Since the late 1990s, the Chinese government has engaged in a process of attempting to reform the technical global internet governance regime, which is currently dominated by the US government and non-state actors. This article aims to contribute to the literature on Beijing’s approach to this issue by providing a detailed empirical account of its involvement in a few core regime organisations. It argues that Beijing’s reform approach is guided by its domestically derived preferences for strong state authority and expanding China’s global power, but that its reform efforts are unlikely to succeed based on countervailing structural hard- and soft-power factors.

This chapter analyses the copyright law framework needed to ensure open access to outputs of the Australian academic and research sector such as journal articles and theses. It overviews the new knowledge landscape, the principles of copyright law, the concept of open access to knowledge, the recently developed open content models of copyright licensing and the challenges faced in providing greater access to knowledge and research outputs.

Purpose Encouraging office workers to 'sit less and move more' encompasses two public health priorities. However, there is little evidence on the effectiveness of workplace interventions for reducing sitting, even less about the longer term effects of such interventions and still less on dual-focused interventions. This study assessed the short and mid-term impacts of a workplace web-based intervention (Walk@WorkSpain, W@WS; 2010-11) on self-reported sitting time, step counts and physical risk factors (waist circumference, BMI, blood pressure) for chronic disease. Methods Employees at six Spanish university campuses (n=264; 42 +/- 10 years; 171 female) were randomly assigned by worksite and campus to an Intervention (used W@WS; n=129; 87 female) or a Comparison group (maintained normal behavior; n=135; 84 female). This phased, 19-week program aimed to decrease occupational sitting time through increased incidental movement and short walks. A linear mixed model assessed changes in outcome measures between the baseline, ramping (8 weeks), maintenance (11 weeks) and follow-up (two months) phases for Intervention versus Comparison groups. Results A significant 2 (group) x 2 (program phases) interaction was found for self-reported occupational sitting (F[3]=7.97, p=0.046), daily step counts (F[3]=15.68, p=0.0013) and waist circumference (F[3]=11.67, p=0.0086). The Intervention group decreased minutes of daily occupational sitting while also increasing step counts from baseline (446 +/- 126; 8,862 +/- 2,475) through ramping (+425 +/- 120; 9,345 +/- 2,435), maintenance (+422 +/- 123; 9,638 +/- 3,131) and follow-up (+414 +/- 129; 9,786 +/- 3,205). In the Comparison group, compared to baseline (404 +/- 106), sitting time remained unchanged through ramping and maintenance, but decreased at follow-up (-388 +/- 120), while step counts diminished across all phases. The Intervention group significantly reduced waist circumference by 2.1cms from baseline to follow-up while the Comparison group reduced waist circumference by 1.3cms over the same period. Conclusions W@WSis a feasible and effective evidence-based intervention that can be successfully deployed with sedentary employees to elicit sustained changes on "sitting less and moving more".

A new science curriculum was introduced to primary schools in the Republic of Ireland in 2003. This curriculum, broader in scope than its 1971 predecessor (Curaclam na Bunscoile, 1971), requires teachers at all levels of primary school to teach science. A review carried out in 2008 of children’s experiences of this curriculum found that its implementation throughout the country was uneven. This finding, together with the increasing numbers of teachers who were requesting support to implement this curriculum, suggested the need for a review of Irish primary teachers’ needs in the area of science. The research study described in this thesis was undertaken to establish the extent of Irish primary teachers’ needs in the area of science by conducting a national survey. The data from this survey, together with data from international studies, were used to develop a theoretical framework for a model of Continuing Professional Development (CPD). This theoretical framework was used to design the Whole- School, In-School (WSIS) CPD model which was trialled in two case-study schools. The participants in these ‘action-research’ case-studies acted as co-researchers, who contributed to the development and evolution of the CPD model in each school. Analysis of the data gathered as part of the evaluation of the Whole-School, In- School (WSIS) model of CPD found an improved experience of science for children and improved confidence for teachers teaching at all levels of the primary school. This paper addresses the issue of the digital divide in students of public secondary schools at Chihuahua City, Mexico. It seeks to identify potential inequality of opportunities with regards to subjects’ access to information, knowledge and education through the ICT (internet, mobile telephony, broadband and television). The study takes three schools as investigative stage, using the survey as a data collection instrument, identifying patterns of behavior regarding: general knowledge of them, access to computer equipment and internet, and characterization of their use. Other aspects of analysis are the identification of the educational level of parents and access to technology resources available for academic and non-academic purposes in various application areas (home, school and social environment). The proposal concludes, that it is through the recollection of alternatives suggested by the teachers themselves to incorporate ICT for teaching purposes in a systematic and planned fashion, whose greatest reflection manifests in better digital literacy indicators.

Élaborée à partir d’une étude de cas extensive focalisant sur les perspectives multiples et concurrentes ayant émergé lors des négociations sur la gouvernance de l’Internet, thématique ayant dominé l’agenda politique du Sommet mondial sur la société de l’information (SMSI), cette thèse examine les manières avec lesquelles les débats mondiaux sur la gouvernance de l’Internet influencent la notion d’intérêt public en communication. Établie sur la base d’une observation participante extensive, d’entrevues semi-structurées et de l’analyse d’une documentation formelle et informelle associée au SMSI, cette thèse fait état de l’émergence des enjeux associés à la gouvernance de l’Internet au SMSI et présente une analyse approfondie des négociations ayant porté sur cet enjeu. Le cadre théorique développé par Lawrence Lessig au travers duquel « le code est la loi » est appliqué afin d’expliquer comment les différents acteurs ont débattu et ultimement atteint un consensus sur les frontières venant séparer les enjeux normatifs de politique publique et les questions techniques de régulation et de gestion du réseau. Cette thèse discute également de l’évolution des débats autour de la gouvernance mondiale de l’Internet ayant pris place à la suite de la conclusion du SMSI. Sur la base de cette étude de cas, un ensemble de conclusions sont formulées sur les acteurs et les caractéristiques institutionnelles ayant influencé les négociations sur la gouvernance de l’internet. Il est également suggéré que le SMSI a redéfini une discussion étroite sur la gestion d’un ensemble de fonctions techniques de l’Internet en un domaine de politique publique plus large de gouvernance mondiale de l’Internet. Il est également défendu que la notion d’intérêt public dans la gouvernance mondiale de l’Internet est conceptualisée autour des processus de participation et d’intégration des différentes parties prenantes au processus politique. Les implications directes et indirectes qui découlent de ce constat pour comprendre plus largement la notion d’intérêt public dans le domaine de la communication sont également présentées et discutées. En conclusion, cette thèse s’interroge sur les implications programmatiques des éléments ayant été précédemment soulevées pour la recherche médiatique et communicationnelle.

Las tecnologías de la información y la comunicación (TIC), son una herramienta avanzada que le permiten a la sociedad informarse, comunicarse e interactuar virtualmente. Pues en la actualidad se consideran importantes ya que en un mundo globalizado se requiere actuar inmediatamente y las TIC son un medio que sirven para acortar distancias y a su vez garantizan una adecuada integración entre quienes las utilizan. Por esta y muchas otras razones es importante hacer un uso adecuado y promover dichas tecnologías con el fin de lograr un desarrollo social, ya que éstas generan conocimiento autónomo que permiten una evolución en la humanidad. Teniendo en cuenta que, las tecnologías de información y comunicación tal como lo dijo Kofi Annan, Secretario general de la Organización de las Naciones Unidas es el discurso inaugural de la primera fase de la WSIS, en Ginebra en el 2003 “las tecnologías de la información y la comunicación no son ninguna panacea ni fórmula mágica, pero pueden mejorar la vida de todos los habitantes del planeta. De que se disponen de herramientas para alcanzar los Objetivos de Desarrollo del Milenio, de instrumentos que harán avanzar la causa de la libertad y la democracia, y de los medios necesarios para propagar los conocimientos y facilitar la comprensión mutua”(Organización para las Naciones Unidas para la Educación, la Ciencia y la Cultura Oficina en Quito, Ecuador, 2011, pág. 59).

El siguiente trabajo de grado para la Facultad de Administración de la Universidad del Rosario, tiene como objetivo principal realizar un análisis financiero de la compañía NEORIS COLOMBIA S.A.S., empresa resultante de las soluciones innovadoras que creó CEMEX, uno de los productores de cemento más grandes y rentables del mundo, y que se dedica a brindar consultoría interna de tecnología. Asimismo, indagar las implicaciones que tienen los cambios y el avance en los sistemas de implementación tecnológico de empresas dedicadas a TI en las finanzas de esta compañía. El presente trabajo busca determinar de qué manera NEORIS COLOMBIA S.A.S. implementa sus recursos para ser una de las empresas de consultoría más importantes de Colombia a pesar del incremento de la competencia en el sector dedicado a consultoría de TI brindando soluciones de tecnología emergente y servicios de outsourcing, que va de la mano con los avances tecnológicos que exige cada vez más el mundo actual. Aunque dentro del mercado la competencia es infaltable, NEORIS busca crear relaciones a largo plazo con proveedores de servicios generales, personas con la experiencia y el conocimiento y excelencia técnica necesaria para desarrollar aplicaciones y servicios especializados en una diversidad de plataformas tecnológicas que le permita seguir siendo una empresa líder. Para este análisis financiero, se utilizarán diferentes herramientas e indicadores financieros que ayudarán a identificar, analizar y evaluar si la compañía es viable o no.

The meeting was convened as part of this office's strategy to continue to provide support to CDCC Member States in implementing the WSIS Plan of Action. The thirty two participants were in general knowledgeable about the Information Society activities of their respective governments and organisations. The objective of the meeting was to apprise CDCC Member Countries of the activities which the Secretariat had undertaken in the area of Information and Communications Technology for Development as a follow up to the Twentieth Session of the CDCC and in response to the resolution tabled at that session; to facilitate the exchange of information among countries and agencies in the region with respect to ICTs for development in general and the WSIS process in particular; hear reports on progress made at the national level, with special focus on the area of e-government and government policies in the area of ICTs; and to get a snapshot as to where the region is positioned vis a vis the WSIS agenda. A Caribbean ICT Stocktaking report was presented and there was an update on the e-LAC strategy. Several recommendations were made with respect to ECLAC's continuing involvement in this area - among them, that ECLAC should assist countries with preparing national e-strategies, develop strategic partnerships especially with the CARICOM Secretariat, develop databases and other information four use by the CDCC countries and continue its stocktaking work
