This doctoral dissertation investigates the adult education policy of the European Union (EU) in the framework of the Lisbon agenda 2000–2010, with a particular focus on the changes of policy orientation that occurred during this reference decade. The year 2006 can be considered, in fact, a turning point for the EU policy-making in the adult learning sector: a radical shift from a wide--ranging and comprehensive conception of educating adults towards a vocationally oriented understanding of this field and policy area has been observed, in particular in the second half of the so--called ‘Lisbon decade’. In this light, one of the principal objectives of the mainstream policy set by the Lisbon Strategy, that of fostering all forms of participation of adults in lifelong learning paths, appears to have muted its political background and vision in a very short period of time, reflecting an underlying polarisation and progressive transformation of European policy orientations. Hence, by means of content analysis and process tracing, it is shown that the new target of the EU adult education policy, in this framework, has shifted from citizens to workers, and the competence development model, borrowed from the corporate sector, has been established as the reference for the new policy road maps. This study draws on the theory of governance architectures and applies a post-ontological perspective to discuss whether the above trends are intrinsically due to the nature of the Lisbon Strategy, which encompasses education policies, and to what extent supranational actors and phenomena such as globalisation influence the European governance and decision--making. Moreover, it is shown that the way in which the EU is shaping the upgrading of skills and competences of adult learners is modeled around the needs of the ‘knowledge economy’, thus according a great deal of importance to the ‘new skills for new jobs’ and perhaps not enough to life skills in its broader sense which include, for example, social and civic competences: these are actually often promoted but rarely implemented in depth in the EU policy documents. In this framework, it is conveyed how different EU policy areas are intertwined and interrelated with global phenomena, and it is emphasised how far the building of the EU education systems should play a crucial role in the formation of critical thinking, civic competences and skills for a sustainable democratic citizenship, from which a truly cohesive and inclusive society fundamentally depend, and a model of environmental and cosmopolitan adult education is proposed in order to address the challenges of the new millennium. In conclusion, an appraisal of the EU’s public policy, along with some personal thoughts on how progress might be pursued and actualised, is outlined.

The Loss, grief and other problems are events that most of people experience them during their Life. The earthquake is a disaster that makes people experience loss, grief and problems simultaneously. This crisis affects on survivors as much as they face to dangers in their lives. Thus, most of them need to being supported until they can solve their problems, be relaxed and do their daily activities. We know that the profession of social workers is to assist individuals who are seeking help. But there is a Problem, how do they help the clients efficiently? Especially, those clients who have suffered earthquake. Generally, the role of social workers in helping the survivors of earthquake is significant. To this end, the present paper tries to describe the process of social casework and those skills required for social workers to help the survivors. These skills include: situational supporting, hopefulness making, consoling, assuring, concentrating, solutions developing and refer.

The Knowledge-based society brought a new way of living and working. The increasing decline of work in primary sector and traditional industries, related with the significant increase of employment in the service sector and in the knowledge work, changed the way companies and individuals establish their relations, the way work and life is organised. These changes are usual and fast and so the feeling of insecurity and unpredictability become more and more sharp. In this context, foresight exercises are necessary tools helping in the identification of the key variables and main trends of evolution. This report will present some foresight studies about work and skills in Europe and USA, in order to contribute to think about possible evolutions and trends.

A new measure of work-related self-efficacy for people with psychiatric disabilities is reported. The 37-item scale measures self-efficacy in four relevant activity domains: 1) vocational service access and career planning, 2) job acquisition, 3) work-related social skills, and 4) general work skills. The scale was developed in a 12-month longitudinal survey of urban residents diagnosed with schizophrenia or schizoaffective disorder (n = 104). Results indicate validity of both a four-factor structure differentiating four core skill domains, and a single factor representing total work-related self-efficacy. The favorable psychometric properties support further research and trial applications in supported employment and psychiatric vocational rehabilitation.

During the last five years, Iowa has experienced a shortage of workers and will continue to feel the impact of a short labor supply. As the state prepares to reverse this trend of a declining population, attracting immigrants and refugees has great potential. In addition, released preliminary reports from the 2000 Census are reporting growth of the Latino population in several Iowa counties. This survey was conducted as a way to supplement the information collected about the Latino population by the State Public Policy Group in 1999, Snapshot in Time: A clear view of the importance, value and impacts of the Latino population in central Iowa. (Una Foto Actual de la Comunicad Latina: Un panoramaclaro de la importancia, del valor, y de los impactos de la población Latina en el área central de Iowa.) Although this survey was enlightening, it was broad in scope. It was the goal of the agency to collect more specific data regarding workforce needs and barriers that the Latino population encounter in the State of Iowa. Although it was the desire to broaden the scope of the previous survey, it should be noted that the survey samples were not identical. But it is recognized that because the Latino population within the state is small, some of the respondents could have participated in both surveys. We were also hoping to benefit from the extensive work conducted by SPPG within the community as a way to increase the response rate for this survey. This executive summary highlights some of the most significant findings from the survey of Latinos residing in Central Iowa. This analysis centers on the impact the Latino population can have in filling the labor shortages and how Iowa can best embrace the new Iowan. In addition, some of the key findings could offer insight into removing unnecessary barriers that prevent immigrants from utilizing valuable work skills as they integrate into the workforce. This information may be insightful to community leaders and employers who want to welcome new immigrants into their community. The following diagram collected from the 2000 Census illustrates the percentage of Latinos residing in the state.

La majorité des auteurs qui s’intéressent à la surqualification la comprennent et l’analysent habituellement comme une situation de suréducation ou de déclassement scolaire. Ce mémoire fait l’hypothèse que le sens qu’accordent les individus au fait d’être surqualifié est beaucoup plus large. Même s’il est raisonnable de croire que la majorité des diplômés espèrent pouvoir obtenir un emploi à la hauteur de leur diplôme, le fait de définir le sentiment de surqualification de façon substantialiste, en ne considérant que le niveau de diplôme obtenu par le travailleur et exigé par l’employeur, semble quelque peu réducteur. Le sentiment de surqualification naît d’un jugement social : il est empirique, contextualisé et dynamique. À la croisée des mesures objectives et subjectives, nous explorons ainsi les facteurs explicatifs du sentiment de surqualification chez les diplômés canadiens à partir d’une analyse statistique des déterminants de ce sentiment dans les premières années qui suivent l’obtention de leur diplôme d’études postsecondaires. Nous montrons d’abord que l’utilisation de compétences en emploi et le lien entre le diplôme obtenu et l’emploi expliquent bien plus le sentiment de surqualification que la suréducation objective. Nous montrons aussi que l’impact du niveau d’utilisation d’une compétence donnée sur le sentiment de surqualification varie substantiellement selon le domaine d’études du diplômé et la nature de cette compétence.

La cartilla que se presenta es una herramienta soporte para el estudiante de fonoaudiología de la Universidad del Rosario, en la cual podrá encontrar los elementos necesarios para el planteamiento y desarrollo de proyectos de comunicación en cualquier departamento de desarrollo humano de una empresa, bien sea en bienestar o en salud ocupacional. Esta cartilla está conformada por cuatro módulos que dan cobertura a las diferentes temáticas del objeto de estudio de la fonoaudiología, la comunicación humana y sus alteraciones en el ámbito laboral. La comunicación efectiva, la audición y las habilidades vocales son elementos esenciales para el trabajador y para la empresa y es el fonoaudiólogo el profesional idóneo para el trabajo de estas áreas en las empresas.

El proceso administrativo y de compras de OPL Carga tiene algunas falencias entre ellas: fallas en la Comunicación entre el personal operativo, no se realizan llamadas internas usando con frecuencia el email, produciendo la saturación de solicitudes las cuales terminan sin ser resueltas en cuanto a roles se refiere, no hay enfoque de procesos en vista que no se tiene claras las tareas de cada cargo, adicionalmente no hay claridad en los subprocesos, perjudicando el proceso con el aumento de costos, pérdida de tiempo, las responsabilidades de los funcionario no todas las veces se ejecutan en el tiempo asignado, el liderazgo compartido presenta ambigüedades. Objetivos: Definir el trabajo en equipo en el proceso administrativo y de compras en OPL carga de Bucaramanga. La investigación que a realizar es de tipo descriptivo, busca descubrir las falencias o características que permiten diseñar y desarrollar un modelo de solución para los problemas del equipo de OPL Carga S.A.S. Materiales y métodos: La investigación efectuada es de tipo descriptivo, el objetivo es definir el modelo del trabajo en equipo y describir las falencias en el proceso administrativo y de compras en OPL carga de Bucaramanga, que permitan obtener un diagnóstico integral que conlleve a la implementación de estrategias de solución. Resultados: Se identificaron las falencias en los siguientes aspectos: Variable comunicación, rendimiento, destrezas complementarias, propósito significativo y meta específicas de los funcionarios en OPL carga sección administrativa. Conclusiones: El modelo de trabajo en equipo que OPL aplica es jerárquico, en el que se ofrece estabilidad, seguridad, se toman decisiones en forma piramidal, mediante la planeación de tareas, la colaboración, igualdad y respeto por los miembros, trabajando en pro de la solución de problemas. Se construyó un plano conceptual que permitió exponer la interpretación que la estudiante tiene de las teorías, investigaciones y antecedentes válidos para la comprensión del problema investigado. Área comunicacional: Coordinar acciones tendientes para que los funcionarios respondan a tiempo los emails atenientes a su trabajo. Área condiciones de trabajo: Clarificar y diseñar las reglas de comportamiento al interior de los equipos de trabajo que redunden en el mejoramiento del mismo y la búsqueda de soluciones oportunas. Área metas específicas: Procurar mediante auditorías el cumplimiento de las metas y objetivos propuestos por cada equipo de trabajo.

El propósito básico de esta investigación es identificar los desajustes (déficits o superávits) no estructurales entre la oferta y demanda de trabajo en Colombia para los años 2020 y 2030, así como interpretar los hallazgos y proponer elementos de estrategia para las empresas a fin de mitigar los efectos adversos del desajuste sobre su capacidad para atraer y retener talento. El argumento central del proyecto consiste en sostener que en un escenario no mayor a los 10 años la oferta de trabajo calificado en Colombia no será suficiente para (i) equilibrar el mercado y (ii) atender la demanda agregada de trabajo, debido a los cambios generacionales en la realidad demográfica del país, el bajo nivel de preparación de la fuerza laboral disponible y los altos índices de informalidad de los trabajadores y las empresas. Dentro de los resultados se presenta una proyección del comportamiento del mercado de trabajo, así como la magnitud del desequilibrio entre los agentes del mercado. Este estudio aplicado es una propuesta cuantitativa de aproximación a la crisis de talento que se revisa en otros estudios. Es un precedente sólido para profundizar con otros enfoques el futuro del trabajo en Colombia.

O presente estudo de investigação visa percepcionar o papel e o trabalho de um supervisor pedagógico na escola portuguesa que possibilite compreender os equívocos e deturpação ligados ao papel do supervisor, quer por quem exerce a função quer por aqueles que são supervisionados. A revisão da literatura foi orientada no sentido de definir a acção e competências do supervisor e os efeitos no desenvolvimento pessoal e profissional do professor avaliado num contexto de uma escola aprendente ou reflexiva, segundo algumas abordagens mais modernas, que gera um trabalho colaborativo entre pares e leva a melhoria do processo ensino-aprendizagem. Analisaram-se desta forma quais os aspectos mais relevantes para nomeação do supervisor, competências e trabalho a desenvolver por este e efeitos no desenvolvimento pessoal e profissional do professor supervisionado e ainda as dificuldades sentidas na concretização da supervisão pedagógica. A investigação decorreu numa Escola do concelho de Matosinhos, recorreu-se a procedimentos metodológicos quantitativos através de inquéritos por questionário aplicados aos professores Relatores/Supervisores e aos professores Avaliados/Supervisionados. Desta investigação ressalta um desfasamento entre os subgrupos inquiridos, sobretudo em relação aos aspectos a ter em conta para sua nomeação, perfil e competências inerentes à função, e no trabalho a desenvolver e desenvolvido pelo Relator/Supervisor.

The ongoing transformations in brazilian society, arising from technical and organizational changes in the working world, are making, with much emphasis, heated debates resurge related to themes and issues that refer to the relationship between work, skills and education. Thus, this study is inserted in the link between education and work, pointing to the work as an educational principle according to Antonio Gramsci. This paper aims to discuss the interfaces between education and work in the everyday health care teams and learn about the activities developed by health teams related to the learning processes in and with the work to analyze the opportunities and challenges of transforming spaces of health work in an environment of lifelong learning. This is a descriptive, exploratory with a qualitative approach case study developed from semi-structured interviews with the health staff professionals of the Unidade de Terapia Intensiva da Casa de Saúde Dix-Sept Rosado in Mossoró / RN , who answered open questions about the relationship between education and work. The interviews were conducted during the month of January 2010, the same being recorded, transcribed and analyzed, culminating in the production of new knowledge on the subject. It is understood that work and education activities are eminently human, therefore only the human being works and educates. Given the statements of participants, it is noticed that all work processes in health are learning moments. This happens through new demands imposed by the everyday of the services, by interaction with a multidisciplinary team, participation in educational activities and individual study. It was noticed that the institution in this case does not promote study courses related to Intensive Care and that there are obstacles to the realization of educational activities on and with the work, such as: excessive workload, inability to release staff to participate in events, low pay, which leads the worker to have more than one employment, rejection of new knowledge by some workers and lack of physical infrastructure and incentives for the activities. The daily situations must be transformed in learning, selfanalyzing the problems of practice and valuing the work process itself in its intrinsic context. We conclude that dealing with the web of relationships between educational processes and production processes of health services, unraveling the intricacies of the world of work and education requirements in this sector are increasingly on the agenda of Sistema Único de Saúde workers and managers. The continuing consideration of this issue becomes an essential condition for the proper discharge of their responsibilities. We consider that bringing the education to everyday life is the result of recognition of the educational potential of the work situation
