Family farming has been considered as the new axis of rural development in the country, the focus of several public policies, especially the National Program for Strengthening Family Agriculture - PRONAF and Food Purchase Program - PAA. PRONAF was created with the aim of providing credit to farmers, while the PAA to support family farmers through the purchase of its production. In this context, the objective of this study is to analyze the correspondence of these two public policies for family farming, in the Territories of Citizenship of the state of Rio Grande do Norte, between the years 2008 to 2010. In the methodology, the analysis was performed by comparing the distributions of the two programs in the territories of citizenship status. There were also statistical tests of differences in proportions, and Spearman correlations, and estimated a logit regression model, in order to measure the probability of a farmer participating in the PAA is associated with one of the modes of PRONAF. The data used were obtained from the National and Supply - CONAB at the Institute of Technical Assistance and Rural Extension - EMATER, and the Ministry of Agrarian Development - MDA. Among the key findings was noted that policies were associated with a direct, but low in the districts of the Territories of Citizenship. And that, in the years 2008 and 2009, only in the territories of Mato Grande, Alto Oeste and Seridó, the actions of PAA and PRONAF had direct and significant correlations. It was found that in most of the territories, policies are performed randomly, ie that both have no correlation to each other. The estimates of the logit model showed that the chance of a family farmer, the PAA participant, receive credits PRONAF A, is higher in the territory of Mato Grande, and would have a chance to fall in PRONAF B in all areas surveyed. Moreover, farmers in the territories of the Assu-Mossoró, Sertão of Apodi, Seridó and Alto Oeste, participating in the PAA would be more likely to receive credits PRONAF C, reflecting thus the family farm more consolidated these territories

The expansion of agrofuel crops challenges us to rethink policies, territories, human agency, and the paradigms used to explain them. In Brazil, policies supporting the expansion of agrofuel crops and the intensification of agrofuel production are reorganising rural land use and undermining some forms of participation in the capitalist and family modes of production. To reflect on this new reality, we study peasant movement reactions, proposals, and territorial disputes with agribusiness. Using the Pontal do Paranapanema region of São Paulo state as a case in point, the paper analyses territorial disputes between expanding sugarcane plantations and agrarian reform settlements as well as biodiesel production projects developed by the Landless Workers Movement (MST) and the Western São Paulo Federation of Settlement and Family Farmer Associations (FAAFOP). It also analyses the agrofuel policies of other peasant organisations, including Via Campesina. The production of agrofuels has changed the processes of land acquisition and use by both agribusiness and the peasantry, provoking new insights into the nature of territorial conflicts and thereby stimulating the need to revise perspectives on the agrarian question in Brazil.

Knowledge of quality of life is a very complex and rich in cultural and subjective dimensions, understood in a broad sense and multivariate theme. Considering the rural areas from agriculture, it is observed that the production standard defines significant changes in the environmental context and the quality of life of rural workers. To explain the relationship between quality of life and Family Organic Agriculture, we sought to analyze the quality of life of the organic family farmer, after change in agricultural management. The research, based on a procedure exploratory study supported the articulation theoretically constructed, showed their relevance and allowed to delimit with greater security, the central question of work. The WHOQOL - 100 treated the instrument of research on quality of life that directed the field study with organic farmers from the town of Lagoa Seca / PB. Farmers and family members are from rural regions Almeida, Alvinho, Lagoa de Barro, Lagoa Gravatá, Oiti and Pau Ferro. The average time is 39 years farming and organic family farm is 16 years. In the analysis work was found that the process of production of vegetables and fruits is divided into 08 steps and with respect to workloads observations showed the presence of: physical loads, mechanical stresses, psychological burden and ergonomic factors. Most farmers reported symptoms were fatigue and cramps in the legs . Regarding the quality of life was noticed that the Psychological Domain contributed positively to the quality of life with mean and standard deviation (17.83 ± 12.78) and Domain Environment negatively contributing to the quality of life of this group (9.00 ± 6.82). We conclude that the practice of Family Organic Agriculture should be seen as an effective strategy in promoting quality of life and social values in between, since it presents environmental sustainability with regard to life and socio-cultural diversity of populations

A manutenção e/ou a ampliação da terra compõem o eixo central em torno do qual os produtores familiares organizam sua vida e seu trabalho. Este artigo analisa as estratégias desses produtores em relação à divisão de herança e à sucessão, e as formas que utilizam para aquisição de novas áreas. O levantamento das características das famílias e da propriedade foi realizado por meio de um questionário aplicado junto a 89 produtores familiares de três municípios da mesorregião de São José do Rio Preto (SP). Posteriormente foi entrevistado um terço dos produtores de cada município que havia respondido ao questionário. A análise das estratégias fundiárias mostrou uma grande diversidade na forma de partilhar a herança e de conduzir a sucessão, sendo que ambos os processos são apoiados, basicamente, em regras tradicionais, embora mantenham uma fachada de adequação às normas legais. Quanto às estratégias de aquisição de mais terras, observou-se que os produtores são capazes de organizar complexas formas de capitalização, centradas em maiores esforços no trabalho e na contenção de gastos, além da utilização de políticas públicas favoráveis e de práticas costumeiras. Os arranjos intra-familiares e as formas de cooperação ligadas ao parentesco mais amplo também se mostraram importantes para a ampliação da propriedade.

Since the 60's, the population censuses have revealed a high degree of social inequality in Brazil. The concentration of income, as measured by the Gini index, showed persistently high since then. After the year 2001, we note that the trajectory stability is disrupted and the Gini index begins to show a downward trend. In relation to poverty, there has been two periods in recent history in which there was consistent decrease in the proportion of poor in the years immediately after the Real Plan in 2003 and in the year 2003 onwards. This research aimed to analyze poverty and income distribution in rural Brazil. In this crop sector, it is noted that the average perceived by the rural population is below the Brazilian income and, therefore, there is an increase in the number of poor. In addition, income in rural areas is less concentrated compared to the urban environment. Finally, as occurred in Brazil, there is a rural improvement in indicators of poverty and inequality in the last 10 years. Finally, this paper analyzes the changes that may have contributed to the fall in inequality and rural poverty, including the policy of rural settlement, the credit program to the family farmer (PRONAF) and rural retirement

The process of the family farmers' recognition as individuals with rights demonstrates having their first roots, in spite of being recent, if compared to the history of the Brazilian rural syndicalism, still in the constitution of the labor-syndical legislation in 1930. Therefore, seeking to explore that process the present paper has as objective to analyze the family farmers' emergence as individuals of rights in the contemporary Brazilian society, analyzing the processes of formation of the rural syndicalism and the expansion of the labor law for the rural workers as a form of accomplishment of a "regulated citizenship" until the decade of 1970; the urge to the official syndicalism, the structuring of a "new syndicalism" and the new social actors' appearance in the field, which made possible the enlargement of the citizenship spaces in the period of re-democratization in Brazil; the "crisis" of the new syndicalism, the creation of new syndical structures "apart" of the official structure (syndicalism of the family agriculture) and the emergency of the "family farmers" as subject of rights in the recent period.

El objetivo del trabajo es analizar las políticas para la soberanía alimentaria en Misiones y su relación con las demandas de organizaciones de la agricultura familiar, teniendo en cuenta distintas visiones sobre el tema que tienen los actores involucrados y las acciones que se proponen desde algunas dependencias del Estado provincial y nacional. Para ello se revisaron y sistematizaron fuentes diversas (primarias y secundarias). El trabajo muestra divergencias entre las concepciones de soberanía alimentaria del Estado provincial (sustitución de la importación de alimentos) y nacional (democratización de su acceso), que sustentan estrategias de intervención en algunos puntos contradictorias y que se distancian de las demandas de las organizaciones de la agricultura familiar (centrada en la tierra para producir alimentos)

The new development strategies should operate mainly in the areas of energy efficiency and sustainable agriculture. Thus, the substitution of fossil fuels with biofuels, such as biodiesel, is increasingly on the agenda. The cultivation of oilseed plants for biodiesel production must take place in integrated systems that enable best environmental benefits and are more economically significant. The objectives of this study were to assess the morphological, anatomic, and physiological characteristics of safflower (Carthamus tinctorius L., promising oilseed for biodiesel production) grown in monoculture and intercropping with cowpea bean (Vigna unguiculata L. Walp.); and identify socioeconomic family farmers and verify their acceptance about safflower as an energy crop. The methodology used for the analysis of safflower growth in monoculture and intercropped with beans, were morphoanatomical and histochemical analyzes, made with samples of plants grown in the field in two cropping systems throughout the range of the life cycle of these plants. There were no changes in growth and anatomy of plants, even in the consortium, which is satisfactory to indicate the intercropping system for those crops and can be a good alternative for the family farmer, who may have safflower as a source of income without giving up planting their livelihood. To check the acceptance of safflower by farmers, interviews were made to family farmers by Canudos agrovila in Ceará-Mirim/RN. It was noticed that many of them accept the introduction of safflower as oil crop, although unaware of the species, and that, being more resistant to drought, safflower help in the stability of families who depend on the weather conditions for success their current crops. In general, it is concluded that safflower has features that allows it to be grown in consortium for biodiesel production combined with the production of food, such as cowpea, and can be used enabling better development for family farmers.
