Command and control regulation programs, particularly input constraints, typically fail to achieve stated objectives, because fishermen may substitute unregulated for regulated inputs. It is, thus, essential to have an understanding of the internal structure of production technology. A primal formulation is used to estimate a translog production function at the vessels level that includes fishing effort and fisherman’s skill. The flexibility of the selected functional permits the analysis of the substitution possibilities among inputs by estimating the elasticity of substitution with no prior constraints. Particular attention is paid to the empirical validation of fishing effort as an aggregate input, which implies either, the acceptation of the joint hypothesis that inputs making up effort are weakly separable from the inputs out of the subgroup or considering that effort is an intermediate input produced by a non-separable two stage technology. Cross sectional data from the Spanish purse seine fleet operating in the VIII Division European anchovy fishery provide evidence of limited input substitution possibilities among the inputs making up the empirically validated fishing effort translog micro-production function.

This paper sets out to assess the workability of the regulation currently in force in the European anchovy fishery of the VIII division. Particular attention is paid to the importance of the institutional regime in the allocation of natural resources. The study uses a bio-economic approach and takes into account the fact that, not only the European Union and the individual countries involved, but also some of the resource users or appropriators intervene in its management. In order to compare the effectiveness of the rules which, at the various levels, have been set up to restrict exploitation of the resource, the anchovy fishery is simulated in two extreme situations: open access and sole ownership. The results obtained by effective management will then be contrasted with those obtained from the maximum and zero profit objectives related with the two above-mentioned scenarios. Thus, if the real data come close to those derived from the sole ownership model it will have to be acknowledged that the rules at present in force are optimal. If, on the other hand, the situation more closely approach the results obtained from the open access model, we will endeavour in our conclusions to provide suggestions for economic policy measures that might improve the situation in the fishery.

A dynamic optimisation framework is adopted to show how tax-based management systems theoretically correct the inefficient allocation of fishing resources derived from the stock externality. Optimal Pigouvian taxes on output (τ) and on inputs (γ) are calculated, compared and considered as potential alternatives to the current regulation of VIII division Cantabrian anchovy fishery. The sensibility analysis of optimal taxes illustrates an asymmetry between (τ) and (γ) when cost price ratio varies. The distributional effects also differ. Special attention will be paid to the real implementation of the tax-based systems in fisheries.

ENGLISH: Hitherto the only investigation dealing with the food and feeding of the larvae of the northern anchovy, Engraulis mordax Girard, was that of Arthur (1956). His main consideration was, however, with the Pacific sardine, Sardinops caerulea (Girard), and his work on the anchovy can only be considered preliminary. The present investigation is a continuation of Arthur's work on the food of the larval northern anchovy. SPANISH:El único trabajo publicado hasta ahora que trata sobre el alimento y nutrición de las larvas de la anchoa norteña, Engraulis mordax Girard, es el de Arthur (1956); pero su objeto principal fué la sardina del Pacifico, Sardinops caendea (Girard), y el estudio dedicado a la anchoa solo puede considerarse como preliminar. La presente investigación es una continuación del estudio de Arthur sobre el alimento de las larvas de la anchoa norteña.

Fishery scientists engaged in estimating the size of free-swimming populations have never had a technique available to them whereby all the parameters could be estimated from a resource survey and where no parameter values need to be assumed. Recognizing the need for a technique of this kind, the staff of the Coastal Fisheries Resources Division of the Southwest Fisheries Center (SWFC) devised an egg production method for anchovy biomass assessment. Previously, anchovy biomass was estimated by approximate methods derived from a long-time series and anchovy larval abundance, which required about 5 ma of shiptime each year to integrate the area under a seasonal spawning curve. One major assumption used in the larval abundance census method is that there is constant proportionality between larval numbers and spawning biomass. This has now proved to be erroneous. The main length at first maturity of anchovy Engraulis encrasicolus in Ghanaian waters has been estimated using length-frequency and gonad data sampled between June 1983 and September 1986 off Accra and Tema, Ghana. The length at first maturity of these fish is around 5.7 cm (fork length). The minimum mesh size for rational exploitation of the resource in Ghanaian waters is put at about 20 mm (0.8 inch).

A brief description of the Greek fisheries for the anchovy (Engraulis encrasicolus, Engraulidae) is given, with emphasis on the spatial distribution of the catch. Satellite images of phytoplankton pigment distribution obtained with NIMBUS-7 are used to explain local abundance of the dynamics of anchovy populations.
