The question of Pilot Project creation, due to support pre-development stage of software product elaboration, nowadays might be used as an approach, which allows improving the whole scheme of information technology project running. This subject is not new, but till now no model has been presented, which gives deep description of this important stage on the early phase of project. This Master's Thesis represents the research's results and findings concerning the pre-development study from the Software Engineering point of view. The aspects of feasibility study, pilot prototype developments are analyzed in this paper. As the result, the technique of Pilot Project is formulated and scheme has been presented. The experimental part is focused on particular area Pilot Project scheme's implementation- Internationally Distributed Software projects. The specific characteristic, aspects, obstacles, advantages and disadvantages are considered on the example of cross border region of Russia and Finland. The real case of Pilot Project technique implementation is given.

This paper focuses on the development of methods and cascade of models for flood monitoring and forecasting and its implementation in Grid environment. The processing of satellite data for flood extent mapping is done using neural networks. For flood forecasting we use cascade of models: regional numerical weather prediction (NWP) model, hydrological model and hydraulic model. Implementation of developed methods and models in the Grid infrastructure and related projects are discussed.

Over the past 15 years, the number of international development projects aimed at combating global poverty has increased significantly. Within the water and sanitation sector however, and despite heightened global attention and an increase in the number of infrastructure projects, over 800 million people remain without access to appropriate water and sanitation facilities. The majority of donor aid in the water supply and sanitation sector of developing countries is delivered through standalone projects. The quality of projects at the design and preparation stage is a critical determinant in meeting project objectives. The quality of projects at early stage of design, widely referred to as quality at entry (QAE), however remains unquantified and largely subjective. This research argues that water and sanitation infrastructure projects in the developing world tend to be designed in the absence of a specific set of actions that ensure high QAE, and consequently have relatively high rates of failure. This research analyzes 32 cases of water and sanitation infrastructure projects implemented with partial or full World Bank financing globally from 2000 – 2010. The research uses categorical data analysis, regression analysis and descriptive analysis to examine perceived linkages between project QAE and project development outcomes and determines which upstream project design factors are likely to impact the QAE of international development projects in water supply and sanitation. The research proposes a number of specific design stage actions that can be incorporated into the formal review process of water and sanitation projects financed by the World Bank or other international development partners.

A litania conhecida relata muito mais sobre maus governos, principalmente, em países em desenvolvimento, do que sobre suas práticas inovadoras. Nas agências brasileiras nos últimos anos assiste-se a presença constante e reiterada da ideia de uma reforma administrativa. A observação mais simples tem mostrado baixos níveis de eficiência, efetividade e transparência nas instituições públicas. O presente estudo visa expor, na contramão do senso comum, um exemplo de bom governo – o Prêmio INOVES. Dessa maneira levantam-se os conceitos de eficiência e efetividade no setor público. Bem como, a exposição de um cenário do estado do Espírito Santo que se mostra aberto as perspectivas de mudança. Por intermédio da sociologia das organizações, busca-se aspectos da realidade das experiências apresentadas pelo prêmio INOVES, para explicar, a partir de conceitos particulares da teoria das relações humanas e na digressão dos modelos da ação concreta de Crozier e Friedberg (1977) a análise da ação/situação das condutas dos atores envolvidos em projetos vencedores. A metodologia utilizada no desenho dessa pesquisa é aquela ligada a Ground Theory de Strauss (1967), o qual enfatiza que a construção do conhecimento sobre determinados objetos deve ser minimamente pensada como articulação de conceitos básicos que iriam nortear o vai e vem entre a observação – seja etnográfica ou de entrevista em profundidade – e a confirmação e reconstrução em um plano mais complexo da teoria a ser aplicada. A conclusão mais imediata aos estudos realizados perpassa as teorias de alcance médio que permitem um contato com o objeto de estudo, cuja proximidade permite um processo de descoberta da relevância dos pontos centrais a observação, bem como um outro pilar teórico das investigações, sobre os atores envolvidos na cooperação interna dos projetos.

Hypertension is a common, modifiable and heritable cardiovascular risk factor. Some rare monogenic forms of hypertension have been described, but the majority of patients suffer from "essential" hypertension, for whom the underlying pathophysiological mechanism is not clear. Essential hypertension is a complex trait, involving multiple genes and environmental factors. Recently, progress in the identification of common genetic variants associated with blood pressure and hypertension has been made thanks to large-scale international collaborative projects involving geneticists, epidemiologists, statisticians and clinicians. In this article, we review some basic genetic concepts and the main research methods used to study the genetics of hypertension, as well as selected recent findings in this field.

Tässä diplomityössä esitellään älykkäiden sähköverkkojen ominaisuuksia. Tavoitteena on selvittää, millaisia hyötyjä sähköverkkojen uudistamisella voidaan saavuttaa. Lisäksi työssä selvitetään syitä, jotka ovat ajaneet sähköverkkojen uudistamiseen. Älykäs sähkönmittaus on tärkeä osa älykkäitä sähköverkkoja, ja työssä on esitelty älykkäiden sähkömittareiden tilannetta eri maissa. Diplomityö selvittää myös hajautetun pientuotannon roolia sähköntuotannossa. Työn loppupuolella on esitelty muutama smart grid -projekti Euroopasta. Projektit valittiin Euroopasta, koska smart grids on oleellinen tekijä Euroopan komission 20/20/20 -tavoitteessa. Molemmat projektit kulminoituvat täysin älykkään sähkönmittauksen liittämiseen osaksi kuluttajien sähkönmittausta. Esimerkkien avulla nähdään, millaisella aikataululla älykkäitä sähköverkkoja saadaan aikaan ja kuinka suuria verkostokokonaisuuksia tulevaisuuden sähköverkot ovat.

The Laboratory of Intelligent Machine researches and develops energy-efficient power transmissions and automation for mobile construction machines and industrial processes. The laboratory's particular areas of expertise include mechatronic machine design using virtual technologies and simulators and demanding industrial robotics. The laboratory has collaborated extensively with industrial actors and it has participated in significant international research projects, particularly in the field of robotics. For years, dSPACE tools were the lonely hardware which was used in the lab to develop different control algorithms in real-time. dSPACE's hardware systems are in widespread use in the automotive industry and are also employed in drives, aerospace, and industrial automation. But new competitors are developing new sophisticated systems and their features convinced the laboratory to test new products. One of these competitors is National Instrument (NI). In order to get to know the specifications and capabilities of NI tools, an agreement was made to test a NI evolutionary system. This system is used to control a 1-D hydraulic slider. The objective of this research project is to develop a control scheme for the teleoperation of a hydraulically driven manipulator, and to implement a control algorithm between human and machine interaction, and machine and task environment interaction both on NI and dSPACE systems simultaneously and to compare the results.

Cette étude a été réalisée dans le cadre d’une maîtrise en Aménagement. Elle s’efforce à démontrer que l’étape d’un projet que l’on appelle problématisation, c’est-à-dire l’étape de construction des problèmes à être résolus, permet de s’assurer que les actions entreprises soient en cohérence et en pertinence avec le contexte du projet. Nous constatons désormais que nous ne pouvons plus nous contenter d’évaluer les projets sur la seule base de son efficience, c’est-à-dire la concordance de ses résultats avec les objectifs prévus. Dans ces circonstances, nous émettons l’hypothèse que la problématisation fait appel à des compétences particulières et généralement peu utilisées par rapport à d’autres étapes de la réalisation d’un projet. À cet égard, nous avons réalisé un travail de recherche exploratoire sur ce thème en ayant comme objectif d’obtenir une compréhension des compétences mobilisées lors de la problématisation en situation de projet en général et d’identifier plus spécifiquement ces compétences dans une situation de projet en particulier, celle des projets de coopération internationale. Pour y arriver, nous avons procédé à la construction d’un référentiel d’emploi et d’activités pour en déduire un référentiel de compétences de la problématisation. Pour ce faire, nous avons réalisé une étude de cas sur les projets de stage de coopération internationale. L’utilisation de la technique de l’« instruction au sosie » et d’une rechercheintervention nous ont permis de dégager les principaux résultats suivant: la problématisation fait appel à des compétences particulières de gestion de l’information et de médiation. Les compétences générales de problématisation que les responsables des stages dans les organisations de coopération internationale v doivent maîtriser sont : être capable de générer les disponibilités de projets à partir de données primaires et secondaires; être capable de faire des choix et de justifier ces choix en fonction de l’analyse des données; être capable de présenter des informations écrites claires, respectueuses des idées des partenaires en fonction du langage de projet utilisé par le public auquel s’adresse la proposition; être capable d’utiliser les commentaires des évaluateurs pour améliorer un projet et être capable de mener à terme un projet. La contribution principale de ce travail de recherche réside dans la proposition d’un outil précieux pour le recrutement et la sélection, l’évaluation du rendement, la formation et le perfectionnement des acteurs de la problématisation.

This area is known for its knowledge-rich and heterogeneous data landscape. The objects in this field range from old manuscripts to recent TV programs. Challenges in this field include common metadata schema's, inter-linking of the omnipresent vocabularies, cross-collection search strategies, user-generated annotations and object-centric versus event-centric views of data. This work can be seen as part of the rapidly evolving field of digital humanities. Speaker Biography Guus Schreiber Guus is a professor of Intelligent Information Systems at the Department of Computer Science at VU University Amsterdam. Guus’ research interests are mainly in knowledge and ontology engineering with a special interest for applications in the field of cultural heritage. He was one of the key developers of the CommonKADS methodology. Guus acts as chair of W3C groups for Semantic Web standards such as RDF, OWL, SKOS and REFa. His research group is involved in a wide range of national and international research projects. He is now project coordinator of the EU Integrated project No Tube concerned with integration of Web and TV data with the help of semantics and was previously Scientific Director of the EU Network of Excellence “Knowledge Web”.

Outward investments and productivity: evidence from European regions, Regional Studies. Using a novel data set on international investment projects, this paper builds measures of outward foreign direct investments (FDIs) for 262 regions of the European Union. This allows as estimation to be made of regressions of productivity growth over the 2007–11 period as a function of the number of FDIs. The number of outward FDIs in manufacturing activities is negatively associated with productivity growth in the home region, but investments in sales, distribution and marketing are associated with a boost in local productivity. This is driven especially by investments towards non-European Union locations. This evidence qualifies the fear of hollowing-out as a consequence of outward investments
