This paper replicates the analysis of Scottish HEIs in Hermannsson et al (2010b) for the case of Wales in order to provide a self-contained analysis that is readily accessible by those whose primary concern is with the regional impacts of Welsh HEIs. A “policy scepticism” has emerged that challenges the results of conventional regional HEI impact analyses. This denial of the importance of the expenditure impacts of HEIs appears to be based on a belief in either a binding regional resource constraint or a regional public sector budget constraint. In this paper we provide a systematic critique of this policy scepticism. However, while rejecting the extreme form of policy scepticism, we argue that it is crucial to recognise the importance of the publicsector expenditure constraints that are binding under devolution. We show how conventional impact analyses can be augmented to accommodate regional public sector budget constraints. While our results suggest that conventional impact studies overestimate the expenditure impacts of HEIs, they also demonstrate that the policy scepticism that treats these expenditure effects as irrelevant neglects some key aspects of HEIs, in particular their export intensity.

This paper replicates the analysis of Scottish HEIs in Hermannsson et al (2010a) for the case of Wales in order to provide a self-contained analysis that is readily accessible by those whose primary concern is with the regional impacts of Welsh HEIs. When we treat each of the twelve Higher Education Institutions (HEIs) that existed in Wales in 2006 as separate sectors in conventional input-output analysis, their expenditure impacts per unit of final demand appear rather homogenous, with the apparent heterogeneity of their overall impacts being primarily driven by scale. However, a disaggregation of their income by source reveals considerable variation in their dependence upon funding from the devolved Welsh Assembly Government and their ability to draw in income/funding from external sources. Acknowledging the binding budget constraint of the Welsh Assembly Government and deriving balanced expenditure multipliers reveals large differences in the net-expenditure impact of HEIs upon the Welsh economy, with the source of variation being the origin of income. Applying a novel treatment of student expenditure impacts, identifying the amount of exogenous spending per student, modifies the heterogeneity of the overall expenditure impacts. On balance this suggests that the impacts of impending budget cut-backs will be quite different by institution depending on their sensitivity to public funding. However, predicting the outcome of budget cutbacks at the margin is problematic for reasons that we identify.

Holocene silts (salt marshes) and highest intertidal-supratidal peats are superbly exposed on a 15 kin coastal transect which reveals two laterally extensive units of annually banded silts (Beds 3, 7) associated with three transgressive-regressive silt-peat cycles (early sixth-early fourth millennium BC). Bed 3 in places is concordantly and gradationally related to peats above and below, but in others transgresses older strata. Bed 7 also grades up into peat, but everywhere overlies a discordance. The banding in Bed 3 at three main and two minor sites was resolved and characterized texturally at high-resolution (2.5/5 mm contiguous slices) using laser granulometry (LS230 with PIDS) and a comprehensive scheme of data-assessment. Most of Bed 3 formed very rapidly, at peak values of several tens of millimetres annually, in accordance with modelled effects of sea-level fluctuations on mature marshes (bed concordant and gradational) and on marshes growing up after coastal erosion and retreat (bed with discordant base). Using data from the modern Severn Estuary, the textural contrast within bands, and its variation between bands, points to a variable but overall milder mid-Holocene climate than today. The inter-annual variability affected marsh dynamics, as shown by the behaviour of the finely divided plant tissues present. Given local calibration, the methodology is applicable to other tidal systems with banded silts in Britain and mainland northwest Europe. (c) 2006 Elsevier Ltd. All rights reserved.

Tendo este trabalho como objecto de estudo a personalidade do cidadão americano George Day Welsh, radicado na Madeira no início do século XIX, pretende-se caracterizar, ao longo desta dissertação, os elementos fundamentais das relações entre a Ilha da Madeira e os Estados Unidos da América, aos níveis político, económico, social e cultural, e apenas no período relativo à primeira metade do século XIX. Organizado em quatro partes fundamentais (onde não se incluem nem a apresentação inicial que se segue, nem os apêndices finais de documentos e de gravuras antigas), este estudo começa por, na primeira parte, descrever as relações de Portugal com a Inglaterra e, em particular, com os Estados Unidos da América, país de origem de George Day Welsh, não deixando também de documentar a ida de marinheiros assim como a presença de madeirenses nos Estados Unidos da América. Na segunda parte, começando a traçar o percurso biográfico de George Day Welsh, descrevem-se os seus negócios e as suas acções em alguns dos concelhos da Madeira, dando igualmente uma especial atenção ao período da Guerra Civil, às relações concorrenciais entre aquele cidadão americano e John Marsh, assim como ao papel cultural de George Welsh na Madeira. As relações familiares de Welsh na Madeira são o assunto da terceira parte, onde se focam as questões relacionados com a sua chegada à Ilha, o seu casamento, a sua descendência, e a sua proximidade em relação a outros madeirenses ilustres, como é o caso do Conde de Carvalhal. Na conclusão final desta dissertação, referem-se não só as ideias principais deste percurso de investigação como algumas pistas para aperfeiçoá-lo e completá-lo.
