A substantial proportion of the problems associated with alcohol and interpersonal violence arise in or around licensed premises. One intervention, called lockouts, involves stopping people entering venues at an allocated time (for example, 1:30 am), although the venue can continue to sell alcohol until a specified closing time (for example, 3:30 am). 


The current study examines perceptions of the effectiveness of lockouts as a means of controlling violence in and around licensed premises. This article focuses on the views of key stakeholders drawn from industry, policing agencies and other key stakeholders using in-depth qualitative interviews (n=97) in two Australian regional cities. 

The data was analysed using thematic analysis. While a majority of interviewees believed lockouts were ineffective, thematic analysis highlighted six additional areas of consideration: the reasons for implementing lockouts; the impact on police resources; the benefits in changing patron behaviour; the limits to lockouts; the need for jurisdictional and/or market consistency; and the unintended consequences arising from the use of lockouts.

Two additional findings raise important crime prevention and community safety policy considerations. First, lockouts favoured large venues that closed late rather than smaller, earlier closing venues. Second, concerns were raised about the potential for a lockout to cause an increase in alcohol-related harm by channelling patrons to larger, later closing venues and/or increasing the number of late-night trading venues by creating conditions that forced smaller venues to close or trade later in order to remain viable business.

The article concludes by suggesting that crime prevention and community safety policy development needs to consider the potential harms that might arise from well intentioned but hasty desires to ‘do something now’.

In 2008 pub closing times were restricted from 5 am to 3:30 am in the central business district (CBD) of Newcastle, Australia. A previous study showed a one-third reduction in assaults in the 18 months following the restriction. We assessed whether the assault rate remained lower over the following 3.5 years and whether the introduction of a 'lockout' in nearby Hamilton was associated with a reduction in assaults there.

Violence in entertainment districts is a major problem across urban landscapes throughout the world. Research shows that licensed premises are the third most common location for homicides and serious assaults, accounting for one in ten fatal and nonfatal assaults. One class of interventions that aims to reduce violence in entertainment districts involves the use of civil remedies: a group of strategies that use civil or regulatory measures as legal “levers” to reduce problem behavior. One specific civil remedy used to reduce problematic behavior in entertainment districts involves manipulation of licensed premise trading hours. This article uses generalized linear models to analyze the impact of lockout legislation on recorded violent offences in two entertainment districts in the Australian state of Queensland. Our research shows that 3 a.m. lockout legislation led to a direct and significant reduction in the number of violent incidents inside licensed premises. Indeed, the lockouts cut the level of violent crime inside licensed premises by half. Despite these impressive results for the control of violence inside licensed premises, we found no evidence that the lockout had any impact on violence on streets and footpaths outside licensed premises that were the site for more than 80 percent of entertainment district violence. Overall, however, our analysis suggests that lockouts are an important mechanism that helps to control the level of violence inside licensed premises but that finely grained contextual responses to alcohol-related problems are needed rather than one-size-fits-all solutions.

AN EXAMINATION OF NHL FANS' REACTIONS TO THE CANCELLED 2004- 2005 SEASON Chad Asselstine Faculty of Applied Health Sciences, Brock University Gary Bettman, the Commissioner of the National Hockey League (NHL) stepped in front of the worldwide media on February 16, 2005 to announce that there would be no NHL games played during the 2004-2005 season. Two sides were prominent during the labour dispute; the NHL owners and the NHLP A, however a third side that became the forgotten party was the fans (NHLF A, 2005). The fans are the consumers of the NHL and all the brands associated with its franchises, they are the people who provide the revenues that allow owners to pay the players' salaries. The present study is situated within the sport marketing framework, particularly within the fan loyalty literature to provide an understanding of the impact of the 2004- 2005 lockout on the forgotten party, NHL fans. This study examines 16 fans' experiences in four stages: becoming a fan of the NHL, being a fan prior to the lockout, being a fan during the lockout including their anticipated reaction to the return of the NHL, and their actual reaction to the return of the NHL. Data was collected using face-to-face interviews with each ofthe participants, resulting in 16 fans' stories of how the lockout impacted them specifically. Through analysis of the data themes began to emerge including the fans' understanding that there was a need to restructure game play, the business operations of the NHL, a desire for service recovery strategies which would exceed fans' expectations, 4 and the desire for alternative forms of consumption including alternative hockey leagues as well as the growing popularity of poker playing. The study summarizes the effects that the NHL lockout had on the relationship between 16 individual fan~ and their favourite teams, and concludes with Suggestions for Future Research and Implications for Sport Marketers that emerged from this unique case in the history of North American professional sport.

The year 2003 was characterised by employer proactivism, and a preparedness to pursue new legal manoeuvres to prevent or terminate protected industrial action. A number of employers also resorted to lengthy lockouts (with few positive results) as bargaining tactics in enterprise negotiations. It was the year employers in the manufacturing and metals sector saw off the unions’ ‘Campaign 2003’, giving little ground on the key issues of reduced hours and contributions to trust funds for worker entitlements. The year was a joyous one for employers in the building and construction industry, as their dreams of a shackled and weakened union movement came a step closer to being realised, with the introduction of draconian industry-specific legislation by the Howard Government, arising from the recommendations of the Cole Royal Commission. On a positive note, the year also witnessed all the members of the ‘industrial relations club’ embrace and declare a common concern for work and family balance issues.

Consiste essa dissertação num estudo analítico interpretativo indicador de das greves nos anos 80, como fenômeno indicador de mudanças nas relações do trabalho em instituições univer5it'rias da administração pública federal: UFRJ e UFF. A investigação sobre o incremento do sindicalismo de classe média, no setor público, nos anos 80 processou-se de modo a que se compreendesse/interpretasse o novo paradigma de ação sindical indicativo de mudanças no papel sócio político de atores coletivos/individuais, vis-à-vis à prática do associativismo em IFES. A opção metodológica assumida foi a de uma abordagem qualitativa do tema, utilizando-se como categorias de análise: cidadania, democracia, participação e poder, aplicadas ao estudo, numa visão comparativa dos movimentos organizados/grevistas, na UFRJ e UFF. Pelo estudo, conclui-se, em síntese, que docentes e servidores técnico-administrativos da UFRJ e UFF, via participação organizada nos movimentos grevistas dos anos 80, vieram a assumir novos papéis sociais e posições políticas, construindo ocasionando uma nova cidadania e, consequentemente, trabalho entre categorias profissionais do setor público E o federal. governo Isto, porque, graças ao seu poder de convocação/influência e pela sua seu vida associativa constituiram-se essas categorias profissionais em forças sociais/políticas suscetíveis de modificar/intervir em decisões político-administrativas que disseram respeito a formulação/gestão de políticas, com destaque para as de Pessoal das IFES e de Rendas/Salários, bem como as de Ensino Superior e de Financiamento da Educação.

O trabalho aborda o caso real da greve dos professores do Estado do Rio de Janeiro num embate travado entre o governador e a categoria - representada por seu sindicato – cujas reivindicações estavam direcionadas à melhoria de condições de trabalho e de aspectos remuneratórios. O pano de fundo do caso trata da análise dos dilemas que o gestor público enfrenta ao deparar-se com situações de conflito ou trade off, as quais quase todas as alternativas de solução dos impasses podem resultar em consequências negativas. A narrativa do caso dar-se-á numa audiência pública - que de fato aconteceu, entretanto foi realizada pelo prefeito da Cidade do Rio de Janeiro e não pelo governador do Estado - onde um grupo de quatro professores da rede estadual de ensino debate a conduta do governador enquanto gestor público (aqui, uma ficção). Nesse contexto, duas professoras mostram-se claramente contrárias a figura do gestor, oferecendo visões estereotipadas e particulares. De outro lado, os demais professores buscam entender os motivos de medidas ou ações impopulares, tendo como referência real as manifestações populares espalhadas pelo país entre os meses de junho e outubro de 2013.

A greve de caminhoneiros, que já atinge 12 estados, começa a impactar o abastecimento nas principais cidades do país, alcançando forte repercussão nas redes sociais. Os protestos, iniciados no fim de semana, provocam também congestionamentos nas rodovias e prejuízos à exportação. As reivindicações dos caminhoneiros, no entanto, encontram respaldo de parte dos usuários das redes, sobretudo o aumento nos preços dos combustíveis. As hashtags mais usadas são #apoiocaminhoneiros e #caminhoneiros.
