Seaports play an important part in the wellbeing of a nation. Many nations are highly dependent on foreign trade and most trade is done using sea vessels. This study is part of a larger research project, where a simulation model is required in order to create further analyses on Finnish macro logistical networks. The objective of this study is to create a system dynamic simulation model, which gives an accurate forecast for the development of demand of Finnish seaports up to 2030. The emphasis on this study is to show how it is possible to create a detailed harbor demand System Dynamic model with the help of statistical methods. The used forecasting methods were ARIMA (autoregressive integrated moving average) and regression models. The created simulation model gives a forecast with confidence intervals and allows studying different scenarios. The building process was found to be a useful one and the built model can be expanded to be more detailed. Required capacity for other parts of the Finnish logistical system could easily be included in the model.

Environmental problems and issues have received more and more attention during the last decades. Reasons for this are different increased external costs such as congestion, CO2 emission, noise and accident costs. Transportation sector is the only sector with increasing external costs. The EU will increase its attention in decreasing the external costs of transport. Aim of this research was to find out if a dry port solution could decrease costs of transport, especially external costs. Dry port concept is an intermodal transport system, where inland transport between port and dry port is performed by rail transport instead of traditional road transport. In addition, dry ports offer similar services as ports. Research is conducted by performing a literature review about dry port concept and costs of transport, especially external costs of transport. Financial and environmental impacts of the dry port concept are studied by comparing costs of road and rail transport by cost accounting and with a simulation model. Location of dry port is researched with gravitational models. Results of the literature review are that rail transport is environmentally friendlier mode of transport than road transport. Cost model and simulation model show that if only costs of freight movement are considered, rail transport is more inexpensive transport mode than road transport in terms of internal and external costs. Because of that dry port concept could decrease costs of transport, especially external costs. Results of gravitational models are that city of Kouvola is in a good position to be a dry port. Russian transit traffic through Finland improves location of Kouvola to be a dry port.

This study explores variegated means through which ports have become increasingly entangled in the planning logic of neoliberal innovation-driven economy. The research topic belongs to the academic disciplines of economics and human geography. The aim of the thesis is to analyse how the notion of innovation, adopted in a variety of supranational and national port policy documents, is deployed in operational port environment in two different ports of the Baltic Sea Region: the port of Stockholm, Sweden, and the port of Klaipeda, Lithuania. This novel innovation agenda is visible in several topics I examine in the study, that is, port governance, environmental issues, and seaport – port-city interface. The gathered primary source material on port policy documents, strategies, development planning documents and reports is analysed by utilizing the qualitative content analysis research method. Moreover, the empirical part of the case study, that is, tracing innovation practices in mundane port activities is based on collected qualitative semi-structured interviews with port authorities in Klaipeda and Stockholm, researchers and other port experts. I examine the interview material by employing the theoretical reading research method. In my analysis, I have reframed port-related policy development by tracing and identifying the port transformation from “functional terminals” to “engines for growth”. My results show that this novel innovation-oriented rhetoric imprinted in the narrative “engines for growth” is often contested in daily port practices. In other words, my analysis reveals that the port authorities’ and other port actors’ attitudes towards innovations do not necessarily correspond to the new narrative of innovation and do not always “fit” within a framework of neoliberal economic thinking that glorifies the “culture of innovations”. I argue that the ability to develop innovative initiatives in the ports of Klaipeda and Stockholm is strongly predetermined by local conditions, a port’s governance model, the way port actors perceive the importance of innovations per se, demand factors and new regulations.

Port authorities increasingly need to communicate with a variety of external stakeholders in order to maintain and strengthen the societal acceptance of seaport activities. The availability of socio-economic impact studies on port authority and regional development agency websites has often made this information accessible to the public at large. However, the differences in methodologies adopted, in terms of selecting, defining and measuring various types of socio-economic impacts, sometimes lead to misconceptions as well as misleading comparisons across ports within and between regions. In this paper, we suggest guidelines for the design and application of a potential best practice from an interregional perspective (UK, France and Belgium), based on research in the framework of a European Commission co-funded project, ‘IMPACTE’. The paper also aims to develop guidelines for comparing the socio-economic impacts of ports across regional and national borders and discusses the development of a European port economic impact measurement toolkit. We analyse a sample of 33 recent socio-economic impact assessment reports in terms of methodologies adopted and types of impacts measured. The review shows a great diversity among these studies, leading to important differences between the impacts of port activity communicated to stakeholders.

A locational duality in port-related distribution activities is emerging. In some regions, distribution activities have moved from ports to inland locations, driven in part by ‘push factors’ such as port congestion and scarcity of land for container handling activities, or by ‘pull factors’ such as the growth of intermodal corridors, the influence of inland terminals and the changing economic geography in the hinterland. In other regions, ports retain their traditional role as centres of distribution and warehousing activity. More recently, the focus on ‘port-centric logistics’ is indicative that some regions are refocusing on ports as potential locations for large distribution centres. The result has been a growing competition, but also complementarity, between ports and inland locations concerning the location of distribution activities, driven not only by market forces but also by institutional settings and the governance relations between the actors involved. This report provides an overview of regional differences across the world in order to develop a framework identifying for which type of distribution activities ports are suitable locations and which activities are best suited to the hinterland, taking into account geographical, economic and logistics settings. Empirical evidence is derived from a variety of regions in Europe, North America, South America, Southern Africa and Asia.

This poster, which is the result of an ongoing PhD thesis project, illustrates how and why the Intellectual Capital (IC) concept can be applied to a seaport. As far as the authors are aware, most of the research in IC has been focused on individual firms. Although some recent papers examine macro-level organizations, such as regions, none exist on seaports. Also, there is a lack of research related to the ways IC is created and maintained as a dynamic process. In addition, there is a paucity of management sciences’ research on to maritime transportation and seaports. Several research questions are thus pertinent, whose answers can have important strategic and managerial implications for the seaport and its stakeholders.

Este trabajo se centra en las oportunidades que representan para Colombia en términos de infraestructura y competitividad portuaria frente a los pares latinoamericanos con puertos en el Pacífico. Así, el análisis se centra en la situación actual del puerto más representativo del país en esta costa, Puerto de Buenaventura, con respecto a la situación que presentan los terminales más avanzados de este litoral como son los Puertos del Callao en Perú y de Valparaíso en Chile. De la misma forma, se aborda el contexto económico de cada país identificando claramente las características mercantiles e industriales, que de la mano con sus políticas comerciales, dan como resultado el avance o retroceso de sus puertos. Estas terminales son las que finalmente determinaran si un país está en condición de participar activamente el comercio internacional y el nivel de preparación para afrontar el mundo globalizado. Por último, se busca determinar los puntos a favor y las deficiencias de los puertos colombianos frente a los otros 2 en cuestión para determinar qué tan lejos está el país de los puertos más grandes, eficientes y modernos del mundo, y las recomendaciones a seguir para convertirse en puertos dinámicos y productivos que solo traigan beneficios a Colombia.

El estudio de los puertos de Colombia como factor de competitividad para el país, surgió con el fin de entender la situación actual de los puertos y proponer posibles soluciones a las problemáticas actuales desde un punto de vista académico. Tras el análisis de las fortalezas y debilidades de los puertos marítimos de Colombia, nosotros como estudiantes de Administración de Negocios Internacionales hemos puesto nuestros conocimientos para proponer posibles soluciones a las dificultades que los puertos presentan con el fin de contribuir a que se desarrollen de manera adecuada y así lograr un servicio óptimo, con la más alta productividad y competitividad que permita el crecimiento del comercio exterior del país, generando un aumento de la competitividad del país, lo que se traduce en beneficios no solo para la sociedad contigua a los puertos pero a toda la población colombiana. Este trabajo presenta el estado actual de los puertos, como estos no se han podido utilizar de la manera más productiva, teniendo ventajas competitivas que nos permitirían avanzar hacia una economía más sólida. Las diversas dificultades que afrontan los puertos hoy en día se basan en su gran mayoría en la infraestructura con la que cuentan, lo que reduce de manera significativa el ingreso de navieras de gran tamaño, limitando las oportunidades de negocio y crecimiento. Lograr que los puertos colombianos alcancen un nivel de productividad alto requiere de inversión, tecnología, políticas de mejoramiento continuo y concientización de la importancia que son para el país no solo a nivel económico, ambiental y social también.

El presente trabajo tiene como finalidad analizar y comparar Puertos Secos en tres países diferentes: Colombia, México y España; y con ello determinar las claves o herramientas para el éxito de estos. Para esto, la investigación se llevó a cabo a nivel documental y teórico, abarcando desde documentos de investigación académicos y de entidades supranacionales, hasta documentos de carácter legislativo de diferente orden, para los tres países de estudio, incluyendo estudios privados y herramientas estadísticas propias de los Puertos Secos o sus empresas concesionarias. Gracias a todo esto, se pudo desarrollar el documento con la siguiente estructura: Historia, Referencias, Legislación y Descripción. En la primera etapa, resalta el enfoque de desarrollo portuario y de promoción del tren como medio de transporte y herramienta comercial; en la segunda etapa, se corrobora la dificultad que estos proyectos enfrentan en Colombia por parte del sector público centralista y carente de visión y una precaria participación del sector privado; en la tercera etapa se ratifica esto al ser la principal diferencia el enfoque logístico en la legislación, partiendo de la constitución misma, y su presencia o ausencia en los marcos legales de cada país; y se termina con el resultado de estos elementos previos condensado en elementos tangibles en México y España, y tan solo ilusiones y fracasos para Colombia. Por todo lo anterior, se llega a la conclusión que un Marco Jurídico bien estructurado, una fuerte Inversión del Sector Público y Privado, y una Voluntad Política de largo impulso son las claves para el éxito de estos proyectos, y todo lo que viene ligado a ellos.

Il presente elaborato si prefigge l’obiettivo di verificare la reale e concreta applicazione delle disposizioni derivanti dall’ordinamento comunitario, all’interno della realtà portuale italiana, che, consapevole del fatto che i porti costituiscono forti infrastrutture nonché fonte di ricchezza per il paese, avverte l’esigenza di modificare fermamente il regime amministrativo dei propri porti. Le profonde innovazioni introdotte nel sistema portuale italiano a seguito della riforma del 1994, attraverso l’introduzione di assetti istituzionali ed organizzativi, hanno favorito la crescita dei traffici marittimi del paese. In ragione dei significativi mutamenti che hanno segnato la realtà economica mondiale negli ultimi anni, in cui si è assistito, al fenomeno della c.d. globalizzazione economica, che spinge verso la delocalizzazione produttiva e verso l’apertura di nuovi mercati di consumo, particolare attenzione è stata posta alle esigenze nascenti all’interno del sistema portuale, di apportare delle significative modifiche alla Legge 84/1994, per affrontare le nuove sfide poste dalla competizione comunitaria ed internazionale, e migliorare l’efficienza delle attività produttive ed uniformare l’impianto normativo. Nello specifico è stato esaminato il testo unificato della recente proposta di legge di riforma del settore portuale, le cui novità maggiormente rilevanti si sviluppano essenzialmente su tre livelli: la governance dei porti, la programmazione e la pianificazione delle aree, le attività economiche ed i servizi portuali. In maniera precisa e dettagliata, si è proceduto all’analisi dei servizi portuali tecnico-nautici, prestando attenzione alle prospettive di liberalizzazione del settore ed al principio di uniformità in materia tariffaria, al fine di rendere detti servizi funzionali e trasparenti. Infine, l’attenzione è stata posta alla realtà portuale a livello comunitario, esaminando le recenti disposizioni emanate dalle istituzioni comunitarie, al fine di verificare il miglior funzionamento dei porti marittimi e lo sviluppo della rete transeuropea di trasporto.
