There is a considerable gap between the law and knowledge regarding the efficacy of state-imposed sanctions to achieve several key sentencing objectives. Two sentencing objectives which often carry considerable weight in the sentencing calculus are rehabilitation and specific deterrence, despite the fact that neither has been proven to be attainable. This article examines the empirical data on whether specific deterrence and rehabilitation are attainable, and consequently whether they should be retained or abolished as sentencing objectives.

En réadaptation en déficience physique, les intervenantes psychosociales utilisent plusieurs types de savoirs, mais la relation entre ceux-ci est peu étudiée. Ce projet regarde quelle place ces intervenantes accordent à différents types de savoirs dans leurs pratiques. Nous distinguons savoirs théoriques, produits scientifiquement, savoirs pratiques, produits par l’action et l’expérience, et savoirs existentiels, englobant croyances et valeurs. Les données recueillies qualitativement par huit entrevues semi-dirigées auprès d’intervenantes psychosociales en réadaptation ont été codifiées et analysées horizontalement et verticalement. Ceci démontre que tous les savoirs ont une place dans l’intervention et qu’ils devraient être égaux et complémentaires. Ils remplissent des fonctions influençant divers aspects de l’intervention ou s’adressant à différents acteurs, à différents moments de l’intervention. Ce projet a permis de construire des savoirs pratiques et des savoirs théoriques qui ont des retombées sur la pratique et la recherche, mais laissent plusieurs points en suspens à reprendre ultérieurement.

Résumé : Problématique : Le trouble de la personnalité limite (TPL) est une condition psychiatrique touchant environ 1 % de la population et 20 % de la clientèle recevant des services en psychiatrie (Gunderson et Links, 2008). L’un des domaines du fonctionnement dans la vie quotidienne le plus touché chez cette population est le travail (Gunderson et al., 2011; Larivière et al., 2010; Zanarini et al., 2012). À notre connaissance, aucune étude n’a décrit de façon approfondie la participation au travail des personnes présentant un TPL. Objectif : L’objectif général de cette étude vise à identifier et à décrire les obstacles, les facilitateurs de même que les solutions possibles de la participation au travail des personnes présentant un TPL selon leur point de vue et celui de leurs intervenants. Méthodologie : Une étude de cas multiples a été utilisée (Yin, 2009). Neuf cas ont été étudiés selon trois contextes socioprofessionnels de la participation au travail : A. Réintégration (personne en invalidité), B. Retour (personne en absence maladie) et C. Maintien au travail. Pour chacun des contextes, trois dyades incluant une personne avec un TPL (âgée de 18 à 55 ans) et son intervenant soutenant la participation au travail ont été interviewées. Résultats: Les résultats qualitatifs (n = 18) ont démontré que la participation au travail des personnes présentant un TPL est influencée par des facteurs individuels (p. ex., la réaction face à la pression et aux relations de travail, la régulation émotionnelle) ainsi que des facteurs liés aux acteurs et procédures des systèmes de l’assurance, organisationnel et de la santé (p. ex., la collaboration et la communication entre les acteurs, l’alliance de travail entre les acteurs et la personne présentant un TPL, les mesures d’accommodement et de soutien naturel dans le milieu de travail). Conclusions et implication clinique : Cette étude met en lumière le défi important et spécifique que représente la participation au travail pour les personnes présentant un TPL. Elle implique des facteurs personnels et environnementaux qui doivent être considérés par tous les acteurs impliqués (les utilisateurs de services, les professionnels de la santé, les assureurs et les employeurs). Les programmes de réadaptation au travail actuels devraient être bonifiés et coordonnés adéquatement avec les thérapies spécialisées afin d’aborder de manière optimale les enjeux liés à la participation au travail des personnes présentant un TPL.

This study examined work engagement among brain injury rehabilitation professionals with specific attention to how they engage with their work (the extent to which they experience vigor, dedication, and absorption while working) and how they engage with people (the degree to which they are welcoming towards others and demonstrate integrity, responsibility, transparency). This study also tested a theoretical model of work engagement that predicted a relationship between engagement and personal, interpersonal, and organizational capacity. Eighty-one staff employed in a hospital-based brain injury program participated in the study. A quantitative self-report survey was used to measure participants' levels of capacity and engagement and a qualitative question was included to identify initiatives that could be introduced to enhance job performance. As predicted by the model, there were statistically significant positive correlations among all three capacity variables and engagement with work and statistically significant positive correlations between ethical engagement and personal and interpersonal capacity. The results of the qualitative data analysis revealed three broad categories of recommendations for improving job performance (more learning opportunities, more resources to support professional development, and the need to build greater team cohesion). These findings provide initial support for a theoretical model that emphasizes the link between capacity and engagement, which could be used to guide theory-driven interventions aimed at improving the work environment.

The report presents a methodology for whole of life cycle cost analysis of alternative treatment options for bridge structures, which require rehabilitation. The methodology has been developed after a review of current methods and establishing that a life cycle analysis based on a probabilistic risk approach has many advantages including the essential ability to consider variability of input parameters. The input parameters for the analysis are identified as initial cost, maintenance, monitoring and repair cost, user cost and failure cost. The methodology utilizes the advanced simulation technique of Monte Carlo simulation to combine a number of probability distributions to establish the distribution of whole of life cycle cost. In performing the simulation, the need for a powerful software package, which would work with spreadsheet program, has been identified. After exploring several products on the market, @RISK software has been selected for the simulation. In conclusion, the report presents a typical decision making scenario considering two alternative treatment options.

Over the past decade, there has been growth in the delivery of vocational rehabilitation services globally, as countries seek to control disability-related expenditure, yet there has been minimal research outside the United States on competencies required to work in this area. This study reports on research conducted in Australia to determine current job function and knowledge areas in terms of their importance and frequency of use in the provision of vocational rehabilitation. A survey comprising items from the Rehabilitation Skills Inventory-Amended and International Survey of Disability Management was completed by 149 rehabilitation counselors and items submitted to factor analysis. T-tests and analyses of variance were used to determine differences between scores of importance and frequency and differences in scores based on work setting and professional training. Six factors were identified as important and frequently used: (i) vocational counseling, (ii) professional practice, (iii) personal counseling, (iv) rehabilitation case management, (v) workplace disability case management, and (vi) workplace intervention and program management. Vocational counseling, professional practice and personal counseling were significantly more important and performed more frequently by respondents in vocational rehabilitation settings than those in compensation settings. These same three factors were rated significantly higher in importance and frequency by those with rehabilitation counselor training when compared with those with other training. In conclusion, although ‘traditional’ knowledge and skill areas such as vocational counseling, professional practice, and personal counseling were identified as central to vocational rehabilitation practice in Australian rehabilitation agencies, mean ratings suggest a growing emphasis on knowledge and skills associated with disability management practice.
