This paper reports part of a qualitative study into evolving practice in the implementation of the Dispute Adjudication Board (DAB) construction dispute resolution technique, a variant of the Dispute Review Board (DRB) concept used in the US and Canada. Data was collected through a focus group interview of 20 highly experienced dispute resolution practitioners from engineering and the law. The group was assembled from members of FIDIC-NET with direct experience of project DABs. The part reported here concerns practice and procedure for establishing DABs. The main findings are that: constitution of the DABs is often delayed because of either project owners' ignorance of the DAB process or deterrence by the cost of the DABs; such owners also tend to insist on appointing DAB members from local engineers and lawyers without sufficient understanding of the DAB process; rates of remuneration of DAB members vary widely; the training provision for DAB membership and advocacy skills is inadequate; the process of selecting candidates for DAB membership and negotiating the tripartite agreement between each member and the contractual parties needs to be navigated with great care to avoid raising ethical problems. The research contribution is threefold. First, it highlights the importance of realistic fees for DAB members within a standard framework in achieving timely establishment of a board that works well as a team. Second, it illustrates the use of qualitative focus group interview to study the impact of new contract terms from multiple stakeholder perspectives. Finally, it identifies areas where further research is needed.

There is an increasing awareness among all kinds of organisations (in business,government and civil society) about the benefits of jointly working with stakeholders to satisfy both their goals and the social demands placed upon them. This is particularly the case within corporate social responsibility (CSR) frameworks. In this regard, multi-criteria tools for decision-making like the analytic hierarchy process (AHP) described in the paper can be useful for the building relationships with stakeholders. Since these tools can reveal decision-maker’s preferences, the integration of opinions from various stakeholders in the decision-making process may result in better and more innovative solutions with significant shared value. This paper is based on ongoing research to assess the feasibility of an AHP-based model to support CSR decisions in large infrastructure projects carried out by Red Electrica de España, the sole transmission agent and operator of the Spanishelectricity system.

In recent decades, all over the world, competition in the electric power sector has deeply changed the way this sector’s agents play their roles. In most countries, electric process deregulation was conducted in stages, beginning with the clients of higher voltage levels and with larger electricity consumption, and later extended to all electrical consumers. The sector liberalization and the operation of competitive electricity markets were expected to lower prices and improve quality of service, leading to greater consumer satisfaction. Transmission and distribution remain noncompetitive business areas, due to the large infrastructure investments required. However, the industry has yet to clearly establish the best business model for transmission in a competitive environment. After generation, the electricity needs to be delivered to the electrical system nodes where demand requires it, taking into consideration transmission constraints and electrical losses. If the amount of power flowing through a certain line is close to or surpasses the safety limits, then cheap but distant generation might have to be replaced by more expensive closer generation to reduce the exceeded power flows. In a congested area, the optimal price of electricity rises to the marginal cost of the local generation or to the level needed to ration demand to the amount of available electricity. Even without congestion, some power will be lost in the transmission system through heat dissipation, so prices reflect that it is more expensive to supply electricity at the far end of a heavily loaded line than close to an electric power generation. Locational marginal pricing (LMP), resulting from bidding competition, represents electrical and economical values at nodes or in areas that may provide economical indicator signals to the market agents. This article proposes a data-mining-based methodology that helps characterize zonal prices in real power transmission networks. To test our methodology, we used an LMP database from the California Independent System Operator for 2009 to identify economical zones. (CAISO is a nonprofit public benefit corporation charged with operating the majority of California’s high-voltage wholesale power grid.) To group the buses into typical classes that represent a set of buses with the approximate LMP value, we used two-step and k-means clustering algorithms. By analyzing the various LMP components, our goal was to extract knowledge to support the ISO in investment and network-expansion planning.

Cette recherche a pour objet l'étude de la dynamique de transformation du métier d'ingénieur dans le contexte algérien saisi à travers le rapport au travail. Elle repose sur une approche théorique s'inspirant d'une sociologie des groupes professionnels avec une démarche alliant méthodes quantitatives et qualitatives. Prenant appui sur des données recueillies à l'aide d'un questionnaire et d'entretiens approfondis menés dans Sonatrach, la plus grande entreprise d'Algérie, notre étude s'est attachée à faire ressortir les facteurs qui agissent au niveau individuel, organisationnel et sociétal sur les pratiques professionnelles pour deux générations d'ingénieurs. La première a eu pour mission de bâtir le pays à travers les grands projets de développement qui ont caractérisé la période après l'indépendance. La deuxième est arrivée sur le marché de l'emploi, à la fin des années 80, dans un contexte de crise et a payé un lourd tribut à la détérioration de la conjoncture économique. Les pratiques professionnelles se construisent tout d'abord dans le travail, mais aussi dans l'exercice des activités quotidiennes, les relations avec les autres et enfin la satisfaction à l'égard du travail. Tels ont été les points focaux de notre démarche d'explicitation du rapport au travail chez nos ingénieurs. Nous avons mis en lumière l'effet de la position hiérarchique au sein de l'organisation et des types de fonction. La satisfaction tient de la fierté d'appartenir à une entreprise prestigieuse. Chez les jeunes, elle s'exprime aussi dans les avantages matériels et une vision du métier fondée sur la maîtrise technique. Les plus âgés, encore marqués par l'idéologie nationaliste, mettent l'accent sur la participation à l'édification du pays, mais aussi sur la réalisation de soi et la fidélité à l'entreprise. Le rapport au travail s'élabore également au fil du temps dans son cheminement professionnel. Nous l'avons abordé, dans une deuxième étape, en documentant les processus d'intégration et de mobilité au sein de l'entreprise. Les trajectoires professionnelles sont régies par des politiques et des procédures de gestion qui en définissent les modalités, mais elles obéissent également à des opportunités et à des pratiques informelles qui jouent un rôle tout aussi important dans la détermination des profils de carrière. Enfin, le rapport au travail est tributaire de facteurs qui dépassent le cadre de l'entreprise. Dans une troisième étape, nous avons analysé les transformations du système éducatif et leur impact sur la certification des ingénieurs, la crise économique et ses effets en termes de chômage et de précarité et enfin la montée du discours religieux et ses manifestations chez les ingénieurs. Ces facteurs liés au contexte sociétal modifient les représentations et modèlent les attitudes et comportements au travail et à l'égard de celui-ci. Comme le montre notre recherche, le rapport au travail articule, dans une composition complexe, parcours individuels et histoires collectives vécus dans des environnements en évolution. La pratique d'un métier se trouve liée aux différents contextes de socialisation qui traversent les individus. Elle se situe, dans le cas algérien, au croisement d'une formation scientifique et technique qui montre peu de réactivité aux besoins mouvants de l'opérateur économique qu'elle est censée satisfaire, d'une entreprise bureaucratique dans son organisation et dans son fonctionnement où le contournement des règles peut s'ériger en principes de gestion et enfin d'un contexte sociétal qui oscille entre modernité et tradition. Cette dernière est réinterprétée de manière orthodoxe par les mouvements religieux en action dans la société. Ainsi, les ingénieurs investis initialement d'une mission de développement et considérés alors comme "vecteur de modernité" connaissent une détérioration de leur statut et la crise touche la profession vécue cependant différemment selon les générations.

Este trabalho analisa a sistemática de contratações inerentes à atividade de construção civil, inserida num ambiente de liberdade de contratação e levando em consideração a criação de modelos atípicos e, portanto, híbridos. Para tal, faz-se necessária uma gama de subsídios: aplicação de argumentos econômicos; capacidade de operacionalizar objetivamente as demandas oriundas de tais modalidades de contratos, que sempre visa maximizar seus resultados; necessidade de velocidade e economia de tempo nas construções. Há de se destacar que os referidos modelos de contrato são híbridos, sim, mas nem por isso ilícitos, posto que, no direito brasileiro, vigora o princípio de liberdade de contratar, desde que tais contratações estejam assentadas em princípios básicos estabelecidos por lei, quais sejam: objeto lícito, agentes capazes e atendimento à forma prescrita ou não defesa em lei. Esse ambiente de liberdade de contratação propiciou a criação de modelos atípicos e moventes de contratos de construção, que variam e se mesclam entre si sob os mais diversos aspectos, com destaque para: alocação de riscos; forma de remuneração e aplicação de penalidades, o que impacta diretamente na forma, conteúdo e valor do orçamento a ser apresentado. Desse modo, é imperioso que as rédeas desses diversos modelos de contratação estejam direcionadas pelo racional econômico, não só em grandes obras de infraestrutura, mas também em outros empreendimentos, fazendo emergir uma cultura de participação entre os contratantes, de forma a propiciar obras mais rápidas e com um menor custo, que seria de fundamental importância para o desenvolvimento do país.

The objective of the second national development plan was to define industrial expansion in Brazil. The capital goods industry had to be aligned with large infrastructure projects. Also public sector national enterprise was a key element. A newly created financial base 'FIBASE', the national development bank, and state enterprises are principal agents of change in the industrial model. More than eighteen percent of the world’s population lives without reliable access to clean water, forced to walk long distances to get small amounts of contaminated surface water. Carrying heavy loads of water long distances and ingesting contaminated water can lead to long-term health problems and even death. These problems affect the most vulnerable populations, women, children, and the elderly, more than anyone else. Water access is one of the most pressing issues in development today. Boajibu, a small village in Sierra Leone, where the author served in Peace Corps for two years, lacks access to clean water. Construction of a water distribution system was halted when a civil war broke out in 1992 and has not been continued since. The community currently relies on hand-dug and borehole wells that can become dirty during the dry season, which forces people to drink contaminated water or to travel a far distance to collect clean water. This report is intended to provide a design the system as it was meant to be built. The water system design was completed based on the taps present, interviews with local community leaders, local surveying, and points taken with a GPS. The design is a gravity-fed branched water system, supplied by a natural spring on a hill adjacent to Boajibu. The system’s source is a natural spring on a hill above Boajibu, but the flow rate of the spring is unknown. There has to be enough flow from the spring over a 24-hour period to meet the demands of the users on a daily basis, or what is called providing continuous flow. If the spring has less than this amount of flow, the system must provide intermittent flow, flow that is restricted to a few hours a day. A minimum flow rate of 2.1 liters per second was found to be necessary to provide continuous flow to the users of Boajibu. If this flow is not met, intermittent flow can be provided to the users. In order to aid the construction of a distribution system in the absence of someone with formal engineering training, a table was created detailing water storage tank sizing based on possible source flow rates. A builder can interpolate using the source flow rate found to get the tank size from the table. However, any flow rate below 2.1 liters per second cannot be used in the table. In this case, the builder should size the tank such that it can take in the water that will be supplied overnight, as all the water will be drained during the day because the users will demand more than the spring can supply through the night. In the developing world, there is often a problem collecting enough money to fund large infrastructure projects, such as a water distribution system. Often there is only enough money to add only one or two loops to a water distribution system. It is helpful to know where these one or two loops can be most effectively placed in the system. Various possible loops were designated for the Boajibu water distribution system and the Adaptive Greedy Heuristic Loop Addition Selection Algorithm (AGHLASA) was used to rank the effectiveness of the possible loops to construct. Loop 1 which was furthest upstream was selected because it benefitted the most people for the least cost. While loops which were further downstream were found to be less effective because they would benefit fewer people. Further studies should be conducted on the water use habits of the people of Boajibu to more accurately predict the demands that will be placed on the system. Further population surveying should also be conducted to predict population change over time so that the appropriate capacity can be built into the system to accommodate future growth. The flow at the spring should be measured using a V-notch weir and the system adjusted accordingly. Future studies can be completed adjusting the loop ranking method so that two users who may be using the water system for different lengths of time are not counted the same and vulnerable users are weighted more heavily than more robust users.

El uso de la computación en la nube ofrece un nuevo paradigma que procura proporcionar servicios informáticos para los cuales no es necesario contar con grandes infraestructuras y sobre todo, con las complejidades de costos, seguridad y mantenimiento implícitas. Si bien se ha posicionado en los últimos años como una plataforma innovadora en el ámbito de la tecnología de consumo masivo y organizacional, también puede ser tópico de investigación importante en ciertas áreas de interés como el desarrollo de Software, presentando en ese campo, una serie de ventajas y retos estimulantes que pueden ser explorados. Este trabajo de investigación, sigue con dicho sentido, el objetivo de exponer la situación actual sobre el empleo de la computación en la nube como entorno de desarrollo de Software, sectorizando a través de su capa PaaS, el modelo conceptual de trabajo, las perspectivas recientes, problemas e implicaciones generales del uso de ésta como herramienta plausible en proyectos de desarrollo de Software. El análisis de los diferentes temas abordados, tiene la intención en general, de proporcionar información objetiva, crítica y cuantitativa sobre la concentración de la investigación relacionada a PaaS, así como un marco de interpretación reciente que aporte una perspectiva referencial para futuras investigaciones asociadas.---ABSTRACT---The use of cloud computing offers a new paradigm to provide computer services for which it is not necessary to have large infrastructure and especially with the complexities of cost, safety and maintenance implied. While it has positioned itself in recent years as an innovative platform in the field of technology and massive organizational consumption, can also be an important research topic in certain areas of interest including, the development of Software, presenting in this field, a series of advantages, disadvantages and stimulating challenges that can be explored. This research, following with that sense, try to present the current situation related to the use of cloud computing as a software development environment, through its sectorized PaaS layer, showing the conceptual working model, actual perspectives, problems and general implications of using this as a possible tool in Software development projects. The analysis of the different topics covered, intends in a general form, provide objective, critical and quantitative information about the concentration of research related to PaaS, and a recent interpretation framework to provide a referential perspective for future related researches.

The use of energy harvesting materials for large infrastructure is a promising and growing field. In this regard, the use of such harvesters for the purpose of structural health monitoring of bridges has been proposed in recent times as one of the feasible options since the deployment of them can remove the necessity of an external power source. This paper addresses the performance issue of such monitors over the life-cycle of a bridge as it deteriorates and the live load on the structure increases. In this regard, a Lead Zirconate Titanate (PZT) material is considered as the energy harvesting material and a comparison is carried out over the operational life of a reinforced concrete bridge. The evolution of annual average daily traffic (AADT) is taken into consideration, as is the degradation of the structure over time, due to the effects of corrosion. Evolution of such harvested energy is estimated over the life-cycle of the bridge and the sensitivity of harvested energy is investigated for varying rates of degradation and changes in AADT. The study allows for designing and understanding the potential of energy harvesters as a health monitor for bridges. This paper also illustrates how the natural growth of traffic on a bridge over time can accentuate the identification of damage, which is desirable for an ageing structure. The paper also assesses the impact and effects of deployment of harvesters in a bridge as a part of its design process, considering performance over the entire life-cycle versus a deployment at a certain age of the structure.

Gli investimenti alle infrastrutture di trasporto sono stati per lungo tempo considerati misure di politica generale di competenza esclusiva degli Stati membri, nonostante il generale divieto di misure di sostegno pubblico a favore delle imprese ai sensi dell’art. 107 TFUE. Le sentenze rese dalle corti eurounitarie in relazione agli aeroporti di Parigi e di Lipsia Halle hanno dato avvio ad un vero e proprio revirement giurisprudenziale, in considerazione delle trasformazioni economiche internazionali, rimettendo in discussione il concetto di impresa, nonché la ferma interpretazione secondo cui il finanziamento alle infrastrutture – in quanto beni pubblici intesi a soddisfare i bisogni di mobilità dei cittadini – sfuggirebbe all’applicazione della disciplina degli aiuti di Stato. Nonostante le esigenze di costante ammodernamento e sviluppo delle infrastrutture, il nuovo quadro regolatorio adottato dall’Unione europea a seguire ha condotto inevitabilmente gli Stati membri a dover sottoporre al vaglio preventivo della Commissione ogni nuovo investimento infrastrutturale. La presente trattazione, muovendo dall’analisi della disciplina degli aiuti di Stato di cui agli artt. 107 e ss. TFUE, analizza i principi di creazione giurisprudenziale e dottrinale che derivano dall’interpretazione delle fonti primarie, mettendo in evidenza le principali problematiche giuridiche sottese, anche in considerazione delle peculiarità delle infrastrutture in questione, dei modelli proprietari e di governance, delle competenze e dei poteri decisionali in merito a nuovi progetti di investimento. Infine, la trattazione si concentra sui grandi progetti infrastrutturali a livello europeo e internazionale che interessano le reti di trasporto, analizzando le nuove sfide, pur considerando la necessità di assicurare, anche rispetto ad essi, la salvaguardia del cd. level playing field e l’osservanza sostanziale delle norme sugli aiuti di Stato.

The aim of this study was to analyze the reasons for missed appointments in dental Family Health Units (FHU) and implement strategies to reduce same through action research. This is a study conducted in 12 FHUs in Piracicaba in the State of São Paulo from January, 1 to December, 31 2010. The sample was composed of 385 users of these health units who were interviewed over the phone and asked about the reasons for missing dental appointments, as well as 12 dentists and 12 nurses. Two workshops were staged with professionals: the first to assess the data collected in interviews and develop strategy, and the second for evaluation after 4 months. The primary cause for missed appointments was the opening hours of the units coinciding with the work schedule of the users. Among the strategies suggested were lectures on oral health, ongoing education in team meetings, training of Community Health Agents, participation in therapeutic groups and partnerships between Oral Health Teams and the social infrastructure of the community. The adoption of the single medical record was the strategy proposed by professionals. The strategies implemented led to a 66.6% reduction in missed appointments by the units and the motivating nature of the workshops elicited critical reflection to redirect health practices.

Wireless sensor networks (WSNs) have attracted growing interest in the last decade as an infrastructure to support a diversity of ubiquitous computing and cyber-physical systems. However, most research work has focused on protocols or on specific applications. As a result, there remains a clear lack of effective and usable WSN system architectures that address both functional and non-functional requirements in an integrated fashion. This poster outlines the EMMON system architecture for large-scale, dense, real-time embedded monitoring. It provides a hierarchical communication architecture together with integrated middleware and command and control software. It has been designed to maintain as much as flexibility as possible while meeting specific applications requirements. EMMON has been validated through extensive analytical, simulation and experimental evaluations, including through a 300+ nodes test-bed the largest single-site WSN test-bed in Europe.

The EMMON architecture has been validated through extensive simulation and experimental evaluation, including a 300+ node test-bed, which is, to the best of our knowledge, the largest single-site WSN test-bed in Europe to date.

A good verification strategy should bring near the simulation and real functioning environments. In this paper we describe a system-level co-verification strategy that uses a common flow for functional simulation, timing simulation and functional debug. This last step requires using a BST infrastructure, now widely available on commercial devices, specially on FPGAs with medium/large pin-counts.
