AbstractOBJECTIVEPresenting methodology for transferring knowledge to improve maternal outcomes in natural delivery based on scientific evidence.METHOD: An intervention study conducted in the maternity hospital of Itapecerica da Serra, SP, with 50 puerperal women and 102 medical records from July to November 2014. The PACES tool from Joanna Briggs Institute, consisting of pre-clinical audit (phase 1), implementation of best practice (phase 2) and Follow-up Clinical Audit (phase 3) was used. Data were analyzed by comparing results of phases 1 and 3 with Fisher's exact test and a significance level of 5%.RESULTSThe vertical position was adopted by the majority of puerperal women with statistical difference between phases 1 and 3. A significant increase in bathing/showering, walking and massages for pain relief was found from the medical records. No statistical difference was found in other practices and outcomes. Barriers and difficulties in the implementation of evidence-based practices have been identified. Variables were refined, techniques and data collection instruments were verified, and an intervention proposal was made.CONCLUSIONThe study found possibilities for implementing a methodology of practices based on scientific evidence for assistance in natural delivery.

Small indigenous manufacturers of electronic equipment are coming under increasingly severe pressure to adopt a strong defensive position against large multinational and Far Eastern companies. A common response to this threat has been for these firms to adopt a 'market driven' business strategy based on quality and customer service, rather than a 'technology led' strategy which uses technical specification and price to compete. To successfully implement this type of strategy there is a need for production systems to be redesigned to suit the new demands of marketing. Increased range and fast response require economy of scope rather t ban economy or scale while the organisation's culture must promote quality and process consciousness. This paper describes the 'Modular Assembly Cascade' concept which addresses these needs by applying the principles of flexible manufacturing (FMS) and just in time (,JlT) to electronics assembly. A methodology for executing the concept is also outlined. This is called DRAMA (Design Houtirw !'or· Adopting Modular Assembly).

STUDY AIM: A pilot study was conducted to implement and evaluate a routine gradual psycho-diagnostic programme to improve diagnostics and treatment of mental disorders in somatic rehabilitation centres. First of all, implementation strategies were acquired in trainings together with psychologists and physicians. The psycho-diagnostic programme consists of a screening instrument (PHQ-9) designed to permit time-effective detection of comorbid mental disorders. Besides evaluation of the training, the aim of the study was to analyze the extent to which it is possible to implement the routine gradual psycho-diagnostic programme in practice. Additionally, it was intended to identify beneficial and obstructive conditions for implementation. METHODOLOGY: The pilot study was conducted in two orthopaedic and one cardiological rehabilitation centre. The training was evaluated directly after its completion using a questionnaire. Three months after its implementation, the introduction of the psycho-diagnostic programme was evaluated using interviews with n=11 physicians and psychologists. RESULTS: The training was rated positively by the participants . Implementation of the entire gradual psycho-diagnostic programme was possible in one centre and to some degree in the other two. Beneficial for implementation were a frank organisational climate, sufficient time resources, and physicians' biopsychosocial understanding of disease. A dismissive attitude towards psycho-diagnostics, little communication between staff members, little perceived advantage for one's own work and fear to stigmatise patients by psychiatric diagnoses were obstructive. CONCLUSION: Essential for a successful implementation are sufficient time and personal resources, a motivation for change in staff and centre management, and a positive attitude regarding psycho-diagnostics in clinic staff. Furthermore, flexibility in implementation strategies and the opportunity to participate in the implementation process are important.

Washington and Lee University has developed and implemented a strategic plan and performance development initiative for 2007-2017. In concert with the strategic plan and performance development initiative, supportive manager core competencies have been identified. The deliverable for this capstone project is a documented methodology that supports the strategy for the design and implementation of a manager training and development program that ensures needed competencies are available. The author uses survey data to determine training needs and priorities and, through a review of literature, investigates effective strategies to arrive at a successful implementation methodology. The author presents findings and conclusions regarding design implementation methodology for manager training and development.

Työn teettäjä yrityksen ADVOCORP Oy:n tavoitteena oli löytää ja nimetä näkökulmia, joihin sen toiminnankehityssuunnitelmassa olisi osattava ottaa kantaa. Suurin osa kuluista syntyy projektityöstä. Pienessä (noin 10 henkilön) yrityksessä korostuu oikeisiin asioihin keskittyminen. Tässä työssä tarkastellaan käytössä olevan projektimetodologian sopivuutta nykyisiin asiakasprojekteihin. Lisäksi laadullisen projektin- ja tiedonhallinnan kautta pyritään tunnistamaan ja nimeämään toiminnankehityskohteita. Tuloksena esitetään ohjeellinen lausunto kehityssuunnitelman tekemiseksi yrityksessä. ADVOCORP Oy:n projektimetodologia perustuu Adaytumin julkaisemaan Planning-projektien läpivientiin suunniteltuun implementointimetodologiaan. Projektimetodologian tarkoitus on tarjota etukäteen suunniteltu malli toimitusprosessien systemaattiseksi läpiviemiseksi. Konsultoinnin ollessa yrityksen toimiala, työssä lähdetään liikkeelle tekijöiden tarkastelusta, joihin onnistunut konsultointityö perustuu. Projektimetodologian kehittämisen ohella työssä tarkennetaan nykyisen metodologiamallin sisältökuvausta ja eri projektivaiheissa toimitettavia asioita.

Este artículo compara los programas de salud materno-infantil en Argentina y Chile, prestándole especial atención a las características institucionales de largo plazo y las tendencias neoliberales presentes en la organización de las reformas sociales de las décadas de 1980 y 1990. Objetivo: Llevar a cabo un estudio comparativo sobre las transformaciones de los programas de salud y nutrición materno-infantil, teniendo en cuenta tres aspectos conectados entre sí: las políticas sociales, las capacidades institucionales y la ejecución de políticas. Metodología: El análisis documental realizado en este artículo se enmarca en el modelo de fuerza estructural de Carmelo Mesa-Lago y en el modelo de la estructura centrada en el estado de Theda Skocpol. Conclusiones: A pesar de la relativa similitud en los lineamientos de las políticas de salud aplicadas en ambos países, los contrastes en las características institucionales a largo plazo (los programas chilenos abordaron la salud materno-infantil de forma más eficiente que los argentinos) representan la mayor parte de la variación en el proceso general de aplicación de las reformas y el desempeño de las políticas de salud materna e infantil.

Este trabalho detalha a estruturação de um sistema de confirmação metrológica segundo critérios estabelecidos nas normas ISO da série 9000 / 1994. Após a introdução ao trabalho, é apresentada a revisão bibliográfica efetuada, onde se buscou esclarecer os conceitos fundamentais sobre metrologia e os critérios definidos nas normas ISO da série 9000.Na seqüência apresenta-se o estudo de caso efetuado na empresa Andreas Stihl Moto-Serras Ltda sobre a implementação do sistema de confirmação metrológica, a metodologia adotada, as dificuldades e ganhos obtidos. Uma proposta de estruturação destes sistemas também é descrita a partir a avaliação dos dados apresentados na revisão bibliográfica e da experiência obtida durante a implantação do sistema de confirmação metrológica na Andreas stihl Moto-Serras Ltda. Para finalizar, encerra-se o trabalho com as conclusões obtidas.

Background: Research coaching program focuses on the development of abilities and scientific reasoning. For health professionals, it may be useful to increase both the number and quality of projects and manuscripts. Objective: To evaluate the initial results and implementation methodology of the Research and Innovation Coaching Program of the Research on Research group of Duke University in the Brazilian Society of Cardiology. Methods: The program works on two bases: training and coaching. Training is done online and addresses contents on research ideas, literature search, scientific writing and statistics. After training, coaching favors the establishment of a collaboration between researchers and centers by means of a network of contacts. The present study describes the implementation and initial results in reference to the years 2011-2012. Results: In 2011, 24 centers received training, which consisted of online meetings, study and practice of the contents addressed. In January 2012, a new format was implemented with the objective of reaching more researchers. In six months, 52 researchers were allocated. In all, 20 manuscripts were published and 49 more were written and await submission and/or publication. Additionally, five research funding proposals have been elaborated. Conclusion: The number of manuscripts and funding proposals achieved the objectives initially proposed. However, the main results of this type of initiative should be measured in the long term, because the consolidation of the national production of high-quality research is a virtuous cycle that feeds itself back and expands over time. La investigación tiene como objetivo principal analizar la experiencia de la Asociación Instituto de Desarrollo Comunitario de Cuenca, en la práctica del desarrollo local en los territorios rurales de esta provincia. La necesidad de estimular a la población para que ésta forme parte de su propio desarrollo, pone de manifiesto la existencia de determinadas instituciones externas que a través de procesos como la facilitación, movilizan y crean capacidades en las personas y las empujan hacia la participación. Este es el caso del IDC de Cuenca que nace en 1985 como entidad privada —declarada de utilidad pública y sin ánimo de lucro—, con la voluntad de sus fundadores de trabajar en el desarrollo local de las zonas deprimidas de Cuenca. La labor desarrollada en estos más de 25 años tiene como centro la promoción de la persona como ser individual y como parte de su comunidad. Para la elaboración de la Tesis, se ha utilizado la metodología del caso de estudio centrado en el análisis de la experiencia del IDC respecto de las cuatro investigaciones realizadas centradas en el proceso de facilitación, las herramientas de formación e información, y la dinamización del tejido asociativo como resultado del proceso. La labor del IDC en la provincia de Cuenca se ha desarrollado a través de la ejecución de proyectos. Éstos se han llevado a cabo por medio de procesos de facilitación donde la creación de grupos de trabajo ha permitido mejorar la estructuración social de las zonas rurales. Los grupos de trabajo son creados y apoyados por el IDC a través de la utilización de las herramientas de información y formación, que deben estar adaptadas a las necesidades de los individuos y en este caso cuentan con una metodología de aplicación propia. La creación de diferentes entidades —asociaciones, cooperativas, clubes, etc.—, ha sido uno de los resultados del trabajo desarrollado por el IDC a través de los procesos de facilitación que han mejorado la estructuración de la sociedad rural. Pese a la complejidad tanto de los procesos de desarrollo como de la evaluación final de dichos procesos, la creación de grupos capaces de alcanzar determinados objetivos propuestos en su comunidad potenciando sus propios recursos, son el ejemplo de la dinamización social que se lleva produciendo en la provincia de Cuenca desde hace más de 25 años. The research's main objective is to analyze the experience of the Asociación Instituto de Desarrollo Comunitario de Cuenca, in the practice of local development in rural areas of this province. The need to encourage more people to take part of their own development, reveals the existence of certain external institutions which through processes such as facilitation, mobilize and create capacities in people to foster their participation. This is the case of the IDC of Cuenca that was born in 1985 as a private entity —declared of public utility and as non profit entity— with the intention, as stated by its founders, of working in the local development of the disadvantaged areas of Cuenca. The work carried out in these more than 25 years focused on promoting the person as an individual and as part of their community. In this research, the methodology of the case study has been used in the analysis of the experience of the IDC in four investigations carried out regarding the process of facilitation, training and information tools, and the improvement of social involvement as a result of the development process. The work of the IDC in the province of Cuenca has been developed through the implementation of projects. They have been carried out through processes of facilitation, where the creation of working groups has improved the social structuring of rural areas. The working groups are created and supported by the IDC through the use of tools of information and training, which must be adapted to the individual needs in each case, and even count with their own implementation methodology. The creation of different entities —associations, cooperatives, clubs, etc.— has been one of the results of the work carried out by the IDC through processes of facilitation which have improved the structure of rural society. Despite the complexity of development processes and the final assessment of these processes, the creation of groups able to reach certain objectives proposed in their community promoting its own resources, is an example of the social involvement that has been taking place in the province of Cuenca for more than 25 years.

La trascendencia de la educación sobre la construcción del capital humano y social, ha sido vastamente discutido, considerando entre otros elementos, la correlación entre las inversiones en educación, las políticas educativas, los actores involucrados, y los efectos que tienen sobre la calidad de la educación. Esto se refleja en los esfuerzos, de los diferentes estamentos, por mejorar los resultados del proceso educativo, intentando construir una sociedad más equitativa en la cual todo individuo pueda tener acceso a una educación de calidad, que permita tener las mismas oportunidades para el desarrollo personal, profesional y social. La educación entonces, pasa a ser un pilar fundamental en los modelos de desarrollo - y un tema de debate constante- en especial en aspectos tales como: resultados de aprendizaje, gestión y efectividad escolar, como ejes para mejorar la construcción del capital humano en la sociedad. En Chile, a partir de un proceso de descentralización de la educación iniciado en los 80, el modelo de planificación y gestión de la educación pública fue transformado, pasando de un modelo centralizado a un enfoque en el cual el establecimiento educacional – el proyecto educativo – adquiere autonomía de gestión que se vuelve determinante en la calidad de la educación. Es al interior de los establecimientos escolares donde los diferentes agentes educativos llevan a cabo los procesos pedagógicos y administrativos, y se generan las condiciones para poder desarrollar una educación de calidad. Durante los últimos 30 años, los esfuerzos se han centrado en las capacidades docentes y en alcanzar la cobertura universal. Sin embargo, en los últimos 10 años la investigación aplicada ha evidenciado que los directores y equipos directivos tienen efectos directos e indirectos sobre la gestión escolar, pedagógica y de convivencia dentro de la escuela a través de su desempeño y liderazgo escolar. Es en este contexto, que se propone esta investigación con el fin de contribuir en el fortalecimiento de las capacidades de estos actores y promover un desempeño que impacte positivamente en la calidad de los aprendizajes en las escuelas Esta tesis se estructura en cinco capítulos. En el primer capítulo, se define y analiza el marco conceptual de la investigación centrado en los dos ejes de este trabajo: por un lado, conceptos de competencia, competencias profesionales; y por otro lado, liderazgo y dirección escolar, definiendo el concepto de competencias profesionales para la dirección escolar. A continuación, en el segundo capítulo, se presenta un análisis del contexto enfocado en el proceso de descentralización de la educación pública en Chile y sus efectos sobre el rol de los directivos escolares en Chile, el cual a través de su proceso de evolución ha transformado las responsabilidades de este estamento, en cuanto la gestión y la administración de los proyectos educativos definiendo un perfil del directivo escolar. Complementariamente, y en función de la gestión directiva, se realiza una conceptualización de buenas prácticas directivas como los instrumentos a través de las cuales se movilizan los elementos de competencia. En el tercer capítulo, se presenta la propuesta de modelo de competencias profesionales para la dirección escolar, como la principal aportación de esta investigación, que se sustenta sobre cuatro componentes como base científica: el enfoque holístico de competencia, el enfoque de dirección de proyectos de la International Project Management Association (IPMA), el paradigma de gestión escolar y el modelo Working with People (WWP). La propuesta considera una metodología de implementación para el desarrollo de procesos de intervención para la mejora de la gestión escolar, articulando las competencias profesionales directivas y las prácticas de gestión, como los principales componentes del modelo. En el cuarto capítulo se presenta la aplicación del modelo propuesto en un estudio de caso desarrollado en el Colegio público Kings´ School de San Bernardo (Chile), un establecimiento particular subvencionado, del área urbana de Santiago con condiciones socioeconómicas media, con un alto porcentaje de vulnerabilidad y cuyos resultados en las pruebas de evaluación nacionales evidencian una caída. La aplicación del modelo se realiza a lo largo del curso 2012-13, trabajando de forma directa con el equipo de dirección, a través de un proyecto de innovación educativa, diseñando e implementando una propuesta de intervención de la cual se sistematizan los resultados y los aprendizajes obtenidos. A partir de la investigación y los resultados obtenidos permiten concluir que el modelo propuesto puede ser considerada una herramienta estratégica de planificación e intervención para la gestión de proyectos educativos, promoviendo que a los equipos directivos contrastar su realidad con los estándares propuestos, y de esta forma poder articular las capacidades – en términos de competencias - de los recursos humanos con las prácticas directivas que buscan lograr los objetivos y resultados esperados, incidiendo positivamente en los resultados de aprendizaje y la calidad educativa. ABSTRACT The importance of education on the construction of human and social capital, has been vastly discussed, considering among other things, the correlation between investments in education, educational policies, stakeholders, and the effects they have on education quality. This is reflected on the efforts of different stakeholders, to improve educational outcomes, trying to build a more equitable society in which every individual can have access to quality education, allowing the same opportunities for personal, professional and social development. Education then becomes a cornerstone at development models - and a topic of constant discussion, especially in areas such as learning outcomes, management and school effectiveness, as core concepts to improve the construction of human capital in the society. In Chile, after a process of decentralization of education that started in the 80s, planning and management model of public education was transformed from a centralized approach to a decentralized perspective in which schools - the educational project - acquires management autonomy and becomes determinant in the quality of education outcomes. It is within the school context where teachers, principals and administrative assistants held teaching and administrative processes, and generates the conditions to develop quality education. During the past 30 years, efforts have been focused on teaching skills and achieve universal coverage. However, in the last 10 years applied research has shown that the principals and management teams have direct and indirect effects on school management, teaching and school environment through their performance and school leadership. This research is proposed within this context in order to contribute to strengthen the capacities of these actors, and promote a professional performance that will positively impact schools´ quality of learning. This thesis is divided into five chapters. The first chapter defines and analyzes the conceptual framework focused on the two main ideas of this work: first, concepts of competence, professional competence; and secondly, leadership and school management, defining the concept of professional competences for school leadership. Then, in the second chapter is developed a context analysis focused on the process of decentralization of public education in Chile, and its effects on the role of school leaders which through this process has been transformed the responsibilities on management and administration of educational projects, allowing to define a school leader’s profile. In addition, and related to principals´ management, it is proposed a conceptualization of school leadership best practices, as the instruments through which competence elements are mobilized and placed in action. Within chapter three, is presented the proposed model of professional competences for school principals, as the main contribution of this research which is based on four components as scientific basis: holistic competence approach, project management approach from the International Project management Association (IPMA), effective school management paradigm; and Working with People model (WWP). The proposal considers an implementation methodology for the development of intervention processes to improve school management, articulating professional competences and school leadership practices, as main elements of the model. Chapter four presents the implementation of the proposed model, using a case study at the Kings´ School of San Bernardo (Chile), subsidized school located at the urban area of Santiago with average socioeconomic conditions, with a high percentage of vulnerability and whose national educational assessment results show a fall. Model implementation was developed through 2012- 2013, working directly with the management team, through an innovative educational management project, designing and implementing an intervention which processes, results and lessons learned are systematized. Research and obtained results through its implementation indicates that the proposed model can be considered a strategic tool for planning and operational management for educational projects, encouraging the principals to compare their reality with the proposed standards, and thus articulate capacity - in terms of competences – in human resources with principals´ practices to achieve the objectives and expected results, impacting positively on learning outcomes and educational quality.

This article presents an interactive Java software platform which enables any user to easily create advanced virtual laboratories (VLs) for Robotics. This novel tool provides both support for developing applications with full 3D interactive graphical interface and a complete functional framework for modelling and simulation of arbitrary serial-link manipulators. In addition, its software architecture contains a high number of functionalities included as high-level tools, with the advantage of allowing any user to easily develop complex interactive robotic simulations with a minimum of programming. In order to show the features of the platform, the article describes, step-by-step, the implementation methodology of a complete VL for Robotics education using the presented approach. Finally, some educational results about the experience of implementing this approach are reported.

Conventionally, oil pipeline projects are evaluated thoroughly by the owner before investment decision is made using market, technical and financial analysis sequentially. The market analysis determines pipelines throughput and supply and demand points. Subsequent, technical analysis identifies technological options and economic and financial analysis then derives the least cost option among all technically feasible options. The subsequent impact assessment tries to justify the selected option by addressing environmental and social issues. The impact assessment often suggests alternative sites, technologies, and/or implementation methodology, necessitating revision of technical and financial analysis. This study addresses these issues via an integrated project evaluation and selection model. The model uses analytic hierarchy process, a multiple-attribute decision-making technique. The effectiveness of the model has been demonstrated through a case application on cross-country petroleum pipeline project in India.

Feasibility studies of industrial projects consist of multiple analyses carried out sequentially. This is time consuming and each analysis screens out alternatives based solely on the merits of that analysis. In cross-country petroleum pipeline project selection, market analysis determines throughput requirement and supply and demand points. Technical analysis identifies technological options and alternatives for pipe-line routes. Economic and financial analysis derive the least-cost option. The impact assessment addresses environmental issues. The impact assessment often suggests alternative sites, routes, technologies, and/or implementation methodology, necessitating revision of technical and financial analysis. This report suggests an integrated approach to feasibility analysis presented as a case application of a cross-country petroleum pipeline project in India.

The cross-country petroleum pipelines are environmentally sensitive because they traverse through varied terrain covering crop fields, forests, rivers, populated areas, desert, hills and offshore. Any malfunction of these pipelines may cause devastating effect on the environment. Hence, the pipeline operators plan and design pipelines projects with sufficient consideration of environment and social aspects along with the technological alternatives. Traditionally, in project appraisal, optimum technical alternative is selected using financial analysis. Impact assessments (IA) are then carried out to justify the selection and subsequent statutory approval. However, the IAs often suggest alternative sites and/or alternate technology and implementation methodology, resulting in revision of entire technical and financial analysis. This study addresses the above issues by developing an integrated framework for project feasibility analysis with the application of analytic hierarchy process (AHP), a multiple attribute decision-making technique. The model considers technical analysis (TA), socioeconomic IA (SEIA) and environmental IA (EIA) in an integrated framework to select the best project from a few alternative feasible projects. Subsequent financial analysis then justifies the selection. The entire methodology has been explained here through a case application on cross-country petroleum pipeline project in India.
