This paper explores the possibility of stagflation emanating exc1usively from monetaJy sbocks, without concurrent supply shocks or shifts in potential output. This arises in connection with a tight money paradox. in the context of a fiscal theory of the price leveI. The paper exhibits perfect foresight equilibria with output and inflation fluctuating in opposite direetions as a consequence of small monetary shocks, and also following changes in monetaJy policy regime that launch the economy into hyperinflation or that produce dramatic stabilization of already high inflation. For that purpose, an analytically convenient dynamic general equilibrium macro model is deve10ped wbere nominal rigidities are represented by a cross between staggered two-period contracts and state dependent price adjustment in the presence of menu costs.

We characterize the macroeconomic performance of a set of industrialized economies in the aftermath of the oil price shocks of the 1970s and of the last decade, focusing on the differences across episodes. We examine four different hypotheses for the mild effects on inflation and economic activity of the recent increase in the price of oil: (a) good luck (i.e. lack of concurrent adverse shocks), (b) smaller share of oil in production, (c) more flexible labor markets, and (d) improvements in monetary policy. Weconclude that all four have played an important role.

Az 1970-es évek olajválságait követő stagflációs periódusok óta gyakorlatilag minden nagyobb áremelkedés alkalmával felerősödnek a kedvezőtlen makrogazdasági hatásokkal kapcsolatos félelmek, miközben a tapasztalat azt mutatja, hogy az importőröket egyre kevésbé érinti az olaj reálárának alakulása. A gyengülő hatások okaként Blanchard-Galí [2007] a gazdaságok hatékonyabb és rugalmasabb működését jelölte meg, míg Kilian [2010] szerint a 2000 utáni áremelkedést a kedvező világgazdasági környezet fűtötte, ami ellensúlyozta a magasabb ár okozta negatív folyamatokat. A tanulmány Kilian [2009] modelljének kiterjesztésével, időben változó paraméterű ökonometriai eljárással vizsgálja a két megközelítés összeegyeztethetőségét. Az eredmények a hipotézisek egymást kiegészítő kapcsolatára engednek következtetni, azaz a makrogazdasági következmények szempontjából nem maga az ár, hanem annak kiváltó okai lényegesek, ugyanakkor e mögöttes tényezők hatása az elmúlt évtizedekben folyamatosan változott. _____ Many economists argue that the stagflation periods of the 1970s were related to the two main oil crises. However, experience shows that these effects were eliminated over the decades, e. g. oil-importing economies enjoyed solid growth and low inflation when oil prices surged in the 2000s. Blanchard and Galí (2007) found that economies became more effective and elastic in handling high energy prices, while Kilian (2010) took as the main reason for the weakening macroeconomic effects of oil-price shocks the structural differences behind the price changes. The article sets out to test the compatibility of the two rival theories, using time-varying parameter models. The results show that both hypotheses can be correct concurrently: the structure of the change in price matters, but the impulse responses varied over time.

Les années soixante-dix furent décidément, on peut le dire, celles du triomphe du monétarisme. La conjoncture économique venait à peine de le sortir de l'ombre, avec la stagflation qui reléguait dorénavant au second plan le principe d'un arbitrage durable entre l'inflation et le chômage "combattu" par les monétaristes, que les autorités monétaires des pays industrialisés faisaient des principes monétaristes le point de mire de la politique économique au milieu de la décennie. En effet face à l'inflation aiguë qui sévissait à cette période, ces pays décidaient non seulement de donner dorénavant la priorité à la lutte contre l'inflation, mais décidaient aussi de centrer la politique monétaire sur l'annonce d'objectifs de croissance de la masse monétaire à long terme plutôt que sur des considérations liées aux événements purement conjoncturels. L'intention, disent-ils, était de rendre moins incertain l'environnement des agents économiques et de rendre la politique monétaire plus claire et plus crédible. Ceci a suffi à l'opinion publique et aux économistes pour qualifier tout de go cette prise de position d'"adhésion au monétarisme") ainsi Hilton Friedman disait "cela a pour résultat final l'adhésion, au moins verbale, d'un grand nombre de banques centrales du monde à ce qu'il est maintenant convenu d'appeler une politique monétariste". We estimate the monthly volatility of the US economy from 1968 to 2006 by extending the coincidentindex model of Stock and Watson (1991). Our volatility index, which we call VOLINX, hasfour applications. First, it sheds light on the Great Moderation. VOLINX captures the decrease in thevolatility in the mid-80s as well as the different episodes of stress over the sample period. In the 70sand early 80s the stagflation and the two oil crises marked the pace of the volatility whereas 09/11 is themost relevant shock after the moderation. Second, it helps to understand the economic indicators thatcause volatility. While the main determinant of the coincident index is industrial production, VOLINXis mainly affected by employment and income. Third, it adapts the confidence bands of the forecasts.In and out-of-sample evaluations show that the confidence bands may differ up to 50% with respect to amodel with constant variance. Last, the methodology we use permits us to estimate monthly GDP, whichhas conditional volatility that is partly explained by VOLINX. These applications can be used by policymakers for monitoring and surveillance of the stress of the economy.
