La viabilidad de la estrategia de municipios saludables es un producto conjunto entre el trabajo de investigación realizado por el autor en la Maestría de Administración Pública, de la Escuela Superior de Administración Pública, y las reflexiones realizadas en el Grupo de Investigación de Rehabilitación e Integración Social de la Persona con Discapacidad, dentro del proyecto de Políticas Públicas y Municipios Saludables, de la Facultad de Rehabilitación y Desarrollo Humano de la Universidad del Rosario. Este texto expone, desde una mirada conceptual y crítica, la viabilidad de la estrategia de municipios saludables como política pública en nuestro contexto; analiza la importancia de las políticas internacionales de promoción de la salud, la reforma en dicho sector y, finalmente, muestra un estudio de caso en el municipio de Zipaquirá. La obra desarrolla los factores y elementos que hacen posible la estrategia de municipios saludables y presenta los instrumentos de recolección de la información que pueden ser teóricos e investigativos para que desde lo local se implemente la estrategia, con el objetivo de mejorar la calidad de vida de los ciudadanos y las ciudadanas.

Evaluation of the Type I child car restraints fitting service in WA

Child passenger injury remains a major road safety issue despite advances in biomechanical understanding and child restraint design. In Australia, one intervention with parents to encourage universal and consistent use of the most appropriate restraint as well as draw their attention to critical aspects of installation is the RoadWise Type 1 Child Car Restraints Fitting Service, WA. A mixed methods evaluation of this service was conducted in early 2010. Evaluation results suggest that it has been effective in ensuring good quality training of child restraint fitters. In addition, stakeholder and user satisfaction with the Service is high, with participants agreeing that the Service is valuable to the community, and fitters regarding the training course, materials and post-training support as effective. However, a continuing issue for interventions of this type is whether the parents who need them perceive this need. Evidence from the evaluation suggests that only about 25% of parents who could benefit from the Service actually use it. This may be partly due to parental perceptions that such services are not necessary or relevant to them, or to overconfidence about the ease of installing restraints correctly. Thus there is scope for improving awareness of the Service amongst groups most likely to benefit from it (e.g. new parents) and for alerting parents to the importance of correct installation and getting their self-installed restraints checked. Efforts to inform and influence parents should begin when their children are very young, preferably at or prior to birth and/or before the parent installs the first restraint.

Insights into special costs orders : WA court examines compliance and retrospectivity

In Walter v Buckeridge [No.5] [2012] WASC 495 Le Miere J considered an application by the defendants for special costs orders under the applicable legislation in Western Australia. Aspects of the decision may be of persuasive value in dealing with similar issues under Queensland legislation.

Biology and fisheries of swordfish, Xiphias gladius: Papers from the International Symposium on Pacific Swordfish, Ensenada, Mexico, 11-14 December 1994

The swordfish, Xiphias gladius, is a large migratory oceanic species. It is widely distributed in tropical, temperate, and sometimes cold waters of all oceans, and is usually found in areas with sea-surface temperatures above 13°C. It can reach a maximum size of 540 kg, and is a favorite food fish in many countries. It is excellent for steaks, canning, or teriyaki, the Japanese dish of meat grilled with sugar, soy sauce, and rice wine. Swordfish is harvested commercially throughout its distribution, in both coastal and high-seas fisheries. Sport fisheries for swordfish are very small compared to those for other billfishes, accounting for no more than a few hundred fish per year. (PDF file contains 284 pages.)

Pela primeira vez uma Constituição brasileira vai tratar da questão urbana, a reforma estrutural das nossas cidades. Alguns pontos são muito polêmicos: a questão do usocapião urbano, a outra questão é se fica um lote ou 250 metros, quanto ao transporte coletivo, definir se é do poder público, de uma maneira genérica, ou se fica na questão municipal como instância de governo. Dentro da política urbana, a propriedade deverá atender a uma função social. A nova Carta estabelece a desapropriação das propriedades que não cumprirem função social. A desapropriação só ocorrerá após serem aplicadas punições sucessivas. A Reforma Urbana será votada até o final da Sessão. O capítulo 1º da Ordem Econômica foi concluído antes da votação da Reforma Urbana. O acordo foi fechado e a Reforma Urbana foi votada. Resultado: aprovada com 322 votos.

Relationship between the water levels and the fish catches in lakes Mweru and Mweru wa Ntipa, Zambia

The relationships between water level and catch per effort in two Zambian lakes are compared. In the relatively stable Lake Mweru, a positive correlation exists which can be used, with certain reservations, to predict the state of the fishery two years in advance. The cause of the relationship is probably the effect of water level on the marshy and swampy breeding areas, where at least the most common species in the commercial catch (Tilapia macruchir) has definite limits for the depth of water in which it will breed. For Mweru wa Ntipa, a consistant definite relationship does not exist, probably because the water level and extent of the lake fluctuate widely.

The author describes the essence and characteristics of the novel surveying evaluation scale of the educational process. Balancing between quality, intensity and conclusiveness of expressions is a selective clue to choose indicators i.e. stimulus ascertainments to the survey. On the basis of empirical studies of "Informatics Culture" (computer experience and cognizance) the author discusses quantitative parameters of the scale and the way of representing them in practice. Special attention was paid to a contextual representation of results, to the vector method of the appraisal value of alteration in time; and to the issues of inter-group comparability of the process effects.

Components of the peptidome and transcriptome persist in lin wa pi: the dried skin of the Heilongjiang brown frog Rana amurensis as used in Traditional Chinese Medicine

Although the ancient practice of traditional Chinese medicine (TCM) utilizes predominantly herbal ingredients, many of which are now the subject of intense scientific scrutiny, significant quantities of animal tissue-derived materials are also employed. Here we have used contemporary molecular techniques to study the material known as lin wa pi, the dried skin of the Heilongjiang brown frog, Rana amurensis, that is used commonly as an ingredient of many medicines, as a general tonic and as a topical antimicrobial/wound dressing. Using a simple technology that has been developed and validated over several years, we have demonstrated that components of both the skin granular gland peptidome and transcriptome persist in this material. Interrogation of the cDNA library constructed from the dried skin by entrapment and amplification of polyadenylated mRNA, using a "shotgun" primer approach and 3'-RACE, resulted in the cloning of cDNAs encoding the precursors of five putative antimicrobial peptides. Two (ranatuerin-2AMa and ranatuerin-2AMb) were obvious homologs of a previously described frog skin peptide family, whereas the remaining three were of sufficient structural novelty to be named amurins 1-3. Mature peptides were each identified in reverse phase HPLC fractions of boiling water extracts of skin and their structures confirmed by MS/MS fragmentation sequencing. Components of traditional Chinese medicines of animal tissue origin may thus contain biologically active peptides that survive the preparation procedures and that may contribute to therapeutic efficacy.

Photoacoustic investigations on the photostability of Coumarin 540-doped PMMA

In this paper, we present a laser-induced photoacoustic study on the photostability of laser dye Coumarin 540 doped in PMMA matrix and modified by the incorporation of low-molecular weight additives. The dependence of photostability of the dye on various experimental conditions, such as nature of solvents, incident optical power and dye concentration, is investigated in detail. The activation rates for the bleaching process are calculated for different concentrations and they suggest the possibility of two distinct mechanisms responsible for photodegradation. Further, analysis of the data confirms the linear dependence of photodegradation on the intensity of incident radiation. The role of different externally influencing parameters, such as wavelength and modulation frequency of incident radiation, is also discussed.

Study of solvent effect in laser emission from Coumarin 540 dye solution

The results of a brief investigation of the amplified spontaneous emission and lasing characteristics of Coumarin 540 dye in as many as ten different solvents are reported. It has been found that C 540 dye solutions contained within a rectangular quartz cuvette give laser emission with well resolved equally spaced modes when pumped with a 476 nm beam. The modes were found to originate from the subcavities formed by the plane-parallel walls of the cuvette containing the high-gain medium. While the quantum yield remains a decisive factor, a clear correlation between the total width of the emission spectra and the refractive indices of the solvents of the respective samples has been demonstrated. The well-resolved mode structure exhibited by the emission spectra gives clear evidence of the lasing action taking place in the gain medium, and the number of modes enables us to compare the gain of the media in different samples. A detailed discussion of the solvent effect in the lasing characteristics of C540 in different solutions is given.
