This brief presentation considered the possibilities and limitations of strategies to promote electronic democracy pursued so far. In particular it indicated that the problems encountered have only been in part due to technological limitations or even a lack of political will. The stronger set of issues concerns the question of 'why participate?', and how to best facilitate this. The capacity to extent the principals of deliberative democracy through online media is briefly canvassed in the presentation.

In Australia, a range of Federal Government services have been provided online for some time, but direct, online citizen consultation and involvement in processes of governance is relatively new. Moves towards more extensive citizen involvement in legislative processes are now being driven in a “top-down” fashion by government agencies, or in a “bottom-up” manner by individuals and third-sector organisations. This chapter focusses on one example from each of these categories, as well as discussing the presence of individual politicians in online social networking spaces. It argues that only a combination of these approaches can achieve effective consultation between citizens and policymakers. Existing at a remove from government sites and the frameworks for public communication which govern them, bottom-up consultation tools may provide a better chance for functioning, self-organising user communities to emerge, but they are also more easily ignored by governments not directly involved in their running. Top-down consultation tools, on the other hand, may seem to provide a more direct line of communication to relevant government officials, but for that reason are also more likely to be swamped by users who wish simply to register their dissent rather than engage in discussion. The challenge for governments, politicians, and user communities alike is to develop spaces in which productive and undisrupted exchanges between citizens and policymakers can take place.

This paper is a summary of a PhD thesis proposal. It will explore how the Web 2.0 platform could be applied to enable and facilitate the large-scale participation, deliberation and collaboration of both governmental and non-governmental actors in an ICT supported policy process. The paper will introduce a new democratic theory and a Web 2.0 based e-democracy platform, and demonstrate how different actors would use the platform to develop and justify policy issues.

A dissertação busca responder em que medida todas as possibilidades de interação ofertadas pelo Portal da Câmara dos Deputados atendem às necessidades de interação política dos cidadãos que utilizam estes novos canais. Quem são os usuários destas novas ferramentas? Qual a avaliação que eles fazem destes novos canais? Qual é a opinião deles sobre as possibilidades de participação eletrônica? O principal aspecto teórico abordado nesta dissertação é a seguinte discussão: a internet replica formas de participação tradicionais ou é realmente capaz de fazer com que mais cidadãos, incluindo aqueles que estão alheios e desinteressados, participem? Essas questões foram direcionadas ao Portal da Câmara dos Deputados do Brasil, que, ao longo dos últimos anos, soube adaptar-se e promover um espaço de amplo acesso a informações legislativas, com capacidade de contato e interação entre o cidadão e o seu representante e é considerado, atualmente, o melhor portal legislativo da América do Sul. A dissertação utilizou duas metodologias distintas. A primeira consistiu em analisar as estatísticas de acesso ao Portal, identificando assim os padrões de acesso: os sites de referência e os caminhos de busca através dos quais se chega ao Portal. A segunda consistiu na condução de um Web Survey para coletar a opinião dos usuários. O questionário aplicado teve como objetivo coletar avaliações das ferramentas disponibilizadas pelo Portal, identificar o perfil dos usuários e compreender-lhes o comportamento político no mundo off-line. Um dos principais achados é o de que a Democracia Eletrônica desenvolvida pelo Portal da Câmara dos Deputados tem servido mais aos profissionais da política que ao cidadão comum. Mas, mesmo assim, o cidadão comum, interessado em buscar participação, contato e interação com os atores políticos, está procurando essas ferramentas on-line. La tecnología electoral que da paso a la incorporación del voto electrónico no es simplemente un medio, sino implica cierto conocimiento y un cambio en la cultura electoral de los ciudadanos. Puesto que, la tecnología no podrá ser comprendida e implementada de manera correcta y exitosa mientras sea pensada solo como un medio pues supone necesariamente un conocimiento de las causas y razones que entrelazan los procesos del voto electrónico en su conjunto. Así, la tecnología electoral implica reglas y prácticas cotidianas que permitan la familiarización para con la tecnología del electorado. De ahí que se observe mucho más allá de las tendencias globales los rasgos específicos de cada país como su historia particular, los procesos por los que ha pasado, su situación política, la confianza que tienen los ciudadanos en las instituciones políticas y en los organismos electorales, entre otros que permiten proponer estrategias que posibiliten la implementación del voto electrónico o su mejoramiento para los países que ya lo han implantado.

Governments around the world are taking advantage of the numerous benefits offered by the World Wide Web in order to provide client services to citizens. Australia has been a leader in this trend. The literature in this area focuses primarily on the pragmatic issues such as governmental accountability and transparency, interactivity, policy making, security and privacy, quality and costs. Along with the positive accounts of eGovernment development, however, some concerns are emerging in the literature. This paper examines such issues with particular reference to national governments. Although Australia can be proud of its position as a leader in bringing government business to the Web, it must also be cognisant of the concerns about eGovernment that are being more widely identified.

El ascenso de Internet ha dado lugar a numerosas propuestas de uso de la red para la participación política. En el siguiente artículo se analizan algunos supuestos de la llamada democracia electrónica. Asimismo, se hace hincapié en dos aspectos: en primer lugar, la disposición de los individuos a adquirir informaciones tanto como las posibilidades de que las mismas impliquen una profundización de la participación y una mejora de la democracia-; en segundo lugar, el riesgo -por ciertas modalidades propias de este tipo de comunicación- de reforzar la tendencia de concebir la política como gestión, como elección de quien cumple con más eficacia los servicios que se demandan.

This paper present a preliminary analysis of electronic voting schemes and the requirements of Electronic Democracy as a part of the work carried out by the authors in the VOTESCRIPT project (TIC2000-1630-C02). A summary of the most relevant experiences on this field are discussed and a basic classification of them is pointed out, according to different degrees on process computerization. As it is shown, most of them only take into account a technological perspective, just trying to imitate the conventional voting schemes. A citizen-base bottom-up perspective is proposed to analyze the implementation of electronic voting systems in order to avoid citizen rejection. The paper also hallmarks the new technical possibilities created to be applied to the development of citizen?s right realm. Further than conventional voting schemes, the paper proposes the use of advanced security services to extend conceptualization of Electronic Democracy in which citizens have a key role on decision making processes.

The notion of democracy poses a significant challenge and problem in modern considerations on history, philosophy and politics. At present, in the face of the so-called information revolution, democracy has undoubtedly undergone profound and easily visible transformations. It can be said that the application of IT to exercise democratic power has brought about a revolution that will span a period of many years, given the different potential differing states have to spread the new technologies. The development of information and communications technology (ICT) has introduced new notions related to democracy, such as teledemocracy, technopolitics or electronic democracy (e-democracy). The subject of this paper, electronic voting (e-voting) is among the highly significant instruments of e-democracy. Electronic voting is the fulfillment of the principle of national sovereignty as it can be applied in the procedures of both indirect (e-elections) and direct (e-referendum) democracy.

Finding the answer to the question of the role of electronic voting in a modern country consti - tutes an important part of researches into electronic democracy. The recent dynamic development of in - formation and communication technologies (ICT) and mass media have been leading to noticeable changes in functioning of contemporary countries and societies. ICT is beginning to play a greater and greater role and filter down to almost every field of contemporary human life – including politics. Elec - tronic voting represents one of the more and more popular forms of so called e-democracy, and is an in - teresting research subject in the context of mechanisms for implementing this form of participation in elections, its legitimization, specific technological solutions for e-voting and their effectiveness as well as unintended consequences. The main subject of this text is the use of electronic voting ( e-voting )asone of the forms of electronic democracy . The article attempts to answer the following research questions: First, what is the impact of ICT on the political processes – particularly on the voting procedures? Sec- ondly, what is the essence of electronic voting and what are its main features? Finally, what are the e-voting experiences in the European countries? The text is devoted rather to general remarks on e-voting, and does not constitute a complete analysis of the issue. It is intended to be a contribution to the further considerations.

The ability of new information and communication technologies to pierce previously impenetrable physical, personal, and social boundaries has particular relevance to contemporary society and young people as there is now more information that can be collected, accessed, and distributed about individuals and groups. The ability to know about each other has become a central feature of many young people’s lives. The need to know is further complicated by other questions – Who knows? What do they know? What are the implications of this knowledge?. These questions are a consequence of society having become more mobile and networked enabling increased surveillance, tracking, and spreading of dis/information. With the acceleration of new pervasive and immersive technologies, these questions have taken on a new urgency and significance that go beyond an Orwellian Big Brother scenario. This chapter extends Foucault’s notion of the panopticon to take account of the challenges of an AmI environment of smart networked devices. By drawing on examples of recent young adult fiction, I examine some of the ways in which these texts invite their readers to reflect and speculate on the uneasy relationship between surveillance and democracy and what this means for individual rights and freedom, and a sense of place and belonging.

It deals with the ideas of democracy as something endemic to human nature; with practical methods for the improvement of democracy; and a mix of other political concepts. The book also has a response to the Russian Federation's development of the 'mother of all bombs' which leads Gagnon to question reason itself in humanity's progress.
