Australian construction and building workers are exposed to serious workplace risks - including injury, illness and death - and although there have been improvements in occupational health and safety (OHS) performance over the past 20 years, the injury and fatality rate in the Australian construction industry remains a matter of concern. The concept of safety culture is rapidly being adopted in the industry, including recognising the critical role that organisational leaders play in overall safety performance. This paper reviews recent research in construction safety leadership and provides some examples and applications relevant to risk reduction in the workforce. By focusing on developing safety competency in those that fulfil safety critical roles, and clearly articulating the relevant safety management tasks, leaders can positively influence the organisation’s safety culture. Finally, some promising research on Safety Effectiveness Indicators (SEIs) may be an industry-friendly solution to reducing workplace risks across the industry, by providing a credible, accurate, and timely measure of safety performance.

This study is concerned with labour productivity in traditional house building in Scotland. Productivity is a measure of the effective use of resources and provides vital benefits that can be combined in a number of ways. The introduction gives the background to two Scottish house building sites (Blantyre and Greenfield) that were surveyed by the Building Research Establishment (BEE) activity sampling method to provide the data for the study. The study had two main objectives; (1) summary data analysis in average manhours per house between all the houses on the site, and (2) detailed data analysis in average manhours for each house block on the site. The introduction also provides a literature review related to the objectives. The method is outlined in Chapter 2, the sites are discussed in Chapter 3, and Chapter 4 covers the method application on each site and a method development made in the study. The summary data analysis (Chapter 5) compares Blantyre and Greenfield, and two previous BEE surveys in England. The main detailed data analysis consisted of three forms, (Chapters 6, 7 and 8) each applied to a set of operations. The three forms of analysis were variations in average manhours per house for each house block on the site compared with; (1) block construction order, (2) average number of separate visits per house made by operatives to each block to complete an operation, and (3) average number of different operatives per house employed on an operation in each block. Three miscellaneous items of detail data analysis are discussed in Chapter 9. The conclusions to the whole study state that considerable variations in manhours for repeated operations were discovered, that the numbers of visits by operatives to complete operations were large and that the numbers of different operatives employed in some operations were a factor related to productivity. A critique of the activity sampling method suggests that the data produced is reliable in summary form and can give a good context for more detailed data collection. For future work, this could take the form of selected operations, with the context of an activity sampling survey, that wuld be intensively surveyed by other methods.

The ISO has issued a Draft International Standard on construction procurement and the British Standards Institute is drafting a standard based upon this for use in the UK. Three questions arise from these observations. First, what kind of consultation processes would be adequate to ensure that such a standard meets the requirements of an industry as diverse as construction? Second, why would an international standard be inappropriate for use in a country like UK? Third, what sort of issues should such a standard seek to cover? There are strong precedents for process standards, such as quality assurance, design management and workmanship on building sites. So the idea of a standard on procurement is not unusual. Moreover, there are many differences in tendering and procurement practice that are wasteful and even collusive or illegal. These issues are explored with a view to offering insights and suggestions for guidance based on the experiences in UK. The research method is first-hand observation of the drafting committee who are dealing with the British Standard. As an example to test and inform the standardization concept, six different standard guidance documents on tendering procedures are compared. This reveals a significant degree of diversity, and based on this, nine stages for implementing a tendering procedure are derived.

The Australian Government commissioned a Royal Commission into the building industry in Australia that reported to Parliament in August 2002. Volume 6 of this report, released in February 2003, discussed certain aspects in occupational health and safety in Australia and leaned toward deterrents as a means of achieving reform. This research defines both incentives and deterrents used to increase awareness of, and improve safety on, building sites in Victoria, a state of Australia. A pilot survey questionnaire was developed following a literature review and industry employer representatives were invited to participate. Industry awareness of Government incentive programmes was found to be low, with less than a quarter stating they read Government strategies. One fund that provides actual research monies into health and safety was known to very few of the respondents. Of the employers surveyed, the majority agreed that financial fines do act as a valid deterrent. Increases in worker compensation premiums were seen as the greatest deterrent due to the effect on company overheads and thus competitive tendering bids. Deterrent programmes were more readily acknowledged by employers as they had an element of self promotion with employers attempting to avoid their application.

This study evaluates the usefulness of site visits in assisting the learning experience of undergraduate students. The research is based on a survey of undergraduates students enrolled in built-environment courses in property and construction. Past research has shown that it is becoming more difficult to provide students with access to building sites to provide learning experiences. While students were positive about the benefits of real site visits, universities have been encouraged to develop virtual approaches to teaching construction technology using photographs, movies and computer simulations.

This strategic research investigates the perceptions of students towards a number of different site visits each with particular characteristics. This was done to examine the most effective use of real site visits within an undergraduate course. The results identified that some aspects of construction technology could be easily replaced by computer simulations and the like. However, other aspects of the curriculum are more effectively taught by retaining real site visits. The research was intended to provide a more structured approach to determining the value of site-based learning in construction related courses.

This research investigates effectiveness of real site visits within an undergraduate course. Experiential learning is a process of providing education, based on the experiences and observations of real-world examples. Some of the theory of experiential learning has been used to examine whether site visits assist the students learning experience.

The results of the research show that students generally have a positive attitude towards site visits and see them as beneficial. Although the study identified that some aspects of construction technology could be easily replaced by computer simulations and the like, other aspects of the curriculum are more effectively taught by retaining real site visits. The research was intended to provide a more structured approach to determining the value of site-based learning in construction-related courses.

This study examines participants’ responses to first year students’ street performances as a non-placement work-integrated learning (WIL) activity over a two year period. The purpose of the study was to determine: (1) community perception, (2) continuous improvement, and (3) future needs. Data was collected through surveying participants’ post-viewing of the street performances, students’ reflective notes, and a recorded focus group interview. The findings indicated that audience members require additional assistance to value the students’ street performances. The results revealed that students require more guidance around researching the sites of practice, understanding group work dynamics, relaxation methods, intra- and interpersonal skill development, conflict resolution and how to effectively build community relations with the local government Council. From the findings, specific recommendations for continual improvement are made. These include offering an explanation of the street performances’ historical and aesthetic connections to the building sites for audience members, affording battery operated body-microphones and light rostrum for improved sight lines, delivering group dynamics information and arranging opportunities for students to engage more effectively with the Council. While the recommendations in this study are intended to advance the field of research that evaluates non-placement WIL performing arts curriculum in higher education, the findings are relevant to any group-based performance activity in learning and teaching.

Este trabalho apresenta uma técnica de programação e controle da construção repetitiva denominada Linha de Balanço. E uma técnica, surgida na indústria fabril, onde a produção em série e em grande escala exige a organização dos métodos de produção e a racionalização do trabalho. O estudo, inicialmente, modela o trabalho de construção de unidades repetitivas, salientando os problemas de organização e administração destes empreendimentos. Num segundo momento, são apresentados os princípios teóricos da técnica com aplicações práticas da programação. Por fim, é analisada a metodologia usual de construção de conjuntos habitacionais através de um estudo de caso e, observadas as condições de aplicação da técnica da Linha de Balanço, não exigindo mudificações muito profundas na atual ação gerencial neste tipo de obra. As conclusões esboçadas confirmam as vantagens da técnica da Linha de Balanço para estes empreendimentos e propõem a sua utilização na organização do trabalho nos canteiros repetitivos.

O presente trabalho consiste em uma análise das perdas de materiais na construção de edificações. Inicialmente, são classificados os diferentes tipos de perdas de materiais e apresentados os resultados de pesquisas já realizadas sobre o assunto. São discutidos, também, alguns princípios do gerenciamento das materiais e apresentados conceitos relativos a sistemas de controle. É apresentada a metodologia e os resultados de um estudo realizado em cinco canteiros de obras, situados na cidade de Porto Alegre, no qual foram levantados índices e causas de incidências de perdas de materiais. A pesquisa realizada demonstrou que há consideráveis variações em relação à incidência de perdas para diferentes insumos e de um mesmo insumo para diferentes canteiros. Estes índices são bastante elevados em comparação com os valores apontados pela bibliografia. Este estudo demonstrou, também, que existem oportunidades de redução das perdas de materiais através de melhorias no manuseio e estacagem de materiais e, principalmente, através de aplicação de métodos que possibilitem a identificação e o controle das perdas durante o processo construtivo. Por fim,é apresentado um conjunto de diretrizes para a implementação de um sistema de controle de perdas de materiais para a construcão de edificações

According to great concern between the developed industrial activities and resultant impacts over the environment, an association of several factors have occurred, procedures to the efficient management of the rotation between economical development and the environment have been improved. A research in field have been realized inside building sites of companies in order to provide knowledge about the implemented and accomplish actions according to the resolution from CONAMA nº307. Trough the interview among the representations of the companies and photographic survey in loco, such as, what makes the companies implement this management, reutilization and recycling, transport and disposition. The present study had as objective: analyze the insertion of the used tools to residuals management, proposing improvements, in a way that it can be easily identified during the procedures execution in the building sites of the building companies of the city of Natal/RN. To reach the goal, in the first place a revision of the pertinent literature was performed; there for, it can be seen the relation between residues management and environment sustainability, once it happens in a continued way it may prevent the waste and reduces the risk that the activities way bring to the employees, community and environment; once found the great difficult faced with regard to labors, material, equipment, project, planning, costumer s interference, furnisher. And still, it could be verified wich materials generate greater indexes of residues in the works and the main occurrences of waste and loss. However a greater transparency is needed coming from the high administration in the commitment with the continued actions, to make it so, there must be a cultural change inside the company. There for there will be a greater productivity and quality of the under taking such as costumer s satisfaction
