The record of successful developmental states in East Asia and the partial successes of developmental states in Latin America suggest several common preconditions for effective state intervention including a Weberian bureaucracy, monitoring of implementation, reciprocity (subsidies in exchange for performance), and collaborative relations between government and business. Although Brazil failed to develop the high technology manufacturing industry and exports that have fueled sustained growth in East Asia, its developmental state had a number of important, and often neglected, successes, especially in steel, automobiles, mining, ethanol, and aircraft manufacturing. Where Brazil's developmental state was less successful was in promoting sectors like information technology and nuclear energy, as well as overall social and regional equality. In addition, some isolated initiatives by state governments were also effective in promoting particular local segments of industry and agriculture. Comparisons with East Asia, highlight the central role of state enterprises in Brazil that in effect internalized monitoring and reciprocity and bypassed collaboration between business and government (that was overall rarer in Brazil).

This book explains why it was possible for the Worker’s Party (PT) in Brazil and the African National Congress (ANC) in South Africa to pursue a developmental state trade policy, in spite of neoliberal constraints. The major theoretical lenses are three-fold. It applies state theory (macrolevel), policy network analysis (meso-level) and theories on political parties with emphasis on factional politics (micro-level). This book highlights the socio-political relevance of comparatively progressive policy frameworks and expands the debate on how to re-gain national policy space for progressive reform policies even under neoliberal constraints.

Seed quality may be compromised if seeds are harvested before natural dispersal (shedding). It has been shown previously that slow or delayed drying can increase potential quality compared with immediate rapid drying. This study set out to investigate whether or not there is a critical moisture content, below which drying terminates maturation events for seeds harvested after mass maturity but before dispersal. Seeds of foxglove (Digitalis purpurea) in the post-abscission pre-dispersal phase were held at between 15 and 95 % RH for 4 or 8 d, with or without re-hydration to 95 % RH for a further 4 d, before drying to equilibrium at 15 % RH. In addition, dry seeds were primed for 48 h at -1 MPa. Subsequent seed longevity was assessed at 60 % RH and 45 degrees C. Rate of germination and longevity were improved by holding seeds at a wide range of humidities after harvest. Longevity was further improved by re-hydration at 95 % RH. Priming improved the longevity of the seeds dried immediately after harvest, but not of those first held at 95 % RH for 8 d prior to drying. Maturation continued ex planta in these post-abscission, pre-dispersal seeds of D. purpurea dried at 15-80 % RH at a rate correlated positively with RH (cf. ageing of mature seeds). Subsequent re-hydration at 95 % RH enabled a further improvement in quality. Priming seeds initially stored air-dry for 3 months also allowed maturation events to resume. However, once individual seeds within the population had reached maximum longevity, priming had a negative impact on their subsequent survival.

Cefotaxime has little antimicrobial activity in vitro against most strains of enterococci, as measured by conventional MICs and MBCs. However, the MICs of cefotaxime against many enterococci are markedly reduced by the addition of serum to the test medium. To assess the relevance of this observation in vivo, we examined the efficacy of cefotaxime in experimental Streptococcus faecalis endocarditis. Since response to antimicrobial agents may vary with the degree of vegetation development, therapeutic efficacy was assessed both in rabbits with newly formed vegetations and in rabbits with well-developed endocardial lesions. Peak serum levels of cefotaxime (50.1 +/- 20.0 micrograms/ml) exceeded the MIC in medium supplemented with serum (4 micrograms/ml), but not in Mueller-Hinton broth alone (greater than 64 micrograms/ml). After 4 days of therapy, animals with newly formed lesions (therapy initiated 1 h after infection, transvalvular catheters removed) had lower mean vegetation bacterial titers than did untreated controls. Among animals with mature vegetations (therapy initiated 12 h after infection, catheters indwelling), the rate of mortality was significantly reduced by cefotaxime therapy. However, no difference in vegetation titers was observed. Thus, cefotaxime demonstrated antienterococcal activity within newly formed vegetations, but did not inhibit bacterial proliferation within well-established vegetations.

This thesis follows and analyses the involvement of both social actors and the state in the industrial transformation of Mexico. While these actors have been key associates in the development of the Mexican economy for decades, with the 1982 debt crisis, and especially after the promotion of a structural reform in 1986, the patterns of their involvement changed. However, this change was more limited than expected, and the state did not abandon its participation in some key industrial sectors. This thesis will demonstrate that the role of the state remained important during the process of change towards an Export-Oriented developmental paradigm, although the state continued to participate in fashioning social relations, it did so in new ways that can be termed “protective liberalization.”

The moulting cycles of all larval instars (zoea I, zoea II, and megalopa) of the spider crab Maja brachydactyla Balss 1922 were studied in laboratory rearing experiments. Morphological changes in the epidermis and cuticle were photographically documented in daily intervals and assigned to successive stages of the moulting cycle (based on Drach's classification system). Our moult-stage characterizations are based on microscopical examination of integumental modifications mainly in the telson, using epidermal condensation, the degree of epidermal retraction (apolysis), and morphogenesis (mainly setagenesis) as criteria. In the zoea II and megalopa, the formation of new setae was also observed in larval appendages including the antenna, maxillule, maxilla, second maxilliped, pleopods, and uropods. As principal stages within the zoea I moulting cycle, we describe postmoult (Drach's stages A–B combined), intermoult (C), and premoult (D), the latter with three substages (D0, D1, and D2). In the zoea II and megalopa, D0 and D1 had to be combined, because morphogenesis (the main characteristic of D1) was unclear in the telson and did not occur synchronically in different appendices. The knowledge of the course and time scale of successive moult-cycle events can be used as a tool for the evaluation of the developmental state within individual larval instars, providing a morphological reference system for physiological and biochemical studies related to crab aquaculture.

Small non-coding RNAs derived from transfer RNAs have been identified as a broadly conserved prokaryotic and eukaryotic response to stress. Their presence coincides with changes in developmental state associated with gene expression regulation. In the epimastigote form of Trypanosoma cruzi, tRNA fragments localize to posterior cytoplasmic granules. In the infective metacyclic form of the parasite, we found tRNA-derived fragments to be abundant and evenly distributed within the cytoplasm. The fragments were not associated with polysomes, suggesting that the tRNA-derived fragments may not be directly involved in translation control in metacyclics.

The phloem performs essential systemic functions in tracheophytes, yet little is known about its molecular genetic specification. Here we show that application of the peptide ligand CLAVATA3/EMBRYO SURROUNDING REGION 45 (CLE45) specifically inhibits specification of protophloem in Arabidopsis roots by locking the sieve element precursor cell in its preceding developmental state. CLE45 treatment, as well as viable transgenic expression of a weak CLE45(G6T) variant, interferes not only with commitment to sieve element fate but also with the formative sieve element precursor cell division that creates protophloem and metaphloem cell files. However, the absence of this division appears to be a secondary effect of discontinuous sieve element files and subsequent systemically reduced auxin signaling in the root meristem. In the absence of the formative sieve element precursor cell division, metaphloem identity is seemingly adopted by the normally procambial cell file instead, pointing to possibly independent positional cues for metaphloem formation. The protophloem formation and differentiation defects in brevis radix (brx) and octopus (ops) mutants are similar to those observed in transgenic seedlings with increased CLE45 activity and can be rescued by loss of function of a putative CLE45 receptor, BARELY ANY MERISTEM 3 (BAM3). Conversely, a dominant gain-of-function ops allele or mild OPS dosage increase suppresses brx defects and confers CLE45 resistance. Thus, our data suggest that delicate quantitative interplay between the opposing activities of BAM3-mediated CLE45 signals and OPS-dependent signals determines cellular commitment to protophloem sieve element fate, with OPS acting as a positive, quantitative master regulator of phloem fate.

The State and the economy in South Korea: from the developmentist state to the Asian crisis and later recovery. The article focuses on the institutions of South Korean capitalism and on the interactions between the state and the economy. The economic model in South Korea was characterized by a very interventionist state, which played a very active role in the process of industrialization. However, South Korea suffered a severe crisis in 1997, attributed by many authors to the distortions inherent to strong state intervention. The article shows that the crisis was a result of the combination between internal economic fragilities and a rapid process of financial deregulation, which undermined the state's capacity of control. The crisis, nevertheless, does not disqualify the role of the national institutions in the very successful process of industrialization. Despite the reforms, the Korean capitalism conserves much of the previous model of business organization and industrial relations. The state continues strong and played active role in the process of economic reforms. There are, nevertheless, doubts about the impacts of the reforms and the new configuration of Korean capitalism. They will depend on the current transformations in world economy and in the East Asian countries.

La planification de la politique économique au Brésil a été proposée dans les années 1950 avec le but de promouvoir l'indépendance et le développement économique du pays. Cette planification serait réalisée grâce à l'intervention de l'État par le contrôle de l'économie et des marchés, et par la création des entreprises publiques et des secteurs prioritaires, y compris l'énergie. L'État a créé Petrobras dans le but d'encourager la croissance économique du pays, afin de faire croître le pays grâce au contrôle des cycles de production. C’est pourquoi le gouvernement commença à assumer la croissance et à financer les investissements nécessaires pour construire un environnement industriel pour le Brésil. La création de Petrobras se passa avant même la connaissance du sous-sol brésilien ainsi qu’au début de l'extraction pétrolière, croyant en la capacité productrice du Brésil. La planification développementaliste s’est prolongée dans tous les gouvernements, en l’adaptant afin d'évoluer, mais en devenant plus présent par le soutien du secteur privé. Grâce à la politique nationaliste et interventionniste dans l'économie, cela a été caractérisé par l'implication des parties de gauche et de droite, à savoir, le nationalisme n'a pas été dépendent de leur positionnement politique, mais plutôt de l'idéologie économique défendue. Ainsi, la création de Petrobras a été un acte de foi dans la vie politique, un élément de volonté et d’engagement de l’État en faveur du développement de l'énergie, devenant la base de l'économie du Brésil.

Este estudio de caso analiza en qué medida la firma del Tratado de Libre Comercio entre Colombia y Corea del Sur obedece a estrategias políticas y/o costo beneficio económico por parte de este último. La hipótesis en el presente trabajo es que la firma del TLC entre ambos países se debe a la existencia de intereses compartidos. Por un lado, existen intereses económicos, debido a que Corea del Sur es un actor racional que busca siempre maximizar sus beneficios a través del aumento del tamaño de sus mercados. En este sentido, Colombia le sirve como plataforma para exportación de productos coreanos utilizando los acuerdos comerciales ya establecidos. Así mismo, existen intereses políticos que son permeados por medio de la cooperación internacional y que le pueden servir al Estado surcoreano en un proceso de búsqueda de legitimar de su imagen dentro del Sistema Internacional vis-a-vis de su relación con Corea del Norte. Este trabajo será de tipo descriptivo y explicativo. Para el desarrollo se utilizará la metodología cualitativa, ya que se ahonda en las especificidades del caso para entender cómo se dio éste fenómeno en particular. Como fuentes de recolección de información se utilizan entrevistas y análisis de documentos oficiales de la Embajada de Corea y discursos del Embajador Choo Jong Youn.

La presente investigación busca dilucidar el papel del modelo económico del chaebol en la participación de Corea del Sur en la Organización para la Cooperación y el Desarrollo Económico OCDE. Las investigaciones en torno al modelo chaebol y sus privilegios en Corea del Sur no han sido enfocadas directamente hacia el ámbito internacional y la influencia que puede tener allí dicho modelo. La investigación busca demostrar que el éxito del modelo económico del chaebol sirvió como incentivo para su entrada y participación activa en la OCDE, consiguiendo de esta forma no solo el establecimiento de una cooperación económica con sus miembros, sino un prestigio y reconocimiento frente a la Comunidad Internacional. Para el desarrollo de esta investigación de tipo cualitativo, se utilizarán fuentes de segundo y tercer grado para llevar a cabo un análisis documental de textos, pertinente para su desarrollo.

O presente texto é resultado de uma pesquisa que visa a entender a atuação da Administração Tributária Federal brasileira no tocante ao estímulo ao pagamento de tributos. Trata-se de conhecer o processo de obtenção de certidões de regularidade fiscal junto à Receita Federal e à Procuradoria da Fazenda Nacional, bem como a possível política pública pretendida com a introdução daquelas no Sistema Tributário Nacional, a fim de se identificarem os pressupostos que determinam a atuação destes órgãos na indução do comportamento dos contribuintes, para, então, contrapô-los aos novos paradigmas de atuação das Administrações Fiscais, pensados por James Alm. Para tanto, o trabalho foi dividido em quatro partes. Na primeira, apresenta-se o referencial teórico que guiará todo o estudo. Inicia-se pela discussão do atual contexto dos países em desenvolvimento no tocante às formas de interação entre setor público e privado, o chamado Novo Estado Desenvolvimentista. Em seguida, após essa incursão nas modernas formas de Administração Pública para os países em desenvolvimento, ingressa-se no debate acerca das recentes teorias sobre atuação das Administrações Tributárias, em especial, sobre o paradigma do serviço e da confiança proposto por James Alm e sua adequação ao Novo Estado Desenvolvimentista. Nessa oportunidade, são fixados, então, os parâmetros pelos quais será avaliada a atuação da Administração Tributária Federal brasileira. Na segunda parte do trabalho, depois do mapeamento e classificação das normas que tratam sobre certidões de regularidade fiscal, são descritos o contexto histórico e debates legislativos referentes à produção dessas mesmas normas a fim de se identificarem os interesses e a possível política pública querida com a introdução daquelas certidões no Sistema Tributário Nacional. Na terceira parte, há o relato do processo de obtenção desses documentos de prova de regularidade fiscal. Pretende-se, com isso, descrever como Receita Federal e Procuradoria da Fazenda Nacional prestam o serviço de emissão deles. Diante das informações construídas no segundo e terceiro capítulos, bem como dos conceitos teóricos estabelecidos no primeiro tópico, avaliar-se-á, num quarto momento, a atuação da Administração Tributária Federal quanto aos métodos de que se vale para incentivar a obediência à legislação tributária. Após a elaboração desse diagnóstico, são apresentadas possíveis alternativas para que o relacionamento entre Fisco e contribuintes brasileiros esteja mais coerente com os padrões propostos pelo modelo teórico eleito.

New developmentalism may be seen as a specific set of policies (a national development strategy), or as a broader the theory behind (structuralist development economics) and the corresponding developmental state. Seen in the later sense, as Weberian ideal type, this paper compares new developmentalism with old developmentalism and with liberal orthodoxy. This paper was written in honor of Roberto Frenkel, in 70 years Festrischt.
