Thie examines the continuing role that the landed class enjoyed in Northern Ireland in contrast to the experience of their fellow landlords in the rest of Ireland following Partition. It argues that the senses of tradition and continuity which the unionist population in particular attributed to the old landed elite gave them an important role in bolstering the newly created state of Northern Ireland. In turn this allowed them to continue acting as a social elite long after the economic and political foundations of their ascendancy had been removed.

The trials and tribulations of partnerships in refugee settlement services in Australia

The ascendency of neoliberal ideas in education and social policy in the 1980s and 1990s was succeeded in the new millennium by a ‘new’ social democratic commitment with emphases on community empowerment, building social capital and a ‘whole of government’ approach to partnering with civil society to meet community needs. In Australia this approach has resulted in the development of partnerships between schools and community organisations formed as part of a targeted, holistic approach to service delivery to meet the settlement and educational needs of refugee youth. Drawing on interviews conducted with community workers and government officers involved in the school-community partnerships, we document how these partnerships are working ‘on the ground’ in Queensland schools. We analyse our findings against the international literature on changing notions of neoliberal governance, and discuss the implications of the shift to the ‘partnering state’ for schools and community organisations working with refugee young people.

Eat, drink and be civil : sociability and the cafe

The article investigates the ascendency of the cafe in the current period of urbanism. I suggest that “going for a coffee” is less about coffee and more about how we connect with others in a mobile world, when flexible work hours are increasingly the norm and more people are living alone than any other period in history. The café also plays a role in the development of civil discourse and civility, and plays an important role in the development of cosmopolitan civil societies.

Negotiating the creative and the critical : Paul Dawson’s creative writing and the new humanities

In the first Modern Language Association newsletter for 2006, renowned poetry critic and MLA President, Marjorie Perloff, remarked on the growing ascendency of Creative Writing within English Studies in North America. In her column, Perloff notes that "[i]n studying the English Job Information List (JIL) so as to advise my own students and others I know currently on the market, I noticed what struck me as a curious trend: there are, in 2005, almost three times as many positions in creative writing as in the study of twentieth-century literature" (3). Les figures de la divinité chez Sartre, Giraudoux et Camus : trois pièces écrites sous l’Occupation allemande.

Les mouches, Sodome et Gomorrhe et Caligula présentent des divinités parodiant et critiquant les dirigeants politiques de l’Occupation (1940-1944), ainsi que l’usage par les dictateurs des idéologies religieuses traditionnelles dans le but de soumettre l’humanité à des régimes totalitaires. Divinités théâtrales autrefois infaillibles et toutes-puissantes, les figures analysées dans ce mémoire relèvent des remises en question de la divinité et du pouvoir politique du XXe siècle. Notre mémoire comporte trois chapitres examinant les discours de ces figures de la divinité sous des angles dramaturgique, sémiologique, philosophique et pragmatique avec comme point de départ l’hypothèse suivante : tout porte à croire qu’en limitant l’emprise de divinités fictives, et ce, en grande partie à travers les failles dans leurs discours, Sartre, Giraudoux et Camus ont tenté de neutraliser les discours correspondants d’hommes réels dans la conscience collective de l’époque. Les auteurs étudiés ont profondément modifié l’image traditionnelle de la divinité théâtrale en minant sa force langagière et en s’interrogeant sur son identité. Les divinités choisies pour cette étude annoncent la décomposition du personnage ayant lieu après 1950 : elles ont un statut dévalorisé de même qu’un langage à la force perlocutoire diminuée. Sans véritable emprise sur l’humanité, dépendant du théâtre, des simulacres, de l’histrionisme, ainsi que des faiblesses humaines, ces divinités caricaturales s’exposent à compromettre leurs régimes et sont réduites à une influence fortement limitée par la liberté des hommes. En actualisant ces mythes et récits ainsi, Sartre, Giraudoux et Camus ont tenté de discréditer, par extension, les dirigeants européens de l’époque.

A model for the plankton system of the Broa reservoir, Sao Carlos, Brazil

In this paper a model, called ELLOBO running in STELLA II, was set to describe the plankton system of the Broa reservoir (SP). The three state variables of the model are: phytoplankton, zooplankton, and the fish Astyanax fasciatus. The forcing variables are: temperature, nitrate, phosphorus and solar radiation. The model did not consider the cycling of nutrients inside the reservoir. The results show that: temperature is the principal forcing variable in the phytoplankton dynamic and in the subsequent evolution of the whole system. The zooplankton predation was described by Odum's equation, and there is a strong random component in zooplankton grazing, which was essential for the model, because zooplankton estimates have high variance. One must collect data in a short space of time (maybe daily) to better explain the zooplankton and phytoplankton variation. Validation was performed using simple statistics (arithmetic mean, standard deviation) and the results show concordance between observed and simulated values. Overhead was used to calibrate some parameters and to validate the model. The highest overhead value (5%) imply in the better accordance between estimated and;observed state variables values. We believe this approach in Broa reservoir will provide an useful tool for future research and it could be used comparatively in other continental aquatic ecosystems. (C) 2000 Elsevier B.V. B.V. Abolishing the Audit Commission:framing, discourse coalitions and administrative reform

The abolition of the Audit Commission in England raises questions about how a major reform was achieved with so little controversy, why the agency lacked the institutional stickiness commonly described in the literature on organisational reform and why it did not strategise to survive. In this paper, we apply argumentative discourse analysis to rich empirical data to reveal the pattern and evolution of storylines and discourse coalitions, and the ways in which these interact with and affect the practices of Parliament, the media and the Audit Commission itself. Our analysis shows that the politics of administrative reform are as much about discursive framing and the ability of pro-reformers to gain discursive structuration and institutionalisation as they are about the material resources available to a newly elected government and its ministers. Questions of technical feasibility are unlikely to derail a reform initiative once its promoters gain discursive ascendency.
