant therapy remain the keys to prevention and treatment. However, to assure maximal efficacy and safety, the clinician must, according to the available evidence, choose the right drug, at the right dose, for the right patient, under the right indication, and for the right duration of time. The first International Symposium of Thrombosis and Anticoagulation in Internal Medicine was a scientific program developed by clinicians for clinicians. The primary objective of the meeting was to educate, motivate and inspire internists, cardiologists and hematologists by convening national and international visionaries, thought-leaders and dedicated clinician-scientists in Sao Paulo, Brazil. This work reports on the preparation, structural and luminescent studies of nanosized up-converter phosphors Y2O2S:Yb(4%), Er(0.1%) and Y2O2S:Yb(4%), Tm(0.1%),both from polymeric and basic carbonate precursors. The precursors were submitted to a sulphuration process that was previously developed for oxysulfide preparation from basic carbonate. From XRD data, all phosphors presented the oxysulfide phase and the mean crystallite size estimated from the Scherrer formula in the range of 15-20 nm. Polymeric precursor leads to the smallest crystallite size independent on the doping ion. SEM and TEM results confirmed that basic carbonate leads to spherical particles with narrow size distribution and mean diameter of 150 nm, and polymeric precursor smaller spherical particles with diameter between 20 and 40 nm. Up-conversion studies under 980 nm laser excitation showed that Er-doped phosphors present strong green emission related to H-2(11/2), S-4(3/2) --> I-4(15/2) Er transitions as well as the red ones, F-4(9/2) --> I-4(15/2). Tm-doped samples show strong blue emission assigned to (1)G(4) --> H-3(6) and also the red ones, related to (1)G(4) --> F-3(4). Therefore, the sulphuration method was successfully applied to prepare nanosized and nanostructured blue and green up-converter oxysulfide phosphors starting from basic carbonate and polymeric precursors. O presente trabalho examina a interpretação das imunidades tributárias previstas no art. 150, VI, da Constituição Federal brasileira de 1988. Em primeiro lugar, são examinadas as teorias sobre a interpretação jurídica e conclui-se que a interpretação deve ser entendida como a construção do sentido do texto. No entanto, tal interpretação está limitada ao sentido literal possível do texto e, ademais, deve ser devidamente fundamentada, através do discurso argumentativo, de modo que a decisão possa ser intersubjetivamente controlada. Conclui-se que, no ordenamento jurídico brasileiro, têm primazia os argumentos de natureza linguística e sistemática, visto que se referem diretamente à ordem jurídica vigente. E, dentre os argumentos sistemáticos, deve-se prestigiar aquele sentido que seja mais consentâneo com o princípio constitucional subjacente ao dispositivo a ser interpretado. As mesmas conclusões aplicam-se às normas de Direito Tributário, já que estão sujeitas aos mesmos métodos de interpretação aplicáveis às demais normas jurídicas. Contudo, deve ser ressaltado que as normas que estabelecem a incidência dos tributos, bem como os preceitos que fixam a competência, incluindo as imunidades, têm sua interpretação limitada ao sentido literal possível, sendo vedado o recurso à analogia. Diante disso, afirma-se que, na aplicação desses preceitos, devem ser considerados principalmente os argumentos linguísticos, que limitam a interpretação ao sentido possível do texto, e os argumentos sistemáticos, que estudam a relação das imunidades com as outras normas inseridas no ordenamento pátrio, especialmente os princípios constitucionais. Nesse estudo, deve ser examinada a função exercida pelas imunidades, que não apenas bloqueiam a instituição de tributos, como podem resguardar certas condutas e promover um estado de coisas desejado pelo Estado. Estabelecidas tais premissas, são examinadas as imunidades do art. 150, VI, da Constituição, tendo em vista as principais questões hoje debatidas pela doutrina e pela jurisprudência acerca desses preceitos.

Australian mosquitoes from which Japanese encephalitis virus (JEV) has been recovered (Culex annulirostris, Culex gelidus, and Aedes vigilax) were assessed for their ability to be infected with the ChimeriVax-JE vaccine, with yellow fever vaccine virus 17D (YF 17D) from which the backbone of ChimeriVax-JE vaccine is derived and with JEV-Nakayama. None of the mosquitoes became infected after being fed orally with 6.1 log(10) plaque-forming units (PFU)/mL of ChimeriVax-JE vaccine, which is greater than the peak viremia in vaccinees (mean peak viremia = 4.8 PFU/mL, range = 0-30 PFU/mL of 0.9 days mean duration, range = 0-11 days). Some members of all three species of mosquito became infected when fed on JEV-Nakayama, but only Ae. vigilax was infected when fed on YF 17D. The results suggest that none of these three species of mosquito are likely to set up secondary cycles of transmission of ChimeriVax-JE in Australia after feeding on a viremic vaccinee.
