Discusses two aspects of Hong Kong law: 1) the judgment of the Hong Kong Court of Final Appeal in A Solicitor v The Law Society of Hong Kong on whether Hong Kong courts were bound, post-1997, by pre-1997 House of Lords or Privy Council decisions, by pre-1997 decisions of their own, or by post-1997 overseas decisions from any jurisdiction; and 2) the need for clarification in the Hong Kong Companies Ordinance of whether a company can have a single legal representative, the ultra vires rule and the duties of company directors

A project to investigate the coastal wetland resources of the Burdekin Delta, north Queensland, was undertaken as part of the long-term assessment of the coastal fisheries resources of Queensland. Extending from November 1993 to May 1995, fieldwork was undertaken in November 1993 and August 1994. The scope of the coastal wetlands resources investigation of the Burdekin Delta for declaration as a Fish Habitat Area was: 1. To document and map the marine wetland vegetation communities in the Burdekin River delta. 2. To document levels of existing disturbance to wetlands, existing recreational and commercial fisheries resources, and existing fishing activities. 3. To evaluate the conservation values of the areas investigated from the viewpoint of fisheries productivity and as habitat for important/threatened species. 4. To initiate Fish Habitat Area declaration under Section 120 of the Queensland Fisheries Act 1994 with formal consultation to all stakeholders. This report concentrates on Points 1 and 3, the documentation of the marine wetland vegetation communities and the evaluation of conservation values from a fisheries viewpoint. The inherent difficulty of thread-based shared-memory programming has recently motivated research in high-level, task-parallel programming models. Recent advances of Task-Parallel models add implicit synchronization, where the system automatically detects and satisfies data dependencies among spawned tasks. However, dynamic dependence analysis incurs significant runtime overheads, because the runtime must track task resources and use this information to schedule tasks while avoiding conflicts and races.
We present SCOOP, a compiler that effectively integrates static and dynamic analysis in code generation. SCOOP combines context-sensitive points-to, control-flow, escape, and effect analyses to remove redundant dependence checks at runtime. Our static analysis can work in combination with existing dynamic analyses and task-parallel runtimes that use annotations to specify tasks and their memory footprints. We use our static dependence analysis to detect non-conflicting tasks and an existing dynamic analysis to handle the remaining dependencies. We evaluate the resulting hybrid dependence analysis on a set of task-parallel programs.
