The objective of this paper is to analyze the relationship between exchange rate regime, capital account convertibility and economic growth in 1990-2007 period within the emerging countries that constitute what has been called BRIC - Brazil, Russia, India and China. Our hypothesis is that economic performance of these countries is the result, at least partially, of the quality of the macroeconomic policy management adopted in each country, in which exchange rate policy, capital account convertibility and the degree of external vulnerability plays a key role.

Based on the Post Keynesian approach and on the Evolutionary literature, this study seeks to demonstrate the causal relationships between the National Innovation System and the national and international financial systems. This study shows that there is a circular causation in the less developed economies that contributes to the immaturity of its National Innovation System and to its structural external vulnerability. Conclusions highlight that the cycles in the less developed economies mirror the cycles of international liquidity.

In the early 1990s, Brazil entered a financialized economic dynamic in which short-term financial valorization generated by the issuing of guaranteed public debt overshadowed the entire economy. This article analyzes Brazilian economic processes between 1993 and 2003, in particular the bi-directional relationship with external vulnerability, erratic international financing behavior and how State actions to obtain and maintain these resources fostered financialization. As a result, the entire economy became enmeshed in a self-perpetuating trap in which financial activity was predominant over economic activity.

The aim of this paper is to indicate that there was a significant change in the composition of the Brazilian International Investment Position in the period 2001-2010: international reserves became higher than the external debt and decreased the share of foreign liabilities denominated in foreign currency, getting smaller that the participation of the external liabilities denominated in domestic currency. These tend to suffer a double devaluation (prices and exchange rates) in times of crisis, thus characterizing the reduction of the external vulnerability in the financial sphere as evidenced in the global crisis hatched in 2008.

The global economic scenario, from the late 1980s, it was predominantly marked by the hegemony of political and economic orthodoxy. The strength of a great political pact that brought together the financial sector, rentiers and the big capital, and had the Washington Consensus as base, induced countries to adopt liberalizing policies such as trade liberalization, privatization and deregulation. The failure of these policies, manifested in unemployment, external vulnerability and low growth has led to a change in economic direction, particularly after the election of President Lula. Amid this situation, we can see a reorientation of the role of the Brazilian state, in response to a movement of their own society organized to implement a new national strategy, with the state as a promoter of development. In this project of a new strategy, the state action becomes strategic and not systemic, turning to strengthen national companies in strategic sectors and internationally competitive. In this ongoing process of a new development strategy, we adopted the conceptualization of what Bresser-Pereira calls the new developmentalism.

O presente estudo visa analisar o contexto internacional na produção estratégica de insumos nucleares para a área da saúde e como o processo de crescente interação política entre os países influencia na tomada de decisão dos gestores dos sistemas nacionais de saúde, tendo em vista a importância de alcançarem maiores graus de autonomia frente aos oligopólios mundiais que dominam a produção de equipamentos para a saúde. Neste contexto, utilizou-se a abordagem teórica fornecida pelo estudo do Complexo Industrial em Saúde (GADELHA, 2003), que fornece elementos para discutir a interação entre o sistema de saúde e o sistema econômico-industrial, mostrando a dicotomia existente na relação entre ambos, que se exprime na deterioração do potencial de inovação do país e na vulnerabilidade externa da política de saúde. Para tanto, a escolha pela investigação do caso empírico de criação do Reator Multipropósito Brasileiro se deu pelo envolvimento de diferentes setores institucionais no processo e que influenciam diretamente na estruturação de um parque de alta densidade tecnológica e científica ligado à área da saúde que poderiam elevar o país a um patamar diferenciado em termos de cooperação internacional e estratégia geopolítica. Os métodos utilizados incluíram pesquisa bibliográfica sobre o tema e análise de dados secundários que circundam o processo de incorporação da tecnologia estudada
