O reforço das competências de gestão nas instituições públicas: governança e gestão no poder legislativo municipal: estudo de caso na Câmara Municipal de Niterói

This thesis analyzes the governance in public institutions management, taking the Niteroi's Cityzenship Council as the reasearch object. In order to accomplish this goal, this thesis has been split into two parts. The first one introduces the discussion about management, manager's action and administration, differentiating the private approach from the public one. The characteristics of the public service and its models were defined, as they were incorporated in the last decades in parallel with the institutionalism and governance theories. In the second part a description is presented on the Brazilian's politician space construction, with emphasis in the cities and in the functioning of the public institutions according to the reality of the Brazilian's partisan system. The concept of accountability and the relation between repuplican powers were also discussed, followed by a case study. The analyses show the reality of the governance at the chamber of the councilmen of Niteroi in accordance with the methodology chosen to accomplishment the research. The conclusion points out the findings that were obtained during the research.

Efeito da eleição do candidato da oposição sobre a apresentação e aprovação de projetos do prefeito na Câmara

Este trabalho tem por objetivo analisar o efeito de se eleger um candidato da oposição em eleições municipais sobre a apresentação e aprovação de projetos do prefeito então eleito na câmara de vereadores, no ano subsequente. Tal questão diz respeito à vantagem, para os munícipes, de optar pela alternância de poder em detrimento da reeleição, bem como à relação entre o novo representante do executivo e os vereadores. Dialoga-se, assim, com uma literatura político-eleitoral pródiga na análise dos fatores que favorecem a reeleição, mas que pouco se debruçou sobre as consequências futuras da alternância de poder. Igualmente, contribui-se com um embasamento econométrico para as discussões fomentadas a nível teórico a respeito das relações entre os poderes no município. A metodologia empregada se baseia na técnica de regressões descontínuas ou RDD para tratamento quase-experimental dos dados coletados no TSE e no Censo Legislativo de 2005. A partir da análise dos dados, e com significância moderada, argumenta-se que quando o prefeito eleito é da oposição ele tende a apresentar menos projetos à câmara em seu primeiro ano de mandato, mas recebe acolhida proporcionalmente mais favorável por parte dos vereadores.

Dos movimentos sociais às funções institucionais: a Consolidação de uma geração política em Sergipe.

This study was presented to the Post-Graduation Program in Social Sciences at UFRN as part of the requisites for obtaining the title of Master in Social Sciences. It describes the results of the research From social movements to the institutional functions: the consolidation of a generation . Its main objective is to describe the history of a political generation that emerged from the social movements, in the 80 s, in Sergipe, and that nowadays occupies the main governmental positions in the State s political scenario. As its specific objectives, the research described the emerging of social movements in the 80s in Sergipe; it found in the social movements in Sergipe, in the 80s, the beginning of the history of a new political generation, and described the consolidation of this new political generation in institutional positions as the expression of a new group of power in Sergipe s politics. Among the social movements that gained visibility in that period and that projected their leadership into the political scenario of Sergipe, this study highlights: the students movement, teacher s movement, bank clercks movement, miners movement, and rural workers movement. It utilized as methodology the research in sites, magazines, and the use of testimonies from semi-structured interviews. The main leadership of the five movements that were analyzed is, nowadays, governing the state, administering the capital s city hall, and performing legislative work at the Legislative Assembly of Sergipe, and at the Chamber of City Councilmen of Aracaju. This study described the political history of the main leadership of that generation of militants and organizers of social movements, and of left party groups in Sergipe, highlighting that their consolidation in the political scenario of the State meant the consolidation of a new group of power in Sergipe s politics.

Transparência governamental e accountability: uma análise comparativa da evolução dos portais de informações públicas no município de São Paulo

Impulsionados por mudanças na legislação e pelo contexto de favorecimento de medidas de publicidade, vários órgãos governamentais vêm ampliando o leque de informações divulgadas nos seus portais de transparência. Entretanto, esse movimento não é uniforme certos órgãos têm tendência maior de serem mais transparentes que outros. Este trabalho sugere a montagem de um modelo de avaliação desses portais em relação à variedade, qualidade e acessibilidade das informações públicas cuja divulgação é exigida por lei e aplica-­o nos sites da Prefeitura de São Paulo, da Câmara Municipal e do Tribunal de Contas do Município. Foi verificada uma diferença significa na avaliação dos portais entre 2008 e 2013, também desigual de acordo com o órgão. Entrevistas com funcionários dos três órgãos indicam que fatores institucionais específicos como a accountability vertical, a receptividade em relação ao escrutínio público e a fiscalização por órgãos de controle são essenciais para entender a diferença nos estímulos para se ampliar a transparência governamental.
