This paper offers a new insight into how organizations engage with external complexity. It applies a political action perspective that draws attention to the hitherto neglected question of how the relative power organizational leaders enjoy within their environments is significant for the actions they can take on behalf of their organizations when faced with external complexity. It identifies cognitive and relational complexity as two dimensions of the environment with which organizations have to engage. It proposes three modes whereby organizations may engage with environmental complexity that are conditioned by an organization's power within its environment. It also considers the intention associated with each mode, as well as the implications of these modes of engagement for how an organization can learn about its environment and for the use of rationality and intuition in its strategic decision-making. The closing discussion considers how this analysis integrates complexity and political action perspectives in a way that contributes to theoretical development and provides the basis for a dynamic political co-evolutionary approach. © The Author(s) 2011.

This study looks at the historical context in which PACs developed, as well as the current legal environment in which they operate. It will also briefly discuss the legal and procedural challenges that candidates face and the ways in which PACs alleviate some of these pressures in ways that presidential committees cannot. An understanding of the strategic dilemmas which cause candidates to seek extraneous structures through which to establish campaign networks is essential to extrapolating the potential future of campaign finance strategy. Furthermore, this study provides an in-depth analysis of the state Commonwealth PACs both in terms of fundraising and spending, and discusses the central issues this state PAC strategy raises with respect to campaign finance law. The study will conclude with a look into the future of campaign financing and the role these state-level PACs may play if current rules are not revised.

Explaining the emergence of the European Community's Single Market Program requires making sense of how that institutional project carne onto the political agenda. I suggest that there are two features of the political process that have been not well understood. First, large-scale institutional projects usually require political opportunities to come to fruition. Second, they require strategic actors who can frame such projects in broad ways in order to attract a wide variety of groups. My basic argument is that the European Commission is an organization whose function is primarily to solve the bargaining game that characterizes interaction within the Community and act as a strategic actor. This does not suggest that they are always successful or are the only source of ideas, but instead that they are the collective actor responsible for trying to frame collective interests in new cultural ways. To illustrate this point, I document how the; Single Market program evolved within the Commission and how other important Community actors carne to sign on to its goals over time.

Germany's latest attempt at unification raises again the question of German nationhood and nationality. The present study examines the links between the development of the German language and the political history of Germany, principally in the nineteenth and twentieth centuries. By examining the role of language in the establishment and exercise of political power and in the creation of national and group solidarity in Germany, the study both provides insights into the nature of language as political action and contributes to the socio-cultural history of the German language. The language-theoretical hypothesis on which the study is based sees language as a central factor in political action, and opposes the notion that language is a reflection of underlying political 'realities' which exist independently of language. Language is viewed as language-in-text which performs identifiable functions. Following Leech, five functions are distinguished, two of which (the regulative and the phatic) are regarded as central to political processes. The phatic function is tested against the role of the German language as a creator and symbol of national identity, with particular attention being paid to concepts of the 'purity' of the language. The regulative function (under which a persuasive function is also subsumed) is illustrated using the examples of German fascist discourse and selected cases from German history post-1945. In addition, the interactions are examined between language change and socio-economic change by postulating that language change is both a condition and consequence of socio-economic change, in that socio-economic change both requires and conditions changes in the communicative environment. Finally, three politocolinguistic case studies from the eight and ninth decades of the twentieth century are introduced in order to demonstrate specific ways in which language has been deployed in an attempt to create political realities, thus verifying the initial hypothesis of the centrality of language to the political process.

In this paper we investigate the relation between knowledge and political action, focusing on knowledge claims stemming from science that at the same time have relevance in a policy context. In so doing, we will revisit some well-known and some lesser known approaches, such as C.P. Snow's thesis of the two cultures and Mannheim's conceptualization of theory and practice. We arrive at a distinction between knowledge for practice and practical knowledge, which we briefly apply to the case of climate change science and policy. We state as our thesis that policy is ever more reliant on knowledge, but science can deliver ever less certainty. Political decisions and programs have to recognize this fact, either implicitly or explicitly. This creates a paradox that is normally resolved through the political decision and not the dissemination of "truth" in the sense of uncontested knowledge. "Land, Popular Politics and Agrarian Violence in Ireland" provides an original and insightful study of the highly formative Land War and Home Rule from a local and regional perspective. Lucey examines the emergence and development of the largest mass political mobilisation brought about in nineteenth-century Ireland in the form of the Land League, and subsequently the National League, in the south-western county of Kerry. Such an unprecedented level of local political activity was matched by an upsurge in agrarian violence and the outbreak of serious outrage, which was largely orchestrated by secret societies known as Moonlighters. In turn, this book provides an important exploration of the dynamics behind the mass political mobilisation and agrarian violence that dominated Kerry society during the 1880s. The role of Fenians, radical agrarian agitators and moderate constitutional nationalists are all examined within the county.This study has importance beyond the local and provides a range of insights into motivations behind political action and violence at an everyday level during one of the most seminal and transformative eras in the development of modern Irish history. This title is suitable for students and academics of nineteenth-century Irish history and general readers.

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

To the extent that the expansion of cities is increasingly pushing and segregating the working class to outlying areas, devoid of services and infrastructure, the urban space is also important as a space in the class struggle, and in this direction, the this study aims to analyze the political organization of urban social movements and popular organizations existing in Natal-RN, nowadays, in their process of struggle for social rights, with emphasis on the right to the city. With this dimension, we appropriate the contributions of historical and dialectical materialism because we believe that this benchmark enables the understanding of the processes of collective organization and a critical perspective of totality, going beyond its immediate appearance. For production data conducted literature, documentary and field, through semi-structured interviews recorded with (the) mapped leaders of organizations in our survey, as well as advisory bodies to the movements studied. The results of the study allowed us to characterize the action of the political movements in urban Christmas struggle for recognition and guarantee of the right to the city and seize the advances and obstacles in the process of intervention of social movements and popular organizations existing in Natal, highlighting dilemmas and contradictions underlie the processes of organization and mobilization in the contemporary period. Thus, we conclude that the Natal territory, as in contemporary Brazil, the urban and political action movements that show the public scene and intertwine necessarily relate to historical trend that has been performing since the 1990s, when the country entered a period marked by a new bourgeois offensive

Nos idos dos anos 1960, a intervenção sobre a cultura popular tornou-se um suposto da ação política de agentes modernizadores da sociedade brasileira. Por meio da Conferência Nacional dos Bispos do Brasil (CNBB), a Igreja Católica elaborou um projeto educacional de dimensão nacional, articulando suas emissoras de rádio no território brasileiro aos centros de educação radiofônica rural e criando, em 1961, o Movimento de Educação de Base (MEB). Os pressupostos teóricos e filosóficos do Movimento transcendiam as questões do aprendizado formal e pautavam-se por estratégias de ação da Igreja sobre os problemas de crescimento econômico e desenvolvimento social das regiões pobres brasileiras. O artigo em questãoversa sobre o camponês que participou do MEB e suas experiências escolares, avaliando os preceitos de educação rural, educação cívica e alfabetização de adultos propostos na ação dos agentes e das instituições modernizadoras do campo brasileiro. Analisamos os processos de assimilação e resistência do camponês aos princípios e projetos modernizantes externos à sua cultura. Novos ritmos de tempo, novas representações e novos significados foram introduzidos pela escola sobre práticas culturais seculares do campesinato brasileiro. No MEB, tal fenômeno resultou tanto na assimilação dos novos estímulos trazidos pela escola, quanto na insurreição de costumes e hábitos interligados às funções ritualísticas e costumeiras do indivíduo e/ou da comunidade rural.

This article is a foray into the understudied issue of environmental protest politics in Central Asia. Specifically, it uses Kyrgyzstan as a case study to test the argument that environmental concerns mobilized people to engage in protest and in ways different from other kinds of protest. This essay presents the first systematic study of public opinion about the environment in Kyrgyzstan. It includes results from a 2009 nationwide survey, over 100 expert and elite interviews, and newspaper content analysis. Furthermore, it spatially analyzes these results to identify geographical variation in public perception and political event occurrence patterns. Protest engagement is a complex process determined by the interaction of several factors, and is not explained solely by affluence, rationality, or grievances. Eco-mobilization - collective political action about the environment - represents a class of protest events that offers a different view into mass discontent in the former Soviet Union and neo-patrimonial societies. The study finds that these political actions about the environment are not necessarily elite driven; there is a basic foundation of national concern and salience of these issues, and demonstrated environmental beliefs do help to explain protest behavior.

La primera mitad del siglo XX, fue un período de discusión y experimentación en torno al tema de la habitación popular. El interés por la modernización del hábitat, la industrialización de la construcción y la necesidad del abaratamiento de la vivienda para el “alojamiento popular", hizo que algunos estados provinciales comenzaran a plantear su intervención en el tema habitacional a través de políticas públicas que facilitaran el acceso a la vivienda. Este artículo presenta la acción técnico-política del período conservador en torno de la vivienda popular, es decir, sobre la habitación individual o colectiva de bajo costo destinada a sectores sociales medios y bajos, provista por el Estado en forma masiva y que responde a propuestas de técnicos, en nuestro caso, arquitectos insertos en la burocracia estatal. Abordamos, en clave histórica, los proyectos y las concreciones que consideramos sitúan a Mendoza como una de las primeras provincias argentinas en encarar el “problema de la vivienda" desde la órbita estatal en los años treinta.
