As the social environment begins to create more awareness in the area of conserving the natural environment, a new generation of building has emerged. A trend of constructing buildings that minimise impacts on the environment has been established in the construction industry. Therefore, suitable project management practices have been adopted to efficiently manage the construction of these green buildings. This study aims at investigating practices of project management in traditional and accredited green construction projects, with the purpose of discovering if Green Project Management (GPM) practices can be applied to traditional projects to achieve more successful outcomes. The process of GPM contains what applied to traditional projects, could possibly result in benefits in terms of budget control and constructability. Currently the construction industry has been known to suffer difficulties within these areas; therefore GPM practices could possibly hold a solution to these common problems.

Construction projects have a negative impact on the environment. As Malaysia is planning more construction projects to cater for its current and future development needs, practitioners are urged to undertake greener approaches to construction. One of the efforts is the introduction of green procurement, which is promoted under the Malaysian Government’s MyHijau initiative. Construction procurement is recognised as a tool to shift the construction business into a greener industry. However, the implementation of green procurement in Malaysia is still in its infancy and faces a number of challenges, such as the lack of knowledge. A significant gap has been found between policy formulation and actual project delivery as there are no practical guidelines for stakeholders to procure environmental-friendly construction projects. To address this problem, the present research (as part of an ongoing PhD project) aims to develop a green procurement framework that guides stakeholders in procuring green projects in Malaysia. This article highlights the concept of green procurement in Malaysia, the work carried out to date to achieve the research objectives and the preliminary framework that has been established. It is hoped that this research will help academics and practitioners to further explore the potential of green procurement to improve sustainability in the current construction industry practices.

Ao longo de quase cinco anos de trabalho, foi desenvolvido o Índice de Qualidade dos Municípios - Verde, pela Fundação CIDE. O trabalho buscou retratar as características da fragmentação florestal fluminense. Como um elemento para apoiar a gestão ambiental do território, o projeto identificou corredores ecológicos prioritários para a interligação de fragmentos florestais. A grande contribuição do trabalho, do ponto de vista conceitual, foi reorientar o debate acerca da fragmentação florestal no Estado do Rio de Janeiro. O projeto IQM - Verde apresentou, exaustivamente, lugares onde ocorreram perdas e ganhos de estoques de vegetação com porte arbóreo, num recorte por municípios, bacias hidrográficas e Unidades de Conservação. Existem importantes questões que foram levantadas e ainda aguardam maiores e melhores respostas. Uma delas é tentar explicar, a partir da ecologia de paisagens, quais são os mecanismos que facilitam ou dificultam o processo natural de sucessão florestal. A situação da sucessão florestal é completamente diferente de uma região para outra do Estado. No Noroeste do Estado existem indícios claros de retração e fragmentação dos remanescentes enquanto na região Serrana do Sul Fluminense aparecem sinais claros de recuperação e recomposição florestal. Novos conceitos de gestão ambiental procuram minimizar os efeitos decorrentes da fragmentação e do isolamento espacial das espécies. O aumento da conectividade através de corredores ecológicos entre unidades de conservação e até mesmo entre os fragmentos mais bem conservados é apontado por muitos pesquisadores como uma das formas mais eficazes de promover a manutenção dos remanescentes florestais - a longo prazo - e até mesmo promover a recuperação funcional de determinadas unidades ecológicas atualmente ilhadas. A atual geração de pesquisadores e gestores públicos está diante do problema do controle dos processos que desencadeiam a fragmentação florestal. Portanto, é urgente a necessidade de entender todas as consequências associadas ao processo de fragmentação florestal e, ao mesmo tempo, descobrir os efeitos inibidores deste complexo fenômeno que possui raízes físicas, naturais e sociais. O objetivo central da tese é, a partir de elementos da História das Mentalidades e da Teoria da Decisão, construir cenários de pressão antrópica sobre os remanescentes florestais e propor um programa possível de intervenção econômica, jurídica e política, denominado no presente estudo como bolsa floresta, capaz de aliviar o atual processo de fragmentação florestal.

汉台区是陕西省农业产业结构调整典型示范区,近年来,由于农业产业结构调整、退耕还林还草和建设占用耕地,汉台区耕地数量大量减少,耕地供需矛盾突出。本文利用1978年以来汉台区耕地长序列统计资料和近9年的土地详查与变更数据,研究汉台区土地利用现状及其结构变化、分析汉台区耕地数量变化的基本过程及空间差异、探讨耕地数量变化的主要驱动力。研究结果表明:①1978年~2006年全区耕地共减少5600hm2,平均每年减少200hm2,人均耕地减少0.027hm2,耕地递减率曲线与人均耕地递减率曲线走势基本一致;②建设占用耕地、退耕还林还草和农业结构调整等直接影响因子在4种类型区影响耕地变化差异明显;总体上,农业产业结构调整是全区耕地减少的主导因素,经济发展较快的城镇,建设占用耕地较多;③耕地面积与社会经济发展各因素间的相关系数约低于累计耕地面积与各因素之间的相关系数,说明全区耕地减少与社会经济发展存在时间上的错位性,即经济和社会发展滞后于对耕地资源的占用。

以陕西省吴起县为例,对三个不同退耕阶段农地资源生态服务价值进行了评估,分析了各阶段农地资源生态服务价值的变化,探讨了退耕还林(草)工程的实施对农地资源生态服务价值的影响.结果表明:退耕前、退耕初期及退耕中期吴起县农地资源的直接经济产出价值和间接生态服务价值之比分别为:1∶0.84、1∶2.63和1∶3.56.随着退耕工程的不断深入,农地资源总生态服务价值由退耕前的45 402.81万元增加到了退耕初期的81 603.81万元和退耕中期的164 925.46万元,实现了经济效益与生态效益的同步发展.

依据黄土丘陵区生态-经济系统演变过程中的正反两方面事例,分析了制约该区农业、经济可持续发展的主要限制因素,探讨了改善该区生态环境、实现农业持续发展的科学途径。并以此认为,退耕还林还草恢复林草植被,是实行农耕制度革命的重要举措,应该与产业结构调整密切结合,实现生态经济可持续发展。

This report discusses findings of a case study into "Green Buildings" undertaken as a part of the retrospective analysis component of Sustainable Built Environment National Research Centre (SBEnrc) Project 2.7 Leveraging R&D investment for the Australian Built Environment. The Western Australian Government (WAG) has taken a leadership role for a number of decades in developing more environmentally responsive buildings. In the past decade, considerable initiatives have been introduced to contribute to: (i) greening the stock of government buildings; and (ii) providing leadership in the development of other non-residential buildings developed commercially. This role has been informed by global, national and internal initiatives and research in this area. This case study investigates: (i) the nature of this leadership; and (ii) the role of R&D policy development; and (iii) the dissemination and impact of outcomes in the broader industry. This case study should be read in conjunction with Part 1 of this suite of reports.

LGVs are of ever-greater importance in terms of the final delivery of many time-critical, high value goods and are also widely used in industries that provide a wide range of critical support services. There are almost five times as many LGVs as there are HGVs (goods vehicles over 3.5 tonnes gross vehicle weight) currently licensed in Britain. The LGV fleet in Britain is growing at a faster rate than the HGV fleet, and the LGV fleet travels more than twice as many vehicle kilometres each year than the total HGV fleet. LGVs perform a far greater proportion of their total distance travelled in urban areas than HGVs, and consume 25% of the total diesel and 3% of the total petrol used by all motorised road transport vehicles in Britain.

The review illustrates the importance of road movements in goods distribution in urban areas. It highlights the major economic, environmental and social impacts associated with this freight activity and reviews policy options available to those responsible for regulation. A wide range of possible solutions to problems posed by urban freight operations are also covered including approaches related to: consolidation, facilities, vehicle design, information capture and utilisation, and non-road modes.

The article presents the “LungoSolofrana” project, carried out during the course “Urban and Mobility” in the academic year 2009/2010, held during the bachelor in Environmental Engineering at the University of Naples “Federico II”. The work has also been chosen as a finalist at the “UrbanPromo 2010” contest, the urban and territorial marketing event sponsored by the National Institute of Urban Planning and Urbit which was held in Venice in 2010. The project consists in a green mobility proposal, developed with an approach based on the integration of the environmental redevelopment of a portion of river Solofrana, located in the Salerno Province, and of the renewal of seven local stations of the railway line Mercato San Severino – Nocera Inferiore, including the realization of a cycle-path network for the natural environment fruition. Furthermore the work drew attention to the local and regional administration. The main intent of the project is to integrate sustainable mobility themes with the environment recovery in a territory affected by high environmental troubles. The area includes the municipalities of Nocera Inferiore, Nocera Superiore, Mercato San Severino, Castel San Giorgio and Roccapiemonte, situated in Salerno’s province, with a total population about 114.000 (font Demo ISTAT 2010). The area extension is about 84,30 sqkm and it is crossed by river Solofrana that is the central point of the project idea. The intervention strategy is defined in two kinds of actions: internal and external rail station interventions. The external rail station interventions regard the construction of pedestrian-cycle paths with the scope of increasing the spaces dedicated to cyclists and to pedestrians along the river Solofrana sides and to connect the urban areas with the railway station. In this way, it’s also possible to achieve an urban requalification of the interested area. On the other side, the interventions inside the station , according to Transit Oriented Development principles, aim at redeveloping common spaces with the insertion of new activities and at realizing new automatic cycle parks covered by photovoltaic panels. The project proposal consists of the urban regeneration of small railway stations along the route-Nocera-Codola Mercato San Severino in the province of Salerno, through interventions aimed at improving pedestrian accessibility. The project involves in particular the construction of pedestrian paths protected access to the station and connecting with neighboring towns and installation of innovative bike parking stations in elevation, covering surfaces coated with solar panels and spaces information. The project is aimed to propose a new model of sustainable transport for small and medium shifts as an alternative to private transportation

With increasing pressure to provide environmentally responsible infrastructure products and services, stakeholders are putting significant foci on the early identification of financial viability and outcome of infrastructure projects. Traditionally, there has been an imbalance between sustainable measures and project budget. On one hand, the industry tends to employ the first-cost mentality and approach to developing infrastructure projects. On the other, environmental experts and technology innovators often push for the ultimately green products and systems without much of a concern for cost. This situation is being quickly changed as the industry is under pressure to continue to return profit, while better adapting to current and emerging global issues of sustainability. For the infrastructure sector to contribute to sustainable development, it will need to increase value and efficiency. Thus, there is a great need for tools that will enable decision makers evaluate competing initiatives and identify the most sustainable approaches to procuring infrastructure projects. In order to ensure that these objectives are achieved, the concept of life-cycle costing analysis (LCCA) will play significant roles in the economics of an infrastructure project. Recently, a few research initiatives have applied the LCCA models for road infrastructure that focused on the traditional economics of a project. There is little coverage of life-cycle costing as a method to evaluate the criteria and assess the economic implications of pursuing sustainability in road infrastructure projects. To rectify this problem, this paper reviews the theoretical basis of previous LCCA models before discussing their inability to determinate the sustainability indicators in road infrastructure project. It then introduces an on-going research aimed at developing a new model to integrate the various new cost elements based on the sustainability indicators with the traditional and proven LCCA approach. It is expected that the research will generate a working model for sustainability based life-cycle cost analysis.
