This article focuses on the final report of Lord Butler’s review of British intelligence on weapons of mass destruction (WMD), specifically on its treatment of the accuracy of the use of intelligence on Iraqi WMD in a government dossier published in September 2002 ahead of the 2003 Iraq war. In the report, the demonstration of the accuracy of the “September Dossier” hinges on the insertion of tables that compare side-by-side quotations from this document and from intelligence assessments. The analysis of the textual and visual methods by which the report is written reveals how the logic of the comparative tables is missed in the Butler report: the logic of these tables requires that the comparison between quotations from the two documents should be performed at the level of their details but the Butler report performs its comparison only at a broad and general level.

The proliferation of weapons of mass destruction (WMD), nuclear, biological and chemical (NBC) is one of the main security challenges facing the international community today. However the new Global Security Strategy of 2016 raises the question of non-proliferation of WMD only as an incidental matter, not addressing directly the threat, a fundamental threat in the regional and global security. This is a clear step backwards for the European common security.

As militarization of bodies politic continues apace the world over, as military organizations again reveal themselves as primary political, economic and cultural forces in many societies, we argue that the emergent and potentially dominant form of political economic organization is a species of neo-feudal corporatism. Drawing upon Bourdieu, we theorize bodies politic as living habitus. Bodies politic are prepared for war and peace through new mediations, powerful means of public pedagogy. The process of militarization requires the generation of new, antagonistic evaluations of other bodies politic. Such evaluations are inculcated via these mediations, the movement of meanings across time and space, between formerly disparate histories, places, and cultures. New mediations touch new and different aspects of the body politic: its eyes, its ears, its organs, but they are consistently targeted at the formation of dispositions, the prime movers of action.

Building up an image of Russophobic countries is currently instrumental in shaping a neo-imperial political identity among the citizens of the Russian Federation, mobilising them in the face of real or alleged threats, and also serves as a form of restoring psychological comfort to them in the face of the failure of the Kremlin’s actions (as in Ukraine, for example). The mythologised stereotype of Russophobic countries also remains a crowning argument and a simple explanation for the ongoing tensions in relations between Russia and the West.

Ese panorama obliga un análisis sobre la configuración y los cambios que se han dado entre las potencias actuales, China y Estados Unidos, desde la existencia de un programa nuclear norcoreano que afecta a Corea del Sur y la definición de los intereses de Beijin y Washington.

La proliferación de armas de destrucción masiva se ha convertido en un asunto inquietante en la era de la posguerra fría. En el caso particular de Corea del Norte, el desarrollo de un programa nuclear y la amenaza potencial que este representa para la comunidad internacional, ha llevado a que Estados Unidos y Corea del Sur pongan de manifiesto su interés y preocupación en torno al mismo. Desde el 2005 el régimen comunista norcoreano ha intensificado las amenazas y ha desafiado la seguridad en la península coreana, al realizar acciones militares provocativas, más específicamente en contra de Corea del Sur y Estados Unidos, razón por la cual una cohesión de la relación entre estos dos Estados se ha hecho cada vez más necesaria para hacer frente a las acciones impredecibles de Corea del Norte.

Since World War II, however, the term has increasingly referred to law enforcement operations, as a means to enforce trade sanctions, to prevent the movement of weapons of mass destruction (WMDs), and particularly in the Caribbean Sea, to prevent the smuggling of illicit drugs. Such ambiguity should allow flexibility when deciding whom should be targeted, as well as allowing states with veto powers in the UN Security Council, which may legitimately ship nuclear weapons and materials, to avoid being targeted as long as they do not export WMDs to rogue states or non-state groups or individuals.2 The ISPS Code was created under the auspices of the International Maritime Organization (IMO) and is part of the 1974 Safety of Life at Sea Convention (SOLAS) concerning the safety of merchant ships.

With the realisation that the initial motives for the 2003 invasion of Iraq – Saddam’s alleged stockpile of Weapons of Mass Destruction (WMD) and his links to Al-Qaeda – were grievous intelligence errors the Bush administration, with varying degrees of success, were able to spin the war’s rasion d’etre and redefine the parameters of victory. A central tenet of this approach was to begin speaking about democracy as if it had always been one of the aims of the war itself. For the first few years, the effort to democratise Iraq appeared to gain some credible momentum: a complex array of political, religious and ethno-sectarian factions formed political parties and civil society movements; uncensored news was enthusiastically consumed across the nation; Iraqi citizens took to the streets to protest key government decisions; and millions of Iraqis voted in relatively free and fair national elections (Davis, 2004, 2007, Isakhan, 2008, 2011b). Central to each of these developments were various Iraqi religious establishments – but especially those of the Shia Arab population of Iraq – who saw no distinction between their Islamic faith and the notion of democracy. Not surprisingly, a body of literature has emerged which has been very optimistic about Iraq’s engagement with both ‘Islam’ and ‘democracy’ in the post-Baathist period, while acknowledging the challenges it faces in creating a stable, egalitarian and democratic society (Al-Musawi, 2006, Cole, 2006, Davis, 2005, Dawisha, 2009, Isakhan, 2011a, Stansfield, 2007).

However, there have been virtually no studies which have sought to question this optimism in the light of more recent events. Addressing this lacuna, this paper documents the last few years (2006- 2011) which have seen many elements within the Iraqi political elite – most notably the Maliki government and his State of Law Coalition (SLC) – demonstrate what has been referred to in literature on other Arab states alternatively as ‘liberalised autocracy’ (Brumberg, 2002), ‘semi-authoritarianism’ (Ottaway, 2003) or ‘pluralised authoritarianism’ (Posusney and Angrist, 2005). That is to say, that these states consolidate their incumbency while putting in place measures that can be considered more or less liberal. To do this, the regime actually utilises (and controls) nominally democratic mechanisms such as elections, media freedoms, political opposition and civil society as part of their strategy to retain power. Of particular interest here are the ways in which the Maliki government – and Shia Arab Iraqi political factions more broadly – have manipulated both ‘Islam’ and ‘democracy’ towards such ‘pluralised authoritarianism’.

The George W. Bush administration resorted to war to respond to the threat of weapons of mass destruction in Iraq, whereas it virtually ruled out the use of force to resolve the North Korean nuclear issue. By utilizing various strands of realist international relations theories, we trace motivations behind the administration's divergent foreign-policy choices toward rogue states. That the United States rushed to war against Iraq while procrastinating on North Korea presents a puzzle to conventional realism, which postulates that great powers observe changes in relative capabilities and respond accordingly. We argue that policy differences should be embedded in discussion of the administration's foreign-policy grand strategy, which sought to sustain the hegemonic status of the United States in the world. Iraq and North Korea had different implications for Bush's grand strategy, thereby calling for different approaches. By tracing the strategic design of the Bush administration, we attempt to provide a more complete account of policy differences toward rogue states, as well as indicate the significant changes in US policy during the George W. Bush administration and since.

O terrorismo contemporâneo se destaca como um dos mais discutidos tópicos da agenda política internacional. No contexto da globalização, a atuação de grupos extremistas é bem mais complexa e articulada do que jamais foi, e sua periculosidade é exacerbada pela potencial utilização de armas de destruição em massa. Se é certo que a solução para seu enfrentamento pode ser almejada pela cooperação entre as nações, é igualmente verdadeiro que o Direito pode ser um instrumento idôneo para assegurar melhor colaboração e maior efetividade das medidas. Partindo do pressuposto que o terrorismo pode ser compreendido como um instituto do Direito Criminal, apresento esta monografia, a fim de investigar como o Brasil – que notoriamente carece de normatização útil na legislação ordinária – poderia criar uma lei antiterror. A metodologia de pesquisa é primordialmente descritiva, com enfoque na compreensão do terrorismo enquanto instituto jurídico-criminal. Dedicamo-nos a um estudo crítico dos aspectos teóricos e práticos de se criar uma lei antiterror, inclusive estudando projetos de lei em tramitação, a fim de ver como o Legislativo tem abordado a matéria.
